    The problem of low economic activity in Poland, in particular among the young and the elderly is associated with a number of factors including the situation on the labour market and the construction of social security system. Additionally, unfavorable economic trends related to lower fertility and population ageing make the issue of stimulating economic activity in Poland of high priority. Therefore, the aim of this article is the analysis of the most important factors determining the activity of Poles with a special reference to demographic factors. The main emphasis was put on the analysis of labour force participation of people who are informal carers and on the needs and possibilities of long-term care for the elderly.

    The position of women on the labour market is different from that of men so gender - but also age - are characteristics that differentiate those two groups in the labour market statistics. The article presents a diagnosis and an attempt at evaluation of the situation of working-age people at the Polish labour market with regard to gender and age. This objective is furthered by a discussion of the factors affecting employment activity as well as of the economic theories on female- and male-specific behaviours at the labour market. The data used in this article come from the GUS (Central Statistical Office of Poland) database as well as from Edition 3 (2012) of the Bilans Kapitału Ludzkiego [Study of Human Capital in Poland] report.

    W artykule przedstawiono analizę zmian liczby i struktury ludności w wieku produkcyjnym w państwach Europy Środkowo-Wschodniej w latach 2000-2012 oraz zbadano podobieństwo struktur ludności według grup wieku z wykorzystaniem metody taksonomii struktur. Zwrócono szczególną uwagę na przewidywane - do 2035 - zmiany potencjalnych zasobów pracy oraz ich starzenie.
    The paper presents analysis of changes in the number and structure of working age population in the states of Central and Eastern Europe between 2000 and 2012, and similarities between population structures by age groups are analysed with the use of the method of structure taxonomy. Special attention is focused on projected changes in potential labour resources and their ageing until 2035.

    Young people difficulties on the labour market, in education and training have contributed to the introduction of an additional indicator characterizing the activity in the economy. Scientist and practitioners have developed a NEET indicator , which determines the population of young people who are unemployed, do not participate in formal education and training. This article will attempt to define this category in the narrow and broad sense and appearing in the conceptualization process research problems. According to Eurostat data NEET category will be used to diagnose the situation of young people in the transformed european countries. This issue is very important because the potential results of inactivity in the initial period of activity cause a lot of negative consequences in the long time, both in terms of micro and macro, which is confirmed by numerous scientific studies.

    Professional work is a very important in a handicapped person's life. It provides a labour income, personal fulfillment and a job satisfaction, but it is also the only chance to stay in contact with other people. Work plays the essential socialization function (in addition to the income and the rehabilitation function). For the economy professional activity of handicapped people means a better use of human capital and improvement of the rationality of limited public funds. The aim of this article is the presentation of employment changes of people with handicaps and the analysis of their effect on the activity level of this group. The author takes into account the situation on the open and protected labour market as well as indicates the activation methods used for handicappers.

    Удлинение периода профессиональной активности является одним из важнейших направлений в области социальной политики в европейских странах. До сих пор значительная часть пожилого населения в Польше использовала досрочный выход на пенсию, а также были разработаны специальные меры позволяющие выйти на пенсию раньше предусмотренного законом пенсионного возраста. Это приводит к тому, что каждый третий человек в возрасте 45—69 лет на пенсии. Целью статьи является анализ масштаба и объема профессиональной дезактивации женщин и мужчин в возрасте 45—69 лет, а также ее обусловленности. Для анализа были использованы прежде всего результаты польского обследования Диагноз нынешнего положения женщин и мужчин 50+ на рынке труда в Польше.
    Wydłużenie okresu aktywności zawodowej stanowi jeden z ważniejszych kierunków polityki społecznej w krajach europejskich. Dotychczas znaczna część starszej generacji w Polsce korzystała z wcześniejszych emerytur, a także objęta była szczególnymi rozwiązaniami, uprawniającymi do emerytury w wieku znacznie niższym niż ustawowy wiek emerytalny. Skutkuje to tym, że co trzecia osoba w wieku 45—69 lat jest obecnie na emeryturze. Celem artykułu jest analiza skali i zakresu dezaktywizacji zawodowej kobiet i mężczyzn w wieku 45—69 lat oraz jej uwarunkowań. Wykorzystano przede wszystkim wyniki ogólnopolskiego badania Diagnoza obecnej sytuacji kobiet i mężczyzn 50+ na rynku pracy w Polsce
    A longer working life is one of the major objectives pursued by social policy developed in Poland and other European countries. A considerable, even though decreasing, proportion of older adults takes advantage of early retirement or special solutions that allow them to retire much earlier than the mandatory retirement age. As a result, every third Pole aged 45-69 years is retired. The purpose of the article is to analyse the scale and extent of economic inactivity among men and women aged 45-69 years and its determinants. The article is mainly based on the results of a Poland-wide study the "Diagnosis of Current Situation of Women and Men Aged 50+ on the Labour Market in Poland" financed from the Operational Programme Human Capital.

