    Aim/purpose – The objective of this paper is to identify the gist of the Special Demographic Zone phenomenon by analyzing the changes in the demographic structure of the EU population at country and regional level. Design/methodology/approach – We have applied the Boolean keyword and subject term searches of scholarly articles published in EBSCO and EMERALD databases, as well as in Google Scholar, between 2006 and 2016, inclusive. The key words used in the analysis were: Special Demographic Zone and Special Demographic Zones. This systematic literature review enabled us to identify 15 scientific articles connected directly with the topic in question. Findings – We found that there are 3 strategies employed by the local and regional self-governments to tackle the demographic challenges. We present them as a 3A model, representing strategies: to acknowledge, to adapt and to (counter) act. We perceive the Special Demographic Zone, defined as a policy tool, as a specific case of an act strategy. Research implications/limitations – The main implication of the research is that there are already tools and mechanism ready to be utilized by the self-governments in order to tackle demographic challenges, which contribute to the local and regional sustainable development. The recommendation for local authorities is to determine which policy direction (as presented in the 3A model) should be embarked on in a given territory in order to maximize the sustainable effect of undertaken actions. Originality/value/contribution – The originality of this work lies in the development of a theoretical 3A model of self-government’s policy reactions to the encountered demographic challenges and in the conceptualization of a Special Demographic Zone as a special case of an act policy strategy within the broad framework of regional socioeconomic policy. Furthermore, the article draws on up-to-date statistical data.

    Opis:
    Depopulation in the Opole Province is a real threat, the effects of which, although spread over time can be seen today. They arise from many complex factors such as negative birth rate, population aging or unfavourable migration balance. The threat of depopulation brings certain results in the sphere of socio-economic policy in the region, which when appropriately targeted (despite their potentially negative nature) can contribute to pro-development solutions. In the situation of the demographic crisis the regional authorities created their original project of the Special Demographic Zone (SDZ), which has no counterpart in the whole country. SDZ combines, in a complementary manner, spheres of different sectoral policies, thus addressing the main challenge facing the Opole Province - preventing depopulation.

    Adverse demographic changes (ageing of the population, negative population change, depopulation) and their negative effects are currently among the key barriers to development, not only in developed countries. Particularly affected by such challenges, in 2014 the Opole region (admin. Opolskie Voivodeship, Pol. województwo opolskie) launched a Special Demographic Zone (SDZ) programme covering the entire administrative area. One of the four thematic packages of the programme is addressed to people aged 50+ and entrepreneurs are among the key programme implementing partners. This article aims to assess the initiatives created for seniors by selected enterprises seated in the SDZ; the assessment is based on conducted surveys.

    Według autorów raportu Global Economic Outlook to nie krótkookresowe spadki aktywności gospodarczej, ale zmiany demograficzne są powodem rosnącego długu publicznego w poszcze-gólnych państwach. Aby wyhamować wzrost długu publicznego konieczne jest rozpoczęcie reform strukturalnych, które zapobiegną problemowi kosztów związanych ze starzeniem się społeczeń-stwa i depopulacji. Państwo polskie musi także brać pod uwagę długoterminowe wyzwania stwa-rzane przez zmiany demograficzne. W odpowiedzi na to zapotrzebowanie został przygotowany projekt uczynienia z Opolszczyzny Specjalnej Strefy Demograficznej. Celem artykułu jest przed-stawienie idei tego przedsięwzięcia, a także próba konfrontacji jej wdrożenia z uwzględnieniem ram finansowo-prawnych SSE
    According to the authors of ”Global Economic Outlook” report, not short-term decrease in economic activity but demographical changes are to blame for the increasing public debt in vari-ous countries. In order to stop the increase in public debt, structural reforms are needed to avert problems connected to the graying of societies and population decline. Polish government should also take into account the long-term challenges that demographic changes are posing. As an an-swer to these needs, a project of making the region of Opole a special demographic zone has been launched. The aim of the paper is to present the idea of this project and to try to confront its im-plementation taking into account legal and financial frames of the special economic zone.

    Specjalna Strefa Demograficzna powstała by zapobiegać i przeciwdziałać procesom depopulacji w regionie opolskim. Projekt „Szkolnictwo zawodowe bliżej rynku pracy”, realizowany przez szkoły zawodowe Opolszczyzny, wpisuje się w założenia SSD. W województwie zostanie stworzona racjonalna sieć szkół prowadzących kształcenie zawodowe. Doposażenie pracowni, praktyki w kraju i za granicą, kursy, wyjazdy studyjne mają zachęcić młodzież do pozostania w regionie. Celem artykułu jest próba odpowiedzi na pytanie, w jaki sposób realizacja projektu może wpłynąć na decyzje młodzieży związane z miejscem zatrudnienia i założenia rodziny.
    The Special Demographic Zone was created to prevent and counteract depopulation processes in Opole region. The project entitled “Vocational Education Closer to the Labour Market” implemented by vocational school of Opole region inscribes in the assumptions of the Special Demographic Zone. A rational network of schools conducting vocational education will be formed in the province. Additional equipment for workshops, vocational trainings in Poland and abroad, courses, study tours are supposed to encourage young people to stay in the region. The aim of the article is to answer the question how the project implementation may influence the decisions of teenagers related to the place of employment and starting a family.

