This paper attempts to identify the differentiated approaches of the Czechs and Slovaks in relation to monetary integration (the EMU) in Europe. It includes analysis of the key strategic documents programming the countries’ position in and towards the Eurozone, the presentation of selected economic parameters, as well as public opinion surveys on the issue, which divides not only Prague and Bratislava but the whole Central European region. As a result it shows the diversifi ed picture of the two member states’ approaches towards the Eurozone. Comparing the Czech and Slovak cases enables to observe two individual trajectories that launched in 1993. If not the Czech-Slovak divorce, both of the economies would be outside or inside of the Euro-club.

In 1933 geopolitical situation in Europe had been changed. The leaders of four countries: Great Britain, France, Italy and Germany tried to make some agreement of ruling on the continent. For such countries like Poland and Czechoslovakia this agreement could be very dangerous. Both of them had a very difficult mutual relations. But potential threat could bring them closer. In a spirit of those thinking, polish military attache lt. Col. Andrzej Czerwiński had prepared a short report of political and military situation in Czechoslovakia, especially in the face of German’s pressures. He was writing about possibility of closing between two countries, chances of development of military forces and mutual cooperation.

In this article I shall present an in-depth study of the condition of the Jews living in the city of Rome during the Middle and Late Republic. I shall make use mainly of epigraphic and literary sources, such as Appianus, Cicero, Josephus, Philo, Suetonius, and Varro. It seems to me, according to a careful reading of epigraphic data as well as the literary evidence presented by Valerius Maximus, that the first record of a Jewish presence in Rome ought to be dated no earlier than the second half of the second century B.C.E. According to Philo, only by the middle of the first century B.C.E. is there evidence of a much larger Jewish presence in Rome. Most of the Jews arrived as slaves in the wake of Pompey’s conquest of the Hasmonean kingdom in 63 B.C.E. and in the aftermath, during Aulus Gabinius’ consulate in 58 B.C.E. Yet there were also some liberti and a few peregrini, or immigrants. Most of them probably settled in the Subura. A hint of how Judaism and Jews were perceived during the Late Republic is given by the writings of Varro and Cicero. It seems that Varro was very impressed by the lack of images in the Jewish religion, an attitude which suggested a certain similarity to earlier Roman cultic practices. On the other hand, Cicero’s Pro Flacco reflects a negative attitude towards Judaism. Judaism is therefore characterized as a Barbarian superstition, opposed to Rome’s traditional values. It seems that the Jews as a group played a very negligible part, yet they were active in the politics of the Late Republic. A careful reading of Cicero’s Pro Flacco can show that during this period Jews still had no communitarian institutions, although they grouped together. Moreover, they were probably clientes of their conqueror patronus, Pompey, and as such they could create political pressure. Most of the Jews supported Pompey until the battle of Pharsalus. However, another group did form, which supported Aulus Gabinius, who had once been a cliens of Pompey. Later on, when Gabinius transferred his allegiance from Pompey to Julius Caesar during the Civil War, most of the Jews of Rome did the same, and switched their allegiance, following the steps of their leader in Judaea, the High Priest Hyrcanus II. According to a careful reading of a passage of Josephus’ Antiquities, which reports the decree of Publius Servilius Isauricus to the city of Parium, Julius Caesar recognized the Jewish communities, till then informal institutions, as collegia licita through the Lex Iulia.

The article present the institution of the President against the background of the government regime’s evolution between 18th and 20th century. During this period a new model had been shaped based on separation of powers and balance between the head of the state, government (executive) and the Judiciary Branch. Author divided the history of the Presidential Office in Poland into four periods: the Second Republic of Poland (1918-1939), first years of the People’s Republic of Poland (1947-1952), late years of the People’s Republic of Poland (1989-1990) and the Third Republic of Poland (1990 ). Each of the period is different mainly because of the position and power of the President which directly depends on the Constitution, however political circumstances are not irrelevant in this matter. The dissertation attempts to describe all periods and comment them from the modern (current) point of view. Author spots that there’s been always conflict and dilemma between the idea of the strong presidency and weaker presidency. This tendency had been very visible during the Presidency of Lech Walesa, who had been trying to create the stable and firm institution of the President. New Constitution of the Polish Republic 1997 situated the President in accordance with the idea of the balance of power and division of powers. Role of the President depends currently on the political situation and the personal skills (even charisma) of the person who had been elected.

The paper presents brief history of the issue referred to in the title. Attention is drawn to the variety of formats and areas of cooperation between Polish and Belarusian local authorities, taking into account also the legal aspects of bilateral and multilateral cooperation. Comparative characteristics of the functioning of local self-governance systems in Belarus and Poland are discussed, with the focus on such issues as the context of systemic change, the specifics of the legal framework of both countries, international cooperation with third countries and organizations, as well as the motivation of the cooperating parties; special attention is paid to the consideration of successes and fallacies in the existing experience. The main part of the paper presents an analysis of the current Polish-Belarusian cooperation at the level of local governments. Principal external factors influencing the activation of bilateral relations are considered in detail: the place of Russia and the Eurasian Union in ongoing re-orientation of Belarus; Polish- Belarusian relations and the European Union; crisis in Polish-Russian relations; the Ukrainian dimension. With regard to internal factors ifluencing the Polish-Belarusian cooperation at the level of local self-government, the following issues are considered: state policies; legal issues; the level of democratic freedoms and independence in decision-making; ' nancial and economic problems; cultural, and informational components; personal dimension. In the final part of the paper the importance of the new realities is highlighted, and prospects of cooperation of local governments in Poland and Belarus are summarized; latest developments and the new trends in the area of cooperation are outlined, and the prospects of new possible areas of cooperation, and the supportive policies on the part of both the respective states as well as of international organizations are suggested.

