    The article concerns the Pope Paul VI’s vision of the relationship between Christianity and the mass media. As a basis was adopted announced in 1967 the papal message for the I World Social Communications Day. Chronologically we are here at the threshold of the period of unparalleled mass media’s growth. The reflections and indications of Paul VI coincide with the assessment of this development, the contemporary status quo and the expectations related to the relationship between Christianity and the mass media. The article presents in general the Paul VI’s messages on the World Day of Social Communications. Then the attention is drown to the message for the I World Social Communications Day, ie. to the understanding of the human situation and the world as in dynamism of change, to the world of social media in perspective of the related responsibility and commitments and to the importance of Christian spirituality in such conditions.
    Artykuł dotyczy właściwej papieżowi Pawłowi VI wizji relacji między chrześcijaństwem i światem mediów. Za podstawę opracowania zostało przyjęte ogłoszone w 1967 roku papieskie orędzie na I Światowy Dzień Środków Społecznego Przekazu. Oceniając historię mediów ze współczesnej perspektywy, należy przyjąć, iż chronologicznie jesteśmy tu u progu okresu ich nieporównywalnego rozwoju. Tym samym myśl i wskazania Pawła VI zbiegają się z oceną tego rozwoju, obecnym stanem rzeczy i oczekiwaniami, gdy chodzi o relacje między chrześcijaństwem i mass mediami. Przedstawiono ogólnie orędzia Pawła VI na Światowe Dni Środków Społecznego Przekazu. Zwrócono uwagę na właściwe orędziu z 1967 roku rozumienie sytuacji człowieka i świata jako naznaczonej dynamizmem zmian. Wskazano na świat środków społecznego przekazu w perspektywie związanej z nim odpowiedzialności i zaangażowania oraz na duże, pozytywne znaczenie duchowości chrześcijańskiej w takich właśnie uwarunkowaniach.

    Opracowanie podejmuje kwestię aktualności i przydatności dorobku i potencjału duchowości chrześcijańskiej. Najpierw zwrócono uwagę na chrześcijańską teologiczną interpretację genezy wykluczeń. Takie podejście jest istotne, by zrozumieć chrześcijańskie rozumienie wykluczeń i znaczenie ich przezwyciężania: wykluczenia nie są czymś normalnym, lecz patologicznym, ich przezwyciężanie jest rzeczą dobrą i konieczną. Proces przezwyciężania wykluczenia został w ten sposób ukazany jako zasadnicza część realizacji dzieła stworzenia-zbawienia tak w wymiarze doczesnym, jak i eschatologicznym. Na takiej bazie, tzn. w świetle teologicznego rozumienia genezy i usuwania wykluczeń, przedstawiono wybrane elementy procesu przezwyciężania wykluczeń w nowoczesnej cywilizacji globalno-cyfrowej.
    The article presents the actuality and the potential of the Christian spirituality. First the attention is drew to the Christian theological interpretation of the genesis of the exclusions. Such an approach is essential to evaluate the Christian understanding of the exclusions and the importance of the overcoming them: the exclusions are not something normal, but pathological, the overcoming them is a positive and necessary process. The process of the overcoming of the exclusions was thus shown to be an essential part of the realization of the mystery of creation-salvation both in its temporal and eschatological dimensions. On such a basis, i.e., in the light of the theological understanding of the genesis and the removal of the exclusions, the article shows some of the elements of the process of overcoming of the exclusions in the modern global-digital civilization.

    Mass media i prawda w orędziach papieża Pawła VI na Światowy Dzień Środków Społecznego Przekazu. Papież Paweł VI rozpoczął publikację orędzi na Światowe Dni Środków Społecznego Przekazu, w których wkazywał na podstawowe wymiary aksjologiczne i ewangelizacyjne komunikacji społecznej. Relacje między prawdą i mediami stanowią istotę wiarygodności i prawdziwości przekazów medialnych w przestrzeni publicznej. Celem niniejszego artykułu jest pokazanie prawdy jako fundamentu funkcjonowania mediów w orędziach papieża Pawła VI na Światowy Dzień Środków Społecznego Przekazu

    The article presents the Christian way of being present in the widely understood world of social communication. The reflections have been inspired by the Pope Benedict XVI’s teaching, especially by his Message for the 45th World Communications Day. The first and second parts focus on the papal understanding of relations with the mass media, on the possibilities of positively manage them and of God’s presence and action in the medial word. The third part focuses on the Christian way of being present in the information’s world as the result of the example given by God and as the gift of His love, as the actualization of the Christian solicitude for the common prosperity.