    The article addresses an innovative instrument of regional development management, namely the Special Demographic Zone (SDZ). The zone has been established in Opolskie Voivodeship, a region marked by the most unfavourable demographic trends among other Polish regions. The article aims to highlight activities intended for people aged 50+ pursued by municipalities and enterprises operating within the SDZ as well as discussing the assessment the Opolskie for the Family programme by surveyed stakeholders. Based on the theoretical framework of the SDZ, a questionnaire has been designed, and a survey has been carried out with a view to achieving the aforesaid aim. Based on the analysis of survey results, the authors have identified the need for and scope of further action that will allow local self-governments and enterprises to implement the concept of the SDZ in a more effective manner.

    The key concepts of Special Demographic Zone in Opole region follow the structural and system theories. I am convinced that the state of demographic catastrophe in Opole region requires conducting representative empirical research among the young generation, developing sociological study and supplementing the theoretical assumptions of Special Demographic Zone in Opole region.

    Badania społeczne prowadzone w krajach Unii Europejskiej, w tym w Polsce dowodzą, że rośnie popularność i znaczenie alternatywnych form życia rodzinnego i coraz mocniej ujawniają się niekorzystne zmiany demograficzne determinowane niechęcią młodych ludzi do posiadania większej liczby potomstwa lub w ogóle niechęcią do posiadania dzieci. W kraju ta sytuacja dotyczy przede wszystkim Opolszczyzny. Podtrzymuję zatem diagnozę dotyczącą przemian systemu wartości opolskiej młodzieży z 2007 r. i na podstawie wyników badań pilotażowych z 2014 r. formułuję uzupełniającą hipotezę, że być może mamy na Opolszczyźnie do czynienia z „pułapką niskiej dzietności” polegającą na ukształtowaniu nowych wzorców dzietności (jednodzietność i bezdzietność) wynikających przede wszystkim z przemian społecznej świadomości, stylu życia i wartości życiowych. Stan katastrofy demograficznej na Opolszczyźnie wymaga, w moim przekonaniu, konieczności przeprowadzenia reprezentatywnych badań empirycznych wśród młodego pokolenia i opracowania socjologicznego studium dotyczącego „fenomenu niskiej dzietności” w regionie jako uzupełnienia założeń opolskiej „Specjalnej Strefy Demograficznej”.
    Social studies conducted in the countries of the European Union, including Poland, prove that the popularity and significance of alternative forms of family life are on the increase. Besides, they are revealing unfavorable demographic changes which are growing stronger and stronger and which are determined by young people’s unwillingness to possess a larger number of offspring, or their dislike of having children at all. As regards Poland, this negative phenomenon concerns, primarily, Opole Region. Therefore I am inclined to maintain the diagnosis relating to the transformations of the system of values held by the young in Opole Region, which was made in 2007, and on the basis of the results of pilot studies carried out in 2011, I formulate the complementary hypothesis that perhaps we have come to deal with a “trap of low fertility” in Opole Region. It consists in forming new patterns of fertility (one-child or childless families) resulting, first of all, from transformations of social consciousness, lifestyle and life values. I am convinced that the state of the demographic catastrophe in Opole Voivodeship does require conducting representative empirical research among the young generation and elaborating a sociological study concerning the “phenomenon of low fertility” in Opole Region as a complement of the assumptions behind the “Special Demographic Zone” of Opole.

    The article presents Special Demographic Zone Program in Opole and it shows methods and ideas created for the eradication of negative social and demographic consequences of depopulation process in the region. Author used the “desk research” method and analysis of documents method to show actions aimed at seniors’ caring and helping system, their activation, and the inclusion of elderly people as a growing postproduction population. Elaborated solutions are supposed to be universal for the whole country.
    Artykuł prezentuje założenia Programu Specjalnej Strefy Demograficznej w województwie opolskim oraz działania, których celem ma być niwelowanie negatywnych skutków społecznych i demograficznych depopulacji regionu. Autorka posłużyła się metodą desk research oraz analizy dokumentów, by zaprezentować działania skierowane na opiekę, pomoc i aktywizację seniorów jako rosnącej populacji osób w wieku poprodukcyjnym. Wypracowane praktyki mają stać się rozwiązaniami uniwersalnymi w skali kraju.

    The paper discusses the demographical problems and regional social policy responses in the Opole voivodship. It is a region of still increasing demographical and social crisis, which is estimated to last until 2035. It is marked by the process of depopulation, the international migration much higher than the population growth, low professional activity, high unemployment level, and a very weak human and social resources level. As a result of the diagnosed problems the need for implementing an active regional social policy was set as the political objective in the region. The idea of Special Demographical Zone in Opole voivodship is a coherent, complex and new project of active policy in this very compound and unique situation which does not exist in other parts of the country.
