    This paper addresses sampling issues arising in the context of household-based child labour surveys. It presents some of the sampling strategies elaborated in the ILO book Sampling for Household-based Surveys of Child Labour (Verma, 2008). A typology of surveys of child labour is identified, and the fundamental distinction between two types with very different objectives - termed 'child labour surveys' and 'labouring children surveys', respectively - is clarified and emphasised. Following a broad survey of national practices in conducting surveys of child labour, linkages between different types of surveys and some specific sampling techniques are explained.

    Międzynarodowa Klasyfikacja Radiogramów Pylic Płuc jest opracowanym przez Międzynarodowe Biuro Pracy (International Labour Office – ILO) w Genewie schematem pozwalającym na rejestrowanie stwierdzonych w obrazie radiologicznym zmian w obrębie klatki piersiowej w sposób uporządkowany, powtarzalny i umożliwiający dokonywanie porównań. Ma ona zastosowanie w diagnozowaniu zmian spowodowanych narażeniem na pyły. Publikowane w postaci broszury Wytyczne Stosowania Międzynarodowej Klasyfikacji Radiogramów Pylic Płuc ILO zawierają szczegółowe informacje i wskazówki dotyczące posługiwania się schematem klasyfikacji radiogramów oraz standardu wykonania i zapisu badania radiologicznego klatki piersiowej. Dla ułatwienia interpretacji broszurze towarzyszy zestaw radiogramów standardowych obrazujących typowe, objęte klasyfikacją zmiany w obrębie miąższu płuc, a także opłucnej. Niniejsza praca prezentuje najistotniejsze informacje i modyfikacje wprowadzone w wydaniach wytycznych ILO z roku 2000 i 2011. Zmiany te obejmują m.in. ocenę jakości radiogramów, sposób prezentowania zmian zarejestrowanych w radiogramach standardowych (zestaw QUAD, obraz cyfrowy) oraz kodowanie obserwowanych odchyleń w obrazie klatki piersiowej niezwiązanych z narażeniem na pył. Szczególnie istotne uzupełnienia wynikają z rozwoju technik radiologicznego obrazowania płuc. Dotyczą one klasyfikowania radiograficznych obrazów klatki piersiowej zapisanych w technice cyfrowej.     The International Classification of Radiographs of Pneumoconioses is the scheme worked out by the International Labour Office in Geneva (ILO), to register radiographic chest abnormalities in a well-ordered, reproducible and comparable way. It is used for diagnosing abnormalities caused by dust exposure. Guidelines for the use of the ILO International Classification of Radiographs of Pneumoconioses contain detailed information and recommendations on how to use the classification, as well as how the chest X-ray examination should be performed and recorded. To facilitate the diagnosis of observed abnormalities the classification is completed by the set of standard radiograms illustrating typical irregularities referring to lungs and pleura, included in the classification. The article presents the key information on classification and the most important amendments adopted in the 2000 and 2011 ILO guidelines revisions. These changes refer to radiographs quality assessment, the way of presenting abnormalities registered in standard radiographs (QUAD set, digital images) and registration of failures not related to dust exposure. Particularly important complements result from the development of radiological imaging techniques. They are concerned about the classification of radiographic images of the chest recorded digitally.     The COVID-19 pandemic has caused various disruptions in the production chains of Multinational Enterprises (MNEs). Among other disruptions there is a drop of product sales, often due to lock-down measures, which resulted in last-minute order cancellations, non-payment of the already purchased resources and already made products, and hence terminations of employment contracts. International organisations and nongovernmental organisations have called upon MNEs to take their corporate social responsibility (CSR) and honour the contracts. The aim of this article is to analyse to what extend this moral appeal is also a (quasi-)legal appeal following from international norms on CSR. After an assessment of the main labour law problems caused by the COVID-19 pandemic, an analysis follows on each of the identified problems. The conclusion of the analysis is that MNEs indeed are not only morally obliged to take their responsibility, but also based on the (quasi-)legal international CSR norms.

    The study concerns the problem of the different ways in which the labour inspection system can be organized according to article 7 of Convention No. 129 of the International Labour Organisation concerning Labour Inspection in Agriculture. The study points out the scope of article 7, types of models indicated in this article and examples of their use in selected national legal systems. Finally, the study depicts the problem of assessing legal regulation of labour inspection in the polish labour law in view of article 7 of Convention No. 129.

    As a result of the need for companies to manage occupational health and safety, as well as the absence of a globally accepted international standard, numerous organisations have developed their own models in the shape of guides, standards, or guidelines. However, the resultant dispersion is creating confusion among companies, rather than making life easier for them. In this article, we look at the current situation as far as available European management systems are concerned, and the emergent trends in the development of an international standard. Moreover, we present the special case of Spain, whose broad legislation on occupational health and safety might hinder the adoption of an international model by Spanish companies.

