The main topic of the article is the attempt to define the possible extent of power of the African states in terms of the present various and often-contradictory factors. On one hand each and everyday the news of the constant threat of the terrorism, the organized crime, the human rights violation or the famine reach all the actors of the global arena. On the other hand though we can observe that the processes developing on the continent can be characterized as the growing and it has become increasingly easy to point out more and more countries where both the political and economic situation becomes more stable. That is precisely why some of those countries in Africa can already be characterized as the "powers". We must though precisely answer the question whether it is possible to interchangeably define the power of the various countries of Africa while analyzing them through the prism of the everyday problems and current threats. What if we use the term power? Are we then capable of comparing it with the other countries of such qualities in Europe and America or other parts of the globe? In terms of the possibility of using the territorial and population potential and the economic growth the countries like South Africa or Nigeria are far from the powers of the other continents. That is why when categorizing the mentioned states as the powers one must change the point of view and use the special criteria developed especially for this region of Africa. Amid the fallen states those two seem to be true powers indeed yet they cannot stand the comparison with the other powers of the other continents. It is the background of far less prominent countries of the continent that makes them a power and not the true indicators.

Opis:
The aim of this article is twofold. On the one hand, the article revisits peacekeeping in the Sudan as a case relating to a greater desire for African agency in regional security governance captured in the notion of African solutions to African problems. On the other hand, it explores the need and importance of hybridisation in security governance and the quest for strengthened partnerships between peacekeeping actors on the African continent and the international community at large. In view of the above, the first focus area or case study under review is the establishment of the African Union Mission in Sudan (AMIS), a first ever for the African Union (AU) which was launched in accordance with a decision of the AU in 2004 after negotiations among the warring factions under the auspices of the AU. The second focus area concerns the creation of the UN/African Union Hybrid Operation in Darfur (UNAMID) in 2007 as a hybrid UN–AU operation to bring stability in the war-torn Darfur region of Sudan where the AU was falling short. Specifically, an assessment and appraisal is made of the first three years of UNAMID deployment (2007–2010).

This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

This article treats on the system theory proposed by a Beninese philosopher Paulin J. Hountondji to explain in part a bad condition of African societies and states. According to Hountondji a socio- political state of affairs in a typical African state is characterized by a serious malfunction of state institutions and highly imperfect organization of day-to-day life of Africans. Hountondji criticizes numerous shortcomings of life in African states, including institutional inertia, senseless activities, waste of time, energy, and health of Africans. The Beninese philosopher is looking for some hidden, system basis for the mentioned characteristics. The aim of this article is to describe Hountondji's views, underline their value, but also analyze them in a critical way.

The Organization of African Unity was created 41 years ago in the Ethiopian capital Addis-Abeba. On the 25th of May 1963, thirty one African States had signed the document that gave birth to the Pan-African Organization. On the occasion of its birthday, we wanted to analyze shortly the balance of the OAU and to have a look on the perspectives. The main objectives of the Organization of African Unity were, inter alia, to get rid of the Continent's of the remaining vestiges of colonization and apartheid; to promote unity and solidarity among African States; to coordinate and intensify cooperation for development; to safeguard the sovereignty and territorial integrity of members states and to promote international cooperation within the framework of the United Nations. The Organization of African Unity has realized important contribution in the process of decolonization and struggle against apartheid. On the contrary, the progress on the economic development does not respond to the expectations. Among the reasons that can explain this we can underline the division that took place during the organization's settlement, the lack of political will from the African leaders, military and ethnic conflicts, political instability and lack of democratic structures. Moreover, many member states didn't pay their contributions. That deprived the Organization of African Unity of fundamental financial sources. On this situation, the Libyan leader M. Kadhafi invited his African colleagues to Sirte for an extraordinary summit of the OAU on the 9th of September 1999. The Heads of State and Government of the Organization of African Unity issued a Declaration (the Sirte Declaration) calling for the establishment of an African Union, with a view, inter alia, to accelerate the process of integration in the continent to enable it play its rightful role in the global economy while addressing multifaceted social, economic and political problems compounded as they are by certain negative aspects of globalisation. The OAU Lusaka Summit (January 2001) drew the road map for the implementation of the African Union (AU). The Durban Summit (July 2002) launched the AU and conveyed the first Assem- bly of the Heads of States of the African Union. The African Union was built under the model of European Union by creating among others: the Commission, the Pan-African Parliament, the African Court of Justice. Despite the proclaimed goals, the AU has to resolve too many problems in order to avoid the trap of an OUA bis.

