Głównym celem niniejszej pracy jest porównanie trzech modeli sił zbrojnych broniących bezpieczeństwa na terytorium swojego kraju w dzisiejszym świecie. Porównanie opiera się na wynikach analizy SWOT. W procesie gromadzenia materiałów do niniejszego opracowania, wykorzystano metodę studiowania dostępnych źródeł książkowych, periodyków i innych dokumentów drukowanych a także stron internetowych dotyczących omawianego zagadnienia. Metody oceny wykorzystane w artykule obejmują porównanie, analizę, analizę SWOT, syntezę, indukcję i dedukcję. Zastosowanie powyższych metod doprowadziło do następujących wniosków: armia zawodowa lub armia poborowych z trzonem armi zawodowej to najbardziej skuteczny model. Milicja jest w pewnym sensie armią poborowych głównie dlatego, że obie te modele system uniwersalnej służby wojskowej
The main aim of the article “Comparison of conscript, militia and professional armed forces” is the comparison of three main models of armed forces that secure territories of its states in today’s world. The comparison is based on the results of SWOT analysis of each of the models of armies that are subjected to the comparison in this article. In the process of collecting the research material we used the method of studying available books, journals and other printed documents including web pages related to our topic. Among evaluation methods, we mainly used the method of comparison, analysis, SWOT analysis, synthesis, induction and deduction. Application of the methods finally led to these conclusions: the professional army or conscript army with a broad professional core are the most efficient models. A militia army is a certain type of a conscript army, mainly because they both apply the system of a universal military service.

The author, on the background of the educational system for adults, has presented the army as an institution which, fulfilling determined function within state defense and security system, leads also education activities for soldiers. Schooling in the military has got long tradition and its history comes from the Kosciuszko Insurrection in 1794. Educational objectives in those times and later (Polish Legions, time of the second Commonwealth) had been aimed at coping with illiteracy and improving general knowledge of soldiers. After the recovery of Poland in 1918 to the rebuild Polish army came up to 40 % of illiterate conscripts. The contemporary military force conducts different forms of non-scholar professional education of soldiers - laying stress especially on the personnel self-improvement. In the educational self-improvement system of the service man the biggest role play post-graduate studies, qualification, specialist and language courses as well as military exercises. According to the researches conducted lately up to 60 % professional soldiers take a part in different courses, and this is determined by the qualification requirements on the posts their occupied - so claim 46 % examined staff. In addition in the framework of the educational activities there are also conducted cultural, recreation and sports activities which make an important element of all soldiers' development in modern military forces.

In spite of defining the role of various measures of security policy implementation the weight of one has been quite unequivocally assessed for the current policy. The main position for contemporary Poland is to be taken by the armed forces. Under these conditions, the Polish Army has become a basic element of the defense system of Poland not only in terms of image. It is not surprising then that currently the armed forces have received a wide range of tasks regarding security – both internal and external. President Duda and the government of Law and Justice proudly show the 2 percent of GDP spent on defense and an even higher target, at the latest in 2030. However, this does not create a perspective that would allow “hurray” optimism. The key to describing the Armed Forces of the Republic of Poland seems to be their ability to respond to the revolution in the field of military and the ability to modernize. Despite the plans of the Ministry of National Defense and declarations given in media, this process faces a number of difficulties. Not only do we create “abstract” visions of needs for the current policy, but we also offend our partners and those that are still our allies. The arms policy, so important from the point of view of this “self-sufficiency”, was brought to the accusations of lobbying, corruption, and fraud; not only do we not pay attention to our own needs, but we also create innovative concepts for the current policy that cause us to wander in dilettantism. It seems that the shape of the implementation of the modernization of the Armed Forces is affected not only by the current policy. To a large extent, the condition of the Polish arms industry is also a decisive factor in the absorption of modernization.

