Międzynarodowy terroryzm oraz wyzwania i zagrożenia z tym związane są głównym tematem artykułu. Współczesny terroryzm w wymiarze niemilitarnym odnosi się do niestabilność sektora bankowego, cyberterroryzmu, zorganizowanej przestępczość a przede wszystkim do asymetrycznych metod walki, które charakteryzują się dużą bezwzględnością i okrucieństwem. Aktualnie jesteśmy świadkami zmiany strategii walki prowadzonej przez rządy i państwa społeczności międzynarodowej z bojownikami terrorystycznymi przy użyciu w coraz większym zakresie sił zbrojnych. Tworzone są koalicje wojskowe państw, które jeszcze w nie tak dawnym okresie utrzymywały ze sobą bardzo ograniczone kontakty dyplomatyczne i wojskowe. Niestety współczesny terroryzm bardzo szybko się rozprzestrzenia, nabiera coraz większej siły i stosuje w coraz większym zakresie brutalne, bezwzględne i asymetryczne metody walki. Metody które są bardzo skutecznymi i wystarczającymi do rozprzestrzeniania się strachu i terroru na wszystkich kontynentach świata. Artykuł prezentuje zaangażowanie społeczności międzynarodowej w walce z największym zagrożeniem współczesnego świata, czyli międzynarodowym terroryzmem.

Niniejsza publikacja prezentuje wybrane teorie odnoszące się do elit, które mają ukazać ich związek z jednostkami wykonującymi role zawodowe oficerów logistyki Wojska Polskiego. Istotne znaczenie w artykule odgrywają treści odnoszące się sposobu rekrutacji do elit wojskowych. Podjęta problematyka znajduje miejsce w obszarach zainteresowania naukowców z różnych dziedzin, w tym nauk społecznych. Wydaje się, że czynników takiego stanu rzeczy należy doszukiwać się w nieustannych przemianach dotykających instytucji jaką jest armia. Na zainteresowanie takie wpływają także czynniki zewnętrzne, do których zaliczyć trzeba sytuacje spowodowane aneksją części terytorium Ukrainy, jak również powstaniem państwa islamskiego. Zaprezentowane rozważania ukazują niezbędność istnienia w społeczeństwach odpowiedniej władzy, sprowadzającej się do podejmowania najbardziej istotnych decyzji i związanej z zajmowaną przez członków elity pozycją.

Opis:
International terrorism and the challenges and risks that are the main theme of this article. International terrorism have been referring to the instability of the banking sector, cyber-terrorism, organized crime, and above all to asymmetric methods of combat, which are characterized by high ruthlessness and cruelty. Actually we can see the changes in the strategy of used armed forces in the war against terrorists organization. In addition we will notice new alliances and coalitions between states which didn’t cooperate too close in the aim of political and diplomatic issues, before. Unfortunately, acts of terrorism increase and becoming stronger and brutal in the use of asymmetric methods and combat. Now we know that asymmetric methods are effective and cause real fear and sense of social threat around the world. I claimed that today we can see a new dimension of use of the armed forces in the fight against terrorism and we can see that this war encompasses a large area. This article contains information regarding the use of armed forces against the threat that is international terrorism.

This publication presents selected theories relating to the elites who have released their relationship with individuals performing professional roles logistics officers of the Polish Army. Importance of play in the article content relating to the method of recruitment to the military elite. The issue has taken place in areas of interest to researchers in various fields, including social sciences. It seems that factors such state of affairs be found in the constant changes affecting the institution that is the army. The interest is also affected by such external factors, which include situations caused annexation must be part of the territory of Ukraine, as well as the creation of an Islamic state. Presented to demonstrate the necessity of considering the existence of adequate power in societies, boil down to making the most important decisions and related occupied by members of the elite position.

The hierarchy in disposable groups, due to the specific nature thereof, is of significant importance for their proper functioning. Such a fixed sequence and order in this environment is essential as according to it someone performs managerial (command) functions, support ones or those positioned lower in terms of importance. Individuals holding certain positions must have relevant competences, skills and knowledge. Professional roles performed in disposable systems differ substantially from those played in a civilian environment. The differences result from the specificity of the tasks executed, responsibility for the specialised equipment and often for the lives of people.

