Opis:
Accountability and evaluation have become an integral part of education systems and the day-to-day practice of educators in many countries around the world. The purpose of this presentation is to share an exploration of the links among evaluation, accountability and democracy which draws on the work of the French philosopher Jacques Rancière. It will be argued that evaluation and accountability intertwine not just as a condition for democracy and its improvement but also as a challenge for democracy. Firstly, the notion of evaluation and its relevance to accountability will be outlined. A more detailed outline of accountability will follow in order to present evaluation and accountability as ´explanatory scheme´ (Rancière, 2010); that is, an structure that primarily serves to explain and provide justification. To conclude, connections between accountability and democracy will be discussed and challenges posed by the former one to the latter one are explored.

Celem reform edukacyjnych w wielu państwach europejskich, m.in. w Polsce, jest wprowadzenie do systemu kształcenia priorytetu rozliczalności (accountability) i – opartej na powszechnie obowiązujących standardach – procedury ogólnonarodowego testowania. Nacisk na wolny wybór oraz ocenianie uczenia się i przekazywania wiedzy przez pryzmat rachunku zysków i strat stanowią zmianę filozoficznych podstaw edukacji. Edukacja ekonomizuje się i jest postrzegana jako indywidualna inwestycja.Konceptualizacja kształcenia ustawicznego w dokumentach Unii Europejskiej także przebiega w oparciu o priorytet ekonomicznej adekwatności – pracy i życia zgodnie z imperatywami gospodarki/społeczeństwa opartego na wiedzy. Pojęcie obywatelstwa w strategii kształcenia ustawicznego Unii Europejskiej jest naznaczone sprzecznością między zasadą równości w demokracji a priorytetem konkurencyjności w kapitalizmie. Wyzwanie „uczenia się, jak być obywatelem” w coraz bardziej zróżnicowanym i wysoce zindywidualizowanym społeczeństwie jest uznawane za zasadniczy cel polityczny. W wielu strategicznych dokumentach europejskich, dotyczących kształcenia ustawicznego kładzie się silny nacisk na znaczenie edukacji obywatelskiej dla kształtowania umiejętności społecznych i kompetencji do działania na rzecz dobra wspólnego. Krytyczna analiza dokumentów unijnych pokazuje jednak, że kompetencja obywatelska w strategii kształcenia ustawicznego prezentowana jest często jako „słowo-wytrych”, które rozumieć należy samo przez się, a nie definiować w oparciu o silne podstawy naukowe. Istnieje zagrożenie, że wartość kompetencji obywatelskiej w kształceniu ustawicznym, zwłaszcza z perspektywy neoliberalnych reformatorów, sprowadzać się będzie do rangi pustego sloganu, z pominięciem jej roli jako „katalizatora” zmian programów nauczania i praktyki szkolnej w kierunku kształcenia aktywniejszych i bardziej zaangażowanych społecznie obywateli.
The aim of educational reforms in many European countries, amongst others in Poland, is the introduction of the accountability priority and the procedure of nationwide testing, based on the commonly binding standards, into the educational system. The emphasis on the free choice and the evaluation of learning and transferring knowledge by the means of the profit and loss statement constitute a change of philosophical basics of education. Education is economized and perceived as an individual investment.The conceptualisation of lifelong learning in the EU documents takes place also on the basis of the priority of economic adequacy – work and life in accordance with the imperatives of economy/society based on knowledge. The concept of citizenship in the strategy of the lifelong learning of the EU is stigmatized with the contradiction between the democratic equality principle and the priority of competitiveness in capitalism. The challenge of “learning how to be a citizen” in the more and more diverse and highly individual society is recognised as a principal political target. In many strategic European documents regarding the lifelong learning a strong emphasis is put on the significance of civic education in order to shape social skills and competences to act to the benefit of common good. However, a critical analysis of the EU documents shows that the civic competence in the strategy of lifelong learning is often presented as a “buzzword”, which should be self-understood and not defined on the basis of strong scientific foundations. There is a threat that the value of the civic competence in the lifelong learning, in particular from the perspective of neoliberal reformers will boil down to the rank of an empty slogan skipping its role as a “catalyst” of changes in school curricula and practices in the direction of educating citizens who are more active and more socially committed.