Le ‘Sprachbnud’ de l’Afrique Nord-Est ou, autrement, Macroethio-pien, existe malgre des oppositions hypercritiques de certains linguists. Il englobe au moins 9 moindre ‘Sprachbuende’ que j’ai déjà identifie en 1991 et, a cette occasion, j’ai aussi demontré que seulement 6 traits des langues appartenant a ce ‘Sprachbund’, figurant sur la liste de Ferguson (et de Bender!) de 1976, peuvent etre considerés comme etant apparus a la suite de contacts et d’interferences, tandis que les autres traits communs decolent de la parente dans le cadre du semitique et du chamito-semitique. Je propose, au total traits types pour ce ‘Sprachbund’, auxquels il faut ajouter ceux etablis par Crass, Meyer et Bisang et cette liste sera, tres probablement, elargie. En Afrique, il existe de nombreux autres ‘Sprachbuende’ qui, souvent, s’embriquent, mais ne sont pas fondés, notamment a cause d’un degré trop elevé de generalité et du hasard, les tentative de considerer toute l’Afrique comme un seul grand ‘Sprachbund’ et de chercher des traits pretendument africains typiques.

Tradycyjnie postrzegani i identyfikujący się jako podgrupa Afroamerykanów zgodnie z zasadą „jednej kropli krwi”, dawni „Mulaci” zyskali w ciągu ostatnich dziesięcioleci nowe możliwości definiowania swej tożsamości rasowej dzięki teoriom postetniczności i hybrydowości, tożsamości „new mestiza” i wpływom świata latynoskiego. Jednocześnieujawniły się głosy krytyki wobec porzucenia esencjalistycznego postrzegania rasowości. Porównując przeciwstawne stanowiska w tej sprawie, artykuł przedstawia różne możliwości (auto)identyfikacji rasowej w USA.

Cross-cultural conflict is often rooted in variation between values from different cultures, for example, differences in time orientation. Usually, individuals are monochronic or polychronic regarding time orientation. In South Africa, the term African time represents a nuanced polychronic time orientation. As this term is often used pejoratively, it is cardinal to break down stigmatization and create cultural awareness regarding this unique time orientation. In this paper, we argue that people must be cognizant of particular time orientations to facilitate intercultural dialogue better and lessen conflict. With this in mind, we employed empirically-engaged African philosophy and developed the African Time Inventory (ATI). We theoretically introduce African time as a unique time orientation during the scale development process. The psychometric properties of the ATI are presented and proved to be reliable and valid in South Africa. In praxis, utilizing the ATI can facilitate decolonization resulting from some needed cultural awareness for dialogue and conflict mitigation.

The human person has a definitional difficulty. One definition of the human person will be one sided. The human person reflects the philosophical analysis of manifold reciprocal relations and fundamental wholeness. The human person is a unique rational being who is very complex from the domain unified understanding of his nature. It constitutes a rational element and characterized by the social, physical, metaphysical, psychological, existential, global, dialogical, moral, and African plane. The human person is deeply rooted in the fundamental existential question of who he is, what he does governed by its rational ability, cognitive capacity and inter-subjective relation. The human person is both a spiritual and a material being, that is, he is characterized by soul and body. The human person is characterized by the stylization of rational conduct and common good or collective interests. We shall critically examine the psychological, ontological, global, dialogical dimension of the human person, this philosophical elucidation of these dimensions is not exhaustive, the human person can also be viewed from socio-political, moral religious and existential dimension.

Cultural bioethics is a response to the dominance of the Western approach in bioethics and medical ethics, whereby Western bioethics is identified mainly with principalism and less often with utilitarianism. Moreover, Western bioethics is perceived as a part of the postcolonial Western supremacy. As a result of this cultural turn, Confucian, Japanese, Latin and African bioethics emerged. The article is a comparative review of the main concepts, issues and branches of African bioethics. It focuses on Bantu and Igbo bioethics. Despite the differences between the authors, a common element shared by most representatives of African bioethics is criticism of individualism and of other Western cultural patterns that are incompatible with African medical challenges and cultural practices.

