Dyskretne metody wielokryterialnego wspomagania decyzji, takie jak TOPSIS, stały się bardzo popularne w ostatnich latach i są często stosowane w rozwiązywaniu wielu problemów życia codziennego. Jednak rosnąca złożoność analizowanych problemów powoduje trudności w rozważaniu wszystkich istotnych aspektów zagadnienia przez pojedynczego decydenta. W rezultacie wiele problemów życia codziennego jest analizowanych przez grupę decydentów. W takiej grupie każdy z decydentów może specjalizować się w różnych zagadnieniach i mieć unikalne cechy, takie jak wiedzę, umiejętności, doświadczenie, osobowość itp. Sprawia to, że każdy z decydentów powinien mieć różny wpływ na wynik końcowy, tzn. wagi decydentów powinny być różne. Celem pracy jest rozszerzenie rozmytej metody TOPSIS dla grupowego wspomagania decyzji. Proponowana metoda wykorzystuje metodę TOPSIS dwukrotnie. Pierwszy raz w celu określenia wag decydentów, które dalej posłużą do agregacji macierzy dostarczonych przez decydentów. Bazując na tej zagregowanej macierzy, metoda TOPSIS jest stosowana ponownie do uporządkowania wariantów decyzyjnych i wskazania wariantu końcowego. Przykład liczbowy ilustruje proponowaną modyfikację.
Multiple Criteria Decision Making methods, such as TOPSIS, have become very popular in recent years and are frequently applied to solve many real-life situations. However, the increasing complexity of the decision problems analysed makes it less feasible to consider all the relevant aspects of the problems by a single decision maker. As a result, many real-life problems are discussed by a group of decision makers. In such a group each decision maker can specialize in a different field and has his/her own unique characteristics, such as knowledge, skills, experience, personality, etc. This implies that each decision maker should have a different degree of influence on the final decision, i.e., the weights of decision makers should be different. The aim of this paper is to extend the fuzzy TOPSIS method to group decision making. The proposed approach uses TOPSIS twice. The first time it is used to determine the weights of decision makers which are then used to calculate the aggregated decision matrix for all the group decision matrices provided by the decision makers. Based on this aggregated matrix, the extended TOPSIS is used again, to rank the alternatives and to select the best one. A numerical example illustrates the proposed approach.

Multi-criteria decision-making (MCDM) methods have been implemented in many fields. In the meantime, several methods have been proposed to obtain the weight of the criteria determined by various methods in different ways. In this paper, a new approach, called simultaneous interpretive structural modelling and weighting (SISMW), is proposed to solve a multi-criterion decision-making (MCDM) problem. Using SISMW, the weight of the criteria and the relationship between them could be determined simultaneously. In this approach, like the ISM method, pair comparison between criteria was made by the decision-maker to determine the relationships among the different criteria. With the help of this data, the weight of the criteria, as well as the causal (cause and effect) relationships between them, were determined in 12 steps. The main advantage of this method is that only one stage of data collection is required for obtaining weights and modelling, and so the research process may be faster. This may increase the reliability of the collected data because, in a one-step survey, the impact of time is minimized. This process can be useful for conceptualizing and developing theories to help decisionmakers understand the problem better.

Opis:
Evaluation of Bus Rapid Transportation (BRT) based on service quality criteria and customer satisfaction can never be overemphasized due to its derivative, such as optimizing the performance of the transportation industry. Thus, this study employs the multi-criteria decision-making (MCDM) method for the evaluation of service quality and customer satisfaction of the BRT system in Nigeria using the fuzzy analytical hierarchy process (FAHP) and visekriterijumska optimizacija i kompromisno resenje (VIKOR), which are components of multi-criteria optimization and compromise solution to evaluate notable factors responsible for the user’s perspective. Research design is quantitative and analytical in nature through a survey of experts who are users of BRT services. Samples were drawn through a multi-stage sampling procedure and a total of 402 copies of questionnaires were administered to BRT users based on their experience with the system. Hence, VIKOR and FAHP methods are applied to analyse data retrieved from the field on services quality and performance level. The service quality (SERVQUAL) model (a multi-dimensional research instrument designed to capture consumer expectations and perceptions of service) was modified thereby generating six dimensions and thirty-six service criteria for this research. The FAHP method was employed to determine the weights of the decision criteria because there is a need to measure commuters’ perceptions and expectations based on numerical linguistic variables due to the vague, imprecise and complexity related to the nature of services. The criteria weights and responses of the survey analysis (data) related with the BRT are input for the VIKOR method for ranking. As measuring the perception of service quality based on crispy value can often be misleading, hence, the use of the fuzzy MCDM method can give a more realistic measurement. The result of the multi-criteria decision analysis revealed that pricing quality is the most relevant service quality dimension to users’ satisfaction, followed by the empathy quality dimension. The summary of strength and weakness areas of service quality discovered through the research and its managerial implications with recommendations were related to the appropriate authority in charge of the BRT system for improved performance.