This article presents the most important aspects of task and competence effectiveness of future commanding officers, who must be professionally prepared to assume their first official position – platoon commander. This is important due to the fact that only high-class commanders are capable of preparing their soldiers and subunits in accordance with their battlefield role both in times of peace, as well as when peace is threatened (in times of crisis or war). The article constitutes an attempt at identifying the above, as well as significant problems which are related to the task and competence effectiveness of commanding officers.

Druga dekada XXI wieku to okres jednych z największych zagrożeń dla współczesnej cywilizacji. Po zamachu na World Trade Center z 11 września 2001 roku jesteśmy w stanie permanentnego zagrożenia i stanie wojny z terroryzmem. Jednym z największych współczesnych zagrożeń szczególnie dla państw europejskich jest migracja ludności z państw Bliskiego Wschodu i północnej Afryki. W artykule opisano współczesne zagrożenia od migracji ludności muzułmańskiej poprzez ataki terrorystyczne, aż po handel narkotykami. Zaprezentowano również zagrożenia, które stanowią jednocześnie największe globalne wyzwania dla systemu bezpieczeństwa Europy. Opisany został także system bezpieczeństwa RP, który reguluje jego organizację w Polsce i jednocześnie odnosi się do współczesnych wyzwań i zagrożeń, a który opracowany został w 2014 roku w Strategii Bezpieczeństwa RP.
The second decade of the 21st century is a period of ones of the greatest threats to the contemporary civilization. After the September 11 attack on the World Trade Center we are in the state of the permanent threat and the state of the war on terror. A migration of the population from the states of the Middle East and north Africa is one of the greatest contemporary threats particularly to the European countries. The article describes contemporary threats from the migration of the Muslim population through terrorist attacks, until the drug trafficking. The threats that constitute simultaneously the biggest global challenge for the security system of Europe were also presented. Moreover, the security system of the Republic of Poland drawn up in 2014 in the Safety Strategy of the Republic of Poland whose task is to regulate the system organization as well as to deal with the contemporary challenges and threats was described.

W niniejszym artykule zaprezentowano najistotniejsze aspekty związane ze skutecznością kompetencyjno-zadaniową przyszłych oficerów-dowódców, którzy muszą być profesjonalnie przygotowani do objęcia przez nich pierwszego stanowiska służbowego – dowódcy plutonu. Jest to o tyle istotny aspekt, iż tylko wysokiej klasy dowódcy są zdolni do przygotowania swoich żołnierzy i pododdziałów – zgodnie z ich bojowym wykorzystaniem zarówno w czasie pokoju, jak i w warunkach jego zagrożenia (kryzysu czy wojny). Niniejszy artykuł jest próbą wskazania wspomnianych powyżej, ale jakże bardzo istotnych problemów, dotyczących skuteczności kompetencyjno-zawodowej oficerów-dowódców.
This article presents the most important aspects related to the efficiency of task-oriented future officers-commanders, who must be professionally prepared to take their first official position – the platoon commander. This is an important aspect because only high-class commanders are able to prepare their soldiers and subunits – in accordance with their military use both in time of peace and in the conditions of its threat (crisis or war). This article is an attempt to indicate the above-mentioned but very important problems regarding the competence of the officers-commanders.

The authors of this article aimed at emphasizing the most significant issues related to the broad concept of multicultural education. The inspiration came from the fact that current federation of European countries – European Union – has made a multilateral progress during recent 10 years. The ensuing implications concern the diversity of cultures within societies of the Union member countries. The article displays an outline of the role that needs to be fulfilled by teachers of adults called andragogue teachers. As such they assume responsibility for unequivocal and uniform coexistence of all people within the European Union despite social, cultural, economic, and political discrepancies. The role of andragogue teachers is becoming a cornerstone of European education. Their professionalism derived from desirable competence and appropriate personality determines the consolidation of multicultural awareness among societies. Consequently, it leads to peaceful coexistence of diverse European cultures considering the rules of humanism, democracy, solidarity, and mutual tolerance. Hence andragogics should constitute the ultimate educational objective for European Education. According to authors, the content of article may encourage further investigation and development of andragology concept.

The article describes the way of conducting the perfect interrogation, with particular protection of suspect’s psychological comfort and protecting him from stress, in order to get the truth instead of the false confession of guilt. The elements influencing the professional and objective conduct of interrogations were presented, with special consideration given to flexibility of approaching a suspect and handling the given case.