    The article discusses the role that trade unions and employers' organizations play in creating conditions facilitating the implementation of the European Employment Strategy. As far as Poland is concerned, the article discusses the attitudes of key social partners toward the pension system reform and indicates the weaknesses of social dialogue in the country.     Economic and political transformations, that took place in Poland in the early 90's, significantly affected conditions in the labour market of people with disabilities. Companies employing disabled people, when operating in the system of professional activation of disabled, became a participant of competitive economy. New solutions in the field of social policy for the activation of disabled people include the mechanisms of economic support through the co-financing and refunds. The open labour market has become the declared target area of employment for people with disabilities. The aim of protected labour market was to develop towards the employment, in particular, of people whose type and degree of disability restricts reasonable opportunity to work on the open market. The analysis of effectiveness of system solutions and used economic support tools permits to conclude, that the real picture of accupational activity differs from the model and effects of implemented corrections are different from assumptions and expectations. Effective from January 1st, 2009, the amendment of basic legal act on the shape of professional activation system that is the Act on Social and Vocational Rehabilitation and Employment of Disabled, results, inter alia, in the lack of connection between the nominal amount of financial support and the amount of gross wages and the significant approximation of grants amount for disabled people employed in the open and protected labour market (since January 1st, 2013 there will be the alignment). Legal restrictions on the financing system in the current form of vocational activation system of disabled act in the antimotivational way on the employment of people with disabilities in protected working conditions - for those people this form of employment should be particularly open. It seems necessary to create conditions for sheltered employment and social rehabilitation of disabled people to be implemented in organizations that mission and goals are not aimed at achieving business results ("non-profit" organizations, public benefit organizations, associations, foundations, organizations running public benefit activity).

    The economic system is a whole, which is composed of various elements. The labor market is one of the elements. Self-employment i san alternative form of employment, that belongs to the so-called atypical forms of employment benefits. It is for people who are not able to find employment ora re unable to accept available jobs, with thei professional aspirations. This is a particulary attractive way of functioning and earning during the economic downturn. The article presents the most important rules and concepts of selfs-employment in Poland, the advantages and disadvantages of this form of employment, as well as the status and dynamics. The statistical data allowed for analysis of the phenomen and see how developed a numer of self-employed economic slowdown.

    Autor analizuje uwarunkowania demograficzne, przestrzenne i ekonomiczne rynku pracy w odniesieniu do miasta Tarnowa i powiatu tarnowskiego.     Due to Poland's accession to the European Union it is necessary to intensify activities aimed at rational employment, limiting unemployment and its negative consequences in the society, particularly among young people. Such possibilities are provided by socio-economic policy and its legal regulations adjusted to the ED standards. (Law on promoting employment and labour market institutions, and Labor Code). Local conditions of labour market point to a need of developing specific methods, programmes and forms of counteracting unemployment and rationalization of employment. Creating new jobs remains a priority as well as more flexible activities on local labour markets and stimulating self-government initiatives is this field.

