- Poland after European Union accession is allowed to participate in finance support within the limit of regional policy. The main source of it's developing are structural founds in particular European Social Found. The objective of that found is to support EU member countries in creating new jobs and human resources development. Formal submit of proper application is needed in order to use European Social Found sources. The amount of successful founds development depends first of all from regional and local authorities as well as local community. Researches conducted proved that European Social Found support in Lublin rural areas goes mainly to (analyses were conducted in Tomaszow district): Province Work Office (4 projects), Polish Woman League (1 project, EQUAL project leader) and also Volunteer Work Detachment in Tomaszow Lubelski. Such small amount of government and no government institutions interested in receiving of finance support from European Social Found is caused by short period when sources are available plus many information and organization obstacles which can be found by potential projects authors.