Opis:
The present text addresses the relationship between democratically and legally elected state authorities and the armed forces, which are one of instruments of governance at the state level. Through the analysis of the concepts of “apoliticism”, “subjectivity” and “objectivity” of the military in relation to state institutions, the author concludes the institutional dimension of the civilian democratic control over the armed forces, then enriching it with a non-institutional context. This allows to finally capture the essence and functional characteristics of the multidimensional phenomena, namely the civilian, democratic control over the armed forces in today's state.

The opinion relates to presidential project amending Act on martial law and Act of competence of Commander-in-Chief of the Armed Forces and its subordination to constitutional authorities of Republic of Poland and other acts, which was introduced to Marshal of the Sejm on 10th of July 2011. This project amends Acts contained in its title and Act on State of Emergency and Act of state of natural disaster. Author stresses that legislator should pass laws, which brings new legal norms, which are not included in current law. In opinion of the Author, interpretation of current law shall provide to conclusion that presidential project contains norms, already binding at the moment of introducing the amendment. Author criticizes definition of “cyberspace”, proposed by the project. In Author’s opinion this definition is not precisely specified. At the end of the opinion, Author repeats the thesis that, he doubts in necessity of this amendment, presented at the begging.

W artykule przedstawiono charakterystykę definicji uzbrojenia funkcjonujących w różnego rodzajach aktach prawnych oraz ich wpływ na sposób i tempo prowadzenia procesu projektowania, zakupu i użytkowania różnego rodzaju systemów uzbrojenia w SZ RP. Zaproponowano przyjęcie nowej definicji pojęcia "uzbrojenie i sprzęt wojskowy", która zapewniłaby właściwe zabezpieczenie interesów SZ RP w zakresie zamowień uzbrojenia i sprzętu wojskowego.
The characteristics of the arm definition functioning in different legal documents with their impact into the design and procurement processes of different weapon systems serviced by the Polish Armed Forces are presented in the paper. A proposal is made to accept the new definition of “the arm and military equipment” which could properly protect the interests of the Polish Armed Forces for procurement of the arm and military equipment.

The paper presents the issues related to the possible expended spectrum of ships’ missions and tasks. The particular technical solutions and concepts used in XX and XXI centuries have been a background on the considerations taken below. The main problems which have an impact on building the concept up and maintaining the universal ships were defined based on the analysis of factors which determined strenghts and weaknesses of the idea.

The military forces usually conjure up the image of soldiers who serve in a given country, or those who carry out their duties in peacekeeping missions. They are frequently in the spotlight during their stay in the area of their operations and the performance of their duties. The memories of them and of any of the possible problems that they may encounter usually fade away once they have gone back to their country, or once they have returned to their parent unit. Interestingly, this rule also applies to other members of the military personnel. Service in the army, which frequently implies exposure to atrocities and ongoing hostilities, undoubtedly leaves its mark on people’s physical and mental health, and it can also have a major impact on the lives of professional soldiers and their families. Paradoxically, the level of stress experienced increases as the sense of a real threat goes down. Being a soldier is one of those professions in which exposure to stress is high, and there is a major risk of post-traumatic stress disorder (PTSD), especially in those members of the armed forces who have taken part in foreign missions. This paper looks at the historical background of the phenomenon, its symptoms, its methods of diagnosis, as well as the entire system of monitoring, supporting and treating post-traumatic stress in the Polish Armed Forces. Such a study has been possible thanks to a thorough analysis of the applicable pieces of legislation, backed by an insight into a series guidelines, orders and dispositions given at all levels of command and supervision in the army.