The article presents how the Polish novel Popi.ł i diament (Ashes and Diamonds) by Jerzy Andrzejewski was received by censors in the German Democratic Republic. The novel was first published in East Germany in the 1960s, although attempts to release it were made as early as sixteen years earlier. The author of the article recalls the reviews by German censors who refused to give consent to the novel’s publication on the East German market and whose decisions were affected not by the content of the book alone, but also by the social and political situation in both the Polish People’s Republic and the German Democratic Republic.

The primary goal of the paper is to state the financial benchmark values for liquidity ratios in Slovak agriculture. Authors measured liquidity with current ratio, quick ratio and cash ratio which are the traditional way of liquidity measurement. Using descriptive statistics authors describe the liquidity performance of more than 1,100 enterprises in each period in 2004–2011. Based on the results authors can conclude that the common recommended values for liquidity ratios cannot be used for agriculture. The overall liquidity in agriculture is much lower and therefore the results presented in this article can be used as a benchmark for individual enterprises comparison.
Podstawowym celem pracy jest określenie finansowych wartości odniesienia dla wskaźników płynności w rolnictwie Słowacji. Płynność określono z wykorzystaniem wskaźników płynności bieżącej, szybkiej i natychmiastowej, które są tradycyjnymi miernikami płynności. Wykorzystując metody statystyki opisowej, autorzy określili płynność w ponad 1100 przedsiębiorstwach w poszczególnych latach w okresie 2004–2011. Na podstawie wyników można stwierdzić, że powszechnie zalecane wartości dla wskaźników płynności nie mogą być stosowane w rolnictwie. Płynność w rolnictwie jest znacznie niższa i dlatego wyniki przedstawione w tym artykule mogą być stosowane jako punkt odniesienia dla porównania poszczególnych przedsiębiorstw.

The by-product of the current global economic processes is increasing competitive pressure. In conditions of world economy globalization, the Czech Republic was particularly successful in the 1990s, mainly due to the strategy of “low cost economy”. Low costs were the primary source of competitive advantage. Increasing pressure of large countries with cheap labour force does not allow the Czech Republic make its labour costs lower and use this as a source of economic growth and international competitiveness. Therefore the Czech Republic was forced to direct its further economic development towards the knowledge-based economy. Due to this new priority, in the economic policy the innovative abilities of the companies, increasing quality of human resources, as well as research and development of the new technologies became the most important tasks. For the most of companies these trends were tantamount with the necessity of basic changes in production process organization, management, human resources development, etc. Both inner and outer entrepreneurial environments were thus considerably changed and innovative companies become the carriers of comparative advantages in the regional development. The objective of the article is to assess the current position of the Czech Republic in international perspective as far as the innovative efficiency is concerned. The authors also will try to point the strong and weak sides of the innovation system in the Czech Republic. The second part of the paper analyses the innovative potential of particular Czech regions.

The possibilities of introducing elements of direct democracy into the Czech constitutional framework are often being reduced to efforts to implement a general referendum. During more than 25 years of the existence of an independent Czech Republic, the Czech Parliament discussed 21 proposals of the general referendum law. However, despite the relatively large number of the proposals, the Czech legislators did not agree on the form which the general referendum should have in the Czech Republic - none of the submitted proposals of the law on the general referendum has so far been accepted. Proposals of the general referendum law were not identical. Therefore, this paper aims to analyse 21 proposals submitted to the Czech Parliament. The main emphasis will be put on the overall role which a general referendum should fulfil in case it is implemented into the Czech legal framework. Should a general referendum serve only as a complementary instrument in the context of parliamentary democracy applied in the Czech Republic or should it be used as a regular tool to exercise power by citizens of the Czech Republic which corresponds much more to the system based on direct democracy? Which of these poles are the proposals approaching, or is it possible to observe a certain trend in the submitted proposals of the general referendum laws? Are the proposals, that are repeatedly submitted by the same political parties consistent in their content? Those are the main issues, which will be addressed in this paper.

First the authors pay their attention to the issue of recodification of Slovak Criminal Code and Slovak Code of Criminal Procedure. They notice that for the first time was eliminated material element of factual ground of crime ( danger of crime to society) and now there is in the Slovak Republic pure formal conception of crime. The age limit of criminal liability was altered from 15 to 14 years as well. One of the results of the above mentioned contemporary formal conception of crime in the Slovak Republic is expanding of the special part of the Criminal Code, due to precising of factual grounds of crimes. In regard to Code of Criminal Procedure it is important to mention that after the recodification the term “bodies active in criminal proceedings” means merely the prosecutor and the police body. Into the main hearing were incorporated some contradictory elements. It subsequently brought up different opinions on course of main hearing forasmuch as the Code of Criminal Procedure does not determine this process precisely. At the end the authors notice that now, after receiving knowledge about various complications in Slovak criminal procedure it would by appropriate amend criminal law regulation in the Slovak Republic and eliminate known problems.

Outdoor and adventure education in Poland is still developing and begins to function outside the community of practitioners. Polish researchers mostly rely on the English-language studies, which are based on the British and American experiences, but they fail to notice that the Czech achievements are comparable to the ones in western countries. Moreover, experiences of Poland’s southern neighbours are closer to ours, and thus – the methods used may be more relevant to the Polish conditions. The article describes the development and current state of the outdoor and adventure education as a science in the Czech Republic and presents the achievements of the main centre, ‘PŠL’, which initiates most activities in this field. The study asks questions about the sources of the Czech experience education, terminology, as well as developed methods and techniques of activities.