    Opis:
    This paper provides analysis of local labour market of Tarnów during the period of economic transformation in 1990-1996. Domestic market has been taken as a point of reference and comparisons. This survey analyses the degrees of economic stimulation of the population; it shows changes applied to a group of people employed on the basis of a contract of employment in the branches of national economy. Besides, it shows the movement of full-time employees (hiring and firing), and the level of registered unemployment. While assessing the latter phenomenon, change tendencies (Beveridge's curve), and dividing of unemployed according to their job seniority, the duration of being unemployed, age and education have been taken into consideration. Surveys, which have been carried out, point to two evident stages of situation being formed on a labour market: in 1990-1993 - negative tendency (employment decrease and unemployment increase) and in 1994-1996 - positive tendency (employment increase and unemployment decrease). In the final part of the paper, some issues of active employment policy have been discussed, the same as prevention and combating of unemployment.
    W artykule przedstawiono wybrane kwestie przemian lokalnych rynków pracy w okresie transformacji gospodarki w latach 1990-1996 na przykładzie województwa (regionu) tarnowskiego na tle rynku pracy w Polsce. W analizie rynku pracy uwzględniono m.in.: stan aktywności ekonomicznej ludności, zasoby pracy, poziom zatrudnienia i bezrobocia, skutki bezrobocia, przeciwdziałanie i sposoby jego zwalczania, racjonalizację zatrudnienia i stwarzanie warunków do powstania nowych miejsc pracy.

    Оборотная панель используемая в Обследовании экономической актив-ности населения (BAEL) является причиной корреляции ошибок оценки характеристик рынка труда. Знания по теме автокорреляции являются важными в отношении к оценке тренда параметров на рынке труда. Неучтение автокорреляции может привести к тому, что кривая тренда будет подвергать колебаниям, которые являются характеристическими для процессов авторегрессии. Ошибки оценивания не наблюдаются, таким образом невозможным оказывается оценка коэффициентов их автокор-реляции с использованием обычных оценок. В статье характеризуется приспособление метода оценивания коэффициентов автокорреляции оши-бок (предложенного Пфефферманном и другими), к оборотной схеме в BAEL. Затем этот метод был использован для оценки коэффициентов автокорреляции в ошибках оценивания нормы безработицы в велико-польском воеводстве для шести домен определенных полом и возрастом.
    Panel rotacyjny zastosowany w Badaniu Aktywności Ekonomicznej Ludności (BAEL) powoduje, że błędy estymacji cech rynku pracy mogą być ze sobą skorelowane. Wiedza na temat autokorelacji jest ważna w kontekście estymacji trendu parametrów rynku pracy. Nieuwzględnienie autokorelacji może skutkować tym, że krzywa trendu będzie obarczona wahaniami, charakterystycznymi dla procesów autoregresyjnych. Błędy estymacji nie są obserwowalne, zatem nie jest możliwe oszacowanie współczynników ich autokorelacji za pomocą klasycznych estymatorów. W artykule opisano dostosowanie metody szacowania współczynników autokorelacji błędów (zaproponowanej przez Pfeffermanna i in.), do schematu rotacyjnego w BAEL. Następnie metodę tę wykorzystano do estymacji współczynników autokorelacji w błędach oszacowania stopy bezrobocia w woj. wielkopolskim dla sześciu domen określonych przez płeć i wiek.
    Rotating panel used in the Labour Force Survey (LFS) causes correlation possibility of estimations of labor markets errors. Knowledge of autocorrelation is important in the context of the trend estimation of labor market parameters. Dismissal of autocorrelation can result in the trend curve it will be fraught with volatility, characteristic of auto-regression processes. Estimation errors are not observable, thus it is not possible to estimate the autocorrelation coefficients by conventional estimators. This paper describes the adaptation of methods for estimating the errors of autocorrelation coefficients (proposed by Pfeffermanna et al.), The rotational scheme in LFS. Then, this method was used to estimate the autocorrelation coefficients in error estimation of the unemployment rate in the province. Greater Poland for six domains defined by gender and age. Knowledge of autocorrelation is important in the context of the trend estimation parameters labor market. Dismissal of autocorrelation can result in the trend curve it will be fraught with volatility, characteristic of auto-regression processes. Estimation errors are not observable, thus it is not possible to estimate the autocorrelation coefficients by conventional estimators. This paper describes the adaptation of methods for estimating the errors of autocorrelation coefficients (proposed by Pfeffermann and others), to the rotational scheme in LFS. Then, this method was used to estimate the autocorrelation coefficients in error estimation of the unemployment rate in the Wielkopolskie voivodship for six domains defined by gender and age.
