    Focusing on the case of Bulgaria, this paper examines the trends, causes and social impacts of transitory migration, and especially that of asylum seekers and refugees, in Bulgaria as part of the Central and Eastern European (CEE) region and the broader EU context. It provides a statistical overview of refugee flows since 2012 and indicators of the rates of retention or transition. The paper also describes the legislative frameworks on the EU — and national levels which define the required reception conditions and the procedural treatment of asylum seekers and refugees, and elaborates on their practical application, including deficiencies in the conditions for receiving refugees, procedural flaws and the lack of integration measures. Finally, the paper discusses the impact of these processes on Bulgarian society, including the role of civil society.

    The European Union’s refugee policy started to develop after the migration crisis in the beginning of the 21st century. In that perspective the refugee issue became the main topic in a public debate in the European Union which divided Member States for supporters and opponents of the common migration and asylum policy for the whole organization. Article presents an issue of the European Union’s migration and asylum policy which was implemented because of the mass incoming of migrants and refugees to the Europe. That situation intensified in 2015 after the beginning the conflict in Syria. The article is theoretic and explanatory. Realization of that purpose required using typical methods for social science - document and literature analysis. The investigations of documents and literature allowed to present the European Union’s common migration and asylum policy as well as the Member States’ domestic policy. In the article there was an analysis of the chosen EU legislation and regulations which decide about the protection of the rights of refugees, the rules of admitting and relocation refuges by the European Union’s Member States as well as collaboration and action to protect the rights of refugees.

    The 2015 refugee crisis – as the mass influx of migrants from the Middle East is commonly dubbed – tested the European Union’s ability to react to large-scale humanitarian emergencies. Apart from various organizational, social and political changes that the 2015 refugee crisis has brought to the European Union, it has also marked the growing role of information and communication technology (ICT) in the EU’s asylum and migration policies. Drawing from the critical perspective of international relations and such concepts as securitization of migration, the paper aims to analyse the engagement of ICT by EU institutions and individual Member States during the refugee crisis in 2015.

    Opis:
    Welfare states in Europe and across the Atlantic introduced various social policies aiming at integrating refugees or facilitating their self-sufficiency. Since the beginning of 2015 when the so called “refugee crisis” started in Europe and anti-refugee rhetoric appeared in public discourse, these policies became jeopardized. Surprisingly, only a handful of studies provide evidence on how these policies operate amidst the current political conditions. Even fewer deliver comparative evidence from different countries. This article aims to address this gap using qualitative comparative case study design and interpretative policy analysis. It answers how asylum and social policies have been shaped and delivered in countries as different as the United States and Poland, including the context of the 2015 and 2016 political shifts. This article argues that despite being shaped and delivered differently, some of the current framing and shaping of the policies are similar and can have parallel outcomes for refugee communities and organizations assisting them. Chances for upward mobility for refugees can decrease and income and social inequalities may deepen.

    The purpose of this study was to investigate the European Union (EU) Migration and Asylum Policy, a perspective of African migrants in Europe. Attempts were made to identify the perception of Africans in the EU on its migration and Asylum policy and assess whether the policy encourages migration and Asylum in the EU. To achieve this, descriptive survey was employed and questionnaires were administered to 100 respondents in Europe from different African countries. The data collected using the online questionnaires were analyzed using percentage, mean and standard deviations. From the results, it was concluded that immigration into the EU is undertaken by male citizens of most African countries especially at their youthful ages driven by the need to pursue education and job opportunities. Their stay in the EU breeds the desire (positive perception and desire) to obtain either work status or EU nationality. Many of them desire to be integrated into the host countries rather than repatriated to their countries. Finally, most of them greatly esteem the EU migration and asylum policy and prefer to stay within the EU than be resettled or repatriated, according to the new EU Pact policy.