The aim of the article is to study the peculiarities of the rivalry between Bolsheviks and Belarusian socialists for the future of the Belarusian lands in 1918-1920. The research methodology is based on the principles of scholarship, historicism, systematism and historical analysis. The scientific novelty of the results of this study lies in the reconstruction of the events related to the creation of the Socialist Soviet Republic of Belarus. Conclusions: At the end of World War I, after the February Revolution, the process of formation of an independent Belarusian state by Belarusian socialists began. Although the Belarusian People's Republic was proclaimed on March 25, 1918, Belarusians did not manage to create their own state. It was determined by many internal and external factors. One of them being the political and territorial aspirations of the Bolsheviks and a rivalry between them and the Belarusian socialists for the future of the Belarusian lands. Conclusions: Belarusians, and therefore the Belarusian national movement, found themselves in a specific situation during the war. In the years 1915-1918, the Belarusian lands were divided by the Russian-German front line. As a result, military and civilians from the depths of Russia came to the frontier zone. After the February Revolution, the Russian army in the Western District and the Front began to become strongly politicized, focusing on various political and national programs. Belarusian socialists, including the military, gathered in the Central Belarusian Military Council opted for the creation of a Belarusian republic, first in a federation with Russia, and soon (after the Bolshevik coup) they leaned towards its independence. The military Bolsheviks were in favor of the incorporation of Belarusian lands into Russia as the West District. The conflict of interest between the Belarusian socialists and the Russian Bolsheviks was revealed at the All-Belarusian Congress held in Minsk in December, when Congress was brutally dispersed by the military Bolsheviks. The aspirations of the Belarusian socialists and position of the Belarusian communists were determined, among others, by the creation of the Socialist Soviet Republic of Belarus proclaimed twice on January 1, 1919 and July 31, 1920 just before the offensive against Warsaw. It was supported by Soviet Russia as a counterbalance to the activities of the Belarusian independence camp and Polish influence in Belarus.

The public prosecutor’s office is one of the most important state organs responsible for upholding the rule of law and prosecuting crimes. After 1989, in the countries of Central and Eastern Europe, after independence from Soviet influence, the prosecution authorities began to reform, trying to adapt to the new conditions. The exchange of mutual experiences in this area has a special form in the case of Poland, Hungary, Slovakia and the Czech Republic, i.e. the countries making up the so-called Visegrad Group, within which the prosecutors general meet each year to deepen cooperation. The purpose of this article is to present the principles of the functioning of the prosecutor’s office in the V4 countries and to compare them also from a historical perspective.
Prokuratura należy do jednych z najważniejszych organów państwa, do zadań którego należy stanie na straży praworządności oraz ściganie przestępstw. Sprawne funkcjonowanie prokuratury jest jedną z gwarancji realizacji demokratycznego państwa prawnego. Po 1989 r., w państwach Europy Środkowo-Wschodniej po uniezależnieniu się od wpływów sowieckich zaczęto reformować organy prokuratury starając się dostosować je do nowych warunków. Wymiana wzajemnych doświadczeń w tym zakresie przybrała szczególną postać w przypadku Polski, Węgier, Słowacji i Czech, to jest państw tworzących tak zwaną Grupę Wyszehradzką, w ramach której dochodzi do corocznych spotkań prokuratorów generalnych. Spotkania te mają na celu pogłębienie współpracy w ramach państw grupy. Celem niniejszego artykułu jest przybliżenie zasad funkcjonowania prokuratury w państwach Grupy Wyszehradzkiej i dokonanie ich porównania także w ujęciu historycznym.

Opis:
Czech experience in the field of referendums is rather limited. Only one nationwide referendum which has been held so far, took place in 2003 and concerned the membership of the Republic in the European Union. The experience of referendums at the local level is incomparably richer: decisions related to environmental matters have gained importance. The greatest interest was raised by referendums on the creation of new municipalities, storage of radioactive waste and elements of radar to be included in the anti-missile shield. It is most probable that referendums will not be used more often than before at the state level in the Czech Republic in the future. This assumption is supported by the lack of such historical experiences as well as the unwillingness of political decision makers. Only local communities often use this kind of opportunity to express their stance on important matters. Significant support on the political scene has been obtained by groups who even call for direct democracy to play a more important role than before in the political system of the Republic. These are not the strongest parties in the Czech Parliament.

The article is an attempt at providing description of the functioning and transformations of masculinity in culture, and above all in literature after 1945. Whileemploying theoretical languages of R.W. Connell and K. Silverman, well‑rooted in the tradition of masculinity studies, the author strives to reconstruct its dynamics, which is shaped by tension between two categories: hegemony (as the required position of masculinity ensured by military experience) and trauma (as a real and long‑term result of this experience). The tension between the cultural discipline of hegemony and the increasing awareness of trauma shapes other oppositions, which makes it possible to model the historical course of the transformations of masculinity and leads to the creation of postmodern, demilitarized and “depatriarchalised” male habitus. One of their distinguishing features is reevaluation of the previously neglected spheres of male experience, such as fatherhood.

The situation after the elections of 1992 showed that an ordinary federation was probably an invincible barrier for the future constitutional development. Public opinion did not accept the idea of the division of the Czechoslovakia. The dissolution of Czechoslovakia resulted from an objective situation generated by the elections and escalated with the non compromising ambitions of the winning coalitions in both countries. Constitutional curiosity of the situation of the Czechslovakia consisted in the conflict beetwen federal consitution and new Slovak constitutional system (since 1.10.1992) when each of these declared its supremacy.
O konstytucyjności zakończenia istnienia Czechosłowacji. Sytuacja po wyborach w 1992 r. pokazała, że zwykła federacja była prawdopodobnie barierą nie do pokonani dla przyszłego rozwoju konstytucyjnego. Opinia publiczna nie zaakceptowała idei podziału Czechosłowacji. Rozpad Czechosłowacji wynikał z obiektywnej sytuacji wywołanej wyborami i eskalowanej bezkompromisowymi ambicjami zwycięskich koalicji w obu krajach. Konstytucyjna osobliwość sytuacji Czechosłowacji polegała na konflikcie między federalną konstytucją a nowym słowackim systemem konstytucyjnym (od 1.10.1992), gdy każdy z nich deklarował swoją supremację.