This study aims to evaluate service quality performance of major LCCs (Low Cost Carriers) in Europe by the MCDM (Multi-Criteria Decision Making) methodology. In addition it focuses on managerial business models and includes the international airline service providers that have applied the cost leadership strategy. In the study passenger reviews based on customer-rating systems are adopted as an alternative data source. For this purpose 24,971 passenger reviews, including 7 evaluation criteria, are analyzed. In this integrated methodology the Entropy method is used to weight the service quality criteria and the WASPAS method is used to rank the airlines. A sensitivity analysis is also applied and the robustness and stability of the application are confirmed. Consequently Jet2.com demonstrates the best service performance overall and legroom is the most important evaluation criterion.

The purpose of this study aims at answering a question about the possibility of different values representing as influential factors on entrepreneurial success. The paper builds on the contributions of previous research in the areas of traits of entrepreneurs and entrepreneurial success and SMEs in the entrepreneurship development process. By using Delphi method and commends of the experts, 14 parameters are recognized. The MCDM method of this survey could be used for ranking and analysis of entrepreneurial success. Utilizing DEMATEL technique indices are classified into cause and effect sections. The results from DEMATEL show that the strong influence of the cause is Risk-Taking and the most effective factor for the effect group is Need for Achievement. Moreover, the weights relevant to each factor are determined by ANP method. Then by the VIKOR technique, the indices are prioritized. Furthermore, this study provides four critical factors to select the best alternatives of entrepreneurial success that “Risk-Taking, Passion, Self-Confident, and Locus of Control” are considered to be the best factors in this class. In addition, “Flexibility” is categorized as the weakest factor among the whole factors influencing entrepreneurial success index.
Celem niniejszej pracy jest odpowiedź na pytanie o możliwości reprezentowania różnych wartości, jako czynników wpływających na sukces przedsiębiorczości. Dokument opiera się na wynikach poprzednich badań w obszarach cech przedsiębiorców, sukcesu przedsiębiorczości i SMI w procesie rozwoju przedsiębiorczości. Dzięki zastosowaniu metody Delphi i ekspertów, zostało rozpoznane 14 parametrów. Metoda MCDM tego badania może być wykorzystana do rankingu i analizy sukcesu przedsiębiorczości. Wykorzystując technikę DEMATEL indeksy zostały podzielone na dwie sekcje przyczyny i skutku. Wyniki DEMATEL pokazują, że duży wpływ na omawiany przypadek ma podejmowanie ryzyka, a najbardziej skutecznym czynnikiem jest pragnienie sukcesu. Wagi dla każdego czynnika określono metodą NAP. Następnie indeksy zostały uszeregowane pod względem ważności techniką Vikor. Badania wykazały cztery krytyczne czynniki do selekcji najlepszych alternatyw sukcesu przedsiębiorczości; „podejmowanie ryzyka, pasja, pewność siebie i poczucie kontroli” są uważane za najlepsze czynniki w tej klasie. Ponadto, „elastyczność” zostało zakwalifikowane, jako najsłabszy czynnik wśród całych czynników wpływających na przedsiębiorczy indeks sukcesu.

