    Today the Post-Soviet states are experiencing a very complex and important period of their political history. The majority of these states are on a certain stage of final transformation: cutting off geopolitical forms of the Soviet period and refocusing on one or another form of regional or global integration. A very similar situation took place in the Central and Eastern Europe at the end of the 20th century. In both cases the impact of foreign actors, primarily the United Europe and the USA, whose policy mainly formed further paradigm of development in these regions, was of paramount importance. Drawing such parallels between the countries of Central and Eastern Europe 25-30 years ago and the Post-Soviet countries today, between Ukraine and Poland as locomotives of the respective regions, a comparative investigation of the American factor in the formation of foreign policy of the two states becomes exceedingly interesting. Also, potential possibilities of implementing the Polish experience in Ukraine are extremely topical on Ukraine’s way toward its new geopolitical identity

    Opis:
    Donald Trump is probably the most controversial American president after the end of the Cold War. Until now, any journalist attempt for analysis of his foreign policy falls in the immediate trap of ideological and emotional bias. The aim of this paper is to avoid (as much as it is possible) this trap and to focus on the nature and essence of Trump’s administration foreign policy towards the countries of Central and Eastern Europe. The paper conducts qualitative and comparative analysis of the Barack Obama and Donald Trump administrations towards the region in pursuit of the elements of change and continuity between the two administrations. Based on the research findings the author argues that during the Trump administration the region plays more important role in the American Foreign Policy.
    Donald Trump to zapewne najbardziej kontrowersyjny prezydent Stanów Zjednoczonych od końca zimnej wojny. Do tej pory wszelkie próby publicystycznej analizy jego polityki zagranicznej wpadają w pułapkę ideologicznego i emocjonalnego subiektywizmu. Celem artykułu jest uniknięcie (na tyle, na ile jest to możliwe) tej pułapki i skoncentrowanie się na istocie polityki zagranicznej Trumpa wobec państw Europy Środkowo-Wschodniej. Artykuł oparty jest na jakościowej i porównawczej analizie polityki administracji Baracka Obamy i Donalda Trumpa wobec tego regionu w poszukiwaniu elementów zmiany i kontynuacji między tymi dwoma administracjami. W oparciu o wyniki badań autor dochodzi do wniosku, że za czasów administracji Trumpa region odgrywa ważniejszą rolę w amerykańskiej polityce zagranicznej.

    Opis:
    American foreign policy towards Egypt during almost three decades of Mubarak’s career as first vice-president, and later president of Egypt. The material underlines the impact of Mubarak’s personality, career and political style on the overall shape of American cooperation with Egypt. Egypt is described as an inherent element of the American foreign policy-making processes. Its most notable role is that of a mediator and facilitator in the Arab-Israeli conflict – in fact, Mubarak at times ventured his country’s position in the Middle East and North Africa (MENA) region to conduct and support peace talks, much to the US approval. In return, Egypt could count on considerable financial aid to maintain its already commendable military might, and develop civic structures. Mubarak’s power was always associated with his status as metaphorical ‘eyes and ears’ of Egyptian army – a position that brought the Egyptian president considerably appreciation on the American part. Mubarak is shown as a leader whose rein relied on cold calculation, pre-planning, unwillingness to improvise and act quickly, and ‘controlled’ risk taking.

    Artykuł przedstawia ogólną charakterystykę handlu między państwami regionów Wspólnoty Niepodległych Państw a państwami Ameryki Łacińskiej i jego wpływ na wzmocnienie pozycji geopolitycznych obu regionów. Analiza danych pozwala stwierdzić, iż w latach 2001-2012 zauważalne są wyraźne tendencje wzrostowe w handlu między państwami Ameryki Łacińskiej oraz Ukrainą, Białorusią i Rosją.
    The main goal of the research is the analysis of trade and economic relations between CIS and Latin American countries. The author studied trade activities of Ukraine, Russia, and Belarus in the markets of Latin American countries, concluding that in the first decade of the 21st century there was an obvious tendency of increase in trade between Latin American and aforementioned CIS countries. The development of economic cooperation of the USSR with Latin America was unstable and insignificant in scale. The collapse of the Soviet Union and aggravation of economic situation on its territories weakened the established trade ties between the post-soviet countries and LA even further. However, due to transformation processes in the economic and political spheres, new opportunities of deeper cooperation emerged. Thus, Belarus, Ukraine and Russia intensified their trade and economic contacts with Latin American countries relatively late – only at the beginning of the 21st century, making economic cooperation with them an important dimension of their foreign policy.

    W artykule przedstawiona została reakcja Wielkiej Brytanii na amerykański plan z 1909 r., dotyczący umiędzynarodowienia linii kolejowych w Mandżurii. Inicjatywa Departamentu Stanu sprawiła, że Londyn znalazł się w delikatnym położeniu, gdyż chciał utrzymać dobre relacje zarówno z USA, jak i mającymi żywotne interesy w Mandżurii Rosją i Japonią. Działał on zatem ostrożnie, ale ostatecznie poparł odmowne stanowisko Rosji i Japonii, co wywołało niezadowolenie Waszyngtonu, które jednak nie doprowadziło do poważniejszego pogorszenia stosunków bilateralnych.
    The article presents the reaction of Great Britain to the 1909 American plan to internationalise the railways in Manchuria. The State Department’s initiative put the British cabinet in a vulnerable position. It wanted to maintain good relations with the US, on the one hand, and Russia and Japan, on the other, as having vital interests in Manchuria. Therefore, London acted cautiously but eventually backed the negative stance of Russia and Japan, which caused Washington’s dissatisfaction but did not lead to a more severe deterioration in bilateral relations.
