The essay compares selected Kantian ideas stated in The Perpetual Peace with the institutions established by the Charter of the United Nations and the Statute of the International Court of Justice. The concept of a nation and its position in international law in view of the Charter will be presented and linked with the Kantian theory of sovereignty of Nations. The core of the paper is an afterthought on the supremacy of three separate powers over the Nations, hence the question of the rules of procedure held by the International Court of Justice will be regarded as the consequence of the idea of sovereign equality. The Kantian concept: "Nations, as states, may be judged like individuals”: (Kant, 1917, p. 128) is observed from the perspective of state’s demand for independence. The institution of the International Court of Justice is presented as a universal supreme body. The key issue of the essay is the federative character of union as a guarantee of eternal peace seen as common point in both of the documents discussed.

We here present three characterizations of not necessarily causal, rational functions which are (co)-isometric on the unit circle: (i) through the realization matrix of Schur stable systems, (ii) the Blaschke-Potapov product, which is then employed to introduce an easy-to-use description of all these functions with dimensions and McMillan degree as parameters, (iii) through the (not necessarily reducible) Matrix Fraction Description (MFD). In cases (ii) and (iii) the poles of the rational functions involved may be anywhere in the complex plane, but the unit circle (including both zero and infinity). A special attention is devoted to exploring the gap between the square and rectangular cases.

The authors describe budo karate as one of the aspects of safety culture. Nowadays, there are three pillars of karate: traditional karate, sports and self-defense. Opis:
An important form of struggle against the German occupant during the Second World War were illegal magazines appearing throughout Poland. Their task was to counteract enemy propaganda, break the informational blockade, and shape citizens’ awareness. Apart from the “Information Bulletin of the Home Army” edited by the Polish Underground State, there appeared also magazines edited by political organisations, including those related to the national-radical movement. Young editors from the Młodzież Wszechpolska and Młodzież Wielkiej Polski organisations stressed that one of the greatest threats posed by the war is the demoralisation of the young generation, and that the need to counteract this phenomenon is as important as the armed struggle. The analysed texts reveal a less known, non-stereotypical image of Polish nationalistic organisations.

As many as three international disputes containing allegations of infringement of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) have been brought before the International Court of Justice (ICJ), thus contributing to the number of cases allowing the Court to pronounce itself on the international human rights law. Even though none of the cases invoking violations of ICERD has been (yet) adjudicated on the merits, they have already provided an opportunity to clarify (at least in part) the compromissory clause enshrined in Art. 22 of ICERD, as well as to tackle some other issues related to provisional measures ordered by the Court. This article discusses the ICJ’s approaches to the application of ICERD in the three above-mentioned cases, while posing the question whether indeed the 1965 Convention can be useful as a tool for settling inter-state disputes. The author claims that ICERD and the broad definition of “racial discrimination” set out in its Art. 1 constitute cornerstones for the international protection of human rights, though the recourse to the procedures provided in Art. 22 of ICERD – vital as they are – should not necessarily be perceived as a better alternative to the inter-state procedures and the functions exercised by the UN Committee on the Elimination of Racial Discrimination (CERD).

