In formulated long-term strategy “Europe 2020” attention is focussed on problems in the sphere of employment. Therefore one of the objectives of the strategy is to reach the employment rate on the level of 75% for women and men aged 20 to 64 by 2020. In National Reform Programs; individual EU member states adjusted their employment objectives to local needs while considering situations on their labour markets and practical probability of changes. Due to differences in social and economic situation in EU-28; and consequences of economic crisis particularly noticeable in individual countries; these objectives are diversified. Achieving the high level of this indicator does not reflect the full situation on the labour market because of rising unemployment and underemployment. Underemployment in the form of over-education; under-qualification or involuntary part-time jobs refers to a growing number of social group; particularly women and young people. The questions that naturally arise from these considerations apply not only to the employment rates; but also to the scale of labour underutilisation; the consequences of this phenomenon for the economy; society; both on micro and macro level. The main research questions are: “What is the scale and dynamics of employment and underemployment in the European Union?”; “How big are disparities across UE?”; “Is there a relationship between high employment and low underemployment?”; “What are the chances to achieve employment objectives in 2020?” Considering the aforementioned conditions; the goal of the paper is to present a diversity in employment and underemployment rate in EU-28 between 2008 and 2014 and to assess a potential probability of achievement of employment objectives by individual member states in the perspective of 2020. The execution of the goal formulated in this way imposed the structure of the paper that includes: 1) definition of underemployment; 2) review of employment objective in “Europe 2020” strategy; 3) analysis of the changes of employment and underemployment in EU-28 between 2000 and 2014; 4) presentation of employment objectives formulated in National Reform programs; and the assessment of their implementation.

The growth of research and development is a major driver of innovation in economies. Because the authorities of both EU and Poland fully recognize the importance of R&D, the question of their development has been addressed in the Europe 2020 strategy, as a consequence of which also Poland adopted the “Plan for Responsible Development”. R&D can be funded not only from direct increases in public expenditures, but also through the use of tax preferences aimed at the implementation of this objective. This paper investigates the scale and method of conducting R&D activity in enterprises, identifies changes in R&D expenditures in the context of the objectives set by the Europe 2020 strategy and discusses the principle, scale and significance of the income tax credit on R&D expenditures of enterprises.

The article analyses issues of innovation by small and medium-sized businesses in Poland and Austria in the context of the Europe 2020 Strategy. Polish cooperation with Austria is visible mainly in the fields of innovative solutions, nature protection, efficient production and respect for natural resources, which significantly affects sustainable economic development and job growth in both countries. In addition, the countries are connected with respect to economic growth and issues related to the exploitation of natural resources, which are key for the protection of the environment. Related decisions and actions in the near future will have a significant impact on the performance and economic cooperation of the two countries.

The phrase ‘rural areas’ mean not only the place for agricultural production and the living place of rural population, but also refer to all the traditions, landscape, environment and residents of these areas. Rural development is highly supported at the EU level and it helps to enhance the quality of life of rural residents and the economic performance of rural areas. According to some points of view, the excessive support should be cut down, but the primary objectives of the CAP should be maintained. The threats of the economic crisis appear more significantly in rural areas. What are the possible ways to increase the economic situation of these areas, where poverty is high, education level is low and the population is aging? Working facilities are mostly connected with agriculture, but the financial background and competitiveness of agricultural enterprises is rather low. The environment and landscape should be preserved. How can all these problems be solved at the same time? How can the environment be preserved in line with the development of the rural areas? The renewed CAP was outlined in November 2010. This paper tries to examine the visions of rural areas for the future.

Subject and purpose of work: A quantitative measurement of the implementation of the objectives of the Europe 2020 strategy, an assessment of the degree of implementation of the strategy objectives for the individual EU-27 countries, and a ranking of countries in terms of the implementation of the strategy objectives were carried out. Materials and methods: The empirical analysis used EUROSTAT statistics covering the values of the basic indicators of the Europe 2020 strategy in the five main areas of development. The TOPSIS linear ordering method was used. For each country, a synthetic measure was established to express the level of achievement of the objectives of the strategy. On the basis of the value of the synthetic measure, a ranking of the countries was created in terms of the degree of the implementation of the Europe 2020 strategy objectives. A cluster analysis was applied in order to classify the countries into groups with a similar level of the implementation of the strategy assumptions. Results: Based on the collected empirical material, a diagnosis of the level of strategy implementation was carried out for all EU-27 member states. A quantitative approach was adopted in order to compare the effects of implementing the strategy assumptions. Groups of countries with a similar level of strategy implementation were identified. Conclusions: The research confirmed the existence of a significant diversification of the results of implementing the strategy objectives in the EU-27 countries. The differences were particularly visible between the highly developed Western European countries and the South European countries, severely weakened by the economic crisis of 2008–2009 and the recession of 2012–2013. The values of the synthetic measure allowed to determine the degree of the implementation of the objectives of the strategy and to create a ranking of the EU-27 countries. The adopted approach made it possible to compare the obtained classification of the Member States into groups with a similar level of achievement of the objectives of the strategy and to define measurable effects of the implementation of the "Europe 2020" strategic plan.