The objective of the article is to examine whether corruption scandals involving members of the ruling party lead to changes in support for the government. It will also explore the extent to which the eruption of such scandals and reporting on them leads to an increase in the number of those opposed to the government, and whether in the long run this leads to the activation of the carrot-and-stick mechanism in respect of the governing political party, reflected in increased voting instability during subsequent elections.

This paper aims to analyze and provide parameters for radio ombudsman services, considering the ombudsman experience carried out by the Brazilian Public Communications Enterprise (EBC) radio stations. The analysis of the listeners’ feedback during July 2008–September 2011 allows us to conclude that the ombudsman experience may be considered a Media Accountability Instrument (MAI) focused not only on journalism but also on music and entertainment. The ombudsman performance may be a MAI because it provides visibility and transparency to errors, issues and dilemmas associated with the media actions. Thus it stimulates more credibility, prompt discussion with readers, listeners and viewers, and could encourage a culture of greater accountability in the newsroom. The EBC ombudsman sought to be a mediation channel that provides visibility to matters raised during the weekly radio program: Radio in Debate.

Opis:
A distinction should be made between institutional media accountability and journalistic accountability. The latter individualizes the accountability of media organizations and enables the public to see the individual journalist (with his own ideas, sense of moral values) instead of a homogeneous mass that fits into the corporate journalistic system. This paper focuses on the possibilities accomplished by journalists’ blogs: are these new instruments of accountability that enable individual journalists to highlight their personal moral sensitivity and open their information processing practices to the public? Do Estonian journalists have enough incentives and autonomy to use weblogs as an opportunity to explain their professional decisions or even openly confront the editorial opinion? The analysis draws on 11 qualitative interviews conducted with Estonian journalists and editors. The findings indicate that the fading interest in weblogs is not the main reason why personal blogs of professional journalists would not function as accountability instruments. Journalists seldom describe attitudes that would characterize the “socially responsible existentialist.”

The opinion points out that a key role in the preparation of preliminary motions to hold persons accountable before the Tribunal of State is played by the Constitutional Accountability Committee acting in corpore. The Commission has an exclusive power to take substantive decisions concerning the conduct of proceedings relating, e.g., to an assessment of the validity of the submitted motions as to evidence. The tasks of presidium and chairperson of the Committee are, in principle, limited to organizational and technical issues, such as planning a timetable of committee meetings and proposing the agenda of the debate (presidium) and representing the Committee in external events, as well as hearing witnesses and experts (chairperson). The performance of the presidium or chairperson is reviewed by the Committee. In the event of a negative assessment of the work of these authorities, the Committee has the power to make appropriate changes in membership of the presidium, including changing its chairperson.

Although the majority of mechanisms and instruments which aim to support media ethics and journalistic professionalization in Poland were introduced at an early stage of political and social transformation in the 1990s, media accountability is still in the making. The moderate level of journalistic professionalization might be explained by the weakness of existing self regulatory mechanisms (codes of journalistic conduct, The Council of Media Ethics), divisions within journalistic communities (left wing-oriented vs. right-wing politically oriented) and the growing economic pressure. Bearing in mind that decision-making processes, supportive management as well as organizational structures and cultures might have an impact on journalistic behaviour and the understanding of roles and journalistic quality, this paper will go a long way in explaining the state of media accountability and transparency from the perspective of newsrooms. Referencing to the outcomes of empirical international research project “Media Accountability and Transparency in Europe (MediaAcT)” (2010–2013) the study will provide evidence similarities and differences in the perception of tools and existing practices by journalists from different types of media and job positions.