The Logistics Performance Index (LPI), created by the World Bank, is a benchmark tool used to determine the threats and opportunities faced by countries in their logistics performances and to improve their performances. Countries aim to increase their LPI scores and rank higher on the LPI list while developing their strategies. Methods: In this study, it was aimed to compare the domestic logistics performances of Turkey and the European Union countries with an integrated model using the domestic logistics performance index data for 2018, which was recently published by the World Bank. In this direction, firstly, the importance levels of the criteria were determined with the CRITIC (Criteria Importance Through Intercritera Correlation) method, and then, using the importance levels of the criteria, the countries were ranked according to the domestic logistics performance score with the COPRAS (Complex Proportional Assessment) method. Results: As a result of the CRITIC method, the most important criterion in the ranking according to the importance levels of the criteria was “without physical examination”, which is the sub-criterion of the customs clearance period, while the Netherlands was the country with the best performance in the ranking performed by the COPRAS method, using the importance levels of the criteria determined by the CRITIC method. Conclusions: The study differs from current studies in the literature in that it is the first study to perform a domestic logistic performance comparison using CRITIC and COPRAS methods with an integrated model. The results of the current study can be compared with the results obtained by using different integrated models and different data in the studies to be conducted.
Wskaźnik Logistics Performance Index (LPI), utworzony prze Bank Światowy, służy do benchmarkingu w określaniu zagrożeń i możliwości dla krajów w ich działalności logistycznej oraz dla działań w celu poprawy tej działalności. Państwa dążą do poprawy wartości swojego wskaźnika LPI poprzez ciągła poprawę swojej strategii działania. Metody: Celem pracy jest porównanie wskaźników krajowej działalności logistycznej Turcji oraz krajów Unii Europejskiej ze zintegrowanym modelem w oparciu dane za 2018 rok, opublikowane niedawno przez Bank Światowy. W tym celu wpierw określono ważność poszczególnych kryteriów przy pomocy metody CRITIC (Criteria Importance Through Intercritera Correlation), a następnie utworzono ranking krajów dotyczących ich działalności logistycznej przy użyciu metody COPRAS (Complex Proportional Assessment). Wyniki: Używając metodę CRITIC, ustalono, że najważniejszym kryterium w ranking było kryterium „bez badania fizycznego”, które jest podkryterium w okresie odpraw celnych. Holandia umiejscowiła się na pierwszym miejscu rankingu stworzonego przy użyciu metody COPRAS. Wnioski: Prezentowana praca różni się od prac obecnie publikowanych użyciem metody porównawczej, wykorzystującej metody CRITIC oraz COPRAS w odniesienie do zintegrowanego modelu. Jednak otrzymane wyniku mogą być porównywane z wynikami uzyskanymi przy zastosowaniu innych modeli zintegrowanych oraz na podstawie innego zestawu danych.

The essay has a twofold objective: primarily, to present an application of voting theory as a possible evaluation method, and concurrently, to offer a pedagogic framework, based on that very application. Evaluation and certain notions of preference and value have common semantic roots. By equating preference and choice, we end up amidst social choice (SC) theory and voting methods, also manageable as joint decisions in multiple-criteria decision making (MCDM). With the aid of the Saari triangle some essential differences of pairwise and positional voting rules for up to three alternatives can be depicted. A voting or decision rule does not necessarily follow the true preferences of the actors, but may mirror the problematics of the chosen rule. The Saari triangle makes it possible to visualize some paradoxical results in the exemplary evaluations of digital websites through an imaginary case description via voting and MCDM. As candidates and voters in SC are put to stand for alternatives and criteria in MCDM, the methodological and pedagogical goals of the study are achieved.

Countries can check the performance of their logistics’ activities to deter- mine their competitiveness in trade logistics. One way to check these performances is to analyze the country’s LPI value in detail which is released by the WB every two years. When calculating the LPI, six indicators (criteria) are taken into account. The weights (importance level) of these criteria are important for countries which would like to focus more on the most important criteria and move their ranking up in the LPI list. However the WB takes into account indicators (criteria) weights equally when calculating LPI values. In order to overcome this problem some studies have used sub- jective weighting methods and others have used objective weighting methods. Both methods have advantages and disadvantages. The aim of this study is to integrate two weighting methods (subjective (SWARA) and objective (CRITIC)) in determining the weights of criteria in order to balance the two weighting methods. Unlike other stud- ies in the literature this study combines two weighting methods. Additionally the PIV method, which is seldom used to address any MCDM problem, is used in this study and a new integrated MCDM model is introduced to literature. In this respect this study contributes to the literature.

