Opis:
Conceptualisation of multifunctional agriculture in Dutch policy and research has to be understood within the typical Dutch context and can be related to different perspectives of agriculture and the rural area. The Netherlands is a densely populated country with a very produc-tive agricultural sector, exporting most of its production. Limited space, the needs for and side-effects of agricultural modernisation and increasing societal demands towards food and the rural area have since long set the debate.
Koncepcja przeprowadzonych badań opiera się na założeniu, że wielofunkcyjność rolnictwa w holenderskiej polityce i badaniach należy rozpatrywać w odniesieniu do specyfiki rolnictwa holenderskiego. W Holandii koncepcja wielofunkcyjności pojawiła się w latach siedemdziesiątych wraz z problemami wywołanymi negatywnymi skutkami intensyfikacji rolnictwa. Dalszy rozwój w latach osiemdziesiątych i dziewięćdziesiątych przyczynił się do rozszerzenia koncepcji wielofunkcyjności i określenia definicji: "rolnictwo szerszych celów", rolnictwo alternatywne, zintegrowane rolnictwo i zróżnicowane rolnictwo. Wielofunkcyjność rolnictwa oceniono z uwzględnieniem jego udziału w zrównoważonym rozwoju obszarów wiejskich. Obecnie zrównoważony rozwój obszarów w większym stopniu niż koncepcja wielofunkcyjności koncentruje uwagę zarówno polityków, jak i badaczy w Holandii.

This Article shall aims to show the normative form of rural development policy in the perspective of the years 2014–2020. The problem of the above issues was set out detailed in the comprehensive package of legislative proposals relates to supporting rural development, financing of agricultural policy and regulations in structural funds. The proposed changes of rural development are determined by several factors, in particular international context, height of the agricultural budget, the legislative changes introduced by Treaty of Lisbon and new global challenges, such a global warming, lack of energy sources, water shortage. It should be emphasized that new goals and priorities of rural development were set out in discussed legislative package. Furthermore the above sets out new legal measures regulating agricultural policy – aimed at promoting innovation, preventing adverse effects of climate change, increasing the share of renewable energy. In proposed arrangements, a far – reaching modifications of rural development policy’s instruments were set out, especially that which relates to agri–environment payments system (that is LFA payments). In connection with the appearance of various risks in the agriculture sector having natural, market and sanitary features, the legislative package also provides a new set of risk management legal instruments. Referring to the financial aspects of rural policy, it was pointed out to the fact that despite the planned extension of the scope of rural policy, current level of financial support for rural policy has been kept. This openes to doubts. It should be added that the increasing tendency of shifting the cost of financing the rural policy on national budgets, which in a single agricultural market will contribute to the diversification of the competitiveness of the agricultural sectors of each Member States of the EU – was also negatively assessed.

The article presents selected legal problems in the scope of rural development policy, which affect the competitiveness of the agricultural sector in Poland. Selected submeasures identified in the Rural Development Programme 2014–2020 were subjected to legal analysis in terms of rationality and possible efficiency of the adopted assumptions. Potential dysfunctions were indicated and proposals according to the intended law were contained. There has also been an attempt to assess the functioning of the Common Agricultural Policy as a mechanism for improving the competitiveness of the individual farms, as well as the entire agricultural sector.

The article aims to examine the role of non-farm actors and environmental interest groups in the Common Agricultural Policy (CAP) of the European Union (EU). It uses policy networks as an analytical tool to understand the structure, dynamics and outcomes of the EU’s agricultural decision-making processes. Both locations of actors in the CAP policy structures and interaction modes between actors are examined. Also, the role of networks in shaping the CAP’s reform decisions is assessed. The article shows that non-farm actors, and specifically environmentalists, researchers and other agents interested in major CAP reforms, have limited influence on final policy outcomes. At the same time though it has been found that non-farm actors play an increasingly important role in framing the CAP policy debate. They form active and vocal issue networks that impinge upon initial stages of the agenda setting phase in the policy cycle process. Also, the EU institutions become more and more dependent on non-farm actors’ expertise when it comes to policy evaluation. Although the pro-reform approach of these actors is clearly noticeable, it is still too small to bring more than incremental changes within the policy