Celem artykułu jest ukazanie, w jaki sposób kardynał Stefan Wyszyński nauczał o pośrednictwie Najświętszej Maryi Panny. Przedłożenie ma charakter chronologiczny. Obejmuje trzy okresy w życiu i nauczaniu Prymasa Tysiąclecia: przed Soborem Watykańskim II, podczas udziału w pracach soboru oraz w okresie posoborowym. Analiza tekstów pozwala zauważyć bogactwo ujęć oraz pewną ewolucję w nauczaniu. O ile przed soborem dominowało ukazywanie Maryi jako Pośredniczki wszystkich łask, o tyle w czasie soboru i po soborze na pierwszym miejscu znajduje się nauka o macierzyństwie duchowym Maryi (Matka Kościoła), a kwestia pośrednictwa Maryi stanowi pewien aspekt tego macierzyństwa. Ponadto uzasadniona wydaje się teza, że dla kardynała Wyszyńskiego soborowa nauka o uczestnictwie Maryi w jedynym pośrednictwie Chrystusa stanowi fundament teologiczny dla ukazywania roli wstawienniczej Maryi i Jej szafarstwa łask. Kardynał Wyszyński, którego zawołaniem biskupim było: Soli Deo per Mariam, potrafił pogodzić w roztropny sposób ujęcie teologiczne soboru z praktyką duszpasterską. Dzięki temu jego mariologia kerygmatyczna przyniosła błogosławione owoce dla życia Kościoła w Polsce.
The purpose of the article is to show how Cardinal Stefan Wyszyński taught on the mediation of the Blessed Virgin Mary. The presentation is chronological. It covers three periods in the life and teaching of the Primate of the Millennium: before the Second Vatican Council, participation in the work of the Council and the post-conciliar period. The analysis of the texts shows the richness of approaches and some evolution in teaching. While before the Council it was dominated by showing Mary as the Mediatrix of all graces, during the Council and after the Council the teaching on the spiritual motherhood of Mary (Mother of the Church) comes first, and the issue of Mary’s mediation is an aspect of this motherhood. In addition, the thesis that the conciliar teaching on Mary’s participation in Christ’s only mediation is for Cardinal Wyszyński a theological foundation for showing Mary’s intercessory role and her distribution of graces seems justified. Cardinal Wyszyński, whose Episcopal motto was: Soli Deo per Mariam, was able to reconcile wisely the theological approach of the Council with pastoral practice. Thanks to this, his kerygmatic Mariology brought blessed fruits for the life of the Church in Poland.

Wnioski zostały oparte na analizie przeprowadzonych przez autorkę badań jakościowych, wywiadów i obserwacji dokonanych zarówno podczas spotkań stowarzyszenia, dostępnych tylko dla jego członków, jak i w trakcie masowych zgromadzeń sympatyków ruchu.
The subject of the article is nationalism among young people, in relation to contemporary moods prevailing among people entering mature social roles, described principally through the example of the All-Polish Youth Association. The conclusions were based on analysis of the Authors’ qualitative research, interviews and observations carried out during the meetings of the association, both those available only to its members, and during mass meetings that brought together supporters of the movement.

On the basis of results of the contemporary researches realised according to the spirit of critical and emancipatory pedagogics a school appears not only as a very important, valuable environment of development, but unfortunately also as a place that generates different threads. In the article one has tried to show a significance of the mainstream school as an environment of discovering attitudes of one’s own identity by the pupils with a disability at an early school age. Referring to the numerous empirical studies, one has performed a school discourse in order to show up discrimination practises in relation to this group of pupils. A critical analysis is accompanied by an attempt to indicate good practices of the socialising processes realised with regard to this group of persons in the mainstream school. A hope of the positive change is arisen by a Jarome S. Bruner’s postulate to develop and implement a new, cooperative, educational culture of the school in which all subjects are concentrated on the common solving problems and launching a mutual learning process.

Od kwietnia 2007 polski parlament wprowadził poprawkę do kodeksu ruchu drogowego dotyczącą całodobowego używania świateł mijania. Celem było polepszenie bezpieczeństwa ruchu drogowego. Artykuł przedstawia skutki wprowadzenia takiego wymogu w oparciu o statystyki policyjne, wywiady i ankiety wśród kompetentnych osób.
Since April 2007 Polish Parliament introduced to the National Traffic Law amendment, requiring use of passing lights all over the Day. The goal was improving of traffic safety. Paper presents the effect of the introducing of such a requirement, basing on the police statistics, interviews and surveys among competent people.

