Santos Harbor Area (SHA) in Sao Paulo Coastline (Brazil) is the most important marine cargo transfer terminal in the Southern Hemisphere. A long term relative tidal level variability assessment shows a consistent response to relative sea level rise. A wave data base Wave Watch III was compared with a long term wave data-base generated by the ERA40-ECMWF (2003), both local validated. The current bed level of SHA Outer Channel is -15.00 m (Chart Datum or, in abbreviation, CD), maintained by dredging. According to the cargo throughput forecast, in 2025, the Access Channel will have to be deepened to level of -17.00 m. The feasibility of that choice is discussed from a technical, economical and conceptual navigation point of view in that context. A data set found from a scale model of the whole area of Santos Bay, Estuary and nearby beaches, showed the impact of maritime climate changes upon the coastal area. In the previous researches developed by the authors, it was demonstrated that the wave climate, the tides and tidal currents affect harbor and coastal structures maintenance, beaches stability, tidal inlet, sediment transport, saline intrusion and wetlands. Considering the increasing of the sea hazards and the high values of the infrastructures in that coastline, it is necessary to mitigate the risks. Hence, based on the results obtained by the authors, are highlighted guidelines strategies suggested for Access Channels dimensions, wharves free-board, jetties dimensions, dredging rates, rigid and flexible littoral defenses and land protection against flooding (including wetlands).

This paper describes in particular Code Division Multiple Access (CDMA) applicable in Global Mobile Satellite Communications (GMSC). In satellite communication systems, as a rule, especially in GMSC networks many users are active at the same time. The problem of simultaneous communications between many single or multipoint mobile satellite users, however, can be solved by using Multiple Access Technique (MAT) system. Since the resources of the systems such as the transmitting power and the bandwidth are limited, it is advisable to use the channels with complete charge and to create a different MAT to the channel. This generates a problem of summation and separation of signals in the transmission and reception parts, respectively. Deciding this problem consists in the development of orthogonal channels of transmission in order to divide signals from various users unambiguously on the reception part.

Seaports are a natural link between the land and sea transportation. Their development is a prerequisite in order to, among others, provide the capacity to trans-ship the growing number of goods. Sea transportation covers altogether 75 percent of the European external trade and 37 percent of the internal trade within the European union. In Poland, there are 33 active seaports, out of which six are big ports, while 27 are medium-sized and small seaports. Over the last years, however, only big ports observe a significant growth in the volume of the goods trans-shipped there, while the role of medium-sized and small ports has been diminishing. That is why the Supreme Audit Office took a decision to examine whether and how the maritime administration, the governors of regions and the entities that manage sea ports implemented the measures set forth in seaports development plans and strategies. In their article, the authors present the details of the audit findings.

This paper considers a fading cognitive multiple access channel (CMAC), where multiple secondary users (SUs), who share the spectrum with a primary user (PU), transmit to a cognitive base station (CBS). A power station is assumed to harvest energy from the nature and then provide power to the SUs. We investigate the power allocation problems for such a CMAC to maximize the SU sum rate under the interference power constraint, the sum transmit power constraint and the peak transmit power constraint of each individual SU. In particular, two scenarios are considered: with successive interference cancellation (SIC) and without SIC. For the first scenario, the optimal power allocation algorithm is derived. For the second scenario, a heuristic algorithm is proposed. We show that the proposed algorithm with SIC outperforms the algorithm without SIC in terms of the SU sum rate, while the algorithm without SIC outperforms the algorithm with SIC in terms of the number of admitted SUs for a high sum transmit power limit and a low peak transmit power limit of each individual SU.

It is commonly known that physical layer security is achieved with a trade-off in terms of the achievable rate. Hence, security constraints generate rate losses in wiretap channels. To mitigate such rate losses in multi-user channels, we propose a coding/decoding scheme for multi-user multiple access wiretap channel (MAC-WT), where previously transmitted messages are used as a secret key to enhance the secrecy rates of the transmitting users, until the usual Shannon capacity region of a multiple access channel (MAC) is achieved without the secrecy constraint. With this coding scheme, all messages transmitted in the recent past are secure with respect to all the information of the eavesdropper till now. To achieve this goal, we introduce secret key buffers at both the users and the legitimate receiver. Finally, we consider a fading MAC-WT and show that with this coding/decoding scheme, we can achieve the capacity region of a fading MAC channel (in the ergodic sense).

When economic development is considered, political economy is at stake; in this perspective growth or counter-growth forces operate within the institutional framework. The analysis focuses on corporatist forms of social dialogue in the international environment of the EU and within the European structures. First, the notion of corporatism as opposed to other institutionalized channels of access is explained. Then, the paper presents corporatist forms at the national level under change. Next, it deals with interest coordination at the European Commission level. The paper concludes that an erosion of corporatist forms is visible; no embracing pattern in the EU should be expected instead; on the contrary, increasing fragmentation of lobbying is observed.