A review of the Spanish literature on agricultural multifunctionality shows that it has mostly centred on analysing the wide range of functions displayed by agriculture, paying a special attention to the protection of biodiversity and the environmental functions. The Spanish debate on the conceptual and strategic ? in terms of policy reform and international trade negotiations ? aspects of multifunctionality has been comparatively scarce. Research oriented to provide alterna-tives to a monofunctional or productivistic view of farming has come mainly under the general heading of rural development. 
Celem artykułu był przegląd hiszpańskiej literatury dotyczącej wielofunkcyjności rolnictwa i obszarów wiejskich. W rezultacie wykazano, że w większości koncepcje wielofunkcyjności koncentrują się na analizie możliwości poszerzenia zakresu funkcji rolnictwa. Szczególną uwagę zwraca się na ochronę bioróżnorodności i środowiskowe funkcje rolnictwa. W artykule zanalizowano także koncepcje wielofunkcyjności w odniesieniu do politycznych reform i międzynarodowych negocjacji handlowych. Jednocześnie wykazano, że głównym nurtem badań odnoszących się do rozwoju obszarów wiejskich jest określenie alternatywy dla monofunkcyjności tych obszarów lub produkcyjnego profilu rolnictwa.

Abstract: In recent years, Bulgarian organic agriculture is one of the sectors that is developing rapidly despite of the overall stagnation in Bulgarian agriculture and is continuously growing in farming areas as well as in number of farmers. This development is related to the suitable conditions for its adoption in our country - ecologically preserved areas; awareness and willingness of consumers to eat healthy; the realization of the benefits to the environment and rural areas; institutional support for organic farming and the good perception of organic products on international markets. Aim: Examine the condition and opportunities for development of sustainable organic farming in Bulgaria. Design / Research methods: The methods used to complete the tasks are systematic and comparative analysis, an estimated constructive method; method of statistical groupings, inductive and deductive methods of forming generalizations. Conclusions / findings: Organic farming combines the best environmental practices, biodiversity heightening, nature conservation and high production standards. At the same time, it provides public goods in terms of rural development and responds to specific consumer demand for clean and healthy products.Originality / value of the article: Organic production is an international, European and national priority. Organic farming plays an important part in the Common agricultural policy of EU for the 2014-2020 period, as well as for Bulgarian agricultural policy as a tool in regards to the sustainable management of natural resources, the preservation of food quality and safety and the humane farming means.

The article discusses potential changes in the European Union’s Cohesion Policy after 2013. The planned revision of the EU budget announced for 2008-2009 may become an excuse for starting talks on revising both the Common Agricultural Policy (CAP) and Cohesion Policy, the author says. The 15 old EU member states may seek to limit the scope of activities under the Cohesion Policy in a situation in which their own regions may be deprived of structural funds. The main arguments may include the limited effectiveness of Cohesion Policy and the low absorption of funds in new EU member states. Theoretical studies and empirical research show that moving away from Cohesion Policy throughout the EU would be unfavorable to most new member states as well as the European Commission and regional authorities in EU15 countries. Paradoxically, it could also negatively influence the economic development of the less well developed regions in old member states. This explains why the European Commission may be forced to propose far-reaching changes in a bid to increase the effectiveness of cohesion programs and increase the attractiveness of Cohesion Policy for old EU member states, Rokicki notes. The article includes a simulation of the potential effects of such changes, but, for reasons of space, the author only discusses several possible solutions.

Rural areas in Poland are underdeveloped in comparison to urban areas and lag much behind their counterparts in the EU-15. Thus, there is still a need to support their development to accelerate their socio-economic convergence with better-off parts of the EU. Rural development is part of CAP objectives, but it is also supported from cohesion policy, especially as part of regional development. The analysis presented tries to assess which of these policies is better suited to support rural development in Poland. The research is based on document analysis and meta-evaluation of earlier studies. The results show that rural development measures within the CAP and instrument under cohesion policy are generally complementary to one another. However, there is much room for closer cooperation between the two policies to enlarge their positive impact on rural development. It seems that CAP can be regarded as better suited for rural development as it is directly devoted to rural areas. Yet, it is still too agriculture-orientated and thus it offers insufficient amount of resources and not enough instruments for other sectors of rural economy.