Artykuł jest próbą nakreślenia sylwetki architekta Abrahama, noszącego zapewne nazwisko Würtzner (przed 1700–1758).  Źródła archiwalne zaświadczają, że pochodził z „Krajów Cesarskich”. Prawdopodobnie miał syna Ignacego, również architekta, a także krewnego, złotnika Johanna, który przybył do Wilna z Lidzbarka Warmińskiego. Potwierdzają one ponadto udział architekta Abrahama w powstaniu większości dzieł krzewiących idee Borrominiego i Guariniego, a wiązanych ostatnio z Glaubitzem lub z „anonimowym włoskim architektem”. Był on zatem autorem niezwykłych karmelickich budowli w Wilnie i w Głębokiem, wybudował wieże kościoła dominikanów na Łukiszkach, a także oryginalny kościół kolegium pijarów w Łużkach nieopodal Głębokiego (1742). Budował również w Mińsku oraz w Nowogródku. Jakkolwiek nie ma bezpośrednich odniesień do konkretnych realizacji, indywidualny styl architekta Abrahama pozwala rozważać jego autorstwo wobec szeregu budowli zarówno na terenie Wilna (fasady kościoła wizytek i kościoła franciszkanów, kościół augustianów), Mińska (fasady kościoła dominikanów i kościoła bernardynów, wieża przed kolegium jezuitów) i Nowogródka (cerkiew zamkowa?), jak i na prowincji, np. kościół farny w Iwieńcu czy pałac Radziwiłłów w Zdzięciole (1729–1731?). 
As much as it is widely acknowledged that the Vilnius variant of late-Baroque architecture did not result as a slow development of the local tradition, but appeared suddenly after 1730, evolving stylistically for the next 40 years, two opposite views regarding its genesis have been clashing for almost a century. The first, and the still domineering one, represented in the publications by Stanisław Lorentz and Vladas Drema, saw the most important, possibly the only initiator and creator of the ‘school’ in Johann Christoph Glaubitz. Both scholars attributed to that unquestionably appreciated architect an impressive output containing over 60 pieces, including all the most outstanding works created both within his confirmed activity (1738–1767), before it, and even after his death. The sources of Glaubitz’s art have been sought after within the circle of architecture of the Imperial Countries, Bohemia, Austria, yet first and foremost in Silesia from where he most likely came. It was Marian Morelowski who promoted a contradictory view: he tried to diversify ‘Glaubitz’s’ hegemony, belittling the role of the artists with German-sounding names, and exposing that of the supposed Italians, Flemish, and native artists instead. When pointing to the Italian inspirations of Vilnius architecture of late Baroque, he emphasized the direct impact of the models by Borromini, Guarini, and Juvarra, as well as Pozzo and the Bibbienas working for the Habsburgs. Under the influence of Piotr Bohdziewicz’s suggestions at the time he seriously considered the possibility that the Vilnius style revolution may have been initiated by the architect Francesco Placidi active in Lesser Poland and his supposed disciples. The major premise for that attribution was the erroneous view which made Bohdziewicz attribute the unusual church in Kobyłka near Warsaw (1740–1746) to Placidi;  in its forms essential analogies with the early works of late-Baroque Vilnius ‘school’ of architecture were spotted. The Kobyłka Church also served as the key to the explanation of the genesis of the ‘school’ by Mariusz Karpowicz: he claimed that the groundworks for late Baroque in Vilnius were laid by Guido Antonio Longhi, later confirmed to have been the author of the church near Warsaw, while the work which played the role of the model was his design of the Uniate Cathedral of St Sophia in Połock from 1738, which actually anticipated the known activity of the architect. Since Longhi left the Polish-Lithuanian Commonwealth in 1749, Karpowicz attributed the most illustrious works of the Vilnius Baroque created after the mid-18th century to his supposed disciple Antonio Paracca of Castello, an architect affiliated to the Platers’ court in Krasław in Livonia. And thus, similarly as in the case of Glaubitz, a coherent and suggestive image was created, although obviously outlined only intuitively. Despite the fact that preliminary researches into archival materials conducted by Polish and Lithuanian scholars have allowed to bring forth profiles of other architects (Joannes Valentinus Tobias de Dyderszteyn, Józef Fontana ‘of Witebsk’, Johann Wilhelm Frezer, Tomasz Żebrowski SJ), while Jerzy Kowalczyk thoroughly  studied Guarini’s roots of late-Baroque architecture of Vilnius, the question of its initiators remains unclear. Still before the outbreak of WW II, Piotr Bohdziewicz and Marian Morelowski had distinguished three buildings whose dynamically undulating cornices  and protruding elevations were supposed to herald stylistic changes which occurred in Vilnius following the city’s fire in June 1737. The first was the Church of the Visitation Nuns whose construction launched in 1720 lasted for at least 20 years; the second was the belfry of the Calced Carmelites of All Saints dated from 1733–1743; the third being the Głębokie church of the Discalced Carmelites located 250 km south of Vilnius whose late-Baroque extension was to be completed with its consecration in 1735. When searching for the authors of those