    In classical theoretical reflections on international reality, one of the leading paradigms is the belief that the Westphalian order based on sovereign states has evolved into a diverse network of interdependent actors. From a legal perspective, a network such as this has the character of multi-level normative linkages. Legislation with varying degrees of impact in terms of its binding force is enacted within a number of parallel consultative bodies. Within the EU this network takes on a concretised, institutionalnormative dimension, the so-called European Composite Administration which is evident in specific areas such as cyber security, asylum and migration policies, energy, and financial market regulation. In the European Union, decentralised agencies play a leading role in a such compound bureaucracy. They are one of the main instruments in the European system for harmonising regulation and practices in specific areas of EU activity. In a crisis situation there is an increasing tendency to modify their powers. Within the European Composite Administration, bodies such as EASO, the agency responsible for migration and asylum policies, play a key coordinating role between the Member States. The crisis legitimises institutional changes, by expanding the catalogue of regulatory agencies' competencies. While practitioners, especially in individual offices in the Member States, may find such processes acceptable in relation to the ideal of efficient and effective administration, these phenomena may be regarded as worrying from the point of view of control over a growing complex integrated administrative apparatus.

    This article analyses Polish migration and asylum policies and how they conform to EU legislation. Firstly, it focuses on the most important stages of developing these policies in the EU and their legal and institutional implementation in Poland. Secondly, it discusses the current trends of economic migration to Poland, the challenges of migrant integration, and the attitudes of Polish citizens to migrant workers. Finally, it shows how Polish asylum and visa policies, and ways of combatting illegal immigration are in line with EU requirements. The article also shows that in recent years economic migration has been recognised as positively influencing economic growth and innovation, especially when migration of highly qualified workers is regulated. One of the most important challenges for the future is the development of appropriate integration strategies for migrants coming to Poland.

    Opis:
    European migration and asylum policies reflect the public opinion of the continent’s citizens. This is the presumption of this article outlining a theoretical analysis of Europe’s civil and civic society and speculating what would be necessary to change from the currently prevailing mood of paranoia and nationalist exclusivism to a more generous open, equal and humanitarian society. After outlining the current public opinion climate in the EU, the text builds upon Jürgen Habermas’s public sphere theory and Nancy Fraser’s post- Westphalian critique thereof, I use Ferdinand Tönnies distinction between Gemeinschaft (community) and Gesellschaft (society) as well as M.R.R. Osenwaade’s study of the civil and civic society concluding with an appeal for broad political reforms, because only when political elites change their approach to society and governing will Europe become a compassionate and generous society. The article’s contribution to this debate centers upon the notion that civil society as a distinctive social organization is antithetical to citizenship and instead generates individuals whose lives evolve around individualism, consumerism, and personal gratification rather than democracy, political responsibility and participation. Only with a strong but open state counter-posing the neoliberal economic trends, can we move closer to the ideal civic society.

    Migration plays a central role in current global processes of economic, social and political change. And it is a major challenge for the EU and the Member States. This paper presents some of the changed policy environment in which the EU finds itself and focuses on the developing process of a new European agenda for immigration and asylum policy. It analysis the current state of global migration and its emerging trends and highlights some of the key shifts in the European policymaking environment that the EU will face.     The aim of the article is to analyze the assumptions of Poland’s asylum policy in the years 1990-2019. In the discussed period, three phases of the evolution of asylum policy were distinguished: internationalization, Europeanization and anti‑Europeanization. This policy is analyzed through the prism of the evolution of components important for policy making as a public policy. These include: forms of protection for foreigners, Poland’s international obligations, membership in international organizations, infrastructure, institutional solutions, integration policy, the intensity of public debate, and the attitude of Poles towards refugees.
    Celem autorki artykułu jest przeanalizowanie założeń polityki azylowej Polski w latach 1990-2019. W omawianym okresie w ewolucji polityki azylowej wyodrębniono trzy fazy: internacjonalizacji, europeizacji i przeciweuropeizacji. Polityka ta analizowana jest przez pryzmat ewolucji komponentów ważnych dla kształtowania polityki jako polityki pub‑ licznej. Wśród nich wymienić można: formy ochrony cudzoziemców, zobowiązania międzynarodowe Polski, członkostwo w organizacjach międzynarodowych, infrastrukturę, rozwiązania instytucjonalne, politykę integracyjną, intensywność debaty publicznej, stosunek Polaków do uchodźców.

