In recent years, A2/AD capabilities are one of the top subjects of press and media discussions aimed to examine contemporary European security order as well as the ability of the NATO to conduct collective defence. In this context, Russian A2/AD capabilities are considered as one of the biggest threats for NATO member states in the case of a potential conflict. Trying to answer whether Russian A2/AD systems are defensive or offensive in character, a given answer can be that the systems are both. A reason is that combat systems are not only defensive or offensive in character nowadays. The above mentioned phenomenon of modern, complex combat systems allowed Russia to build up A2/AD capabilities which are recognized as very efficient during defensive operations. On the other hand, the systems provide the ability to carry out offensive operations in accordance with the old rule – attack effectively first and A2/AD bubbles could facilitate it within their range. Moreover, the capabilities are a key element of efforts to reconstruct Russia’s superpower position.

The East Asia security is currently of attention of the world powers as it is an area of growing competition between US and China. The paper will focus on defining PRC’s strategic culture pillars and understanding Beijing’s ultimate objectives in developing A2/AD systems. It will be illustrated how A2/AD systems are only one segment of a broader A2/AD strategy, focused on securing PRC’s energy resources procurement in the Indo-Pacific. Next, options to threaten the US ASB concept and Allied Expeditionary forces and overall military dominance in East Asia – Pacific region will be covered.

Over the last two decades, China and Russia have been developing Anti-Access/Area-Denial (A2/AD) systems Mainly based on long range Air Defense, ballistic and cruise missiles, supported by Electronic Warfare and cyberattack capabilities. Initially, these systems were used for defense purposes, but over time it was recognized they could be also applied for imposing military situation in the specific regions and create effective response to NATO countries and their concept of conducting military operations. The main aim of the article is to asses and present the impact of Chinese and Russian Anti-Access/Area-Denial (A2/AD) systems on changes in global political relations and balance of military power. In the course of this study, the author used numerous analyzes, synthesis, comparisons and case studies methods mainly concentrated on presently operating A2/AD systems. This article undertakes the analysis of the Chinese bases located in the South China Sea and Djibouti, Russian A2/AD systems within Russia's borders with particular emphasis on Kaliningrad Oblast, and A2/AD systems in Crimea and Syria created as part of Russian military operations. This research allowed us to conclude that some of the A2/AD systems serve to defend borders, while the rest are created to influence the geopolitical and military situation or to gain an advantage in the area of military operations. It can be also evaluate that the use of these systems allow dominate future conflicts because they enable to establish a full control zones which are completely closed for opponents forces operations.

Jeśli Amerykanie w dalszym ciągu chcą być wiarygodnym partnerem państw leżących w basenie wspomnianych mórz, muszą zwiększyć swoją obecność na Pacyfiku i zainwestować w nowe okręty, by dalej dominować militarnie w tym regionie świata.
For at least ten years the People’s Republic of China has been developing so-called “anti-access/ area denial” capabilities. By this term one should understand capability to attack, at long ranges, military forces that might be deployed (anti-access) or operated (area-denial) within the western Pacific. Those efforts will have a crucial impact on U.S. Navy’s freedom of maneuver ability, and consequently would also change strategic landscape of East- and Southeast Asia Regions. For the USA, the only global superpower, power projection from the seas is one of the most important military capabilities. It means that US military forces (specially US Navy and US Air Forces) will have to develop new capabilities and also new battle concept that will give them ability to maintain their superiority, and to operate within the new battle-environment.