During the period of the prime minister's office by Józef Piłsudski, agricultural policy focused on activities aimed at protecting the consumer's interests. As a result, it focused on activities aimed at regulating the prices of agricultural commodities, mainly cereals. Such regulation by means of export restrictions contributed to a sharp fall in cereal prices. Regulation of trade in agricultural products did not positively affect the amplitude of price fluctuations. The reason for this was the undecided government export and import measures. Frequent changes caused anxiety among sellers and buyers, which caused that the price differences paid by producers and consumers significantly increased. Therefore, this policy encountered serious resistance from the landowners' spheres, merchants, as well as grain millers, who were also trade with grain. The attempt to develop a comprehensive plan of aid to agriculture was undertaken only at the turn of 1929 and 1930. The government's actions aimed at intensifying agricultural production did not bring good results. Eventually, they were stopped by the economic crisis.

In Poland and in many EU member states, rural areas are the dominant part of the country’s area. Their sustainable development determines the degree of the development and progress taking place in the country. The EU Commission has decided that agriculture is an integral part of the economy and European society. The development of Europe’s rural areas and the protection of the environment should be the main goal of European societies and public authorities should be sustainable, intelligent and supporting social including. The implementation of such goals requires the development of new legal regulations creating mechanisms of the common agricultural policy, both in terms of agricultural production and its impact on rural development. In the Projects Pack 2020 CAP the range of financial instruments promoting environmental activities has changed considerably, indicating the increased importance of environmental protection in agricultural production processes and other activities carried out in rural areas. Maintaining environmental requirements is an essential prerequisite for the majority of support and constant element of monitoring, control and evaluation of economic and social activities undertaken in rural areas.

Despite the fact that multifunctionality and sustainability are guiding principles of Swiss agricultural policy, the number of contributions from Swiss academics to the literature on multifunctionality is small. However, the quality of these contributions is quite high, as they generally address the comprehensiveness of the concept as well as the context in which agricul-ture is positioned. Moreover, the review of existing literature reveals a lack of analyses that inves-tigate the relationship between the concepts of multifunctionality and sustainability, or sustainable development.
W artykule przedstawiono wyniki badań nad koncepcjami wielofunkcyjności rolnictwa i obszarów wiejskich w Szwajcarii. Na podstawie badań można stwierdzić, że pomimo określenia wielofunkcyjności i zrównoważenia jako priorytetów szwajcarskiej polityki rolnej, badania szwajcarskich naukowców związane z wielofunkcyjnością są realizowane w niewielkim zakresie. Dotychczasowe badania odnoszą się do koncepcji wielofunkcyjności w innych krajach Europy i charakteryzuje je wysoka jakość. Przegląd dostępnej literatury ujawnia brak analiz, które przedstawiają relacje między koncepcjami wielofunkcyjności, zrównoważenia i zrównoważonego rozwoju.

This study seeks to analyse the process of rural areas policy development in Poland. In this sense, various approaches towards multifunctional rural development within the scientific arena are presented. In Poland, the concept of multifunctionality of rural areas occurred at the beginning of the 1990?s as a result of political system transformation. The research conducted so far points to the definitions of multifunctionality of rural areas as referring to non-agricultural activities of the rural community.
Celem artykułu było zanalizowanie koncepcji wielofunkcyjnego rozwoju rolnictwa i obszarów wiejskich. Przeprowadzone badania określiły kierunki rozwoju polityki obszarów wiejskich w Polsce. Jednocześnie przedstawiono różne podejścia badawcze dotyczące wielofunkcyjnego rozwoju obszarów wiejskich. W Polsce zwarte koncepcje wielofunkcyjności rolnictwa i obszarów wiejskich pojawiły się na początku lat dziewięćdziesiątych w rezultacie transformacji systemu politycznego i dążenia do integracji z Unią Europejską. Przeprowadzone dotychczas w Polsce badania wskazują, że wielofunkcyjność jest definiowana przede wszystkim w odniesieniu do rozwoju pozarolniczej aktywności społeczności wiejskiej.

