Opis:: Визначено чинники формування кон- курентоспроможності виробництва альтернативного палива в Україні. Обґрунтовано пропозиції щодо за- безпечення конкурентоспроможності виробництва біоетанолу з продукції переробки цукрових буряків в Укра- їні, найбільш конкурентоспромож- ним є переробка меляси на біоетанол. Встановлено, що виробництво і ви- користання біогазу з субстратів ве- ликої рогатої худоби в сільськогоспо- дарських підприємствах дозволитьналагодити иробництво екологічно чистого альтернативного палива, забезпечити продовольчу безпеку. Доведена необхідність і економічна доцільність виробництва і викори- стання біопалива в контексті продо- вольчої безпеки України.
In the article the perspectives of production and alternative fuels use in the context of food security of Ukraine were discussed. The raw material for bioethanol production may be starch crops, including corn and wheat processing products of it are used for human nutrition. It is inappropriate to implement its production from the corn and wheat according to growing problem of a shortage of food in the world. By-products of sugar beet processing are not used directly for nutrition, which is a confirmation of the feasibility of using it for ethanol production. Biodiesel production is possible with soybean, rapeseed or sunflower. However, sunflowers and soybeans are food crops because their usage for biodiesel production is inappropriate. It is advisable to use corn for silage for feeding cattle that will produce meat for nutrition and biogas from manure - as alternative fuel, in view of the necessity of country’s food security ensuring. Factors forming competitiveness of alternative fuel in Ukraine is determined. The suggestions to ensure the competitiveness of bioethanol production from sugar beet processing in Ukraine, is the most competitive processing molasses to ethanol are substantiated. Biogas production and use from cattle substrates in the farms allow to set up the production of clean alternative fuels to ensure food security it is established. The necessity and economic feasibility of the biofuels production and use in the context of food security of Ukraine are proved.

Opis:: The latest development in the Russian agriculture is the establishment of large scale agricultural enterprises (agriholdings). To manage these companies new management practices have to be implemented. A company wide management information system (MIS) could be a solution for this problem.
W wyniku przemian zachodzących w rosyjskim rolnictwie pojawiły się w Rosji wielkoobszarowe przedsiębiorstwa rolnicze. Aby nimi zarządzać, muszą być wdrożone nowe praktyki. Znacznym ułatwieniem w prowadzeniu przedsiębiorstw rolniczych może być dobry system zarządzania informacją. Autor proponuje przykładowy model takiego systemu.

Opis:: The paper includes the estimation of the economical function of industrial and agricultural enterprises. The structure of creation of the added value, which divided enterprises into three groups was presented. Closer analyse of the situation of agriculture in the aspect of integration with the European Union was done.
Celem opracowania jest próba zdiagnozowania kondycji ekonomicznej przedsiębiorstw wchodzących w skład kompleksu gospodarki żywnościowej, a także próba porównania ich sytuacji z sytuacją ekonomiczną przedsiębiorstw przemysłowych, a także określenie, na ile transformacja ustroju gospodarczego wpłynęła na zmianę struktury tworzenia PKB pomiędzy rolnictwem a pozostałymi dziedzinami gospodarki. Problem analityczny sformułowano w postaci pytań odzwierciedlających cel pracy:- Czy reforma gospodarcza i utrzymująca się od pewnego czasu dekoniunktura wpłynęły na kondycję finansową przedsiębiorstw przemysłowych i rolnych?- Czy objawy kryzysu występującego w przedsiębiorstwach są zróżnicowane w zależności od sektora gospodarki?- Czy przedsiębiorstwa są przygotowane na wystąpienie kryzysu i w jakiej kondycji finansowej znajdują się obecnie?- Czy transformacja wpłynęła na zmianę udziału poszczególnych sekcji gospodarki w zatrudnieniu i tworzeniu PKB?

Opis:: An attempt of evaluation of level and structure of logistics costs in chosen great area agricultural enterprises was shown in the paper. The results of the research have shown, that great area agricultural enterprises have got high share costs of logistics both in total costs of production ? 42.2%, and in selling value of products and services ? 27.5%. Costs of physical flow of materials predominate in the structure of total logistics costs of great area agricultural enterprises ? 86.5%
W pracy podjęto próbę oszacowania wysokości i struktury kosztów logistycznych w wybranych wielkoobszarowych przedsiębiorstwach rolnych. Wyniki badań wykazały, iż przedsiębiorstwa rolne cechuje duży udział kosztów logistyki zarówno w stosunku do całkowitych kosztów produkcji - 42,2%, jak i w stosunku do wartości sprzedaży wyrobów i usług - 27,5%. W strukturze kosztów logistyki przedsiębiorstw rolnych zdecydowanie dominują koszty fizycznego przepływu materiałów - 86,5%.