W artykule przedstawiono kilka istotnych problemów związanych z identyfikacją amunicji i jej elementów, włącznie z opakowaniami, ze szczególnym uwzględnieniem ich znakowania i malowania na podstawie Publikacji Sojuszniczej NATO - AOP-2(C) wprowadzanej do stosowania przez Porozumienie Standaryzacyjne NATO - STANAG 2953 w kontekście wymagań w tym zakresie, które będą obowiązywać w SZ RP od 1-ego stycznia 2013 roku dla nowo wyprodukowanej amunicji. Zaakceptowano przy tym, pewne, istotne wymagania NATO dotyczące identyfikacji amunicji wojsk lądowych, które są zupełnie inne od aktualnie stosowanych w SZ RP.
In this article, there were presented some important problems connected with identification of ammunition and its elements including their packages, particularly taking into consideration marking and painting, on the basis of NATO Allied Ordnance Publication: AOP-2(C) implemented for application by Standardisation Agreement - STANAG 2953 in context of requirements in above mentioned range which will be obligatory ones in Armed Forces of Republic of Poland since the 1st January 2013 year for new-manufactured ammunition. It was also paid stress on certain, important requirements dealing with identification of Army ammunition which are completely different from up-to-date requirements used to this aim in Armed Forces of Republic of Poland.

Geography can restrain states, or create possibilities to the political activity that states carry out. Following Carl von Clausewitz, one can point to the relation between politics and war. The famous Prussian general claimed that war is an extension of politics made by means of the armed forces. Questions should therefore be posed how geography restrains or stregthens the activity of the armed forces, and how geopolitics determines the functioning of the military. The following article shows the abovementioned imperative in the historical as well as contemporary context. The aim of the study is to place the armed forces in the geopolitical framework and to show the cause-and-effect relationship between the operations of the armed forces and geopolitics. The research is carried out on the time axis: the time analysis is divided into the period of the Second World War, the Cold War and the post-Cold War period.

The submitted document opens the debate on the future of European defence. In the present geostrategic context, it is advisable that the European Union should increase its military potential by, inter alia, reducing the number of weapon systems, strengthening cooperation regarding defence industry, increasing operational interoperability and achieving strategic autonomy. The authors point out that the implementation of these goals may be difficult due to the fact that they assume, to a lesser or greater extent, limiting t defence autonomy of member states, as well as due to the controversy that would arise around a “fair” distribution of costs and profits among individual states related to the process of integration of the European defence industry.

The subsystem defining the principles of command and control of armed forces is a key element of the national security system. The command and control system in a given country is determined by its organization, degree of development, form of government and the political and socio-economic system prevailing in it. Tradition, historical heritage, as well as intellectual and material achievements, and above all the geopolitical position, also play a crucial role. Today, ICT systems play an important role in both the state and society. state security in the military and non-military dimensions, external and internal, has gained an additional dimension in the form of cyberspace. One of the primary goals of the Republic of Poland is to ensure the security of citizens. Protecting the independence of the state and the indivisibility of its territory and ensuring the security and inviolability of its borders are constitutional tasks of public authorities. The basic element of the defense system of the Republic of Poland participating in the implementation of security and defense policies is the Polish Armed Forces. The statutory task of this formation is, among other things, the protection and defense of cyberspace. A specialized component of the Polish Armed Forces is the Cyber Defense Forces. The process of creating this category of troops has not yet been completed.

International terrorism and the challenges and risks that are the main theme of this article. International terrorism have been referring to the instability of the banking sector, cyber-terrorism, organized crime, and above all to asymmetric methods of combat, which are characterized by high ruthlessness and cruelty. Actually we can see the changes in the strategy of used armed forces in the war against terrorists organization. In addition we will notice new alliances and coalitions between states which didn’t cooperate too close in the aim of political and diplomatic issues, before. Unfortunately, acts of terrorism increase and becoming stronger and brutal in the use of asymmetric methods and combat. Now we know that asymmetric methods are effective and cause real fear and sense of social threat around the world. I claimed that today we can see a new dimension of use of the armed forces in the fight against terrorism and we can see that this war encompasses a large area. This article contains information regarding the use of armed forces against the threat that is international terrorism.

