The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

One of the fundamental tasks of state institutions in conditions of armed conflict is the protection of the population. In the light of international and national law, this task is dealt with in Poland by the Civil Defence of the Country. Today, ICT systems play an important role in both the state and society. state security in the military and non-military dimensions, external and internal, has gained an additional dimension in the form of cyberspace. One of the primary goals of the Republic of Poland is to ensure the security of citizens. Protecting the independence of the state and the indivisibility of its territory and ensuring the security and inviolability of its borders are constitutional tasks of public authorities. The basic element of the defense system of the Republic of Poland participating in the implementation of security and defense policies is the Polish Armed Forces. The statutory task of this formation is, among other things, the protection and defense of cyberspace. A specialized component of the Polish Armed Forces is the Cyber Defense Forces. The process of creating this category of troops has not yet been completed.

One of the biggest challenges faced in building the capacity of armed forces to operate in cyberspace is to attract, improve and retain expert staff. Cyberspace is, after all, the only operational domain that has been entirely created by people, so people have to be able to use it and also to constantly create it anew. According to the estimates cited e.g. by ENISA in 2019, there was a shortage of over 4 million cybersecurity specialists on a global scale, and approx. 65% of organisations declared staff shortages in the area of tasks related to cybersecurity. A real race for specialists in this domain is observed among both international corporations and domestic companies from plenty of industries, critical infrastructure operators and, finally, intelligence services. In this inter-sectoral, global competition, the public sector (which includes the military) is often in a difficult situation because of the limited possibilities of using financial incentives. Considering the needs and constraints, a resources-building strategy should be adopted that uses all the advantages found within the range of influence of the military sector. The article discusses them using various approaches, based on actions successfully implemented by the Polish Ministry of National Defence under the programme of capacity building in the armed forces to operate in cyberspace. The first aspect the image, motivation and challenges. Service in the cyber armed forces component provides the opportunity to reach areas unattainable anywhere else, including constant interaction with a well-prepared and highly motivated enemy. The second point for consideration is education and continuous improvement. The possibilities to recruit experts who already have a good position in the commercial market are limited. Therefore, development of the military education system is the best way to ensure a steady inflow of staff. In Poland, it was decided both to use military academies for this purpose and a real educational ecosystem is being created and constantly developed, also including a military IT secondary school and a dedicated non-commissioned officer school. Civilian secondary schools run (in co-operation with the Ministry of National Defence, MON) profiled vocational training classes, students of civilian universities undergo military training in cybersecurity, and the performance improvement will be managed by the Expert Cybersecurity Training Centre. The third aspect is the Territorial Defence Force, which gives the opportunity in the Cyberspace Operations Team to combine military service and to continue previous professional work on an extremely competitive market.

As a consequence of Russia’s aggressive actions – initially with regard to the annexation of Crimea, and the beginning of the armed conflict in eastern Ukraine in 2014 – many European Union countries have revised their current security and defence policies. The ongoing Russian invasion of Ukraine, initiated on 24 February 2022, only strengthened this tendency. For Poland, one of NATO’s major eastern flank states, the need to improve the management of national security that corresponds to the challenges and threats that lie ahead has become self-evident. The goal of this article is to look at the assumptions of the defence policy of the Republic of Poland, and to evaluate the country’s defence potential based on the implemented modernisation schemes.

In order to comprehend the specific features of Switzerland and its security policy in today’s geopolitical context, the author first refers to the historical figure of Lieutenant Colonel Franz von Erlach, who participated in the Polish insurrection of 1863 as an observer, drawing valuable conclusions therefore, which had at the time an impact on Swiss military thinking. He then follows with a short overview of Swiss military history, which subsequently leads to situating contemporary Switzerland in its geographical, political and institutional environment. Finally, the author addresses the essential aspects of Switzerland’s current national defence, military organisation and security policy.

The course of present armed conflicts indicates the use of different instruments of power, whose major purpose is to gain control over the society and then exploit its resources. The nomenclature mentions hybrid warfare more and more frequently while seeking effective countermeasures against it. This topic is related to the creation of a new structure in the Polish Army – the Territorial Defence Force. The article presents the determinants conditioning the creation of the discussed formation and its assigned tasks. It analyses the expected objectives of the Territorial Defence Force as regards the adopted organisational structure, capability to perform its tasks and the established recruitment and training system. The article focuses in particular on countering tools of attack used in hybrid actions. The author refers to the course of events during modern asymmetric armed conflicts, for example in eastern Ukraine. Methods used by a potential enemy and the possible countermeasures exercised by the Territorial Defence Force are taken into consideration. The conclusions include an assessment of the importance of the new formation for Polish national security and defence.