The phenomenon of ethnic and religious inequality has continued to be experienced in most societies of the world. In Nigeria, the problem seemed to have increased over the past years, thereby creating a complex matrix that produced negative effects. This has brought a lot of untold hardships and other social consequences upon the state. The present conflicts and violence that have destroyed a lot of lives and property in Nigeria is a product of social inequality. This has retarded growth and development of the state. To understand and provide possible solutions to this phenomenon, theoretical and empirical approaches were used to gather data needed for this work. Findings of the study revealed that groups are more loyal and sympathetic to their identity and interest rather than any state goal. This may be as a result of government and groups not playing their roles well. They sometimes use machinery of state to enhance themselves and their group interests. The paper concludes that politicians favor some ethnic and religious groups in their policy decisions, power sharing, distribution of resources and equity. This has brought inequality and dissatisfaction among groups and citizens. These and other external forces bring inequality which often results in crisis. Part of the solution is to evolve consensus building mechanism that will put in place a state ideology. There should be a framework upon which group interests and actions will be harmonized to meet collective good.

The notion of ‘style’ with reference to power is inherently vague and non-existent in the research terminology of social science. On the other hand though, it is difficult to find a more adequate expression to describe a peculiar, individual way of making use of powers deriving not so much from systematic adjustments as from the personality of a leader. Political power does not simply come down to a simple mechanism of giving and executing orders. It is a sort of performance demanding appropriate requisites lights, prestige and actors. As Herman suitably states: authority by its very nature seeks obedience and enhances prestige. Adopting a common view that each leader is a product of his own age, the personality of a president, therefore, incorporates both individual features and a shared experience of his generation. Considering the ways of realization the presidential power in Poland after 1989 it should be referred not only to its institutional or political aspects but also to historical and cultural background as factors co-determining this peculiar model of leadership.

One of the characteristic features of the transformation processes taking place in the post-communist countries of Central Europe is the emergence of unused buildings and sites – so-called brownfields. These can be divided into several kinds, according to their original function. One of these is also the so-called military brownfield. Most of such areas were transferred, after the most necessary clean-up, to municipalities, which approached and still approach their further utilization highly individually, in connection with the character of the site as well as that of the municipality itself. Equally individual is the respective successfulness or unsuccessfulness of the revitalization of post-military areas as measured by differing indicators. The functions which revitalized former military areas have acquired are varied. One of the most common is the production function (e.g. industrial zones), residential function (housing zones), production-residential (a mix of production and housing) and production-servicing (a mix of production and services). The following contribution will first analyze demilitarization in the Czech Republic from the point of view of systemic changes in the Czech military doctrine; in the second part case studies are introduced, illustrating the transformational changes in selected settlements, caused by the loss of their military function.

Author presents the evolution of Polish constitutional system between World Wars. The evolution had conveyed by the transition of fundamental rules embedded in two following Constitutions of Poland (1921 and 1935). It defined the process of formation of two separate constitutional models of Poland after the Great War. First was republican-democratic legal system set by the March Constitution 1921 and the second was antidemoratic system based on the authoritarian regime (set by the April Consitution 1935). Situation on Polish ground between 1935 and 1939, can not be however described unequivocaly as the facist system of government. It had been rather a system between liberaldemocratic and totalitarian. The article marks out three stages of the Polish constitutional system formation: stage Iformation of the parliamentary democracy fundaments and Cabinet government 1918-1926, stage II – limitation of parliamentary system and schemes for the Constitution changes 1926-1935, stage III – new Constitution and introduction of authoritarian regime 1935-1939. Author presented basic constitutional transitions characteristic for both constitutions. He especially pointed siginifact changes taking in relations between the prime minister and the president of Poland. The characteristic includes also historical and political background in Poland and around Europe.

Odmienna polityka kościelna przyjęta po 1956  r. przez PZPR i Socjalistyczną Partię Jedności Niemiec (SED) niejednokrotnie prowadziła do tarć między Warszawą a wschodnim Berlinem. Jeszcze po wielu latach władze NRD wypominały PZPR rzekome błędy popełnione po śmierci Bolesława Bieruta: poluzowanie sojuszu ze Związkiem Sowieckim, odejście od kolektywizacji rolnictwa i właśnie złagodzenie polityki wobec Kościoła katolickiego1. Pozycja katolików w NRD była jednak nieporównanie słabsza niż w PRL2. „Szacunkowo ocenia się, że [wschodnioniemiecki] Kościół [katolicki] liczy jedynie 1 mln wyznawców w porównaniu do kilku milionów protestantów”3 - czytamy w notatce Departamentu I Ministerstwa Spraw Wewnętrznych PRL ze stycznia 1980 r. Dodajmy, że NRD miała w tym czasie ponad 16,7 mln mieszkańców. Wysiłki na rzecz ateizacji społeczeństwa, podejmowane przez komunistów wschodnioniemieckich od lat czterdziestych XX w., okazały się dość skuteczne. „Wzorem dla SED […] była polityka zwalczania Kościołów metodami zaczerpniętymi z ZSRR”4 - pisał Janusz Ruszkowski. Ernst-Alfred Jauch, w latach 1965-1985 kierownik biura Katolickiej Agencji Informacyjnej (KNA) w Berlinie, wyliczał środki stosowane przez władze NRD w ramach tej walki, takie jak propaganda antyklerykalna, wychowywanie młodzieży w duchu ateistycznym, wymuszanie udziału

The article shows accidentalness in construction of the borders in the Republic of Chad. On close examination to mark out the ground no one respects neither local tradition nor the cultural differences.Origin of the strong centralized country (French example) was not based of changing the mentality of understanding "our land" or "our territory" as over tribal an exclusive proprietary. At the same time there were not any trials neither to fall into line between the tribes over the land ownership nor to understanding with the preferred model of private ownership or country ownership. There is misunderstanding and conflict between the local long time honoured laws - customs - regarding ownership of lands and the law of the state. The conflict on the law of land is not the only one. We ought to count also differences based on different cultural, religious groups and their profession (shepherd and farmer) and their migration on impact of armed conflicts. The large part of the conflicts regarding the land ownerships might be resolved on the bases of the existing tribal rights as well as the state law.