    The article analyzes the first papal radio message transmitted on February 12, 1931. A particular attention was paid to the understanding of the media message presented there as addressed to everyone, and therefore having a character not only global, but universal. According to Pope Pius XI this universality means also addressing to God (in the act of praise and thanksgiving). It is a fact that this conception seems to be not particularly noticed – is God. The context of the first Pope’s radio message, the image of God shown by Pope Pius XI, including God’s beneficial relationships with other recipients of the message was discussed. The first Pope’s radio message of Pius XI from 1931 contains indications that can help better understand and fully utilize the great, even growing media’s possibilities nowadays and in the future.
    Artykuł analizuje pierwsze papieskie orędzie radiowe wygłoszone 12 lutego 1931 roku przez Piusa XI. Szczególnie zwrócono uwagę na przedstawione tam rozumienie przekazu medialnego jako skierowanego do wszystkich, a więc posiadającego charakter nie tylko globalny, ale powszechny, także w tym znaczeniu, że papież zwraca się w nim również do Boga (w akcie uwielbienia i dziękczynienia). Jest to fakt, na który, jak się wydaje, niezbyt zwraca się uwagę. Omówiono kontekst powstania pierwszego papieskiego orędzia radiowego, obraz Boga ukazany przez papieża Piusa XI, w tym dobroczynne związki Boga z innymi odbiorcami przekazu. Pierwsze papieskie orędzie radiowe Piusa XI z 1931 roku zawiera wskazania, których uwzględnienie pomaga znacznie lepiej zrozumieć i coraz pełniej wykorzystać wielkie, nawet rosnące możliwości mediów współcześnie i w przyszłości.

Zwrócono uwagę na przedstawioną w tym dokumencie koncepcję Boga jako Stwórcy oraz zarazem troskliwego Gospodarza i Opiekuna doczesnego świata. Podjęto kwestię zidentyfikowanych w Laudato si’ przyczyn obecnego kryzysu ekologicznego. Dane te stanowią podstawę dla prezentacji przesłania o pozytywnym potencjale właściwym duchowości chrześcijańskiej, wręcz o jej niezbędności, by skutecznie stawić czoło kryzysowi ekologicznemu.

    Opis:
    In this study, an attempt was made to assess the impact of the most popular perturbation movements (i.e. Multiple-Swap(2-2), Multiple-Shift(2-2) and Multiple-K-Shift(1)), as well as the number of their calls on the quality of solutions and the time in which Swap(2-1) heuristics returns them. For this purpose, the iterative local search algorithm (ILS) was triggered, in which Swap(2-1) heuristics has cooperated with a single perturbation mechanism. The number of perturbations was changed in the range from 1 to 30. Each time the time and the difference between the percentage improvement of the objective function value of the solution obtained utilizing the Swap(2-1) algorithm cooperating with the perturbation mechanism and this algorithm working alone was checked. Based on the results obtained, it was found that the overall level of improvement in the quality of the returned solution is similar when using all of the considered perturbation mechanisms (is in the range of 2.49% to 4.02%). It has been observed that increasing the number of initiated perturbations does not guarantee an improvement in the quality of the returned solution. Perturbation movements similar to the motion initiated by the local search algorithm do not significantly improve the solution (they only entail extending the duration of action). The structure of the study has the following form. The Introduction chapter provides information on the Vehicle Routing Problem. The chapter Research methods contain a description of ILS and Swap(2-1) approaches and perturbation mechanisms considered. The last two chapters include the results of tests and conclusions.

    The article refers to the relations between the social life, the mass media, and the spirituality. This subject is more and more relevant and important. Today the social changes and the technological development seems to be accompanied by an increased interest in spirituality. The article presents the multidimensionality of integration and the associated consequences as well as the instruments which are used to build a community. Then the mystery of creation-salvation is shown as archeglobalization (the Greek word archê means “beginning”, but also “first cause”, “rule”). In this context the media are presented as an instrument of building the community.
    Opracowanie dotyczy związków między relacjami społecznymi, mass mediami i duchowością. Tematyka ta przedstawia się jako coraz bardziej aktualna i ważna. Przemianom społecznym i rozwojowi technologicznemu wydaje się towarzyszyć wzrost zainteresowania duchowością. Zwrócono uwagę na wielowymiarowość integracji i związane z tym konsekwencje. Podjęty został temat instrumentów, przez które dokonuje się budowanie wspólnoty. Następnie misterium stworzenia-zbawienia ukazano jako archeglobalizację (gr. archê wskazuje na początek, ale także na zasadę istnienia). W takim kontekście przedstawiono media jako budujące wspólnotę.

Druga część artykułu zawiera przegląd socjologicznych opracowań dotyczących kondycji moralnej uczestników sfery publicznej w Polsce. Zakończenie stanowi prezentacja wyników badań o poziomie i jakości zaangażowania obywatelskiego Polaków.
    One of the basic features of democracy is the existence of free of influence space of exchanging opinions. The public sphere is crucial element of proper functioning of democracy and also the space of activity of civil society. The article contains considerations about the essence of public sphere, expectations and phenomena occurring in Polish public space within last ten years. The first part of the paper contains theoretical reflections concerning public sphere in Polish and world literature. The second part of the article contains review of sociological descriptions concerning moral condition of participants of public sphere in Poland. The ending presents the results of research about the level and quality of engagement of Poles in civil activities.

