Culture is not a homogeneous whole; its dynamic character results from the fact that within its boundaries various „languages" operate, which are an expression of man’s semiotic activity. His culturegenerating role in the realm of nature consists of continuous transformation of nature into culture. Thus he generates various texts (both artistic and non-artislic) which are sequences of relevant signs arranged in a special manner. The signs have to be arranged according to a defined set of norms a id regulations, otherwise the given text is likely to lose its consistency. No text can exist beyond a given semiotic system; occasionally the existence of certain texts depends on several systems (for instance film texts). The notion of a text is not identical with the notion of an artistic work. The relation between the two corresponds to the signal-sing relation. * At the rnomeiv. it is difficult to explain the semiotic processes in the domain of film, as well as to define the segmentation of particular codes involved in their decipherment. Neither is it possible to say what a film sign is. Hence the interrogation mark in the title, indicative of the „incapacity" of present statements of purely arbitrary character.

Communication involves two individuals, a sender and a receiver. In true communication, transfer of information is beneficial to the sender and access to information is beneficial to the receiver. The information transmitted in this way is the signal. Considering mechanistic limitations, the character of signalling depends on the level of conflict between the sender and receiver (if such conflict occurs) and the mechanism stabilizing the reliability of the signal in evolutionary scale. Communication is stable only if strategies of the sender and receiver reach signaling equilibrium. Signal reliability limits signal functionality. Such limitations are generally described as costs of signaling and are measured as the decrease in fitness with the increase in signal intensity, assuming that the quality of the sender and receiver are constant. Costs stabilizing the reliability of signals are strategic costs and they can be divided into two general categories: receiver-dependent and receiver-independent costs. The first are inseparable qualities of signals, the second arise as a consequence of signaling. The cost, which is necessary to convey the information unambiguously, is not a cost of signaling. The way in which the costs are paid is a function of the form of the signal. There are signals with high strategic cost, which either directly handicap the sender or charge the sender necessarily with the costly consequences of its behavior. Moreover, there are signals with negative strategic cost, i.e. displays that confer some other advantage to the sender, and signals devoid of strategic costs.

The article focuses on the investigation of the bill claim in the proceedings of writ. It explains the essence of the proceedings of writ and adds the analysis of costs associated with it. In addition, it contains the process of the proceedings of writ based on the analysis of the court records, which were provided by the District Court in Iława. Based on the cases, which are analyzed in this article, it is claimed that writ proceedings are an effective way to carry out an investigation of the bill of exchange or the promissory note claim.

Opis:
The changes to the Act on Spatial Planning and Development introduced in 2015 were aimed at rationalizing the local spatial policy. Previously there was no legal regulation clearly defining how much the municipality area could devote to development. This resulted in the designation of newer construction sites, often without examining the real needs and development opportunities. As a result, this condition has led to the phenomenon of uncontrolled urbanization, dispersion of development and increase of costs of construction of technical and social infrastructure. New legal regulations have impact on municipal spatial policies on the one hand, which creates opportunities for planning for further development in line with the principles of spatial order and sustainable development, on the other hand, threaten to hamper the further development of the municipality. The purpose of the article is to present own research on the impact of introduced changes in the regulations on local spatial policy. In the work an analysis of the real needs and development opportunities of the Rzgów commune was conducted, then its results were compared with the local spatial conditions in the context of new legal regulations.
Wprowadzone w 2015 roku zmiany w ustawie o planowaniu i zagospodarowaniu przestrzennym miały na celu racjonalizację lokalnej polityki przestrzennej. Wcześniej nie było regulacji prawnych jasno określających ile terenów gmina może przeznaczyć pod zabudowę. Skutkowało to wyznaczaniem coraz to nowszych terenów budowlanych, często bez zbadania rzeczywistych potrzeb i możliwości rozwoju. W efekcie stan ten doprowadził do zjawiska niekontrolowanej urbanizacji oraz wzrostu kosztów budowy infrastruktury technicznej i społecznej. Celem artykułu jest przedstawienie badań własnych nad oddziaływaniem wprowadzonych zmian w przepisach na lokalną politykę przestrzenną. W pracy przeprowadzono analizę rzeczywistych potrzeb i możliwości rozwoju gminy Rzgów, następnie zestawiono jej wyniki z lokalnymi uwarunkowaniami przestrzennymi w kontekście nowych regulacji prawnych.

Opis:
Imagery related to social services comprises a core element of welfare culture. It constitutes an axionormative basis both for the general institutional order and for everyday practice in the field of social policy. In this context, strategies and codes that are used to define the role of social worker as “a professional helper” seem of particular importance. Since 1989, Poland saw both professionalization of social services and an accompanying debate, which can serve as a good illustration of the processes of change within the modern welfare state. The article aims at a reconstruction of selected elements of the portrayal of Polish social workers in the public debate. The starting point is the analysis of the image of the social worker that emerges from official documents. Furthermore, the article overviews the attempts made by the socialworkers’ community to negotiate their social mandate through introducing a new SocialWorkers Act. Additionally, the article also analyses selected cases coming from media debates which shed interesting light on the image of the social worker..

The article looks at the existing approaches in the intergenerational mobility research, their axiological foundations, as well as cognitive and practical consequences. In the mainstream sociological debate, as well as wider public debate, intergenerational mobility is assumed to be an adequate indicator of open, democratic society based on the equal opportunities. Most of the research efforts have been focused on identifying main barriers of mobility and main drivers of social advancement. However, in-depth studies reveal the complexity of both individual mobility and structural social fluidity as the phenomena concealing the consequences of growing social polarization. The paper briefly maps the approaches applied in intergenerational mobility research with special focus on questions which still stay understudied in the Polish context.

W artykule przedstawiono wybrane, najciekawsze rodzaje betonu architektonicznego, które oprócz walorów dekoracyjnych mają funkcje dodatkowe. W tekście opisano warunki wdrażania nowych technologii, takich jak fotobeton, beton fotokatalityczny, beton transparentny i beton z eksponowanym kruszywem. Te rodzaje betonu wykonuje się dzięki odpowiedniemu pod względem jakościowym i ilościowym doborowi podstawowych komponentów betonu, lecz także dzięki komponentom dodatkowym, które, w połączeniu ze specjalną technologią produkcji i osadzania, pozwalają na uzyskanie unikalnych właściwości, takich jak: odwzorowania obrazu na powierzchni – fotobeton, możliwość redukcji tlenków azotu – beton fotokatalityczny, przezroczystość – beton transparentny lub „powierzchnie podświetlone” – beton z eksponowanym kruszywem. Przedstawione w artykule rodzaje niewątpliwie różnią się od zwykłego betonu, choćby ze względu na jakość, i przyciągają uwagę dzięki unikalnej powierzchni i oddziaływaniu na środowisko.
The paper presents selected, the most interesting types of architectural concrete, which have additional functions in addition to their decorative value. The conditions for implementing new technologies such as photoconcrete, photocatalytic concrete, transparent and luminescent aggregate concrete were described. These concretes are made due to the appropriate qualitative and quantitative selection of basic concrete components but also additional components, which, combined with a special production and embedding technology, allow to obtain special properties such as: image mapping on the surface – photoconcrete, the possibility of reducing nitrogen oxides – photocatalytic concrete, transparency – transparent concrete, or “luminous surfaces” – concrete with luminescent aggregate. These are certainly different than any concrete, if only because of quality and attract attention form the visible surface and the preset function in the environment.