Aim/purpose – The aim of the paper is to present smart growth, which is one of the pillars of the Europe 2020 strategy, as a challenge for Poland. Design/methodology/approach – The paper includes a critical analysis of the literature, analysis of domestic and EU documents, and Eurostat statistical data. Comparative analyses in time and space were conducted using basic statistical methods (descriptive characteristics of distributions, measures of dynamics). Findings – The analysis carried out in the paper showed that Poland’s position against the EU-28 countries in terms of smart growth is relatively good. It is mainly noticeable in the implementation of education-related targets, whereas Poland’s situation in the R&D area is much poorer. Research implications/limitations – The main implications include the fact that the identified degree of Poland’s implementation of the elements of smart growth, may be a basis for drawing up necessary actions to be taken in the analysed areas. Originality/value/contribution – The paper evaluates the implementation of the smart growth targets included in the Europe 2020 strategy in Poland against the EU-28 countries and shows the status and perspectives of the implementation of smart growth in Poland in the light of domestic documents.

Increase in convergence of the European Union countries has been focal for the European Union leaders, from the very beginning. The aim of the study is to examine whether any social convergence occurred in the EU-28 from 2010 to 2016, in the context of the implementation of the recommendations and the social policy objectives formulated under the Europe 2020 strategy. This article is based on an overview of the literature on the subject and the statistics of Eurostat. The methods of assessing the effectiveness of objects is DEA and sigma convergence. It is a new approach to convergence measurement based on the assessment of the efficiency diversification of the European Union countries and it has clearly been the value added to the analyses conducted so far. The obtained results in the scope of the estimation of the effectiveness were then compared to the existing results produced with the use of the methods generally recognized and employed in the literature. Conclusions were presented in the final part of the study.
Kwestie zwiększania stopnia konwergencji krajów Unii Europejskiej znajdują się w centrum uwagi kierujących tym ugrupowaniem, praktycznie od początku jego funkcjonowania. Celem pracy jest zbadanie czy występowała konwergencja w obszarze społecznym w krajach UE-28 w latach 2010–2016, w kontekście realizacji zaleceń i celów polityki społecznej sformułowanych w ramach strategii Europa 2020. W artykule podjęto próbę wykorzystania metody oceny efektywności obiektów (DEA) do zbadania konwergencji w analizowanym obszarze. Następnie dokonano porównania uzyskanych wyników z rezultatami analizy konwergencji metodami ogólnie przyjętymi w literaturze, tj. konwergencji sigma. Praca powstała na podstawie przeglądu literatury przedmiotu oraz danych statystycznych zaczerpniętych z bazy Eurostatu. Zaprezentowana w opracowaniu analiza pozwoliła na uzyskanie wyników w zakresie oceny efektywności oraz ich porównanie z rezultatami badań konwergencji przeprowadzonych metodami ogólnie przyjętymi w literaturze.

Celem niniejszego artykułu jest porównanie doświadczeń Strategii Lizbońskiej z dyskusją europejską wokół nowej Strategii "Europa 2020". Widoczne są silne tendencje historyczne w polityce europejskiej, a zmiany - wywołane najczęściej uwarunkowaniami zewnętrznymi - są ewolucyjne, jednak nie wpływają na zasadniczą poprawę efektywności implementacji strategii UE. Widać jedynie niewielkie korekty dotyczące zarządzania i dość ograniczone, stopniowe zmiany w priorytetach merytorycznych.
The aim of this article is to compare the Lisbon and "Europe 2020" EU economic and social strategies. The analysis is focused on "path dependency" of historical trends as well as on new tendencies in management methods and policy priorities. The changes in the new EU Strategy are due to external circumstances and are rather evolutionary. They have a limited impact on the quality of the Strategy's implementation.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.