After Poland regained its independence in 1918, Polish people started rebuilding civil hospital network. Bad health conditions of the society and spreading epidemics forced people to undertake the immediate actions. In Bialystok province in the twenties of the twentieth century there were 47 hospitals and among them 18 were epidemic. In following years there appeared the tendency of reducing the amount of hospital institutions. This situation was influenced by the Great Depression in the thirties of the twentieth century. Very often smaller hospitals were merged into one large institution which had several departments with specialized medical staff. The causes of such actions were medical reasons. In the interwar years, in the area of Bialystok province there were also two specialized institutions established. They used innovative ways of treating. It was the Hospital for Mentally and Nervously Ill in Choroszcz and the Public Institute for Nervously Exhausted in Świack.

The first real participatory budget was implemented in the Czech Republic in 2014. Since that time, the number of participatory budgets implemented by Czech municipalities increased significantly. With the rising popularity of this mechanism, I have conducted a simple quantitative analysis of possibly all the cases of the participatory budgets that were implemented in the Czech Republic between 2014 and 2018. This analysis aimed to identify the main characteristics and features as well as general trends of participatory budgeting in the Czech environment. Most attention was focused on the indicators of attractiveness and effectiveness of participatory budgets in the Czech Republic such as the ratio of the funds allocated for participatory budgeting compared to municipalities’ annual budgets or the connection between participatory budgets and voter turnout compared to other kinds of elections in the Czech Republic. This paper’s main asset is that it identifies and summarises all the cases and the main characteristics of participatory budgeting that were held in the analysed time period in the Czech Republic.

September 1999.These institutions modified these former laws concerning enforcement of tax payments through this tax pursuance. The author ́s main focus in this article is centered on tax execution pursuance and on the legal principles of law and the foundation of tax execution. In this connection we will concentrate on rules regarding right exclusivity and the process of carrying out tax execution pursuance and also the beginning of fulfilment of tax execution pursuance communique and the obligation to investigate fulfilment of conditions for implementing this pursuance adequacy to the extent of tax execution and so on.

On October 17, 2017, President of Turkey Recep Tayyip Erdoğan paid an official visit to Warsaw upon the invitation of the President of the Republic of Poland Andrzej Duda. The main subject of the talks was political, economic and cultural cooperation. Issues of security were also addressed. President Erdoğan had last visited Warsaw during the NATO summit on July 8–9, 2016. During the meeting in October, the two presidents signed five bilateral agreements. This paper provides an analysis of the effects of President Recep Tayyip Erdoğan’s visit and prospects regarding the development of friendly relations between Poland and Turkey from Ankara’s perspective. In the paper we applied the test analysis method, the historical method and the institutional and legal one. We pose a thesis that the aim of President Recep Tayyip Erdoğan’s visit was to identify mutual relations in the economic, political and cultural dimension. According to the Turkish government, these relations are beneficial for both sides. What should be particularly important for Poland is the prospect of opening new cooperation opportunities in the economic sphere. Turkey, in turn, apart from defining the broad framework of business cooperation, is undoubtedly determined to find a partner which could be its ally in the European Union.

The Socialist Republic of Croatia, as one of republics of the Socialist Federative Republic of Yugoslavia, possessed its State Security Service (Služba državne sigurnosti, SDS), equivalent to similar political security services in other communist states. At the Yugoslav level there was also the Federal State Security Service. The State Security of Croatia dealt with both internal and external threats to the communist system and gathered intelligence information. In the early 1980s the State Security of Croatia gathered sizeable amount of information on the events connected with activities of „Solidarity” in the People’s Republic of Poland and the crisis that ultimately led to the imposition of state of war in Poland, as well as reaction to these events in Croatia. The main aim of this paper is to present State Security reports about with Poland in the period between 1980 and 1982.

The text deals with the influence that women’s movements on the one hand and organizations operating in Poland after 1945 on the other hand had on the poetry of Anna Świrszczyńska. Contrary to the established narrative developed by interpreters of this poetry after 1989, the feminist sensitivity of Świrszczyńska was not an isolated and individual phenomenon, as it grew directly from activities undertaken by women and from women’s organizations in the People’s Republic of Poland as well as during the moral and cultural transformations. Reading Świrszczyńska’s poetry in the light of socialist emancipation projects allows us also to redefine the genealogy of Polish feminism.