Research background: Sustainable development of the modern world represents an opportunity to preserve economic growth and technological progress, as well as social development, without limiting the possibilities of this development for past generations. The directions of this development are included in the 17 goals and 169 tasks of the 2030 Agenda for Sustainable Development. The achievement of these goals and the implementation of the adopted tasks is a huge challenge for individual countries and regions. This also applies to the European Union (EU), where economic development is closely linked to environmental protection and social inclusion. Of key importance in this context is Objective 9 of Agenda 2030, and thus its level of implementation in the EU-27 countries is the aim of the research presented in this paper. Purpose of the article: The research involved assessing the level of EU countries in terms of building stable infrastructure, promoting sustainable industrialization and fostering innovation, i.e., the main areas of Goal 9 of Agenda 2030. Methods: The assessment was based on the EU-27 countries' sustainable development index (SDG9) determined with the use of 14 indicators characterizing these areas between 2015-2020. The basis of the developed methodology was a multi criteria decision making approach (MCDM methods). TOPSIS, WASPAS and EDAS methods were used to determine the sustainability index, and the Entropy, CRITIC and standard deviation (SD) methods were used to determine weights for the adopted indicators. In addition, the use of the Spearman's and Kendall's Tau non-parametric tests enabled the analysis of the relationship between the SDG9 index and the basic economic, environmental and energy parameters, as well as the digitalization of the countries under study. Findings & value added: The results show that the EU-27 countries vary widely in terms of implementing Sustainable Development Goal 9 of Agenda 2030 over the analyzed period. Now, the most advanced in this respect are Denmark, Germany, Luxembourg, the Netherlands, Finland, and Sweden. By contrast, substantial problems are found in Bulgaria, Greece, Portugal, and Lithuania. The results also provide an opportunity to trace changes in the value of the designated index in individual countries, and in groups of countries of the "old" and "new" EU. These results significantly enrich the knowledge of the effectiveness of implementing Goal 9 of Agenda 2030 in the EU-27 countries and the relationship between the development of individual countries and sustainable development economy. These findings can also be used to create new EU-27 strategies for sustainable and solidarity-based development of the whole EU. In addition, the results can be helpful to decision-makers as they highlight important indicators related to innovation, industrialization and infrastructure that should be considered when formulating a country's sustainable development strategy. The added value of the study is the research procedure presented, which can be used in analyses on the study of various issues related to sustainable development for other groups of regions.

This paper presents a study on the multi-creteria decision making in the external cylindrical grinding process of 65G steel. An aluminum oxide grinding wheel was used in the experimental process. The experimental matrix was designed according to the Taguchi method with twenty-seven experiments. Five parameters were used to design the experimental matrix including workpiece velocity, feed rate, depth of cut, dressing feed rate, and dressing depth of cut. The surface roughness and Material Removal Rate (MRR) were determined for each experiment. This is the first time that the Weighted Aggregates Sum Product ASsessment (WASPAS) and Proximity Indexed Value (PIV) methods were used to make the multi-criteria decision for grinding process. The weighs of ouput criteria (surface roughness and MRR) were determined by Entropy method. Both WASPAS and PIV methods determined an experiment that simultaneously ensured the “minimum value” of surface roughness and “maximum value” of MRR.

The problem is finding the optimal and efficient model of public funding. The development of an objective theatre funding model is a major challenge for both the entities developing as well implementing the cultural policy. The aim of this article is to identify the criteria/measures having the potential effect on the increase of the audience numbers in individual theatres in Poland. This aim is implemented using Multi Criteria Decision Making (MCDM), the result of which is to achieve full distribution of a set of variants (individual theatres) in accordance with the monitored criteria (audience numbers in a theatre). Our research found the important role of both financial and non-financial indicators among which technical indicators are essential. On this basis, the need to develop optimal allocation of public funds between theatres in terms of their technical capabilities or infrastructure should be considered.
Znalezienie optymalnego, wydajnego modelu finansowania publicznych usług kulturalnych jest problematyczne. Wypracowanie obiektywnego modelu finansowania teatrów stanowi ogromne wyzwanie dla podmiotów zarówno kształtujących, jak i realizujących politykę kulturalną. Celem artykułu jest wskazanie kryteriów i miar mających potencjalny wpływ na kształtowanie się liczby widzów w poszczególnych teatrach w Polsce. Cel osiągnięto za pomocą modelu wielokryterialnej analizy wariantów. Badania dowiodły istotnej roli kryteriów zarówno finansowych, jak i pozafinansowych, wśród których podstawową rolę odgrywa kryterium techniczne. Na tej podstawie należy rozważyć konieczność tworzenia optymalnego podziału środków publicznych między teatry z uwzględnieniem ich możliwości technicznych czy infrastrukturalnych.