The crisis after 2008 had a significant impact on the "inhibition" of defence policy activities. A new global situation and threats (from Russia) exert some significant influence on the aspirations to conduct a common EU defence policy. For several years now, Poland has been pursuing a policy in this area that is not fully accepted by EU countries. This paper is intended to show the need for a more harmonized EU defence policy, until its unification. Available research methods have been adopted, namely, historical, statistical, comparative and descriptive. The paper is interdisciplinary due to the multithreaded nature of the problem.   JEL classification: G, D

Nowadays, ensuring cybersecurity is an important objective of public authority. It must take into account the protection of cybersecurity, both in the current and future perspectives. The state security policy must also take into account its dimension in cyberspace, especially today, where many services are provided through communication and information systems. A special place in the cybersecurity system is given to cyberspace security in the military dimension. In this regard, both the military administration and civil law entities, both acting for defence, will be competent. Effective military operations are directly linked to new digital technologies. As a result, for the sake of state security (both internal and external), it becomes necessary not only to respond to cyberattacks, but also to counteract them.

The Bundeswehr, the armed forces of the Federal Republic of Germany, which was one of the strongestarmies in NATO during the Cold War, is currently in serious crisis. After the reunification of Germany, thenumber of soldiers was quickly reduced and the defence spending dropped to 1.2 percent of the GDP. In2004, the doctrine of using the Bundeswehr changed too. It was concluded that there was no risk of anattack on the German territory, so general conscription was abandoned and the supplies of weapons andammunition needed for mobilization were liquidated. The army was to specialise in peace and stabilisationmissions in endangered areas of the world. However, at present, Germany has far fewer soldiers on missionsthan, for example, France and Great Britain, and it consistently refrains from joining missions during which itis likely to participate in real combat operations. At present, the German army does not have a single brigadecapable of taking part in a combat, and a small number of Luftwaffe airplanes and helicopters are technicallysound, including Marine vessels. The situation of the Bundeswehr is complicated by the widespread pacifismin German society and the resulting lack of trust in, and aversion to the military.

The substantial re-education of the Polish Armed Forces has necessitated replenishment of the number of reserve personnel. To this end, new forms of short military training for volunteers have been introduced, in line with the objective that within the next few years the number of soldiers and civilian employees of the military will initially exceed 200,000, and later 300,000. The aim of this article is to analyse the possibilities of increasing Poland’s defence capacity through in-service training for teachers of military preparation units. The research included analysis of the literature on the subject of military education classes in Poland, as well as the study of regulatory documents in the area under consideration. Theoretical research methods such as analysis, synthesis and inference were also applied. The study presented here includes an account of the origins of the military preparation units and a description of the features of the in-service training for teachers of those units, conducted at the War Studies University.

The aim of the article is to analyze the changes that took place in the defence policy of Sweden after 2014. The annexation of the Crimea Peninsula by the Russian Federation, the creation of the socalled People’s Republics in the East of Ukraine, along with military provocations aimed in Sweden, led to the reconstruction of defence policy. The Swedish authorities have recognized that they don’t have enough capabilities to meet the challenges of a potential crisis or war. Regardless of the assessment that it’s unlikely. Therefore, thanks to obtaining a political consensus around defence policy, the process of its change was initiated. Including increasing expenditures and expanding the armed forces. It’s necessary for the implementation of the total defense concept pursued by Sweden during the Cold War. Taking into account the conditions that must be met in the 21st century. The analysis was carried out primarily on the basis of source and neorealistic approach to the policy of small states in the defense field.
Celem artykułu jest analiza zmian, jakie zaszły w polityce obronnej Szwecji po 2014 r. Aneksja Krymu przez Federację Rosyjską, powstanie tzw. republik ludowych na Wschodzie Ukrainy wraz z prowokacjami wojskowymi wymierzonymi m.in. w Szwecję, doprowadziły do rekonstrukcji polityki obronnej. Władze Szwecji uznały, że nie posiada ona wystarczających sił i środków, by moc sprostać wyzwaniom potencjalnego kryzysu lub wojny, niezależnie od oceny stopnia jej prawdopodobieństwa. W związku z tym dzięki uzyskaniu konsensusu politycznego wokół polityki obronnej rozpoczęto proces jej zmian, w tym zwiększenia wydatków i rozbudowy sił zbrojnych. Służyć to ma wprowadzeniu w życie koncepcji obrony totalnej, realizowanej przez Szwecję w czasie zimnej wojny, z uwzględnieniem uwarunkowań, jakim sprostać musi w XXI w. Analizę przeprowadzono przede wszystkim w oparciu o materiały źródłowe i neorealistyczne podejście do polityki państw małych w dziedzinie obronnej.
