Opis:
This paper has developed a generalised sampling strategy for the rapid location of objects in digital images. In this strategy a priori information on the possible locations of objects is used to guide the sampling process, and earlier body-based and edge-based approaches emerge automatically on applying the right a priori probability maps. In addition, the limitations of the earlier regular sampling technique have been clarified and eased—with the result that sampling patterns are better matched to the positions of the image boundaries. These methods lead to improved speeds of operation both in the cases where all the objects in an image have to be located and also where the positions of individual objects have to be updated. Finally, the method is interesting in being intrinsically able to perform full binary search tree edge location without the need for explicit programming.

The article analyses the operation of reciprocal internal combustion engines, with marine engines used as an example. The analysis takes into account types of energy conversion in the work spaces (cylinders) of these engines, loads of their crankshaft-piston assemblies, and types of fuel combustion which can take place in these spaces during engine operation. It is highlighted that the analysed time-dependent loads of marine internal combustion engine crankshaftpiston assemblies are random processes. It is also indicated that the wear of elements of those assemblies resulting from their load should also be considered a random process. A hypothesis is formulated which explains random nature of load and the absence of the theoretically expected detonation combustion in engines supplied with such fuels as Diesel Oil, Marine Diesel Oil, and Heavy Fuel Oil. A model is proposed for fuel combustion in an arbitrary work space of a marine Diesel engine, which has the form of a stochastic four-state process, discrete in states and continuous in time. The model is based on the theory of semi-Markov processes.

This article describes a method for planning the assembly of ship hulls that focuses on a welding sequence, takes into account subassembly processes and makes use of a previously built database of structures. Different degrees of similarity between structures are taken into account. The described research led to the development of an intelligent hybrid sequencing method for structure assembly that uses fuzzy clustering, case-based reasoning and evolutionary optimization. The method is called ‘Multi-case-Based Assembly Planning (MBAP)’. The method is developed to provide satisfactory solutions with low user effort. The analyses carried out show that the calculations are highly timeefficient. The developed evolutionary algorithm converges on sub-optimal solutions. The MBAP method can be directly implemented by any shipbuilder that assembles hulls. Apart from this, fuzzy clustering integrated with case-based reasoning can be applied in practice. The integration of fuzzy clustering and case-based reasoning has been taken to a level higher than previously described in the literature.

The electoral system of Suriname has been analyzed. Suriname has a unicameral parliament, the National Assembly. The 51 seats of the National Assembly are distributed among 10 districts. There are large discrepancies between the numbers of voters represented by a seat in the various districts. Apportionment methods leading to different seat distributions are explored and compared with each other and with the current one. The comparison is done with respect to the number of voters represented by a seat, the mean majority deficit and the probability that a majority deficit will occur, the influence of a voter in a particular district using the Banzhaf power index, and the influence of a political party relative to the percentage of the popular vote that the party obtained. The method of equal proportions turns out to yield the best results in general.

Currently the manufacturing of aero-engine intercase is primarily a single piece titanium casting and has slightly deteriorated material properties as compared to sheet metal parts and has long manufacturing lead time. As an alternative solution to above problems, the VITAL (Environmentally Friendly Aero Engines) project aims to design, manufacture and test the critical technologies required to develop new type of clean and low noise aero engines by developing innovative technical solutions to reduce the engine's weight, thereby reducing both fuel consumption and CO2 emission. This requires the fabrication of small and weight optimised parts which will be automatically manipulated, welded, assembled and inspected in a flexible fabrication cell. The paper introduces a novel techniques for compensating the deformation that occur in aero-engine fabricated components and potential component handling errors using standard industrial robots, an advanced end-effector, mathematical processing, non-contact metrology systems and cell control system. The system described in this paper uses in-process measurement sensors to determine the component's exact location prior to the assembly operation. The core of the system is a set of algorithms capable of best fitting measurement data to find optimal assembly of components.

A new approach to solving realistic car assembly scheduling problems for mixed model assembly line is presented. It is proposed to decompose the problem into two subproblems: 1) a sequencing problem that generates admissible car sequences fulfilling capacity constraints for all car models in the production plan, 2) a scheduling problem that determines an admissible car sequence with shortest makespan. The details of this approach are illustrated by a simple numerical example.

In the assembly industry, almost all components are outsourced or transferred to other parties, in order to meet the need for supply. This is referred as outsourcing of production. The outsourcing of assembly product components is based on a relationship model between the contractor and the industry. However, there is no relationship or communication pattern between the contractor or supplier and the assembler. Hence, in order to accelerate line production and overcome problems with assembly components, the communication path is shortened by providing a direct communication channel between the assembler and the supplier or contractor, in order to communicate any problems that arise during the assembly process by internal communication within the industry. The purpose of this study is the design and development of a web-based software application electronic data interchange (EDI) that can be used as a tool for communication between the assembler and supplier. The EDI application provides formal communication between the assembly industry and the contractor providing the components or parts needed in the assembly process. The main purpose of using EDI technology is to help the assembler to communicate the relevant documents to suppliers quickly, accurately and efficiently. The documents to be communicated are in the form of reports or claims, and are related to non-conformities, errors and component difficulties arising during the assembly process. This research novelty is providing direct communication between assembly and supplier by using EDI application that can give contribution in manufacturing area so it can accelerate the line production in assembly.

