    After the defence war in 1939 was lost, the authorities of the Third Reich forced Polish State Police offi cers to serve in the occupier’s security structures in the General Government. This formation was used to implement various activities directed against the Polish nation. The policy of the Nazi authorities varied depending on the existing priorities in this regard. The Germans carried out brutal pacification operations directed mainly against the Jewish population using Polish police. One should not forget about the harmful actions of Polish policemen against Jews. The tragic part of the occupation history of the Polish police was their participation in operations against the resistance movement. Collaboration in the Polish police was a part of this phenomenon in the General Government. The cooperation of Polish policemen with the resistance movement deserves attention. They made a significant contribution to the preparation and implementation of subversive actions as well as the execution of attacks and sentences. They were present on almost all fronts of underground activity. Knowledge of the role of the Polish police in the dark period of the occupation is not satisfactory and requires further research.

    Tematem artykułu jest przybliżenie problemu zmian zachodzących w przestępczości pospolitej na obszarze Generalnego Gubernatorstwa w latach 1939-1945. Przy ograniczonej możliwości przedstawienia stanu ilościowego popełnianych przestępstw autorka dokonała analizy ich struktury. Wskazała na zupełnie nowe rodzaje przestępstw, które pojawiły się w okresie okupacji, w tym wymierzonych głównie przeciwko ludności żydowskiej. Dostrzegła również postępującą brutalizację działań przestępców. Podjęto także próbę wskazania przyczyn prowadzących do rozwoju przestępczości. Analiza została zilustrowana przykładami zaczerpniętymi z akt polskiej policji „granatowej”, zdeponowanymi w Archiwum Państwowym w Lublinie oraz opisami występującymi w dostępnej literatury przedmiotu.
    The paper concerns the problem of changes in common crime on the territory of the General Government in the years 1939-1945. With the limited possibility of quantitative analysis of the crimes committed, the author made an attempt at categorizing them. Moreover, new types of crimes, recorded in the period of occupation, including those mainly directed at the Jewish population were identified. The author also noticed increasing brutality and violence of crimes committed. The analysis was illustrated with the examples from the records of Polish ‘blue’ police in the State Archive in Lublin and descriptions in the literature on the subject.

    Celem artykułu jest przedstawienie problematyki związanej z obecnością funkcjonariuszy Policji Polskiej Generalnego Gubernatorstwa w meldunkach członków Żydowskiego Związku Wojskowego (ŻZW). ŻZW w swoich szeregach skupiał się głównie na prawicowych syjonistach i wspólnie z Żydowską Organizacją Bojową (ŻOB) współtworzył żydowski ruch oporu w getcie warszawskim. Ze względu na to, że historia ŻZW budzi kontrowersje wśród historyków, w pracy zostaną uwzględnione m.in. korzenie ideowe tej organizacji oraz podstawowe informacje o jej działalności w getcie warszawskim. Relacje użyte w artykule powstały w latach 1943-1963 zarówno w języku angielskim, jak i polskim.
    The aim of the article is to present the issue related to the presence of officers of the Polish Police of the General Government in the reports of members of the Jewish Military Union (ŻZW). ŻZW in its ranks focused mainly on right-wing Zionists and together with the Jewish Fighting Organisation (ŻOB) co-founded the Jewish resistance movement in the Warsaw Ghetto. Due to the fact that the history of ŻZW is controversial among historians, the work will include, inter alia, the ideological roots of this organisation and basic information about its activity in the Warsaw Ghetto. The relations used in the article arose from 1943 to 1963 in both English and Polish.