    Opis:
    This article deals with the issue of civil activeness in a system of free market democracy. Participation in social and civil dialogue is a sign of citizens’ engagement and is considered here in the context of Jürgen Habermas’s theory of communicative action. The manifestations and consequences of the extant institutional arrangements are shown, as are the means of describing and explaining them in the Polish socio-political and economic context. The reflections presented here illustrate the weakness of the existing measures. Both the institutional structure and the theoretical tools used in Poland are imitative in nature and do not fulfil the practical expectations of either participants or researchers of civil dialogue.

    In 1973, for the VII World Social Communications Day, pope Paul VI proclaimed the message The mass media and the affirmation and promotion of spiritual values. The article presents the relations between mass media and the drawing from the spiritual values. Attention was drawn to the following issues: 1) in times of the dynamic technological development essential for the human being and the world are relations with God; of these compounds depends their prosperity; 2) the human person and the world are dynamic protagonist of multiple relationships; 3) the spiritual values as having important positive significance also today; 4) understanding of the relations between the media and the spiritual values and positive significance of these compounds today and in the future.
    W 1973 roku, w związku z VII Światowym Dniem Środków Społecznego Przekazu, papież Paweł VI ogłosił orędzie Środki społecznego przekazu oraz afirmacja i promocja wartości duchowych. Artykuł prezentuje, jak w dokumencie rozumiana jest relacja między mass mediami i czerpaniem z wartości duchowych. Zwrócono uwagę na następujące zagadnienia: 1) także w czasach dynamicznego rozwoju technologicznego podstawowymi dla człowieka i świata są związki z Bogiem; to od tych związków zależy ich pomyślność; 2) ukazano człowieka jako istotę dynamiczną, jako protagonistę wielorakich relacji; 3) wskazano na pojmowanie wartości duchowych jako posiadających ważne, pozytywne znaczenie także współcześnie; 4) wskazano na rozumienie wybranych relacji między mediami i wartościami duchowymi oraz pozytywne znaczenie tych związków współcześnie i w przyszłości.

    The term globalization can be considered as a symbol of our era, modernity and progress. The article also refers to always associated with Christianity's concept of history as a unification on a very large scale and depth. The first part of the article presents a general outline so understood history. Then were identified examples of Christian spirituality associated with the implementation of this unification. The next part is dedicated to the relation of Christianity to one of the basic tools and dimensions of unification, which is the contemporary globalization, that is to the media. Sometimes one does not notice that this relation consists of such admiration. The convergence between contemporary globalization and the Christian understanding of history presents itself as a useful for Christianity, as for the contemporary processes of globalization.
    Określenie „globalizacja” można uznać za symbol naszej epoki, nowoczesności i postępu. Tytuł artykułu odsyła również do zawsze związanej z chrześcijaństwem koncepcji historii właśnie jako jednoczenia na bardzo szeroką skalę i dogłębnie. Pierwsza część opracowania prezentuje ogólny zarys tak rozumianych dziejów. Następnie zostały wskazane przykłady związanej z duchowością chrześcijańską realizacji tego jednoczenia. Ostatnia część jest poświęcona stosunkowi chrześcijaństwa do jednego z podstawowych narzędzi i wymiarów jednoczenia, którym jest współczesna globalizacja, czyli do środków społecznego przekazu. Nieraz nie zauważa się, że na ten stosunek składa się np. podziw. Rysuje się w ten sposób zbieżność między współczesną globalizacją i chrześcijańskim rozumieniem historii, która przedstawia się jako korzystna i dla chrześcijaństwa, i dla współczesnych procesów globalizacji.

    The important and interesting teaching of Pope Benedict XVI include, among others, the messages for World Communications Days. These messages allow know the proper for Benedict XVI understanding references between God and the modern means of communication. This papal understanding also provides an indication of how to approach the media, how to use them now and in the future. The study included the Pope’s presentation of the relationship between God and the modern civilization, the image of God in these messages and understanding of the media as in many ways positively associated with Him.
    Na ważne i interesujące nauczanie papieża Benedykta XVI składają się m.in. orędzia na Światowy Dzień Środków Społecznego Przekazu. Orędzia te pozwalają zapoznać się z właściwym Benedyktowi XVI rozumieniem odniesień między Bogiem i nowoczesnymi środkami przekazu myśli, komunikacji. To papieskie rozumienie zarazem stanowi wskazanie, jak do mediów podchodzić, jak z nich korzystać obecnie i w przyszłości. W opracowaniu uwzględniono papieską prezentację związków między Bogiem i współczesną cywilizacją, obraz Boga w omawianych orędziach oraz rozumienie mediów jako wielorako pozytywnie z Nim związanych.