The author analyzes the problem of the implementation of judgments of the European Court of Human Rights (ECtHR). In light of the European Convention on Human Rights (ECHR), a special role in its control mechanism is played by the Committee of Ministers of the Council of Europe. Despite the measures taken, there have been delays in the execution of judgments or the lack of their implementation for years. The author analyzed this problem in light of the latest reports of the Committee of Ministers and the recommendations of the Parliamentary Assembly. He pointed to the need for greater activity in this process of other bodies of the Council of Europe, including: the Commissioner for Human Rights, the Venice Commission, the CPT, the ECRI as well as institutions of the civil society. In the last decade, the interest of the Parliamentary Assembly of the Council of Europe in this matter has clearly increased. The author postulates that parliamentarians sitting in this body should be more active in this regard in their countries. They have instruments of control on the executive power, which could be used to increase the effectiveness of the execution of the ECtHR’s judgements.

What does the Holy Spirit say to the Church? At the Second Vatican Council it was noticed that the Church must accept the word of God fully, i.e. the entire revelation, because its identity is contained in it, however, in order to belong to God's people, knowledge alone is not enough, the need for familiarity is not enough. These conclusions were made at the XII Ordinary General Assembly of the Synod of Bishops, paying special attention to the liturgy of the Word of God, the sacramental dimension of the sacred texts, the need to study them in depth, to put the word into practice, and to indicate human situations that particularly suit the situations in which the word of Christ was preached.

The article presents a computational analysis of the effect of the turboprop engine slipstream on generation of aerodynamic forces induced vibrations of aircraft tail assembly (empennage). Working propellers exhaust system, engine nacelle, and wing-engine nacelle flow interference phenomenon can cause strong non-stationary disturbances behind the wing of the aircraft. These disturbances, propagating in the direction of the aircraft tail assembly, may be an important factor influencing the operation of the airplane flow control system and the source of aerodynamic forces generating vibrations of the entire plane structure. The article presents an example of analysis of this phenomenon for a light passenger-transport aircraft using advanced numerical models for simulation of the flow around the aircraft. In the computational model, Navier-Stokes flow equations were solved by finite volume method with the K-Omega SST turbulence model to calculate the turbulent kinetic energy distribution in the flow slipstream behind the airplane propulsion unit. The Ansys Fluent commercial solver was used to run analyses. To perform the simulation, high quality, dedicated conformal computational mesh, consisting of hexahedral and tetrahedral elements was prepared to evaluate the propagation of the flow disturbances with limited numerical dispersion effect. Mesh generation was conducted using Ansys ICEM CFD and Mesher software. Unsteady aerodynamic forces for horizontal and vertical tail-planes of the airplane were computed during simulations. Fourier analysis of the driven forces was performed, which resulted in finding the dominating vibration frequencies generated by the flow field around the tail assembly. The visualization of the flow field and the regions of the strong disturbances were presented. Results can be exploited in the pre-design process of aerodynamic configuration of multi-engine aircrafts.

Article 57 of the Polish Constitution outlines one of the fundamental political human and civil freedoms: freedom of assembly. Currently, in Poland, this freedom has been affected by amendments to the provisions regulating it, contained in the Law on Assemblies. The introduced changes, due to their nature, understandably give rise doubts of theoretical, legal, and practical nature. And it is against the background of the constitutional regulation of the meaning and role of freedom of assembly that the reflections in this paper are presented.
Artykuł 57 Konstytucji RP nakreśla jedną z podstawowych wolności politycznych człowieka i obywatela – wolność zgromadzeń. Obecnie w Polsce wolność ta jest przedmiotem nowelizacji przepisów konkretyzujących ją, zawartych w ustawie o zgromadzeniach. Wprowadzone zmiany, ze względu na swój charakter, budzą wątpliwości o charakterze zarówno teoretycznym, prawnym, jak i praktycznym. To zaś przede wszystkim na tle ich prawnego prowadzone będą rozważania tej wypowiedzi.

In this paper, an Assembly Line Balancing Problem (ALBP) is presented in a real-world automotive cables manufacturer company. This company found it necessary to balance its line, since it needs to increase the production rate. In this ALBP, the number of stations is known and the objective is to minimize cycle time where both precedence and zoning constrains must be satisfied. This problem is formulated as a binary linear program (BLP). Since this problem is NP-hard, an innovative Genetic Algorithm (GA) is implemented. The full factorial design is used to obtain the better combination GA parameters and a simple convergence experimental study is performed on the stopping criteria to reduce computational time. Comparison of the proposed GA results with CPLEX software shows that, in a reasonable time, the GA generates consistent solutions that are very close to their optimal ones. Therefore, the proposed GA approach is very effective and competitive.