Purpose: The purpose of this article is to define the factors that contribute to the use of the category of accountability not only in the formal meaning (public finance discipline), but also for the needs of public management (effectiveness of public finances). Methodology and findings: The article indicates that one of the conditions to ensure the effectiveness of public finances in the fight against the crisis is the use of accountability rules relating to the process of public finance management. The article is based on the concept of quality of public finances and institutional arrangements used for the management of public finances Originality: This article presents two dimensions of accountability: first is the traditional approach to accountability equated with responsibility for public finance discipline; second is the modern approach in which accountability is a kind of public authority program built on the commitment to achieve the purpose and the need to account for the results. The article indicates that the category of accountability can be regarded as part of the public financial management system, both at the national and supranational level.

The author points out that the possibility of access to evidence in the course of work of the Constitutional Accountability Committee depends on the consent of a body conducting the proceedings, i.e. Constitutional Accountability Committee. According to him, the Committee is obliged to make all evidence (including classified information) accessible to the person subject to initial application and his/her defence council. Nevertheless, he emphasizes that access to evidence composed of classified information should be provided in the office for confidential documents of the Chancellery of the Sejm. In the authors view, the defence council should not be required to have an adequate security clearance level or a valid certificate of training in the field of classified data protection.

The paper analyses two provisions of the Act of 10 May 2018 on Personal Data Protection. It describes the structure and characteristic features of acts which obstruct or frustrate an inspection of compliance with personal data protection provisions. The paper emphasises the importance of powers held by a supervisory authority, the President of the Office for Personal Data Protection, especially in the context of the EU legislation. The article also gives examples of interrelationship between the controller and the entity that is controlled and discusses the way this impacts criminal liability. It presents a comparative analysis of the said provision alongside its analogous provision which is related to inspection carried out under Article 55 of the Act of 14 December 2018 on Personal Data Protection in Connection with Preventing and Fighting Crime. The final conclusions include some proposals for, inter alia, the analysis of problems noted by the Personal Data Protection Office while conducting control proceedings in the years 2018–2019.

The paper refers to the essential problem of the European political space, namely the insufficient implementation scale of accountability standards, which has a direct effect on the democratization of the European political system, specifically on the democracy deficit. The paper was presented the accountability standard on the background on the EP election in 2014, with the strong focus on the relations between the voters and the EP candidates. In the analyses the factors characterizing the quality of political discourse were considered taking into account both, the electorate political activity (principal – in the meaning Principal-Agent-Theory), as well as the offer of the running politicians (as the agents).

Aim/purpose – This research presents a conceptual stakeholder accountability model for mapping the project actors to the conduct for which they should be held accountable in artificial intelligence (AI) projects. AI projects differ from other projects in important ways, including in their capacity to inflict harm and impact human and civil rights on a global scale. The in-project decisions are high stakes, and it is critical who decides the system’s features. Even well-designed AI systems can be deployed in ways that harm individuals, local communities, and society. Design/methodology/approach – The present study uses a systematic literature review, accountability theory, and AI success factors to elaborate on the relationships between AI project actors and stakeholders. The literature review follows the preferred reporting items for systematic reviews and meta-analyses (PRISMA) statement process. Bovens’ accountability model and AI success factors are employed as a basis for the coding framework in the thematic analysis. The study uses a web-based survey to collect data from respondents in the United States and Germany employing statistical analysis to assess public opinion on AI fairness, sustainability, and accountability. Findings – The AI stakeholder accountability model specifies the complex relationships between 16 actors and 22 stakeholder forums using 78 AI success factors to define the conduct and the obligations and consequences that characterize those relationships. The survey analysis suggests that more than 80% of the public thinks AI development should be fair and sustainable, and it sees the government and development organizations as most accountable in this regard. There are some differences between the United States and Germany regarding fairness, sustainability, and accountability. Research implications/limitations – The results should benefit project managers and project sponsors in stakeholder identification and resource assignment. The definitions offer policy advisors insights for updating AI governance practices. The model presented here is conceptual and has not been validated using real-world projects. Originality/value/contribution – The study adds context-specific information on AI to the project management literature. It defines project actors as moral agents and provides a model for mapping the accountability of project actors to stakeholder expectations and system impacts.