    Celem artykułu jest zwrócenie uwagi na kwestię całościowego (holistycznego) podejścia do osoby ludzkiej. Z szerokiego spektrum właściwego dla tej problematyki uwzględniono następujące trzy obszary życia: (1) duchowość, (2) komunikację społeczną, (3) troskę o zdrowie. Odwołano się do uznawanych, ze względu na oddziaływanie, za szczególnie istotne dla wskazanej tematyki danych, w tym do Biblii, nauczania Kościoła katolickiego, informacji medialnych jako związanych z podejściem do człowieka informacji powiązanych z szeroko rozumianą troską o zdrowie i z podejściem do osoby ludzkiej. Dane te zostały podzielone i przedstawione z uwzględnieniem obszaru duchowości, komunikacji międzyosobowej i troski o zdrowie. Wskazano na potrzebę coraz pełniejszego uwzględniania holistycznego podejścia do osoby ludzkiej jako warunku dobrej komunikacji i skutecznej troski o zdrowie.
    The purpose of this article is to draw attention to the question of a holistic approach to the human person. From the wide range proper to this issue there are presented the following three fundamental areas of human life: 1) spirituality, 2) communication, 3) care relative to health. The article is based on the sources recognized as particularly importantinfluential for the specified themes such: the Bible, the teaching of the Catholic Church, the information about the media’s reports related to human being, the information related to the concern for the health and the approach to the human person. These data were divided and presented with regard to the area of the spirituality, the interpersonal communication and the area related to the concern for health. It is necessary to take ever more fully into account a holistic approach to the human person as the condition of good communication and effective care of health.

    Artykuł podejmuje zagadnienie, na które jako na bardzo istotne wskazuje bł. Jan Paweł II w encyklice Laborem exercens. Ten obszerny temat został przedstawiony z uwzględnieniem kilku punktów. Zwrócono uwagę na pracę jako na rzeczywistość wielowymiarową, wieloznaczną. Następnie podjęte zostało zagadnienie relacji między pracą oraz grzechem i jego negatywnymi konsekwencjami. Jest to między innymi związane z błędnym, rozpowszechnionym przekonaniem, że w rozumieniu chrześcijańskim praca stanowi karę za grzech, jest jego skutkiem. Tymczasem przede wszystkim mamy tutaj do czynienia z danym przez Boga aspektem ludzkiego podobieństwa do Niego oraz skutecznym narzędziem zbawienia. Kolejny blok tematyczny dotyczy rozumienia i przeżywania pracy jako udziału w dziele Boga, który stwarza (creatio prima et continua). Następnie zostały przedstawione związki pracy z Chrystusem, z dziełem zbawienia, które On realizuje, w tym przeżywanie pracy jako udziału w Jego krzyżu i pracy związanej z Jego zmartwychwstaniem. Podjęto także wątek eschatologicznego znaczenia pracy, jej powiązań z wieczną pełnią życia jako nadaniem doskonałości aktywności zbawionych (creatio nova).
    The article raises the issue indicated as very essential by blessed John Paul II in his encyclical Laborem exercens. This wide topic has been presented taking into consideration the following points. Attention has been paid to work as a multidimensional and ambiguous reality. Next, the problem of the relation between work and sin as well as its negative consequences has been discussed. It is associated, among others, with the false and widespread belief that work constitutes a punishment for sin and its result in the Christian understanding. However, we are dealing here, above all, with the aspect of human likeness to God given by Him and the powerful tool of salvation. Another thematic block regards the understanding and experiencing work as the participation in the act of God, who creates (creatio prima et continua). Then, relations between work and Christ as well as the act of salvation carried out by Him has been presented, including experiencing work as the participation in His cross and in relation to His resurrection. What is more, the topic of eschatological meaning of work, its associations with the eternal fullness of life as granting the excellence to the activity of the saved (creatio nova) has been raised.

Duchowość chrześcijańska przedstawia się tutaj jako cechująca się zrównoważonym i realistycznym podejściem do człowieka jako bytu potrzebującego zarówno ciszy i milczenia, jak też wymiany informacji. Następnie, opierając się w dużej mierze na nauczaniu papieża Benedykta XVI, zwrócono uwagę na potencjał oraz na potrzeby współczesnego społeczeństwa medialnego. W takim kontekście zostało z kolei zaprezentowane znaczenie milczenia i ciszy w przypadku mediów jako pozytywnie ważnego, nawet koniecznego elementu owocnego tworzenia ich oferty oraz korzystania z niej.
    The article concerns the Christian experience of the meaning of quiet and silence. Christian spirituality is presented here as characterized by a balanced and realistic approach to man as a being in need of both quiet and silence, as well as the exchange of information. Then, based largely on the teaching of Pope Benedict XVI, the article focuses on the potential and needs of contemporary media society. Lastly, within such a context, the importance of silence and quiet in the case of the media - is presented as a positively important, even essential element of the fruitful creation of the media’s offerings, and subsequently, how it is used.