Research background: The fundamental conclusions about the relationship be-tween personnel management and organizational performance can be also applied to personnel management in primary and secondary schools,  which play an important role in the society. There is no doubt that headmasters, deputy headmasters and other school managers who want to achieve excellent performance of their schools, must pay special attention to management of all employees (including teaching and non-teaching staff) because their abilities, motivation and performance determine the desired results of schools. Purpose of the article: The purpose of the article is to define particular categories of man-agers in Czech primary and secondary schools and specify their responsibilities and competencies in personnel management in order to propose an optimal organization of personnel management at Czech schools. Methods: Achieving the purpose of the article is based on the analysis of available scientific literature and the results of the authors' questionnaire survey on the organization of personnel management at Czech primary and secondary schools. The survey was conducted from January to March 2017. The respondents were headmasters, deputy headmasters and other managers of Czech primary and secondary schools. The relevant data were obtained from 90 respondents. The data analysis was based on the calculation of relative frequencies and the evaluation of the dependence of responses using contingency tables and chi-square tests of independence. Findings & Value added: The findings show that responsibilities for managing teaching and non-teaching staff at Czech schools belong not only to headmasters, but also to other managers at schools, including deputy headmasters, head teachers, heads of school clubs, heads of school canteens, educational consultants, school psychologists, treasurers, or school caretakers. Anyone who influences and directs others in the organization should be involved in personnel management and participate in various personnel management activities related to employee selection, appraisal, compensation or training. The significant competencies of headmasters and other managers in personnel and school management include managerial competencies (the ability to manage others), personal competencies (the ability to manage yourself), or professional competencies (the ability to manage the school).

The crisis of parliamentary democracy in the Weimar Republic reached its peak in 1932. Successive governments, especially of Brüning and von Papen, took steps towards independence of the executive from parliamentary power. Their activity was supported by the policy of the President of the Hindenburg Reich. This alliance was supposed to theoretically ensure strong executive rule and consolidate the political superiority of conservative forces. The instrument of these actions was Article 48 of the Constitution, under which Hindenburg could issue emergency ordinances by bypassing the parliament. Conservatives were also supported by representatives of the legal sciences, who saw Article 48 as an effective instrument of dictatorship. The opposition was relatively weak and, what is more, it saw a political interest in supporting conservative governments. The conservatives, united occasionally against the left, fought for power against the Nazis. The conflict between the Reich and Prussia, which ended with the judgment of 25 October 1932, was the quintessence of this process. It aimed at the subordination of Prussia to the Reich and relied on a policy of applying the facts made justified by normative acts contrary to the constitution. Proceedings before the Supreme Court also revealed the political attitudes of representatives of the science of law. A group of conservative professors legitimized without any resistance the illegal order established in Prussia. The break-up of democracy in Prussia opened the way to the dictatorship of Adolf Hitler. In most cases, the representatives of the legal science started to legitimize the new order against the traditions and values of the rule of law.

For the location of new activities in CEE, a helpful factor was sobering up of the European companies from the Indian euphoria. Because of different, lower-level property rights, difficulties in intercultural communication and, very often, only superficial knowledge of the topic, the companies stopped outsourcing of some more sensitive activities to India or China.From the global point of view the “CEE miracle” is hard to compare with Asia, if in 2006 the CEE region received only a little more than $2B, in comparison to $386.5B worldwide (Třešňák 2007). But it brings new high-quality working places and highly embedded investments; additionally the multiplying effect is also much higher than in mounting factories activities. Outsourcing also supports motivation for education, world languages knowledge, travelling, and other positive phenomena. There are no or only very few risks. Who can be the competitor in the region? Economists do not suppose that the investment boom will stop in the near future. But Bulgaria, Romania, Ukraine, and maybe countries of former Yugoslavia are perceived as direct future competitors of the Vysehrad region. Despite the fact that we can observe a geographical trend towards selective concentration of these quaternary activities to big centres, especially metropolitan regions, and increasing polarisation between regions, positive effects for the country as a whole prevail. An important role of FDI localisation is played by the presence of technical universities and other „soft“ infrastructure. They do not bring the highest number of created jobs, but they are crucial in embedding other economic activities.

This study documents the atmospheric conditions and the development of a tornadic supercell in the Czech Republic, which occurred on the early evening on 24 June 2021. I used the data from the ERA5-reanalysis, vertical atmospheric sounding, synoptic map, and a Sentinel-2 satellite image to determinate the tornado route. As a result of the analysis, it can be concluded that the development of this tornadic supercell was caused by high CAPE values, amounting to around 5,000 J·kg-1, 0-6 km AGL wind shear 30 m·s-1, storm-relative helicity with values of 150 m2·s-2 and a wavy atmospheric front. The tornado occurred around 19:30 local time (1730 UTC) in the town Hrušky and moved north-east, reaching the town Hodonín. Based on satellite image derived from Sentinel-2, the widest point of the tornado reached 70 meters; it traveled a distance of about 20 kilometers and had a force of EF3/T5 on the Fujita/TORRO scale. As a result of this event, 6 people lost their lives, 200 people were seriously injured, and hundreds of buildings and cars were destroyed. Further studies on strong thunderstorm incidents in Europe are necessary for their better understanding and prediction.

This text is a short introduction to above asked question. Was the South African Republic of 1881-1899 a regional power? The answer is not easy. From one side Transvaal had minuscule white population, especially by European standards. Still, was able to mobilize quite significant military force, larger than any polity in that area. What's more important, since the discovery of the gold, its financial resources were enormous. It became an economic centre of this region. Therefore at least potentially it was a regional power. But was this potential realized? The author runs throughout the history of the Transvaal of that time, to present political and diplomatic activities of the South African Republic, to show changes in situation and in diplomatic objectives. He asks the question if the Transvaal before 1877 was a state by European standards. Then shortly shows the influence of British Annexation of 1877-1881. Then he presents several events taking place from 1881 to 1896. He especially concentrates on the period of 1881-1886 and deals with historical stereotypes concerning those event. The author analyses Transvaal policy to find, what was the main goal of Kruger administration. And finally he asks the question embedded in the topic.

