The paper comprises the study of the governmental control over Armed Forces in Ukraine. The principal aim of the present study is to enhance the level of understanding of CMR and to commence a debate and discussion on it among the concerned actors, including civil society, military, insurgents and pro-Russian militants of the so-called Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR), ATO soldiers and ordinary citizens of Ukraine. It explores stateof-the-art notions found in the literature and thoughts of prominent philosophers of CMR. Moreover, the authors intend to disclose the concept of CMR that bridge the gap and strengthen dialogue between the civil society institution(s)/individual(s) and military or armed forces institution(s);specify and delineate the powers and relationships between government, parliament, the defence and internal ministries and the armed forces. It reflects the existing civilian control measures of Armed Forces of Ukraine (UAF) and the legitimacy of the proRussian militants of the Donbas, guaranteed by the peace accord, agreements, and understandings including the Constitution 1996 and Minsk Protocol.

Opis:
Accurately forecasting the demand of critical stocks is a vital step in the planning of a military operation. Demand prediction techniques, particularly autocorrelated models, have been adopted in the military planning process because a large number of stocks in the military inventory do not have consumption and usage rates per platform (e.g., ship). However, if an impending military operation is (significantly) different from prior campaigns then these prediction models may under or over estimate the demand of critical stocks leading to undesired operational impacts. To address this, we propose an approach to improve the accuracy of demand predictions by combining autocorrelated predictions with cross-correlated demands of items having known per-platform usage rates. We adopt a data mining approach using sequence rule mining to automatically determine crosscorrelated demands by assessing frequently co-occurring usage patterns. Our experiments using a military operational planning system indicate a considerable reduction in the prediction errors across several categories of military supplies.

Military thought and military issues traditionally played an important role in Russia’s history. Even economic, political, social and educational reforms were mainly triggered by the needs related to military issues – preparation for wars or unsuccessful military campaigns of the Russian Empire (between the 17th and 19th centuries against Poland and Ottoman Turks and in the 20th century by Russia’s defeat in the war against Japan). It should be noted that the reforms during the reigns of Peter the Great and Catherine II and also in the 19th century, were introduced under military and external security challenges. In this regard, after the seizure of power, despite their tremendous critics on Tsarist government militarization policies, Bolsheviks hugely relied on military power too. The military affairs were doctrinalized during the Bolsheviks rule for the first time in Russian history. This paper analyzes the military thought in the Russian Empire in the end of the 19th century and its transformation during the first years of Soviet rule in the early 20th century. It also studies discussions among the Soviet political and military elite on theoretical and practical facets of the military and methods of waging war in 1920s as well as explores the creation of the Russian non-linear warfare theory, the only warfare concept of the Soviet Union which is recognized worldwide. The paper concludes that the thought dating back to those periods is also used in contemporary Russia.

This is a study based on archival materials and systematized biographical information about the teachers of the military department, who worked there since its establishment in 1944 up to its disbandment during 1991–1993. The article shows features and specifics of the teaching staff of the military department of the University of Lviv, which were caused by the reforms of military education in the Soviet Union. The prosopographic method, which is used in the research, allows us to learn the different aspects of the activities in the military department. It demonstrates changes in the teaching staff throughout the existence of the department.

This paper presents some remarks on the situation of Poland in NATO. The problem of ‘predictability’ is analysed on the basis of a simple scheme (system, its environment, their interactions). The geopolitical analysis of this dynamic model leads to the conclusion that the future cannot be described as highly predictable, although some long-term scenarios seem to be relatively plausible and may be used in the construction of more realistic global and national/ regional strategies. The results of this analysis suggest global cooperation and regional integration.

Since the beginning of the 1990s, for over a decade, Poland experienced an education boom, springing from social ambitions and the population boost. It is history now. At the beginning of the 21st century this trend started to decline. In accordance with the estimates such a state of affairs can continue until 2025. Higher education institutions do not exist in the void, nor do they operate as islands. Therefore, it should be asked how, under these circumstances, a civil-military higher-level institution, such as the Military Academy of Land Forces (MALF), can be competitive on the demanding education market? How will it attract the most talented students? What should be the focus of the Academy?

Therefore, rational control and coordination of the servicemen’ training process is a very important factor in preparing contemporary Lithuanian Armed Forces. The Lithuanian Military Doctrine (2010) defines training principles of the Lithuanian Armed Forces and is a key document for preparing the military training strategy.

This article provides a short overview of the Parthian military and it tactics, and what were the Roman responses to that and what were the Parthian countermeasures against the Roman methods from ca. 53 BC until AD 224. It also suggests that when the sources claim that the Parthian monarchs fielded massive numbers of cataphract cavalry that we should really accept what these sources state: namely that the entire Parthian cavalry force of Parthia proper was really encased in armour as cataphracts.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.