Następnie zaprezentowano relacje między kontekstami – środowiskami życia, którymi są sacrum i komunikacja, jako wzajemne wspomaganie się. Ostatnia część ukazuje rozumienie mediów jako środowiska sprzyjającego życiu duchowemu człowieka.
    The presentation of the theme The life, the media and the sacrum in the messages of the pope Benedict XVI is based on the pontifical messages for the World Communications Day. In the first part it is shown how the human life is understood as linked to multiple, as Benedict XVI defined, contexts. Then it is presented the relationship of mutual helping each other between two selected contexts of life which are sacrum and communication. The last part presents, according to the Pope, the media as a favorable environment for the human spiritual life.

    On 1985, for the 19th World Communications Day, the pope John Paul II promulgated the message Social Communications for a Christian Promotion of Youth. This pontifical document echoed the initiative of the United Nations, which has proclaimed 1985 year as the International Year of Youth. But, and perhaps it is more important, not only chronologically this document coincides with such papal initiatives for young people like the origins of the World Youth Days. As for the technological development and the growing importance of the media since 1985 it accomplished very much. We are then faced with a promising prospect which creates specific conditions for the reading of the thoughts of John Paul II when it comes to the media as part of modern civilization in conjunction with the potential proper to Christianity and the mission of support for young people.

    Knowledge of the conditions of effective communication is very important. Contemporary media coverage has its own features and proposals, for example dangerous as well as most positive. Its creators and recipients largely create and shape these features and proposals. At the same time, there is a process of learning from the media how to contact. The goodness is indicated as a condition for effective communication: why and how? This issue will be presented on the basis of teaching about the media of Popes John Paul II, Benedict XVI and Francis, whose pontificates fall during the time of significant changes when it comes to mass media.

    Divine Mercy is for man the reality which is both mysterious and hopeful. Out of the richness of the Bible the author points out only selected data: he analyzes biblical vocabulary, which turns out to be the invitation to the participation in the mystery of the Divine Mercy, he focuses on the sense of the mercy as meeting spiritual and temporal needs. He points out to God who makes man an active protagonist of the Divine Mercy mystery. This mercy is presented as a gold thread, as the heart of the whole God’s activity, of the whole creation and salvation, giving life, coming with rescue and giving fullness of life.

    The paper describes a problem of collision between the concept of solidarity which is based on concern for the others interests of others with the liberal concept of implementing particular goals. Institutional solutions adopted in Poland, as well as the theories and tools and methods for their description and interpretation, still have imitative character. The result is a hybrid conglomerate of institutional arrangements that are created along the lines of the existing organizational structure of the EU countries. The structure and the way of functioning of those institutions are most commonly analyzed by using borrowed theoretical solutions present in the European or American sociological literature. Social dialogue and civic dialogue do not work so as to bring the expected results which causes permanent institutional and intellectual crisis. The paper postulates to use the new dialogue for the reflection about intellectual mechanisms that create the world better suited to people's expectations.

    $e wordings presented by us do not belong to the most popular either in theNew Testament or in the afore-mentioned so-called authentic epistles of St. Paulthe Apostle. It does not mean, however, that they do not have those meanings.God’s word, also by their assistance, tells us about our human life. At this currentstage, we did not manage to possess this gi~ in full, which eternally stays withGod, or eternal salvation. Simultaneously, we are aware, however, that togetherwith the coming of Christ, our situation radically changed for the better. Weare not slaves anymore of such powers as sin or death. It is true that our liberationis neither complete nor final yet. We cannot go to the other extreme,however, and not to admit that we do not belong to them, that Life stays behindus, that He is already an absolute Lord now and Lord of us, ourselves and of allthis, which was created (cf. e.g. Philippians %:&2). In other words, following theApostle of nations, we could describe our current situation in the followingway. As Christians we are already in Christ (Greek: en Christô). In temporality,however, we are the successors of Adam: just as if our fates became “closed”,“programmed” in Adam. We remain beings limited by Death. We still andcontinually experience a frightening burden of its reign. Repeating the wordsof St. Paul we may reflect this aspect of our existence in temporality, reachingfor the expression “in death” as we still belong in its zone. We also “live” in itin some way. However, this is not everything. Our temporal life also has otheraspects. $us, to reflect on them, the Apostle will refer to the mystery of law /Law and to the mystery of what is material, in particular in man himself, to the mystery of thebody (Greek: sôma and sarx). As we noticed, also the last threemay be something negative, captivating a man, not least serving for his good.A man, waiting for his meeting with Christ, or already living with this meeting,is also a living being, also in a pejorative sense, in body (en sômati and en sarki).We can state the same about another of God’s gi~s, about law / Law, as well asabout order, which the Apostle reflects on by the expression “in law” / “in Law”.As we noticed, such a defined image is not unanimously negative. A manliving in a described situation has not lost his chance yet. He needs salvation andmay obtain it. When it occurs, his situation changes. $e transition is radical,although usually a given person gradually experiences it. It is o~en dividedinto their entire life. Most frequently the old order does not disappear at once.It becomes partially abolished, annihilated. It partially becomes transformed,cured. It partially influences us as well. Our temporality is such. And just as such,it constitutes time and place of salvific work of God and an integral part of theDivine economy. And it frequently outgrows our potential of understanding,reminding us at the same time about the place and role of faith, hope and love.One of the aspects of the Pauline vision of salvific work could be presentedin a great outline in this way. It is noticeable in a specific, interesting way in thewordings we come across in e.g. the so-called authentic epistles of St. Paul theApostle. $is, expressed by them, being God’s Word, refers not only to peopleliving in the Apostle’s time. It concerns people of all times. It concerns us also.