In the second half of the twentieth century saw a rapid development of the Vietnamese immigration to the Czech Republic (formerly Czechoslovakia). Today, as a result of migration, the Vietnamese constitute one of the largest ethnic minority groups in the Czech Republic. This is a group with a specific position and character. On one side, the Vietnamese community has a typical immigrant character, and on the other side, since 2013 Vietnamese people are considered to as a national minority. Therefore, their situation could described as a state of suspension between isolation and integration.

The article presents the characteristics of Prometheism as a political and ideological concept in the first few years after the end of World War II. The analysis was based on archival material gathered in the Archives of the Józef Piłsudski Institute in London (hereinafter: AIJP in London) in Team No. 148: Prometheus, main contents contained in the correspondence (documents) of the Polish Promethean Group in London, and also in the literature. The thesis was put forward that in the first years after the end of World War II in the Polish emigration environment, Prometheism still appeared as a political and ideological assumption and also a measure whose implementation could contribute to the internal weakening of the USSR. It can be said that the implementation of the Promethean idea was continued by the Polish emigration environment also after the end of World War II. The Polish Promethean Group in London was the center of the Promethean affairs, inspiring the work of other centers, as well as analyzing the signifi cance of various initiatives inscribed in the vision of post-war Prometeism.

The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic.

Persons repressed in the Polish People’s Republic may base their claims for damages only on the provisions of the Act on the Recognition as Invalid of Judgments Issued Against Persons Repressed for their Activities for the Independent Existence of the Polish State. It is excluded to pursue claims in this respect on the basis of civil law or the Constitution. The basic condition for pursuing a claim is the declaration of invalidity of the decision issued by the authorities of the Polish People’s Republic. These rules apply both to those repressed because of the armed struggle and because of the resistance to collectivisation. These claims are not part of the inheritance, but are based on the principle of singular succession.

Opis:
Первичной редакцией Конституции Украины была учреждена форма правления, которую можно классифицировать смешанной республиканской лишь условно. Элементы президенциализма, присущие этой форме правления, свидетельствуют о существенном искажении сущности смешанной республики. Форма правления принципиально ограничивала влияние Верховной Рады Украины на исполнительную власть и административно подчиняла ее Президенту Украины. Закрепляя главенствующую роль Президента Украины в государственном механизме, форма правления не устанавливала некоторых принципиально важных элементов смешанной республики. Несмотря на очевидное функциональное сходство формы правления с президентской республикой, она не была тождественна и ей. Эта форма правления не проявляла «жесткого» разделения властей и предусматривала институты, нетипичные для президентской республики. Поэтому установленную первичной редакцией Конституции Украины форму правления невозможно определить ни смешанной республиканской, ни президентской. Эта атипичная форма правления занимала, по сути, промежуточное положение между двумя указанными типами республики. Изменения к Конституции Украины от 8 декабря 2004 года существенно приблизили форму правления к «полноценной» смешанной республике и в целом обеспечили ее соответствие критериям парламентарно-президентской республики. Форма правления ограничивает влияние Президента Украины на исполнительную власть в пользу Верховной Рады Украины. Парламентский способ формирования Кабинета Министров Украины и его парламентская ответственность сместили центр политического тяготения к Верховной Раде Украины. Изменив механизм ответственности власти перед обществом, форма правления позволяет идентифицировать партии, чей политический курс осуществляет Правительство. Изменения к Конституции Украины от 8 декабря 2004 года устранили административное подчинение Президенту Украины Кабинета Министров Украины и обеспечили реальный дуализм исполнительной власти. В то же время, существующая форма правления проявляет ряд серьезных дефектов и наполнена рисками конституционных конфликтов. В Основном Законе механизм взаимодействия высших органов государства регламентировано фрагментарно, а их компетенционные взаимосвязи ‒ противоречиво. Как следствие, в условиях партийного противостояния форма правления существенно теряет функциональность. Построение в Украине «полноценной» смешанной республики требует конституционного закрепления в естественной для нее форме ее важнейших элементов.
The initial version of the Constitution of Ukraine established a form of government that can be classified as mixed republican only conditionally. Elements of presidentialism inherent in this form of government indicate a significant distortion of the essence of a mixed republic. The form of government fundamentally limited the influence of the Verkhovna Rada of Ukraine on the executive branch and administratively subordinated it to the President of Ukraine. Securing the leading role of the President of Ukraine in the state mechanism, the form of government did not establish some of the fundamentally important elements of a mixed republic. Despite the obvious functional similarity of the form of government with the presidential republic, it was not identical to it. This form of government did not show a “rigid” separation of powers and anticipated the institutions that were atypical for a presidential republic. Therefore, the form of government established by the primary edition of the Constitution of Ukraine cannot be defined either as a mixed republican or presidential. This atypical form of government occupied, in fact, an intermediate position between these two types of republic. The amendments to the Constitution of Ukraine dated on December 8, 2004 brought the form of government closer to a “full-fledged” mixed republic and, on the whole, ensured its compliance with the criteria of a parliamentary-presidential republic. The form of government limits the influence of the President of Ukraine on the executive branch in favor of the Verkhovna Rada of Ukraine. The parliamentary method of forming the Cabinet of Ministers of Ukraine and its parliamentary responsibility have shifted the center of political attraction to the Verkhovna Rada of Ukraine. By changing the mechanism of government accountability to society, the form of government makes it possible to identify the parties whose political course is carried out by the Government. The amendments to the Constitution of Ukraine dated on December 8, 2004 eliminated the administrative subordination of the Cabinet of Ministers of Ukraine to the President of Ukraine and ensured a real dualism of the executive branch. At the same time, the existing form of government demonstrates a number of serious defects and it is filled with the risks of constitutional conflicts. In the Fundamental Law, the mechanism of interaction between the highest bodies of the state is regulated fragmentarily, and their competence relationships are contradictory. As a result, in conditions of party confrontation, the form of government significantly loses its functionality. The construction of a “full-fledged” mixed republic in Ukraine requires the constitutional consolidation of its most important elements in its natural form.
Pierwotna wersja Konstytucji Ukrainy ustanowiła taką formę rządu, którą tylko warunkowo można zaliczyć do republikańskiej mieszanej. Elementy prezydencjalizmu, które są nieodłącznie z tą formą rządu związane, wskazują na znaczne zniekształcenie istoty republiki mieszanej. Forma rządu zasadniczo ograniczała wpływ Rady Najwyższej Ukrainy na władzę wykonawczą i podporządkowywała ją administracyjnie Prezydentowi Ukrainy. Zapewniając wiodącą rolę Prezydenta Ukrainy w mechanizmie państwowym, forma rządu nie ustalała niektórych fundamentalnie ważnych elementów republiki mieszanej. Pomimo tego, że forma rządu jest podobna funkcjonalnie do republiki prezydenckiej, jednak nie  utożsamia się z nią. W tej formie rządu podział władzy nie był “oczywisty”, były też przewidziane instytucje, które są nietypowe dla republiki prezydenckiej. W związku z tym, forma rządu, która została ustalona w pierwotnym wydaniu Konstytucji Ukrainy nie może być określana, ani jako mieszana republikańska, ani jako prezydencka. Ta nietypowa forma rządu zajmowała w rzeczywistości  pozycję pośrednią pomiędzy dwoma rodzajami republiki. Nowelizacja Konstytucji Ukrainy od 8 grudnia 2004 r. znacznie przybliżyła formę rządu do “pełnoprawnej” republiki mieszanej i ogólnie rzecz biorąc, zapewniła jej zgodność z kryteriami republiki parlamentarno-prezydenckiej. Forma rządu ogranicza wpływ Prezydenta Ukrainy na władzę wykonawczą na korzyść Rady Najwyższej Ukrainy. Parlamentarny sposób tworzenia Gabinetu Ministrów Ukrainy i jego parlamentarna odpowiedzialność, przesunęły środek ciężkości politycznej na Radę Najwyższą Ukrainy. Zmieniając mechanizm odpowiedzialności władz wobec społeczeństwa, forma rządu pozwala dokonywać identyfikacji partii politycznych, kurs polityczny których realizuje Rząd. Nowelizacja Konstytucji Ukrainy od 8 grudnia 2004 r. zlikwidowała podporządkowanie administracyjne Gabinetu Ministrów Ukrainy Prezydentowi Ukrainy i zapewniła rzeczywisty dualizm władzy wykonawczej. Jednocześnie forma rządu, która istnieje na ten czas na Ukrainie, ujawnia szereg poważnych defektów i jest przepełniona ryzykiem konfliktów konstytucyjnych. W Ustawie Zasadniczej, mechanizm interakcji pomiędzy najwyższymi rządami państwa jest uregulowany fragmentarycznie, a ich relacje kompetencyjne są sprzeczne. W wyniku tego, w warunkach konfrontacji partyjnej forma rządu znacznie traci swoją funkcjonalność. Budowa „pełnoprawnej” republiki mieszanej na Ukrainie wymaga konstytucyjnego utrwalenia jej najważniejszych elementów, które właściwe jej z natury.