The study of changes that human resource management is facing today is a difficult task. One way of dealing with this problem is to use non-standard methodological approaches, which include, for example, the analysis of metaphors present in the statements of an organization's staff. The aim of this article is to recall opinions of the management personnel in the Armed Forces of the Republic of Poland relating to the assessment of the human resource policy in the military. This article assumes that a metaphor influences both the way people think as well as actions they undertake, and moreover it is an important carrier of meanings. In order to illustrate this thesis, the article cites some of the images of organizations described by G. Morgan and the concept of metaphor by G. Lakoff and M. Johnson as the theoretical reference to considerations conducted in the article. The analysis is to determine whether the management personnel perceives the human resource policy in the Armed Forces as the structured and coherent process run according to certain rules, i.e. the efficient process, or vice versa - as chaotic and incoherent, and therefore - ineffective.

One of the biggest challenges faced in building the capacity of armed forces to operate in cyberspace is to attract, improve and retain expert staff. Cyberspace is, after all, the only operational domain that has been entirely created by people, so people have to be able to use it and also to constantly create it anew. According to the estimates cited e.g. by ENISA in 2019, there was a shortage of over 4 million cybersecurity specialists on a global scale, and approx. 65% of organisations declared staff shortages in the area of tasks related to cybersecurity. A real race for specialists in this domain is observed among both international corporations and domestic companies from plenty of industries, critical infrastructure operators and, finally, intelligence services. In this inter-sectoral, global competition, the public sector (which includes the military) is often in a difficult situation because of the limited possibilities of using financial incentives. Considering the needs and constraints, a resources-building strategy should be adopted that uses all the advantages found within the range of influence of the military sector. The article discusses them using various approaches, based on actions successfully implemented by the Polish Ministry of National Defence under the programme of capacity building in the armed forces to operate in cyberspace. The first aspect the image, motivation and challenges. Service in the cyber armed forces component provides the opportunity to reach areas unattainable anywhere else, including constant interaction with a well-prepared and highly motivated enemy. The second point for consideration is education and continuous improvement. The possibilities to recruit experts who already have a good position in the commercial market are limited. Therefore, development of the military education system is the best way to ensure a steady inflow of staff. In Poland, it was decided both to use military academies for this purpose and a real educational ecosystem is being created and constantly developed, also including a military IT secondary school and a dedicated non-commissioned officer school. Civilian secondary schools run (in co-operation with the Ministry of National Defence, MON) profiled vocational training classes, students of civilian universities undergo military training in cybersecurity, and the performance improvement will be managed by the Expert Cybersecurity Training Centre. The third aspect is the Territorial Defence Force, which gives the opportunity in the Cyberspace Operations Team to combine military service and to continue previous professional work on an extremely competitive market.

The scheme of the construction process organized as per the Latvian building regulations are presented and commented in the paper. The National Armed Forces were created in Venezuela at the beginning of the 20th century. Gradually they became the main instrument in the political game and were used in forming a centralized national state. Along with subsequent transformations of the political system the position of the Armed Forces was getting stronger and they started to expand their role. The present article offers an analysis of the position and role of the Armed Forces in the process of transformation of the state in Venezuela. I will focus my attention on the changes that took place in the period of the Bolivarian Republic of Venezuela. I will also analyze some earlier crucial phases in the 20th century history of the formation of the Venezuelan state.

Cherishing the value honour, in certain social circles, leads to the creation of a peculiar ‘culture of honour’ as a part of the general culture. The paper presents the basic knowledge in the field: a historical outline, examples of the bright as well as the dark side of the culture of honour, its definition, morphology and general theoretical assumptions. W artykule przedstawiono opinie podchorążych AMW dotyczące dokonującej się w Siłach Zbrojnych RP transformacji i kreujące je czynniki. Z przeprowadzonych badań wynika, że w środowisku tym występuje wyraźna dyferencjacja i polaryzacja poglądów odnośnie postrzegania dokonujących się w wojsku zmian. Obok wielu pozytywnych cech autorzy esejów wskazywali na liczne mankamenty, które utrudniają codzienną służbę i powodują, że czują się oni zmęczeni ponoszonymi od ponad dekady kosztami społecznymi związanymi z tymi przeobrażeniami.
The paper presents opinions of cadets from Naval University concerning the transformation in the armed forces of Poland and the factors affecting it. The investigations show that the views in this community related to the changes occurring in the armed forces are in the process of clear differentiation and polarization. Apart from many positive changes the authors of essays pointed to numerous faults which make everyday service more difficult, and to the fact that they feel tired of the social costs related to theses transformations.