    Celem artykułu jest przedstawienie wyników badania dotyczącego kryzysu finansowego w strefie euro w oparciu o teorię gier. Polityka Unii Europejskiej ukierunkowana na walkę z nadmiernym deficytem budżetowym stoi niejako w opozycji do dotychczasowych działań podejmowanych przez władze Grecji. Celem działań UE jest konieczność wprowadzenia restrykcyjnej polityki fiskalnej przez rząd Grecji, co może być w konflikcie z interesami greckich obywateli. Autorzy opracowania, stosując teorię gier, próbują znaleźć optymalne rozwiązanie w kontekście pojawiającego się konfliktu interesów. Artykuł przedstawia tylko możliwe warianty przebiegu kryzysu strefy euro, ale nie analizuje stopnia ich prawdopodobieństwa.

    The aim of this paper is to present the price stability oriented monetary policy of the European Central Bank. The European Central Bank began activities in 1998 and the primary objective of the European System of Central Banks is to maintain price stability and the ESCB should also support the general economic policies in the Community. Monetary policy is a special tool that national governments and central banks uses to influence on its economy, especially to control the supply of money and to influence on the level of economic indicators. This paper investigates the assumed objective of the European System of Central Banks which is to maintain price stability. What is more, we would like to present the monetary policy strategy of the European Central Bank and analysis of the Harmonized Index of Consumer Prices.
    Celem niniejszego artykułu jest przedstawienie polityki pieniężnej EBC w kontekście stabilizacji cen. EBC rozpoczął swoją działalność w roku 1998 i od tego czasu wraz z Europejskim Systemem Banków Centralnych odgrywa istotną rolę w prowadzeniu polityki pieniężnej Unii Europejskiej. Polityka ta jest specjalnym narzędziem stosowaną przez bank centralny oraz rządy narodowe w celu oddziaływania na gospodarkę. Jednym z działań jest oczywiście wpływ na podaż pieniądza i innych istotnych wskaźników. W niniejszym artykule autorzy starają się dokonać analizy polityki pieniężnej prowadzonej przez EBC ze szczególnym uwzględnieniem HICP.

    Artykuł stanowi próbę reakcji na rosnącą potrzebę odnowienia refleksji nad społeczeństwem obywatelskim, która staje się coraz bardziej widoczna w ostatnich latach. Interpretując intencje badaczy i teoretyków zajmujących się tematyką społeczeństwa obywatelskiego, możemy odnaleźć nowe źródła inspiracji zarówno dla idei obywatelskiej, jak i dla dalszego rozwoju nauki o sposobach, w jakie ludzie łączą się w obywatelskie sojusze we współczesnym świecie. Proponujemy (ponowne) skupienie uwagi badaczy na kategorii wzorów obywatelskich jako podstawy zarówno dla relacji stowarzyszeniowych, jak i uznawania pewnych wytworów tych relacji – „relacyjnych dóbr wspólnych”. Naszym zdaniem, wzory obywatelskie powinny być traktowane raczej jako proces nabywania pewnych cech (takich jak umiejętności, dyspozycje osobowościowe, postawy itp.) niż jako zamknięty zestaw właściwości „dobrego obywatela”.  
    The following discussion is an attempt to respond to the growing need for a renewed reflection on civil society, which has become increasingly evident in recent years. By interpreting the intentions of researchers and theoreticians working on the topic of civil society, we can find new sources of inspiration both for the civic idea and for the further development of the study of the ways in which people come together in civic alliances in the modern world. To this end, we propose that researchers (re)focus on the category of patterns of civic engagement as a basis for both associative relations and the recognition of certain products of these relations as “relational common goods.” In our opinion, patterns of civic engagement should be seen as a process of acquiring certain traits (such as skills, personality dispositions, attitudes, etc.) rather than as a closed set of qualities of a “good citizen.”

