    In recent years, A2/AD capabilities are one of the top subjects of press and media discussions aimed to examine contemporary European security order as well as the ability of the NATO to conduct collective defence. In this context, Russian A2/AD capabilities are considered as one of the biggest threats for NATO member states in the case of a potential conflict. Trying to answer whether Russian A2/AD systems are defensive or offensive in character, a given answer can be that the systems are both. A reason is that combat systems are not only defensive or offensive in character nowadays. The above mentioned phenomenon of modern, complex combat systems allowed Russia to build up A2/AD capabilities which are recognized as very efficient during defensive operations. On the other hand, the systems provide the ability to carry out offensive operations in accordance with the old rule – attack effectively first and A2/AD bubbles could facilitate it within their range. Moreover, the capabilities are a key element of efforts to reconstruct Russia’s superpower position.

    The extreme concentration of tangible and non-tangible resources in the environment of the Smart City calls for their securing and protection. In the case of threat emergence, the military would have to enter areas where local authorities cannot guarantee the security of Smart City assets. Thus, the question arises whether or not Smart Cities could potentially assist the military forces in performing their tasks better on the battlefield. Some military agencies are currently exploring the possibility of using the military in Smart Cities. For instance, the United States Army Research Laboratory (ARL) is studying whether smart city communications and infrastructure could be of use on the future battlefield. This paper aims to indicate the potential for expansion and integration of the anti-aircraft defense systems to serve the needs of urban defense, thereby allowing the achievement of air superiority and implementing the assumptions of A2/AD systems. In reference to the research objective formulated in such a way, discovering the answers to the following questions was deemed crucial: What is the state of the current Anti-Aircraft Defense (AAD) system of urban centers, in particular Smart Cities? What are the possibilities of expanding and improving this system? How can the SMART CITY system be integrated and serve as an element of strengthening the AAD system? In order to answer the indicated questions, this article was written with the use of qualitative method consisting of text and literature exploratory research and analysis, and comparative analyzes of Smart Cities and Air Defense in contemporary military operations. To achieve the assumed aim, the authors have also conducted the evaluation of Air Defense combat capabilities, as well as the changes that have occurred in the environment of Smart Cities. The authors used thematic analysis methods to interpret patterns and meanings in the data.

    The paper presents a concise and thorough insight into the problem of overcoming potential Russian anti-access/area denial (A2/AD) operations, which may pose a major threat to Poland’s security. The geopolitical situation in the region is seriously determined by the Kremlin’s Foreign policy, which is aimed at restoring Russian dominance over its neighbouring countries and disrupting political and military cohesion of NATO. Against this background it seems essential for Poland to develop its modern Armed Forces, which being based on the Land Forces and the Territorial Defence Forces, could be effectively employed against potential military threats.

    Niniejszy artykuł ma za zadanie pokrótce scharakteryzować jeden z podstawowych elementów chińskiej strategii ograniczania militarnej dominacji USA, ze szczególnym uwzględnieniem roli systemów kosmicznych. W najbardziej ogólnych kategoriach omawia więc amerykańską strategię militarną; a następnie opisuje chińską koncepcję A2/AD jako asymetryczną odpowiedź na amerykańską przewagę. Szczególną uwagę zwracamy na ograniczenia tej koncepcji i rolę systemów kosmicznych w ich przezwyciężaniu. I wreszcie omawiamy niektóre polityczne konsekwencje powyższego, które mogą oddziaływać na stan bezpieczeństwa kosmicznego.
    This paper is supposed to analyze briefly one of key elements of the Chinese strategy aimed on weakening the American military dominance, with the special attention to the role of space systems therein. It describes in the most general terms the military strategy of the United Statest, then it pictures the Chinese A2/AD (anti-access/area denial) concept as an asymmetric answer to the U.S. military supremacy. The special attention is paid to its limitations and the role of space systems in overcoming the restraints. And finally it characterizes some of the political consequences that come out of all the above and that might reflect on the general state of the space security.

    The change in the name of the US Pacific Command to the US Indo-Pacific Command, which took place on May 30th , 2018, most clearly shows how the American perception of the security of the region is changing. Trump’s Indo-Pacific concept has replaced B. Obama’s Pivot concept in Asia. Seeing China as a strategic rival and a revisionist power, which has been mentioned in the national security strategy and the national defense strategy, the United States is trying to limit Chinas influence by strengthening formally existing alliances and ties with so-called strategic partners. The following article is an attempt to analyze the military dimension of the emerging need for the US to treat the Indo-Pacific as a unified operational theater, particularly in the context of the deteriorating security situation in the South China Sea and the ongoing Chinese militarization of the region.

    W artykule omówiono sposób działania współczesnych systemów „antydostępowych” A2/AD (ang. Access Denial/Area Denial), na które składają się wszystkie środki mogące wielowarstwowo ograniczyć dostęp potencjalnego przeciwnika do danego obszaru działań. Skoncentrowano się na określeniu, w jakim stopniu użycie artylerii może zwalczać systemy A2/AD. Według autorów artyleria, jako rodzaj wojsk posiadający coraz większe możliwości precyzyjnego i głębokiego rażenia, może stać się decydującym czynnikiem zdominowania systemów A2/AD i umożliwić realizację zadań własnego lotnictwu.