The article addresses the issue of unmanned aircraft vehicles used in the armed forces of the Republic of Poland as a technological object undergoing the exploitation process in accordance with an event-based exploitation model. The author discusses problems related to the semantics of drones, which, in conjunction with the study of technical documentation and participant observation, allowed to qualify the operating state and determine the exploitation process event model for these devices together with the permitted transitions matrix. The presented results are the basis for further research on the reliability of these systems.

As a consequence of Russia’s aggressive actions – initially with regard to the annexation of Crimea, and the beginning of the armed conflict in eastern Ukraine in 2014 – many European Union countries have revised their current security and defence policies. The ongoing Russian invasion of Ukraine, initiated on 24 February 2022, only strengthened this tendency. For Poland, one of NATO’s major eastern flank states, the need to improve the management of national security that corresponds to the challenges and threats that lie ahead has become self-evident. The goal of this article is to look at the assumptions of the defence policy of the Republic of Poland, and to evaluate the country’s defence potential based on the implemented modernisation schemes.

The article raises the question about the transformation of personal patterns of Polish soldiers in relation to the total organization of the armed forces at the turn of the 20th and 21st centuries. Presented is an analysis of the results of research on the personal characteristics of soldiers, in the light of empirical research undertaken by W. Horyn, W. Chojnacki, R. Kaluzny, W. Chudy, J. Maciejewski, I. Wolska-Zogata. Referring to the process of professionalization in military, special attention was paid in the article on the development of appropriate character traits for soldiers, required from the officers. The desirable characteristics of a modern soldier of the Polish Armed Forces In the light of normative documents, were highlighted and described. The postulates in the area of the professionalization of the military and reference to the soldier’s personal-professional profile were distinguished.

In order to comprehend the specific features of Switzerland and its security policy in today’s geopolitical context, the author first refers to the historical figure of Lieutenant Colonel Franz von Erlach, who participated in the Polish insurrection of 1863 as an observer, drawing valuable conclusions therefore, which had at the time an impact on Swiss military thinking. He then follows with a short overview of Swiss military history, which subsequently leads to situating contemporary Switzerland in its geographical, political and institutional environment. Finally, the author addresses the essential aspects of Switzerland’s current national defence, military organisation and security policy.

The last decade of 20th century as well as last 15 years were two frames of time where armed forces went under major transformation. Since 1999 almost all fields of regulations in Polish Army has been changed: organizational culture, professionalization of staff, drafting of women, procedures, technologies, armament and training. In spite of the above, some changes are still under debate, concerning mainly organizational structures, economic and political conditioning of its functioning. Transformation in military aspect has a special meaning, and due to universal coverage it is interpret in many different ways. Colloquially transformation identifies change and alteration, therefore we can differentiate political or system transformation and on the other hand military or Armed Forces. The objective of this article is to describe transformation process of the Polish Armed Forces, since Poland became a member of the North Atlantic Treaty Organization, indication of important changes concerning professionalization, budget structure, financing and military expenditures of the Ministry of National Defense, as well as analysis of technical modernization process.