    In mid-October 2019, the European Commission presented a report on the implementation of European Agenda on Migration of 2015 and indicated the areas that require further action mainly related to irregular migration, smuggling of migrants and trafficking. The EC emphasized that only by joining forces of all member states the European Union will be able to fight effectively and humanely with these problems. Irregular migration has become one of the EU most important problems since the 1990s, and the growing number of irregular migrants evoked the feeling that a single state is unable to control people arriving on its territory. The Europeans are terrified of the scale of migration. Conflicts and antagonisms between the local population and the rapidly growing number of migrants have begun to increase. The research goal of the article is to analyze the implementation of the 2015 European Agenda on Migration.
    W połowie października 2019 roku Komisja Europejska przedstawiła sprawozdanie dotyczące realizacji działań w ramach „Europejskiego programu w zakresie migracji” z 2015 r. i wskazała na obszary wymagające dalszych działań związanych głównie z nielegalną migracją, przemytem migrantów i handlem ludźmi. KE podkreśliła, że Unia Europejska będzie w stanie skutecznie i humanitarnie walczyć z tymi problemami tylko wtedy, jeśli wszystkie państwa członkowskie wspólnie wezmą udział w tej walce. Nielegalna migracja stała się jednym z najważniejszych problemów UE już w latach 90. XX w., a wzrastająca liczba nielegalnych migrantów zwiększyła poczucie, że pojedyczne państwo nie jest w stanie kontrolować osób przybywających na jego terytorium (Boswell, 2003, ss. 618–620). Europejczycy przerazili się skalą migracji. Zaczęły narastać konflikty i antagonizmy między ludnością miejscową i szybko rosnącą liczbą migrantów. Celem artykułu jest analiza dotychczasowej realizacji postanowień „Europejskiego programu z zakresu migracji” z 2015 roku.

    Granting asylum is the competence of every sovereign state. However, members of the European Union have the right to transfer a part of their own powers to the EU, which is reflected in primary legal acts. Nevertheless, granting asylum is not an exclusive right of the EU, but rather a competence shared with all Member States. The EU’s area of freedom, security and justice has been regulated within the framework of the European Union non-exclusive competences, including a common policy in the field of asylum. As part of their remit, the EU authorities issue acts of secondary legislation regarding the institution of asylum, while the Court of Justice of the European Union outlines national practice in case of interpretative difficulties concerning primary and secondary legislation. Finally, the ever-changing social and migration situation, as well as newly emerging secondary legal acts, have caused a rupture in the common asylum policy of EU Member States.

    Migration and asylum are two of the most challenging issues in Europe. With every crisis, new shortcomings are exposed. However, actions taken by the European Union and its Member States have proven that common migration and asylum policy remains a distant goal. In the presented paper, the author analyses developments in the European Union migration and asylum policy of 2022, stating that, despite the momentum caused by the support given to Ukrainians with temporary protection, hopes for comprehensive asylum and migration policy reform should be toned down, despite the end of the legislative period looming on the horizon.

    Australijska polityka imigracyjna, szczególnie wobec uchodźców, oraz polityka wielokulturowości były często przywoływane w Europie jako pozytywny model, zwłaszcza przez zwolenników masowej imigracji i integracji nowo przybyłych w społeczeństwach przyjmujących. Jednak w ostatnich latach stanowisko Canberry wobec osób próbujących bez wiz dostać się na terytorium australijskie, by tam uzyskać status uchodźcy, wzbudza krytykę na świecie i w samej Australii. Zarazem, gdy Unia Europejska stanęła w obliczu fali niekontrolowanej migracji z Afryki i Azji, nie brakuje wezwań do przyjęcia australijskich rozwiązań. Trudno nie spostrzec, jak bardzo owe polemiki odzwierciedlają starcie różnych politycznych i ideologicznych perspektyw, a trafiające do polskiego czytelnika wypowiedzi są zwykle wyrwane z kontekstu. Dlatego poniższy tekst ma dwa cele: zarysowanie historii polityki australijskiej wobec uchodźców oraz wykazanie, że wprowadzone na przełomie wieku zmiany są raczej jej ewolucyjną kontynuacją niż radykalną zmianą.
    Australian immigration policy, particularly regarding refugees, along with multicultural policies were often hailed in Europe as a positive model, especially by advocates of mass immigration and the integration of newcomers in receiving societies. However, in recent years Canberra’s position on asylum seekers trying to reach the Australian territory without visas has provoked criticism in the world as well as in Australia. At the same time, when the European Union faces uncontrolled migration from Africa and Asia, there is no shortage of calls for an adoption of Australian solutions. On cannot but notice how much these polemics reflect the clash between different political and ideological perspectives, while voices on the topic which reach Polish-language readers are usually taken out of context. Therefore the text has two aims: to outline the history of Australian refugee policy and to show that the changes at the turn of the century are its evolutionary continuation rather than any radical change.