This article briefly describes the skinhead subculture, its history, components, characteristics, values, attitudes and norms. It also presents the various currents of the subculture, with an emphasis on the current apolitical trend within this subculture. The article discusses not only the skinhead subculture in England (its roots, development, etc.), but also the situation in the Czech Republic. The skinhead scene in the Czech Republic is characterised by disunity, caused by political orientation and the engagements of its various supporters, who identify either with: (a) the extreme right (National Socialism), (b) the traditional current (patriotism and the classic themes of the original skinhead subculture), or (c) the extreme left (Trotskyism, communism, and anarchist or ‘autonomist’ currents). It is difficult to establish how many skinheads there are in the Czech Republic today, but one estimate puts the figure at five thousand people when adding all currents together.

In one of the many definitions of public administration it was stated that it is the fulfillment of individual and collective needs of citizens, resulting from the co-existence of people in society, realized by the state and its dependent organs. One of the needs of an individual is the need for safety. Ensuring the safety of citizens is realized by the public administration, due to its service to the society as an executive apparatus possessing a democratic mandate of political power, in service of the law created by said organs. A particular role in the area of defence belongs to authoritative administration, which performs tasks including reversing risks and removing dangers, including the realization of tasks and undertakings aimed at military preparation in case of war. The aim of the following article is to present the tasks and competences in the area of protecting the President, the government, government administration officials on duty and local self-administration of the Slovak Republic. Various methods have been used to reach the pre-determined goal, primarily the method of document investigation, which made it possible to gather, sort, describe and scientifically interpret the legal acts of the Slovak Republic regarding defensive matters.

This article is a reflection of the research focuses on the period after the Czechoslovak Republic in 1918 to the time before World War II in 1939. The aim of the research is to explore the basic approaches to the implementation of education for statehood in terms of the creation of a new state in relation to civil defence education in Czechoslovakia. The comparative historical analysis will be utilized as the research method on the subject of education for statehood. The comparative historical analysis is used as a specific tool for qualitative research. This is a procedure which can be applied to the statehood issue of education to its basic elements, by which it will be possible to learn more about this phenomenon and subsequently explain it.

The provisions of the Constitution concerning the procedure for granting consent to ratification of international agreements do not give a definite answer to the question whether the Treaty of accession of Croatia to the European Union should require prior consent granted by statute according to Article 89 para 1 of the Constitution or whether Article 90 of the Constitution should be applied. The author examines the arguments for and against both possibilities and finds the former more convincing.