W kwietniu 2006 r. zakończono realizację projektu badawczego 0 TT00B 029 24 pod tytułem „Analiza konstrukcyjno-balistyczna oraz badania dynamiczne broni strzeleckiej zbudowanej w układzie bezkolbowym”, który był finansowany przez MEiN. Jednym z jego celów było skonstruowanie, wykonanie i przeprowadzenie badań indywidualnej broni strzeleckiej kalibru 5,56 mm zbudowanej w układzie bull-pup, pod kątem opracowania przyszłościowej broni tego typu dla Wojska Polskiego, spełniającej wymagania współczesnego pola walki, wykorzystującej jednocześnie w maksymalnym stopniu części, mechanizmy i zespoły broni produkowanej przez polski przemysł obronny. W referacie przedstawiono m.in. budowę i działanie skonstruowanych w ramach projektu 5,56 mm karabinków bezkolbowych wz.2005 JANTAR i jego zmodernizowanej wersji – wz.2005 JANTAR-M, zaprezentowano wybrane wyniki ich badań oraz sformułowano wnioski na temat dalszych prac w tej dziedzinie.
The research project was completed on April 2006 to develop and test an individual 5.56 mm calibre small arms weapon of the future using the bull-pup system and exploiting in maximum degree existing and currently manufactured components. The designs of butt-less small arms like model 2005 JANTAR and 2005 JANTAR-M are presented in the paper with some selected test results and conclusions concerning the future work directions.

This publication deals with the contemporary possibilities of using resources and the Polish Armed Forces in the process of crisis management. New challenges require not only the creation of legislation that will provide capacity for action in the formal aspect, but also upgrading units and sub-dislocation of military units in order to effectively carry out the tasks of crisis management.

Civilian management and democratic control over the army do not only consist in establishing organs and mechanisms of control and optimising their activity. It is significant to determine and respect the role of the armed forces in the society, which would allow making the army a politically neutral instrument of legally functioning forces as well as appropriate organisational structures with strictly defined protection measures allocated to carry out the undertakings of the state and the nation. The position and function of the army in society should be based on the fact that it reflects the features of the society it comes from. In order to facilitate the effective progression of the process, the following aspects should be taken into account: in what manner the army reacts to the decisions and actions of civilian society; whether there are intermediary bodies between these spheres; to what extent the armed forces represent the interests of the society; and whether a soldier-citizen exists or if the two notions should be treated separately

The achieved status of coexistence has not been accepted by all states. Russia cannot accept the fact that it has sustained substantial losses, especially in the global dimension, after the collapse of the USSR. Vladimir Putin’s team has been striving to rebuild the power of their country. Russian society, which is accustomed to sacrifices for its homeland, is actively involved in the activities undertaken. Much effort is put into the development of the armaments sector. The structures, command and mobilization condition of the Armed Forces are improved. The Russian Armed Forces is modernized and the percentage of modern equipment is constantly increasing. The Armed Forces of the RF are preparing for any possible armed conflict. Various types of exercise are being performed and frequently maneuvers are carried out in close proximity to the borders of NATO member states. However, it must be hoped that Russia’s leadership remains in the sphere of ‘dreams of power’, though the analysis of question marks emerging in the East should be a kind of basis for conclusions.

The purpose of this research is to establish whether it is permissible for the Armed Forces of the Republic of Poland to be involved in the electoral process when none of the states of emergency provided for by the Polish Constitution cannot be introduced. So, my aim is to answer the question whether the Polish Armed Forces can ensure the security of the electoral process in Poland. To this end, one must examine the Polish legal system, composed of not only provisions of Polish law, but also of binding supranational law and soft law. It is beyond the scope of this study to explore possible measures to be taken based on the provisions of Section 20, “Militarization and Protection of Objects of Special Importance for the Security or Defence of the State” of the Act of 11 March 2022 on Homeland Defence (consolidated text: Journal of Laws of 2022, item 2305), since, as Article 600(1) provides, “in the event that a state of emergency is declared in the entire territory of the Republic of Poland, a state of war, mobilization, and in time of war, the Council of Ministers may extend militarization to the units eligible for militarization and under the obligation to perform tasks vitally important for the security or defence of the state”.