    In this paper we review the significant political events and economic forces shaping contemporary migration within and into Europe. Various data sources are deployed to chronicle five phases of migration affecting the continent over the period 1945–2015: immediate postwar migrations of resettlement, the mass migration of ‘guestworkers’, the phase of economic restructuring and family reunion, asylum-seeking and irregular migration, and the more diverse dynamics unfolding in an enlarged European Union post-2004, not forgetting the spatially variable impact of the 2008 economic crisis. In recent years, in a scenario of rising migration globally, there has been an increase in intra-European migration compared to immigration from outside the continent. However, this may prove to be temporary given the convergence of economic indicators between ‘East’ and ‘West’ within the EU and the European Economic Area, and that ongoing population pressures from the global South, especially Africa, may intensify. Managing these pressures will be a major challenge from the perspective of a demographically shrinking Europe.

    Tato práce řeší problematiku migrace na úrovni Německé Spolkové republiky. Popisuje migrační proudy, které proudily a nadále proudí na toto území a v neposlední řadě se zaměřuje na dopady vycházející z politik Evropské unie a následné dopady na německou ekonomiku. Poslední část zahrnuje vlastní výpočet předpokládaného budoucího vývoje migračních toků do roku 2020 a nastiňuje scénář možného vývoje. Analýza migračních toků je založena na datech o imigraci a emigraci a prognóza budoucího vývoje je vypočtena s pomocí trendové funkce.
    The subject of the artickle is to discuss issues about migration in the Federal Republic of Germany. I focus on migration flows, impacts of the European union policy, and consequent impacts on the german economy. The last part of thesis includes my own calculation of the expected future development of migration flows until the year 2020. Analysis of migration flows is based on data about immigration, emigration, and forecast future development which is calculated by trendy function.

    Artykuł analizuje reakcję władz lokalnych i społeczeństwa obywatelskiego na kryzys uchodźczy na poziomie Bremy, niemieckiego miasta na prawach kraju związkowego. Liberalna polityka azylowa – wielokulturowa agenda przyjazna migrantom kształtowana jest przez silną lewicową, socjaldemokratyczną tradycję tego landu. Skupienie się na Wolnym Hanzeatyckim Mieście Brema wynika z szerokiego zakresu ról, jakie odgrywa ono jako duża społeczność imigracyjna i preferowane miejsce pobytu dla osób ubiegających się o azyl, a także w przeszłości kolonialny ośrodek Niemiec. W artykule wysuwa się konkluzję, że szczególna rola, jaką odgrywają władze lokalne w reagowaniu kryzysowym i długofalowej integracji, wymaga nowych reform i praktyk instytucjonalnych. Pomimo ogromu kryzysu i skali wydatków Brema wykazała się umiejętnością uczenia się na błędach i wprowadzania innowacji.
    This paper investigates the response of local government and civil society to the refugee crisis in the city-state of Bremen. Liberal asylum policy, the migrant-friendly multicultural agenda is particularly shaped by the strong leftist, social-democratic tradition in this city state. The focus on The Free Hanseatic City of Bremen refl ects the wide range of roles that it is playing as a large immigration community and a preferred destination for asylum-seekers, as well as Germany’s former colonial hub. The article finds that the special role played by local city government in emergency response and long-term integration requires new policy reforms and institutional practices. Despite the enormity of the crisis and the scale of expenditures, Bremen has shown the ability to learn from mistakes and to innovate.