The research work on multifunctionality in France is being carried on by a variety of epistemologic communities, with a wide range of research questions and methods. The purpose of this state of the art report is to identify these communities, their different uses of the concept of multifunctionality, and the types of agriculture it refers to. The functions to be promoted and the way to enhance them can be related to the theoretical framework used. Six main types of epis-temic communities are identified in the French literature, which highlight a common view on the functions of agriculture, and the scientific approach. Some research gaps in the French literature are suggested. The way to convert the principles of multifunctionality or the principles of sustain-able development into farm policy principles in particular is a matter of interest. More empirical research is also needed to characterize multifunctionality, including divergent perceptions and valuations by different stakeholder groups. 
Badania dotyczące wielofunkcyjności we Francji są prowadzone przez różne grupy badawcze w szerokim zakresie analitycznym i metodycznym. Celem artykułu było zidentyfikowanie tych grup, zdefiniowanie różnic pomiędzy koncepcjami w odniesieniu do typu rolnictwa. Funkcje przypisywane koncepcji wielofunkcyjności nawiązują do teoretycznych podstaw. W badaniach zidentyfikowano sześć głównych nurtów badawczych realizowanych we Francji, jednocześnie wskazano na obszary badawcze wymagające dalszych badań. Dodatkowo określono zakres implementacji idei wielofunkcyjności lub zrównoważonego rozwoju polityki rolnej.

STRUCTURAL CHANGES
Opis:
The historical turning point of the year 1989 led to fundamental changes in agricultural policy towards a free market economy and respect for private property. Liberal tendencies caused the resignation on the restrictions in trade and favouritism of the state ownership. Characteristic for the entire period of 1989–2009 was a progressive polarisation of the farms. Despite a slight annual decrease in the total number of farms, the area of the farms in two size groups: up to 2 hectares and above 20 hectares can be observed, including the biggest increase in the 30–50 hectares group. Such observation indicates that a dichotomous division into small farms, producing only to meet their own needs and organised agricultural enterprises, able to produce goods in substantial amounts existed. At the same time a slow process of concentration advanced, causing the increase of the average farm size. While the first 15 years since 1989 till 2004 could be recognised as a clear polarisation period, the last five years show a decline in the quantity of the smallest farms, up to 2 hectares shall, but still the tendency of the rising growth of the biggest farms can be noticed. It should be examined whether this process is associated only with the overall improvement of the economic situation after the year 2004, which supported the process of concentration or maybe also the consequence of the law on the formation of the agricultural system on 11th April 2003. Additionally it seems that the possibility of acceleration of the concentration processes could result from the creation opportunities for farmers in other sectors of the economy or in increasing the profitability of farming itself. Effective instrument capable of achieving this objectives are the programs carried out under the Common Agricultural Policy, althought it carries the risk of over-redistribution of resources, which can lead to a decrease in investment caused by excessive fiscal burdens needed to finance the agricultural projects. The main goal shall be the creation of large number of efficient farms capable to production and investing. This could be achieved through the implementation of mechanisms that will promote improvement of farm structure, e.g. by reducing the phenomena of unreasonable division of farms and facilitation of integration of the neighbourhood farms. As an interesting proposal must be considered a statutory pre-emptive right in favour of landowners adjacent to the property being sold as well as the exclusion of marginal agricultural land for non-agricultural purposes. The key problem seems to be the improvement the profitability of agriculture, which shall accelerate the process of concentration. Following the regulations of the Polish Constitution the family farms shall become support. Criterion for determining the existence of preferences shall be therefore the economic efficiency, regardless of the size of the area farm, included in legal regulations as a criterion of ensuring an adequate farm operating income. Such criterion could set the direction of transformations in agriculture as a whole, with particular emphasis on structural changes.