Tribalism and democracy could not exclude each other. Democracy in pure sense means power of nation. In the case of African states, including Congo-Brazzaville, the term „nation" should be properly defined and nation should get consciousness itself. In Congo-Brazzaville the nation consists of 76 tribes, including Pigmy. To stabilise the state and to create truly countrywide character of the nation every tribe should be appreciated and taken into consideration. It means that, in political system should function authority/body which represents all tribes what means whole nation. There- fore the mechanism of corule of all tribes in Congo-Brazzaville is needed as well as other mechanisms of co-rule in the state. „The synarchy" that is co-rule of the tribes should be established. And it is not important if it will be named synergic democracy or multi-ethnic democracy.

In this paper the author focuses on the image of the African leaders in the reports of the French international media, above all the journals and magazines that are disseminated in Africa (the weekly „Jeune Afrique" or the monthly „Afrique Magazine"). France is, however, the biggest patron of the Black Continent, at least of its French-speaking part, so the countries that belong to la Franco- phonie (an international organization uniting French-speaking lands). Africa is perceived in the European consciousness as a poor continent with a very rich nature world. Moreover, Africa is perceived by the West also in accordance with the Western standards, so with the liberal-democratic frameworks. As a consequence, the African leaders often are described as political animals (les animaux politiques) or, in the cases of many dictators, as predators of freedom (predateurs de la liberte), like in the case of the Reporters Without Borders' list of the dictators that attack the media. Hence, in many reports from Africa, the leaders receive some metaphoric animal labels like „the black beast" or „the old lion". It is noteworthy that the women taking over the rules in Africa are not perceived as „predators of freedom" or „black beast" that is a good conclusion for the future of this continent.

Biofertilizers have been used as sources to improve plant nutrients in sustainable agriculture. Biofertilizers are low cost, renewable sources of plant nutrients which supplement chemical fertilizers. Mycorrhizal fungi are a major component of agricultural natural resources and members of kingdom fungi. The term ‘mycorrhiza’ is derived from Greek word which means ‘fungus root’. Earthen pot experiments were carried out to study the inoculation effect of Arbuscular Mycorrhizal (AM) fungi (Glomus mossease), Azospirillium brasilense and PSB on plant height, dry weight of root and shoot, per cent root colonization, spore number, P and N uptake. Experimental pots were filled with 4 kegs of sterilized soil and maintained in green house at 25-30 °C temperature. Single inoculation of AM fungi and combined inoculation of AM fungi with Azospirillium brasilense or PSB was found to be moderately increased in all the growth parameters. However triple inoculation of AM fungi, Azospirillium brasilense and PSB was found to have highest growth parameters.

Anthropogenic activities often result in the introduction of noxious contaminants into the environment with resultant distribution and transfer across the food chain. This study reports on the level of trace metals (Cd, Pb, Cu and Zn) in African foxtail (Cenchrus ciliaris) plant; widely referred to as “common grass” and possible implication across the food chain. Plant samples were collected from stratified study area, processed and analysed using validated acid leaching protocols. Instrumental analysis of the metallic content was by ICP-OES. Quality assurance of the analytical protocol revealed its’ applicability to the environmental samples through metallic recoveries (n=3) in the range of 85.6 – 91 %. The overall mean concentration of analysed metals in samples ranged from 9.34 mg/kg – 38.6 mg/kg; 64.2 mg/kg – 105.2 mg/kg; 0.28 mg/kg – 0.73 mg/kg and 0.54 mg/kg – 16.3 mg/kg for Cu, Zn, Cd and Pb respectively across SCP1-SCP4. Incremental order of analysed trace metals across the SCPs were Cu: SCP1>SCP2>SCP3>SCP4; Zn: SCP1>SCP2>SCP3> SCP4; Cd: SCP1>SCP2>SCP3 = SCP4 and Pb: SCP1>SCP2> SCP3>SCP4. Strong correlation (r > 0.99) was obtained between all the analysed trace metals. Significant difference at (p < 0.05) was found between the analysed metals and SCP 1 while those between the metals and SCPs 2- 4 were non-significant. Accumulation of these metals in ruminants and transfer across the food chain is most probable.