outstanding genuine pieces of architecture, focus was put on above-mentioned Francesco Placidi and his ‘school’, while in the case of the Głębokie towers the hypothesis was accepted that even a direct participation of his master may have taken place, namely that of Gaetano Chiaveri, designer of the Dresden Hofkirche. Having moved the dating, Stanisław Lorentz finally included all the three buildings in Glaubitz’s output, while Jerzy Kowalczyk created the concept of an ‘anonymous Italian architect’ (gently suggesting that Józef Fontatna, active within the Grand Duchy of Lithuania could have played that role), and extended the above-mentioned group by incorporating the undulating façade of the Dominican Church into it. The view on the activity of the anonymous Italian who ‘shyly’ promoted the ideas of Borromini and Guarini in Vilnius was shared by Mariusz Karpowicz, although he considered the façade of the Church of the Visitation Nuns to have been the work of Guido Antonio Longhi. Amidst that vivid academic debate, although not grounded in the sources, an exceptional view had been voiced still before WW II. Namely, owing to the similarity of ornamental motifs, Piotr Bohdziewicz pointed to the two towers of the façade of the Dominican Church of SS James and Philip at the Vilnius Łukiszki, concluding, however, that their author was less courageous in his artistic imagination than the authors of the three structures mentioned earlier. When Euzebiusz Łopaciński found among the invoices of the Łukiszki Dominicans the name of the architect Abraham who raised the towers of the Church of SS James and Philip in 1743–1746, Marian Morelowski, although not avoiding a question mark, attributed to this newly-discovered ‘representative of Placidi’s school’ all the works from the above-mentioned group (and several new ones as well), but also for some incomprehensible reasons (since not grounded in the mentioned invoices) he named him ‘Genu’, suggesting his descent from the Republic of Venice. The latter was, by no means, a fictitious personage, since at least as of 1727 until his death in 1769, there lived in Vilnius Abraham Antoni Genu (Żena, Genou). Finally, he turned out to have been a Frenchman. He participated in numerous celebrations of the Brotherhood of St Martin, which grouped German artists, craftsmen, and merchants living in Vilnius around the Church of the Jesuit Novitiate.  An affluent individual, he was buried in the Carmelite Church: his two tenement houses were located nearby. However, the only unknown is his profession. There are no such doubts with regard to another member of that Brotherhood Abraham Würtzner (Werthner), present in it from 1728, who died 30 years later. It is known that in 1741, an architect and a Vilnius citizen as well, he designed (unpreserved) brick stucco altars and the music gallery in the Corpus Christi Chapel in the Jesuit Church of St John. For the moment it is the only architect’s name recorded in the course of creating an impressive set of stucco altars inside the Church: a breakthrough artistic project in the art of the Vilnius of the day. Although Glaubitz, employed to renovate the Chapel of St Barbara (of the goldsmiths) and of the Annunciation of Our Lady had appeared there earlier (1739–1740), he was merely a ‘magister murarius’, working under architect’s supervision, and a stuccoist. The paper attempts at outlining the profile of the architect Abraham, possibly bearing the name of Würtzner (before 1700–1758).  Archival sources testify that he came from ‘Imperial Countries’. He most likely had a son Ignacy, an architect as well, but also a relative Johann, a goldsmith, who came to Vilnius from Lidzbark Warmiński  and died in 1757. Furthermore, the sources confirm the participation of the architect Abraham in the creation of the majority of works promoting the ideas of Borromini and Guarini,  previously attributed to Placidi, Glaubitz, or the ‘anonymous Italian architect’. Abraham thus authored  the unusual belfry of the Calced Carmelite Church of all Saints in Vilnius, the extension of the Carmelite Church in Głębokie; he raised the towers of the Łukiszki Dominican Church, and the genuine church of the Piarist College at Łużki near Głębokie (1742). Furthermore, he raised some edifices in Minsk and Nowogródek. Despite any direct references lacking with respect to definite projects, his genuine style allows to attribute to him the authorship of a number  of structures in Vilnius itself (façades of the Churches of the Visitation Nuns, the Franciscans, and of the Augustines), in Minsk (façades of the Dominican and Bernardine Churches, the tower in front of the Jesuit College), and Nowogródek (Uniate Church at the Castle?), as well as in the provinces, e.g., the Iwieniec Parish Church or the Zdzięcioł Palace of the Radziwiłłs (1729–1731?).  The assumed chronology of several of the above architectural works requires verification and specification, however, the collected material justifies the conclusion that next to Johann Christoph Glaubitz it was Abraham (Würtzner?) who played a leading role in the early period of the formation of ‘Vilnius Baroque’ in which the caesura was formed by the next fire in the city in 1749, and the inflow of new artists following it.