    This article – which is based on the records of Nachman Blumental that I discovered as part of my work on his archive material and that I brought to light, as well as on the documentation of two official investigations – deals with the complicity of Poles – uniformed (the policja granatowa, or Blue Police) and civilians – in the Nazi project to kill every Jew without exception in Dębica County during the German occupation. I analyze the mechanism that set in motion antisemitic violence within the framework of the Judenjagd, i.e. the Jew hunt. I argue that it was attitudes and behaviors in the environment that determined the effectiveness of the German Nazi project to persecute and murder all Jews without exception. The majority group plays the role of “second instance” (Elżbieta Janicka). By reconstructing the crime against Ariel Blumental and Maria Blumental in June 1943 in Brzeziny, Mała and Wielopole Skrzyńskie, and by deconstructing the mystification of the crime by the inhabitants, I uncover the foundations of this process and show how the mechanism of self-representation as non-involved functions. “Participating observers” (Elżbieta Janicka) mask their own participation in the murder of Nachman Blumental’s family. The task, then, is to interpret both what is said and what is not said. The crime discussed in the article is emblematic in that it sheds light on the socio-cultural framework of the Holocaust and its landscape. It shows the loneliness of those who were hiding, handed over and sentenced to death by their neighbors.
    Artykuł, oparty na zapiskach Nachmana Blumentala odkrytych przeze mnie w czasie pracy nad jego archiwum, które wydobyłam na światło dzienne, oraz na dokumentacji dwóch śledztw, traktuje o współsprawstwie Polaków – mundurowych (policji granatowej) i cywilów – w nazistowskim projekcie Zagłady w powiecie dębickim podczas okupacji niemieckiej. Analizuję w nim mechanizm, który uruchamiał przemoc antysemicką w ramach Judenjagd, czyli polowania na Żydów. Dowodzę, że to postawa i zachowanie otoczenia zadecydowały o skuteczności niemieckiego nazistowskiego projektu prześladowania i mordowania wszystkich Żydów bez wyjątku. Grupa większościowa odgrywa rolę „drugiej instancji” (Elżbieta Janicka). Rekonstruując zbrodnię na Arielu Blumentalu i Marii Blumentalowej w czerwcu 1943 roku w Brzezinach, Małej i Wielopolu Skrzyńskim oraz dekonstruując mistyfikację zbrodni przez mieszkańców, pokazuję, na czym polega proces i jak funkcjonuje mechanizm samoprzedstawiania się jako osoby niezaangażowanej. „Obserwatorzy uczestniczący” (Elżbieta Janicka) maskują bowiem własny udział w zamordowaniu rodziny Nachmana Blumentala. Moje zadanie polega zatem na interpretacji tego, co zostało powiedziane, i tego, co nie zostało powiedziane. Zbrodnia, o której traktuje artykuł, jest emblematyczna w tym sensie, że rzuca światło na ramę społeczno-kulturową i na krajobraz Zagłady. Pokazuje samotność ukrywających się, wydanych i skazanych na śmierć przez sąsiadów.

    W okresie okupacji hitlerowskiej zmuszono funkcjonariuszy Policji Państwowej do pełnienia służby w niemieckich strukturach bezpieczeństwa. Ta formacja zapewniała okupantowi pewne wsparcie. W tym zakresie jej działalność była sprzeczna z polską racją stanu. Nie można jednak zapominać o współpracy Polskiej Policji z ruchem oporu. Trudno jest jednoznacznie ocenić jej rolę w mrocznym okresie okupacji. Gdy skończyła się II wojna światowa, policjanci niewspółpracujący z Niemcami liczyli, że będą mogli w wolnej Polsce spokojnie żyć i pracować. Ich nadzieje okazały się złudne. Byli dyskredytowani ze względów politycznych. Zwalniano ich z pracy w Milicji Obywatelskiej, rozpracowywano jako „wrogów ludu”, a wielu również represjonowano. Działalność Polskiej Policji w strukturach okupacyjnych oraz losy jej funkcjonariuszy w powojennej rzeczywistości wpisują się w nurt tragicznych dziejów Polski XX w.
    During the Nazi occupation, former Polish State Police officers were coerced to serve in German security structures. The German-organised and commanded Polnische Polizei in Generalgouvernement provided certain support for the occupier. In this respect, its activity was contrary to the Polish raison d’état. However, one must not forget about the cooperation of the Polnische Polizei with the resistance movement. It is difficult to unequivocally assess its role in the dark period of the occupation.  When World War II ended, former policemen who had not collaborated with the Germans hoped to be able to live and work peacefully in a free Poland. Their hopes turned out to be vain. They were discredited for political reasons. They were dismissed from the Citizens’ Militia, they were taken under surveillance as ‘enemies of the peoples’, and many of them were repressed. The activities of the Polnische Polizei in the occupational structures and its place in the post-war reality are part of the tragic history of Poland in the 20th century.

    Despite many activities undertaken by entities of government and self-government administration as well as by non-governmental organisations statutorily dealing with domestic violence, it is still a signifi cant social problem. The activities undertaken by the abovementioned entities are insuffi cient to limit crimes committed against the family. Therefore, threats of social exclusion related to families affected by domestic violence require more effective action and additional research.

    W artykule autor przedstawił rolę Policji w zapobieganiu przemocy w rodzinie oraz ukazał narzędzia, jakimi posługują się funkcjonariusze tej formacji w celu skutecznego zwalczania tego typu przestępczości. Szczególną rolę w realizacji tych zadań odgrywa procedura tzw. „Niebieskiej Karty”, która pozwala na szybkie ujawnianie i eliminowanie zagrożeń wynikających ze stosowania przemocy fizycznej i psychicznej sprawców wobec osób najbliższych.
    In this article the author presented the role of police in counteracting acts of domestic violence as well as the tools which can be used by police officers to fight effectively against this type of criminal behaviour. Procedure of so-called “Blue Card” plays a special role in accomplishing these aims and quickly allows to disclose and eliminate dangers, both physical and mental, resulting from domestic violence.