Opis:
Serbia is a landlocked country deprived of the possibility of developing maritime tourism. On the other hand, it has the opportunity to develop the other types of tourism, such as: mountain tourism, spa tourism, rural tourism, etc. Serbia has to improve its tourism infrastructure in order to achieve better quality and meet tourists’ requirements. In that sense, it is necessary to enhance the number of the accommodation facilities that will meet set standards. The selection of the type of the accommodation facility, as well as its location, is a very delicate issue because the right choice influences future operations and revenue. Making a decision without considering the problem from every available aspect could lead to making the wrong decisions. Multiple Criteria Decision Making methods are imposed as the logical approach to solving problems in an effective manner. In this paper, the ranking and selection of the optimal resort project focused on the tourism development of Bačka and is performed using compromise programming.
Wybór obiektu noclegowego i jego lokalizacji jest kwestią bardzo delikatną, ponieważ właściwy wybór ma wpływ na przyszłe operacje i przychody. Podjęcie decyzji bez rozważenia każdego możliwego aspektu tego zagadnienia może prowadzić do nieoczekiwanych rezultatów. Stosuje się metodę wielokryterialnego podejmowania decyzji (ang. multiple criteria decision making, MCDM), ponieważ logiczne podejście do skutecznego rozwiązywania problemów jest nieefektywne. W niniejszym artykule proponuje się zastosowanie programowania kompromisowego do wyboru optymalnego projektu ośrodka dla inwestycji. Zastosowanie tej metodologii ukazano na przykładzie czterech projektów resortów w Bačce, zachodniej Wojwodinie, w Serbii. Zostały one wybrane na podstawie sześciu kryteriów, których wagi są określane przy użyciu metody SWARA.

Electrical discharge machining (EDM) is a non-traditional machining process widely used in manufacturing to create complex geometries on hard-to-machine materials. The tool material used in EDM plays a crucial role in determining the machining performance and final surface finish of the workpiece. In this research, we aimed to optimize the tool selection for creating circular holes on SG iron (grade 450/12) using EDM. To this end, we employed a step-wise weight assessment ratio analysis (SWARA) based combined compromise solution (CoCoSo) approach to evaluate the performance of different tool materials under various machining conditions. The machining conditions considered in this study included peak current (I), pulse-on time (Ton), and inter-electrode gap (IEG). The results of our study showed that the CoCoSo approach is an effective method for tool selection in EDM, and it can be used to identify the optimal tool material and machining conditions for creating circular holes on SG iron. The final appraisal scores obtained from the ranking of tool materials indicated that copper tools scored highest (2.4767, ranking 1), followed by copper tungsten (2.3615, ranking 2), while brass scored lowest (1.6606, ranking 3). Furthermore, Spearman's rank correlations for different integrated MCDM techniques were performed, which demonstrated the efficacy of this technique. It has been demonstrated that implementing the SWARA-CoCoSo method can effectively optimize the EDM process with regard to sustainable machining practices.

In the classical intuitionistic fuzzy sets theory it is known, that the use of all aggregation modes is not always possible, because of the lack of definition of raising intuitionistic fuzzy values to the intuitionistic fuzzy power. The main aim of this work is to introduct an operation of raising of intuitionistic fuzzy values to an intuitionistic fuzzy power,which does not require conversion to intuitionistic fuzzy values. Additionally, we will present a heuristic method of raising an intuitionistic fuzzy values to the intuitionistic fuzzy power and consideration about its properties.

Opis:
The paper presents the methodological background of Multiple Criteria Decision Making/Aiding (MCDM/A) and its practical application in logistics systems. It explains why MCDM/A methodology is important when dealing with different categories of decision problems that arise in those systems. The major features and basic notions of MCDM/A methodology are presented, while different categories of MCDM/A methods are characterized and classified. Two case studies demonstrate potential applications of MCDM/A methodology in logistics. In the first case study multiple objective optimization of the distribution system is carried out and compared with single objective optimization. The decision problem is formulated as multiple criteria mathematical programming problem and solved by an extended version of MS Excel Solver – Premium Solver Plus. The second case study focuses on multiple criteria evaluation and the ranking of logistics infrastructure objects, i.e. a set of warehouses – distribution centres. The decision problem is formulated as a multiple criteria ranking problem and solved with an application of the ELECTRE III/IV method.