Opis:: W opracowaniu dokonano oceny sprawności działania przedsiębiorstw w Polsce. Szczególną uwagę poświęcono jednostkom z sektora rolnego, które porównano z podmiotami zajmującymi się przemysłem, handlem oraz ogółem przedsiębiorstw objętych badaniem w ramach Bilansowych wyników finansowych podmiotów gospodarczych w latach 2006–2014. Celem badań, których wyniki przedstawiono w artykule, jest ocena znaczenia specyfiki działalności przedsiębiorstw z wybranych sekcji PKD dla sprawności ich działania. Badane przedsiębiorstwa z sektora rolnego wykazują niską sprawność działania, zarówno w zakresie wykorzystania aktywów trwałych i obrotowych, jak i odnośnie do źródeł finansowania. Analizowane wskaźniki dla omawianych przedsiębiorstw osiągnęły niższy poziom zarówno w stosunku do jednostek posiadających podobną strukturę majątku (przedsiębiorstwa przemysłowe), jak i tych, które wykorzystują przede wszystkim aktywa obrotowe do swej działalności (przedsiębiorstwa handlowe). Poziom wskaźników uzyskanych przez analizowane grupy przedsiębiorstw jest zróżnicowany.
The present study covers an assessment of the operating efficiency of enterprises in Poland. Special attention was drawn to entities from the agricultural sector, which were compared with those entities that deal with industry, trade and the total of enterprises covered by the research within the framework of The Balance Sheet Financial Results of Economic entities in the years of 2006–2014. An assessment of the significance of the specificity of the activities of enterprises from selected PKD sections in relation to their operating efficiency is the purpose of the research whose results were presented in the article. The enterprises examined from the agricultural sector demonstrate low operating efficiency: as regards the use of both fixed and current assets and in relation to financing sources. The indexes analyzed for the enterprises in question achieved a lower level both in relation to those entities that possess similar asset structures (industrial enterprises) and to those which use above of all current assets in their operation (trade enterprises). The level of the indexes obtained by the analyzed groups of enterprises is diversified.

Opis:: The efficiency of production of agricultural enterprise in the Carpathian region of Ukraine is provided in the article. The main indicators of agricultural enterprises efficiency in the Carpathian region of Ukraine and in Ukraine are done. The evaluation of the efficiency of land use by the enterprises is separately analyzed on the basis of the analysis of gross output per unit of agricultural land. With the help of software the efficiency dependence from the parameters of land use by agricultural enterprises of Carpathian region is analyzed. Proved that the cause of the low efficiency of agricultural enterprises activity is their lack of land.

Innovative provisions in the standards for the organic production are offered. The necessity of maintaining The Anti-Fraud Initiative in Ukraine is substantiated.
В статье систематизировано стандарты, регламентирующие производство органической продукции сельскохозяйственных предприятий. Рассмотрено регулирование производства органической продукции в странах ЕС и в Украине. Предложены инновационные положения в стандартах по производству органической сельскохозяйственной продукции. Обоснована необходимость поддержания Инициативы противодействия мошенничеству в Украине.

Opis:: The Polish Act on Counteracting the Unfair Use of Superior Bargaining Power in the Trade in Agricultural and Food Products was adopted on 15 December 2016 and entered into force on 12 July 2017. The new legal framework resembles, in some places, the legal rules contained in the 2007 Act on Competition and Consumer Protection, elsewhere resembles the 1993 Act on Combating Unfair Competition. Therefore, the article reviews the new Polish provisions taking into account the previous system including the prohibition of the abuse of a dominant position and the prohibition of unfair competition. This publication is intended to point out the peculiarities that characterize the new provisions. Readers will find here an assessment of recent Polish developments and suggestions for further development of the Polish legal framework in the EU context. In particular, the review critically analyses some solutions of the 2018 EU draft Directive on unfair trading practices in business-to-business relationships in the food supply chain and shows what amendments to the Polish legal framework will be needed, if the Directive is adopted in the current version.
La loi polonaise sur la lutte contre l’utilisation déloyale du pouvoir de négociation supérieure dans le commerce des produits agricoles et alimentaires a été adoptée le 15 décembre 2016 et est entrée en vigueur le 12 juillet 2017. Le nouveau cadre juridique ressemble, à certains endroits, aux règles juridiques contenues dans la loi de 2007 sur la concurrence et la protection des consommateurs, qui ressemble d’ailleurs à la loi de 1993 sur la lutte contre la concurrence déloyale. Par conséquent, l’article examine les nouvelles dispositions polonaises en tenant compte du système précédent, notamment l’interdiction de l’abus de position dominante et l’interdiction de la concurrence déloyale. Cette publication est censée mettre en évidence les particularités qui caractérisent les nouvelles dispositions. Les lecteurs trouveront ici une évaluation des développements récents en Pologne et des suggestions pour le développement du cadre juridique polonais dans le contexte de l’UE. En particulier l’article analyse de manière critique certaines solutions du projet de directive de l’UE de 2018 sur les pratiques commerciales déloyales dans les relations interentreprises au sein de la chaîne d’approvisionnement alimentaire et indique quelles modifications dans le cadre juridique polonais seront nécessaires si la directive soit adoptée dans la version actuelle.