    Opis:
    Threats to peace, stability and human rights of states and civil societies are increasingly of a non-military nature and fending them off requires adopting innovative approaches. These encompass, first and foremost, veering from the strictly military- and security-centred focus applied hitherto and looking at more comprehensive and holistic responses. Furthermore, they seek to include all stakeholders within a state, including its military, the civil apparatus, the civilian populace, and private enterprises in a common defensive effort, namely the concept of total defence. Creating and improving positive interaction amongst relevant stakeholders and increasing their chances of successfully absorbing and surviving external shocks and attacks showcases another significant notion, namely resilience, not only in its acceptation within the Alliance, but in a wider understanding of the term. Stability Policing as a spearheading concept expanding the reach of NATO into the policing remit and as a cutting-edge deployable military capability is defined as suggesting, describing, and highlighting possible roles and contributions to both endeavours. Stability Policing offers innovative avenues of approach and a policing mindset by applying relevant police-related ways and means, and its “blue lens”, and thus contributes to achieving the overarching goal of identifying, deterring, stopping, and countering threats, including those of a hybrid nature and in grey zones, also below the threshold of war.

    Jednym z niezbywalnych zadań państwa i jego struktur jest zapewnienie nienaruszalności terytorium oraz bezpieczeństwa zamieszkujących je obywateli. W otaczającym nas środowisku, na różnych poziomach życia, spotykamy się z zagrożeniami, które próbują zakłócić oraz zakłócają nasze gwarantowane prawo do spokojnego życia. Jednym z zagrożeń obecnego świata jest niewątpliwie przemoc domowa, która przez wiele lat w Polsce nazywana była zwyczajowo „awanturą domową” lub „kłótnią”. O zjawisku tym mówi się nieczęsto, a dowiadujemy się o nim głównie wtedy, gdy dochodzi do tragedii. W zakresie, trybie i na zasadach określonych w przepisach zadania przewidziane dla Policji wykonują w Siłach Zbrojnych Rzeczypospolitej Polskiej oraz w stosunku do żołnierzy Żandarmeria Wojskowa i wojskowe organy porządkowe. Żandarmeria Wojskowa uczestniczy w programach prewencyjnych, realizując czynności profilaktyczne w Siłach Zbrojnych RP, z zakresu przeciwdziałania m.in.: alkoholizmowi, narkomanii oraz środków psychoaktywnych, przemocy w środowisku pracy, bezpieczeństwa w sieci oraz korupcji. Po blisko sześciu latach, z dniem 1 lipca 2015 r., zwiększają się uprawnienia procesowe Żandarmerii Wojskowej, a tym samym przestępstwa popełnione również poza terenem jednostki (bez związku ze służbą) podlegać będą ŻW. Policja nie może być jedyną instytucją, na której barkach spoczywa ciężar przeciwdziałania przemocy w rodzinie, a zjawisko rozpoznawania i przeciwdziałania tej patologii w środowisku wojska – w tym procedura Niebieskiej Karty – musi znajdować się w jurysdykcji Żandarmerii Wojskowej.
    Ensuring inviolabilities of territory and the safety inhabiting them is one of inalienable tasks of you and his structures of citizens. In the environment surrounding us, on the different standards of living, we are encountering threats which they are trying out as well as are disrupting our guaranteed right to the calm life. Undoubtedly a home violence which for many years in Poland was called the „home row” according to custom is one of threats of current world or with „quarrel”. In the scope, mode and under the terms of separate laws and regulations are performing predicted tasks for Police in military forces of the Republic of Poland and towards soldiers the Military Police and military ordinal organs. The Military Police is participating in preventive programs, carrying preventive activities out in military forces the Republic of Poland, from the scope of the counteraction among others: for alcoholism, drug addicts and psychedelic centers, violence in the workplace, of the network security and the corruption. After nearly 6 years, on the day of 01 July 2015 procedural entitlements of the Military Police, and hence offences committed also outside premises of the unit will increase (disconnected with the service) will be subject to a Military Police. Police cannot be an only institution, on which bars a weight of the counteraction of the violence is sitting down in the family, and the phenomenon of recognizing and counteractions of these pathological changes in the environment of the army – including the procedure of the „Blue Card” – must be located in a territory of jurisdiction of the Military Police. With one of basic means of adapting the potential of the military police to planned changes of the procedural property designing statutory processes should constitute Military Police so that she is effective, must have full fan of tools for the detection and preventing of all signs the corruption of living in the family. In the presented article were directed attention to the need to adapt statutory documents to action predicted for the military police for the prevention of violence in the family.