    W artykule opisano ewolucję rosyjskiej koncepcji działań militarnych jako formy realizacji polityki bezpieczeństwa. Przedstawiono istotne zmiany w koncepcji dotyczącej prowadzenia działań hybrydowych w stosunku do sposobu, w jaki je realizowano podczas aneksji Półwyspu Krymskiego oraz rosyjskiej interwencji w Syrii. Wykazano, że obowiązująca od 2018 r. koncepcja przebudowy sił zbrojnych ma na celu ich przygotowanie do realizacji zarówno tzw. operacji zintegrowanych, poszerzania zewnętrznej strefy obrony, jak i operacji o charakterze antydostępowym. Służyć temu ma wyposażenie sił zbrojnych w odpowiednie środki, umożliwiające wykonywanie tak sformułowanych zadań, oraz wdrożenie strategii aktywnej obrony, zakładającej podejmowanie przez Rosję działań wyprzedzających na podstawie precyzyjnych algorytmów planowania. Uzupełnieniem rosyjskiej strategii aktywnej obrony jest strategia działań ograniczonych. Zdaniem rosyjskich ekspertów powinna ona zakładać prowadzenie działań zewnętrznych w celu ochrony oraz promowania rosyjskich interesów za granicą. Z przeprowadzonych analiz wynika, że Rosjanie uznali, że podstawową formą konfliktu polityczno-militarnego zarówno obecnie, jak i w przyszłości będzie konflikt nieliniowy o dynamicznym przebiegu. W związku z tym ważną rolę przypisano możliwościom stosowania instrumentarium kinetycznego i niekinetycznego oraz operacjom specjalnym o kompleksowym charakterze. W celu realizacji tych planów gruntownie zreformowano siły zbrojne. Zmieniono strukturę organizacyjną, system szkolenia i zmodernizowano uzbrojenie. Najważniejszy etap reform został ukończony, pomimo sankcji, w grudniu 2020 r. Na zmiany wprowadzane w rosyjskiej doktrynie wojskowej miały wpływ doświadczenia płynące z działań w Syrii i Donbasie. Przede wszystkim nastąpiło odejście od prymatu zsynchronizowanych działań niemilitarnych w ramach niekinetycznej operacji destabilizacyjnej. Obecnie główny sposób prowadzenia operacji polega na skoordynowanym użyciu środków wojskowych i pozamilitarnych, przy czym siły zbrojne odgrywają w takich operacjach decydującą rolę.
    The article presents the evolution of the Russian idea of military operations as a form of implementing security policy. Significant changes in the concept of conducting hybrid operations were pointed out in relation to the way they were carried out in the process of the annexation of the Crimean Peninsula and during the Russian intervention in Syria. It was shown that the concept of the reconstruction of the armed forces since 2018 has been aimed at both preparing them for the implementation of the so-called integrated operations, expanding the external defence zone, and performing antiaccess operations. This is to be achieved by adequately saturating the armed forces with the necessary means to conduct such a task and by practically implementing the active defence strategy, which assumes that Russia will take pre-emptive actions based on precise planning algorithms. The Russian strategy of active defence is complemented by a strategy of limited operations. According to Russian experts, this strategy should involve external actions to protect and promote Russian interests abroad. The analyses demonstrate that the Russians have decided that the basic form of contemporary and future political-military conflict will be a non-linear conflict with a dynamic course. That is why a key role has been assigned to both kinetic and non-kinetic instrumentation capabilities and special operations with a comprehensive scope. To implement these plans, a thorough reform of the armed forces was carried out in terms of restructuring the organization, reforming the training system and modernizing the armaments. The main phase of the reforms had been successfully implemented by December 2020, despite the sanctions. The experience of Syria and the Donbass influenced the transformation of the Russian military doctrine. Its most important assumption was to move away from the primacy of synchronized non-military actions within a non-kinetic destabilizing operation. The concept of coordinated use of military and non-military means with a decisive role of the armed forces has become the basic form of conducting operations of this type.

Prezentuje środki walki jakimi dysponują Chińczycy i możliwości przeciwstawienia się im przez US Navy. Jeśli Amerykanie w dalszym ciągu chcą być wiarygodnym partnerem państw leżących w basenie wspomnianych mórz, muszą zwiększyć swoją obecność na Pacyfiku i zainwestować w nowe okręty, by dalej dominować militarnie w tym regionie świata.
    For at least ten years the People’s Republic of China has been developing so-called “anti-access/ area denial” capabilities. By this term one should understand capability to attack, at long ranges, military forces that might be deployed (anti-access) or operated (area-denial) within the western Pacific. Those efforts will have a crucial impact on U.S. Navy’s freedom of maneuver ability, and consequently would also change strategic landscape of East- and Southeast Asia Regions. For the USA, the only global superpower, power projection from the seas is one of the most important military capabilities. It means that US military forces (specially US Navy and US Air Forces) will have to develop new capabilities and also new battle concept that will give them ability to maintain their superiority, and to operate within the new battle-environment.