Opis:
The content of total iron, cuprum and boron in leaves of four chrysanthemum cultivars was studied in 12 growth cycles starting on the second day of each month throughout the year, from January to December. From the moment of potting, the plants were treated with a short day. In periods of naturally long days, the day was shortened to 10.5 hours using a black-out cover. No supplementary light was used. The time of culture associated with real insolation had a significant influence on micronutrients content. Maximum contents of cuprum and boron were recorded in the leaves of chrysanthemums grown in periods of light deficit. The reverse regularity in case of iron was observed.
Badano całkowitą zawartość żelaza, miedzi i boru w liściach czterech odmian chryzantem w 12 cyklach uprawowych rozpoczynających się drugiego dnia każdego miesięca roku: od stycznia do grudnia. Od momentu posadzenia, rośliny traktowano dniem krótkim. W okresach naturalnego długiego dnia stosowano zaciemnianie, uzyskując dzień 10,5-godzinny. Nie stosowano doświetlania roślin. Termin uprawy i związane z tym usłonecznienie istotnie wpłynęły na zawartość mikroskładników. Największą zawartość miedzi i boru stwierdzono w liściach chryzantem uprawianych w okresie niedoboru światła. Odwrotną zależność stwierdzono w przypadku żelaza.

This article shows an important sphere of social life, i.e. Physical Culture, regarding its elements: play, games, and sports as intangible global and at the same time regional heritage of every corner of the world. Through this work, the author wants to emphasise the crucial role of traditional games and sports in the globalised world, also showing UNESCO and TAFISA’s huge initiatives and endeavours they undertake to revitalise and prevent old sports from being forgotten. They are devoted and very involved in building a better climate for the promotion of various traditional physical activities in the context of cultural diversity. The author also wants to stress in this article that there are few groups of people around the globe who really care about the intangible kind of heritage hidden in traditional forms of sports and games. The further intention of this work is to awaken the awareness of other researchers and people for whom the local heritage is fundamental for a better future in a unified world.

Opis:
The aim of this article is to emphasize and acknowledge traditional sports as an important historical and socio-cultural phenomenon. By describing ‘the traditional sports and games movement’ from its organization to some key ideas, the authors show how local and national heritage of physical culture is important to every society. Within the current process of globalization, which touches on not only economic and political domains but also cultural and ethnic ones, people need to be aware of their heritage and identity. Various forms of our own, indigenous physical activity are part of this identity. In this article, the authors show the general background to the current situation of traditional sports in a globalized world, which is the socio-cultural context in which they exist, by describing some examples of these kinds of sports and initiatives all over the world. Afterwards, the focus will turn to a particular event – The 5thWorld Sport for All Games – during which traditional sports and games are played and promoted, showing the existence of this kind of sport as a potentially efficient tool in promoting cultural exchange and preserving heritage in the contemporary world.
