    Let J(n) be the hyperspace of all centrally symmetric compact convex bodies $A ⊆ \mathbb{R}^n$, n ≥ 2, for which the ordinary Euclidean unit ball is the ellipsoid of maximal volume contained in A (the John ellipsoid). Let $J_0(n)$ be the complement of the unique O(n)-fixed point in J(n). We prove that: (1) the Banach-Mazur compactum BM(n) is homeomorphic to the orbit space J(n)/O(n) of the natural action of the orthogonal group O(n) on J(n); (2) J(n) is an O(n)-AR; (3) $J_0(2)/SO(2)$ is an Eilenberg-MacLane space $\bb K(\mathbb{Q},2)$; (4) $BM_0(2) = J_0(2)/O(2)$ is noncontractible; (5) BM(2) is a nonhomogeneous absolute retract. Other models for BM(n) are established.

    Opis:
    Agencja Nieruchomości Rolnych jest państwową instytucją powierniczą, której Skarb Państwa powierzył wykonywanie prawa własności i innych praw na jego rzecz w stosunku do mienia państwowego w rolnictwie. Agencja realizuje działalność związaną z gospodarowaniem mieniem państwowym, wynikającą z polityki rolnej. Uwzględniając regulacje zawarte w ustawie o kształtowaniu ustroju rolnego (ukur), stanowi instytucję, której wyznaczono pierwszoplanową rolę w obrocie ziemią, a w konsekwencji w kreowaniu rozwoju rolnictwa. Z tego względu zbadano rolę Agencji w tworzeniu i funkcjonowaniu rynku ziemi rolnej, jak również w poprawę struktur rolniczych. Analizę przeprowadzono z perspektywy wpływu działalności Agencji na przemiany struktury obszarowej wynikające z zagospodarowania gruntów skarbowych oraz z ukur. Wnioskowanie przeprowadzono w oparciu o raporty z działalności Agencji i literaturę przedmiotu. Uzyskane wyniki świadczą, że o pozytywnym wkładzie Agencji w tworzeniu rynku ziemi rolnej (zwłaszcza dzierżaw) i poprawie struktury obszarowej. Ten wpływ odnotowano na terenach, gdzie było dużo ziemi skarbowej. W 2003 r. zgodnie z zapisami ukur ANR otrzymała uprawnienia do sprawowania nadzoru nad prywatnym obrotem ziemią. Ingerencja państwa w prywatny obrót ziemią ogranicza jego swobodę, ale jednocześnie daje możliwość aktywnej interwencji w sytuacji sprzedaży ziemi (prawo państwowego pierwokupu i wykupu). W konsekwencji Agencja ma możliwość wpływania na zmniejszanie barier rozwojowych rolnictwa również na terenach z niewielką ilością państwowych gruntów i dużym rozdrobnieniem obszarowym gospodarstw. Dotychczas ten wpływ należy uznać za niewielki. Wynika to form przenoszenia praw własności i praktycznych zasad egzekwowania zapisów ustawowych. W zmianach właścicielskich dominował obrót nierynkowy, a ANR incydentalnie korzystała ze swoich uprawnień.
    The Agricultural Property Agency pursues activities related to the management of state property, resulting from agricultural policy. Given the regulations of the Act on shaping the agricultural system, it is an institution which was assigned a leading role in trading in land and consequently in creating the development of agriculture. Therefore, the role of the Agency in the creation and functioning of the agricultural land market, in the improvement of agricultural structures, was examined. The analysis was twofold and covered: the impact of the Agency’s activities on transformations of the area structure resulting from the development of State Treasury land and from the Act on shaping the agricultural system. Conclusions were drawn based on the Agency’s activity reports and the literature. The results reveal the Agency’s positive contribution to the creation of the agricultural land market and the improvement of the area structure. This impact was noted in areas abundant in Treasury land. Pursuant to the Act on shaping the agricultural system, the Agency was authorised in 2003 to supervise private land trading. State intervention restricts the freedom of private land trading, but gives the opportunity to intervene in land sales. The Agency may thus contribute to reducing agricultural development barriers also in areas where state land is scarce and where farms’ area is highly fragmented. This contribution should be deemed to be small so far. This is due to forms of transferring property rights, practical principles for enforcing statutory provisions.