    Given the high-power concentration of combustion engines used in military aviation, it is reasonable to measure the instantaneous surges in the sound pressure level. Therefore, a research question was raised regarding the differences in this level for various aircraft engines of the same type (F100-PW-229) to assess their size and statistical significance. The aim of the paper is to discuss the attempt to check the significant difference between the parameters of the acoustic level generated by the aircraft engines. The measurements were carried out for 32 engines of the F-16 Block 52+ multirole aircraft during takeoff process. The parameters of noise in the point system and in the octave distribution were subject to analysis. Statistical methods dedicated to assessing production stability, i.e. the Shewhart chart, were applied. The results of the analysis showed that the discrepancies generally do not exceed a value of +/− 3σ . Therefore, it can be concluded that the analogous results for F-16 noise are homogeneous. Thus, the Shewhart chart method proved useful for assessing the homogeneity of these measurements.

    In recent years, the interest in the occurrence of heavy metals in the natural environment has been observed. The heavy metal contamination can lead to serious environmental problems. The aim of the study was to estimate the total content of heavy metals: Ni, Cu and Co, in the surface layer of the bottom sediments of the Sokołda river and its tributaries, and to determine the relationship between the grain size and scope of their metal content. Determination of metals in the bottom sediment samples was performed by means of atomic absorption spectrometry (ASA). The research on the Sokołda river and its tributaries showed low levels of Ni, Cu and Co. It was proven that the majority of studied metals were contained in the smallest clay fraction <0.02 mm. On the other hand, the least studied metals were accumulated in 1.0–0.2 mm and 0.2–0.1 mm fractions. The 1.0–0.2 mm and 0.2–0.1 mm fractions contain around 80% of the tested metal forms, while the 0.02–0.063 mm and <0.02 mm fractions – only a few percent. This speaks for the determination of metals in the 1.0–0.1 mm fraction, that contains both coarser and clay fractions, and thus most reliably reflects the actual load of pollutants carried by the sediment. Studies have shown that the main sources of pollution in the Sokołda river catchment are primarily surface runoff, and to a lesser extent, wastewater (municipal and industrial).

Bardzo ważna jest również rodzima działalność naukowo badawcza, która znalazła zastosowanie w polskich konstrukcjach płatowców oraz modyfikacjach konstrukcji starszych typów eksploatowanych w Polskich Siłach Zbrojnych na przestrzeni kilkudziesięciu ostatnich lat. W artykule zestawiono systemy rejestracji samolotów F-16 oraz MiG-29.
    In the operation of multi-purpose aircraft used in the Polish Armed Forces, various flight parameter registration systems are used, which results from the diversification of supplies of aircraft used in the Polish Army. The first technologies, imported from the east, were gradually enriched with Spanish solutions, up to the American ones mounted on F-16 airplanes. The indigenous research and scientific activity is also very important. It has found application in Polish airframe structures and modifications of older types of structures used in the Polish Armed Forces over the last decades. The article lists the systems for recording aircraft F-16 and MiG-29.

    One of the consequences of the dynamic technological development is the rapidly increasing amount of electro-waste (WEEE, e-waste). Because there are no uniform legal regulations regarding the ways of collecting such waste, the separate-collection systems used in various areas are not homogeneous, and they usually also differ in effectiveness. The aim of this study was to evaluate the electro-waste collection system implemented in Lublin (the largest city in Eastern Poland). Taking into account the fact that the reliability of a collection system depends on the degree of its adaptation to the functions it performs, the evaluation consisted in determining how big a problem improper electro-waste segregation was. The article presents the results of a study of the causes of citizens’ failure to properly manage e-waste and indicates what measures should be taken to amend the problem. During two research steps, 347 pieces of e-waste with a total weight of 77.218 kg were found in the analyzed waste samples (0.33% of all samples). This means that the mechanisms of selective e-waste collection still do not work correctly, despite the ten years of Poland’s membership in the EU and implementation of European legislation in this area. The fact that residents throw away electric waste into municipal mixed waste containers poses a serious problem for proper waste management – even if only a part of the e-waste is disposed in this illegal way. This indicates the necessity of improving waste collection (more frequent waste reception, convenient access to e-waste containers, raising public awareness, etc.).
    Dynamiczny rozwój technologiczny niesie za sobą szereg następstw zarówno korzystnych, jak i negatywnych. Wśród tych ostatnich wyróżnia się stale rosnącą ilość odpadów w postaci zużytego sprzętu elektrycznego i elektronicznego, stanowiących zagrożenie zarówno dla środowiska przyrodniczego, jak również zdrowia i życia ludzi. Kraje wysoce rozwinięte wprowadziły efektywne systemy zarządzania tego rodzaju odpadami. Dla państw rozwijających się w dalszym ciągu stanowią one jednak istotny problem (funkcjonujące w nich systemy gospodarowania odpadami ukierunkowane są bowiem głównie na składowanie). Celem pracy było przeprowadzenie oceny skuteczności funkcjonowania systemu zbiórki elektroodpadów w Lublinie. Opracowanie zawiera wyniki przeprowadzonych badań, próbę znalezienia przyczyn niewłaściwego postępowania, a także wskazania, które stwarzają możliwość osiągnięcia poprawy. Podczas badań przeanalizowano 23,125 Mg odpadów komunalnych, w których zidentyfikowano 347 elektroodpadów o całkowitej masie 77,218 kg. Świadczy to o niedostatecznej skuteczności rozwiązań funkcjonujących na danym obszarze (obecność tego rodzaju odpadów w zmieszanej frakcji wskazuje również na ogólny problem z selektywną zbiórką). Wymaganym jest wobec tego usprawnienie całego systemu (ukierunkowane w głównej mierze na zwiększenie dostępności oraz poprawę świadomości społeczeństwa.