    Opis:
    Although the ILO has been in existence for over a century, it is not equipped with international mechanisms for enforcement of the labour standards that it promotes. Globalization and trade liberalization have exposed a strong relationship between labour rights and trade regulation, leading to attempts to regulate labour provisions in a trade context, initially through the WTO and, more recently, through labour clauses in bilateral and regional free trade agreements (FTAs). This contribution provides a historical overview of these attempts and presents most recent developments, which reflect a new policy of the United States and the European Union to use their FTAs as a stronger instrument of labour standards enforcement.
    Mimo że ILO istnieje od ponad wieku, nie jest ona wyposażona w mechanizmy międzynarodowe do egzekwowania standardów pracy, które promuje. Globalizacja i liberalizacja handlu uwidoczniły silne powiązanie między prawami dotyczącymi pracy i przepisami dotyczącymi handlu, co doprowadziło do prób uregulowania przepisów odnoszących się do pracy w kontekście handlu, początkowo przez WTO, a ostatnio na mocy klauzul dotyczących pracy w dwustronnych i regionalnych umowach o wolnym handlu (FTA). Niniejszy artykuł stanowi historyczny przegląd tych prób i przedstawia najnowsze opracowania, które odzwierciedlają nową politykę Stanów Zjednoczonych i Unii Europejskiej wykorzystywania swoich umów o wolnym handlu jako mocnego narzędzia do egzekwowania standardów pracy.

    Zadania Państwowej Inspekcji Pracy powinny być zgodne z funkcjami, które wypełnia. Jednym z konstytucyjnych zadań państwa jest sprawowanie nadzoru nad warunkami pracy. Ważną rolę w tym zakresie pełni PIP. Także konwencja MOP nr 81 określa główne uprawnienia inspekcji. Poszerzenie zadań nie może prowadzić do ograniczenia jej kluczowych funkcji. Niestety, od lat utrzymuje się trend polegający na zlecaniu inspekcji nowych zadań, co może negatywnie wpływać na wykonywanie przez nią zadań w zakresie ochrony pracy.
    The Polish state institution Państwowa Inspekcja Pracy (the National Labour Inspectorate) conducts supervisory operations which should be consistent with the purposes for which it has been founded. One of the state’s constitutional tasks is to supervise working conditions. The Inspectorate plays an important role in this area. A definition of the Inspectorate’s main powers to inspect workplaces is provided in the ILO’s Convention 81. New tasks added to the Inspectorate’s duties should not impede the performance of the main purposes for which it was founded. Unfortunately, for years we have been observing a tendency to encumber the Inspectorate with more and more new duties, which may have a detrimental effect on the work it is doing for the inspection of working conditions in Poland.

    Seafaring is one of the world's most difficult professions. Seafarers have to face with many negative factors while they are at sea. These negative factors, makes the seafaring profession difficult to be preferred. Fatigue, stress, heavy weather conditions and lack of communication are some of these factors that affect seafarer’s occupational continuity and also make contribution to occurrence of marine accidents. Cadet is one of the seafarers who will be a navigation officer and captain in the near future. That’s why cadets have a significant role in maritime industry. Theoretical and practical training of cadets is very important. Purpose of this study was to examine deck cadets’ training conditions and difficulties they have to face with during their training period. In order to identify these difficulties, render their lives during trainings easier, and establish their expectations, questionnaire conducted with 618 deck cadets. Interviews were carried out with 3 trainers and 10 maritime companies that have substantial shares in Turkey’s maritime trade. As a result of this study identified factors that increase fatigue mostly, reduction measures have been exposed and have tried to offer solutions. This study is an advisory to improve the occupational continuity of cadets in the profession.

    Polska jako kraj funkcjonujący w otoczeniu międzynarodowym podpisała szereg umów i porozumień, które wiązały się również z koniecznością respektowania aktów prawnych mających przełożenie na polski ład prawny. Część z nich dotyczy wymogów bezpieczeństwa i higieny pracy na budowie. Ich znajomość jest kluczowa dla bezpiecznego planowania oraz prowadzenia robót nie tylko w zgodzie z prawem krajowym, ale również aktami międzynarodowymi. Celem niniejszej pracy jest przedstawienie zagranicznych aktów prawnych warunkujących bezpieczeństwo w sektorze budowalnym oraz przybliżenie kluczowych zapisów.
    Poland, as a country operating in the international environment, signed a number of agreements and understandings, which also entailed the need to respect legal acts that had an impact on the Polish legal order. Some of them concern the requirements of occupational health and safety at the construction site. Their knowledge is crucial for safe planning and carrying out works not only in accordance with national law, but also with international regulations. The aim of this work is to present foreign legal acts that determine safety in the construction sector and to present the key provisions.