Opis:: The article deals with possibilities of building-up of quality management system in a small agriculture organisation in the Czech Republic. There is given a brief description of a status quo for a building-up of quality management system within an organisation generally. This description comes out of a defined process characteristic. A car industry was preferred as a basic part of the state economy. Many studies deals with specific aspects of it and develops control tools for this industry in last 20 years. The agriculture was never at the top of the interest. However, everybody needs agricultural production on a daily basis. There are presented main specifications of agriculture organisations in comparison to production organisation. It is important not only for quality management system. Agriculture organisations started to implement information systems or they started to increase efficiency of their production and their organisation structure now. The management system within agriculture organisations is a segment of market with a little support. Effective support to agriculture organisations is important for a task of quality system in order to increase the level of competitiveness of the national economy. Self sufficient production of high quality food is important. (People must to eat quality foods and to drink quality drinks.) Care about plants, animals and soil must follow ethic aspects. Agriculture organisations have the key position in the national economy from this point of view.

The agriculture was never at the top of the interest. However, everybody needs agricultural production on a daily basis. There are presented main specifications of agriculture organisations in comparison to production organisation. It is important not only for quality management system. Agriculture organisations started to implement information systems or they started to increase efficiency of their production and their organisation structure now. The management system within agriculture organisations is a segment of market with a little support. Effective support to agriculture organisations is important for a task of quality system in order to increase the level of competitiveness of the national economy. Self sufficient production of high quality food is important. (People must to eat quality foods and to drink quality drinks.) Care about plants, animals and soil must follow ethic aspects. Agriculture organisations have the key position in the national economy from this point of view.

Opis:: Many researchers and business practitioners wonder about the limitations of the operation of manufacturing companies in Poland. At this point, the author asks the related question: What categories of problems will entrepreneurs have to solve in the near future (short strategic horizon)? In other words, what barriers will prevent (disrupt) the stable functioning of enterprises. The formulated question became the starting point and a creative synthesis based, on the one hand, on a detailed analysis of the problem theory, and, on the other, on the author’s own research. Achieving the main goal required the accomplishment of intermediate goals, among which the following were distinguished: (C1) a query of the literature in direct relation to the research topic (starting point); (C2) development of a theoretical research model (expert study); (C3) recognition of the significance of barriers - assessment from the perspective of manufacturers of the Polish agricultural machinery sector (verification of the research model). The research was carried out as a result of cooperation with deliberately selected experts. The intention of this study was to establish a list of factors unfavorable for the functioning of enterprises. The research tool prepared on this basis (evaluation questionnaire) was tested among intentionally selected enterprises. Based on the respondents’ indications, the significance of individual factors was established study.

Badanie przeprowadzono wśród wybranych producentów sektora maszyn rolniczych.
Vast majority of issues concerning the competitiveness of manufacturing enterprises are inherently connected with adjustments to changing market needs which, in a longer perspective, justifies the development of selected business models. Against this context, studies were launched with a view to answer the question: What kind of business model has been absorbed by Polish enterprises from the agricultural machinery industry? Referring to the set objective outlined in this way, an indispensable action was recommended to evaluate the research model - being the resultant of the related literature exploration and discussion among deliberately selected experts (theoretical and design layer). This research was conducted among the Polish manufacturers of the agricultural machinery sector.

Opis:: The research paper covers the features of the socio-economic and environmental diagnostics of agricultural land use. Zoning is a kind of basis for the territorial record keeping of the natural conditions and resources, quantity, quality, as well as the production capacity of lands in the system of taxonomic units. It is a natural and historical basis for the placement of agricultural production, land valuation, the development of land use patterns, land management patterns and projects, farming and agriculture systems, etc. Natural zoning reflects the need for priority land use in the interests of the economy. It has an agrobioecological basis due to the peculiarities of agricultural production, the essence of which is the utilization of the solar energy by the plant organisms necessary to maintain the ecological stability of the territory. The authors used the methods of particle-size and chemical analysis, the methods of comparing indicators for zones with various types of agriculture and soils of the military sites under the influence of the man-made factors. The main socio-economic indicators characterizing the development of land use were analyzed. The concept of state policy forms in the valuation of unused lands of Krasnodar Krai was substantiated.