    The homogeneity of mixing various feed mixture ingredients and the reliability of mixers directly depend on the constructional features of mixing devices and operational parameters of their work. This article presents a theoretical underpinning for the structural (design) specifications of a horizontal ribbon auger mixer (blender) with regard to the fulfilment of the condition when the material is transported by auger tapes in different directions, ensuring the efficient mixing of the feed mixture ingredients and timely material unloading from the mixer tank (hopper). The performed optimization of the structural and operational specifications as a result of experimental studies has allowed to increase the reliability of the mixer and to determine the homogeneity coefficient of the finished product, which reaches its the highest value of 94.13% with the forward direction of rotation of the mixer movable operating elements, when mixing time is 13 minutes and when the tank load is 52.4% of its volume.
    Jednorodność mieszania różnych składników mieszanki paszowej i niezawodność mieszalników zależy bezpośrednio od cech konstrukcyjnych urządzeń mieszających i parametrów roboczych ich pracy. W artykule przedstawiono teoretyczne podstawy dotyczące parametrów konstrukcyjnych (projektowych) poziomego mieszalnika ślimakowego (mieszarki) wywierających wpływ na warunki przemieszczania (podczas transportu w różnych kierunkach) zapewniających efektywne mieszanie składników mieszanki paszowej i terminowy rozładunek materiału ze zbiornika mieszalnika (zasobnika). Przeprowadzona na bazie badań eksperymentalnych optymalizacja parametrów konstrukcyjnych i eksploatacyjnych pozwoliła na zwiększenie niezawodności mieszalnika i wyznaczenie współczynnika homogeniczności gotowego produktu, który osiąga najwyższą wartość 94,13% podczas przemieszczania przy normalnym kierunku obrotów ruchomych elementów mieszalnika, z czasem mieszania wynoszącym 13 minut, gdy ładunek stanowi 52,4% objętości zbiornika.

    The size of all sensible heat balance components in livestock building varies in time, because it depends on time-varying weather factors. On the example of two buildings, sensible heat balance was shown on a daily basis. Measurements carried out in winter and spring in two livestock buildings with usable attics included measurements of air temperature and humidity inside and outside, air velocity in ventilation channels, and wind speed. Measuring devices were designed to record the results of measurements at intervals of 300s. During each such time interval, sensible heat losses by ventilation, heat losses by permeation through the barrier construction, and the amount of sensible heat produced by the animals were calculated. The results of measurements were shown in graphs. The study is important for the development of animal livestock building.
    Wielkość wszystkich składników bilansu ciepła jawnego w budynku inwentarskim jest zmienna w czasie ponieważ zależy od zmiennych w czasie czynników pogodowych. Na przykładzie dwóch budynków przedstawiono bilans ciepła jawnego w ujęciu dobowym. Pomiary przeprowadzone w zimie i na wiosnę w dwóch budynkach dla bydła z poddaszem użytkowym obejmowały pomiary temperatury i wilgotności powietrza wewnętrznego i zewnętrznego, prędkości przepływu powietrza w kanałach wentylacyjnych oraz ciśnienia atmosferycznego i prędkości wiatru. Urządzenia pomiarowe zostały zaprojektowane na rejestrację wyników pomiarów w odstępach co 300 s. W każdym z takim przedziale czasowym obliczone zostały straty ciepła jawnego drogą wentylacji, straty ciepła drogą przenikania przez przegrody budowlane oraz ilości ciepła jawnego produkowanego przez zwierzęta. Wyniki pomiarów i obliczeń przedstawiono na wykresach.
