    In this article, the author examines the Arctic region in the context of the energy and security policy of the Russian Federation. The author emphasises the factors which currently influence the increasing interest in the Arctic of the countries which claim rights to this region, which are: the US, Canada, Denmark, Norway and the Russian Federation. Among the most important factors indicating the essence of the Arctic, the author points out, inter alia: plenty of energy deposits, which because of the changing climate, are more available, the size of the Arctic area and new transport routes. The author indicates the possibilities of using the Russian Federation policy regarding the Arctic in order to, among other things, strengthen the country’s international position. The author also presents the extent to which claiming the right to exclusive exploitation of mineral resources by the Russian Federation is the real motive of its actions and its intention to totally subordinate the Arctic area. Simultaneously, an attempt is made to answer the question whether the Arctic is likely to be a place of military conflict in the future? The article also examines the issues related to the legal status of the Russian Federation regarding the Arctic, the political activity of the Russian Federation in this region and the possibility of the Russian Federation exploiting energy resources in the Arctic region. The article brings together the issues connected with the Russian Federation and its policy in the region of the Arctic Ocean, and also portrays the importance of the Arctic in the changing international security environment.

    The article features the area of the Arctic which is the place of rivalry of countries. It occupies a special place in the Russian Federation’s energy and security policies. Moreover, the author draws a particular attention to features that today attract a growing interest in the Arctic area by the states claiming the right to it, and which include the United States, Canada, Den-mark, Norway and the Russian Federation. The most significant factors proving the importance of the Arctic include a large number of energy resources, which because of climate warming, are becoming more available, the size of the Arctic area and new transport routes. All these features make the Arctic an essential area of international engagement.

    The article presents dilemmas of the Russian Federation’s foreign policy towards Lithuania, Latvia and Estonia in 2010-2015. The author underlines the Baltic States’ strategic location, attractive for the Russian Federation in political and economic terms. The content also attempts to answer the following questions: 1. Why is the Baltic Sea basin so crucial in the Russian foreign policy? 2. How does the Russian Federation affect Lithuania, Latvia and Estonia and what measures are used for this purpose? 3. What are the foreign policy dilemmas and recommendations for the Russian Federation towards Lithuania, Latvia and Estonia? In the view of above, the aim of the article is to acquaint the reader with the Russian Federation’s ways and measures of pursuing foreign policy and attempt to formulate recommendations for its possible activities in the area under consideration.

    W niniejszym artykule autor przybliża przestrzeń Europy Środkowej i Wschodniej, a w niej zjawisko rywalizacji między Wschodem a Zachodem. Autor przedstawia również szereg czynników, które mają wpływ na geopolityczną ripostę Rosji w omawianym regionie, cele jakie zamierza zrealizować i konsekwencje podejmowanych działań. Stara się także odpowiedzieć na pytanie, co Zachód może stracić a co Rosja zyskać w efekcie działań w Europie Środkowej i Wschodniej.
    The article outlines the space of Central and Eastern Europe and the rivalry between the East and the West. The author stresses the specific character of the current situation calling it “pushing Russia out” from the East. Being in a difficult geo-political position, the Russian Federation is cornered in the economic confrontation with China which results in its offensive march into the Central European region. The author also presents numerous factors which affect Russia’s geo-political response in that region, goals that it is going to carry out and consequences of actions taken. Moreover, he tries to answer the question what the West can lose and Russia can gain in effect of operations in Central and Eastern Europe.

    Changing the paradigm of the international security after the collapse of a two-bloc system resulted in the necessity to search methods and tools by Central European countries to facilitate the peaceful functioning of the new security environment. Establishing lowinstitutionalized regional cooperation by Poland, Czechoslovakia and Hungary in the early nineties, was targeted for integration with Western security structures and in consequence to become independent from the Soviet Union. In this article, the authors presents the shape of the cooperation of four Central European countries forming the Visegrad Group in terms of security, by its reference to the wider political – geographical extent, covering the North Atlantic Alliance and the European Union.

    The research results presented in the paper are devoted to the mobility of smalltown residents in Poland under pandemic conditions. It aims to identify and evaluate public transport user behaviour with particular reference to determinants of urban public transport development. The subject is embedded in the COVID-19 pandemic situation. In the article, the query about the pandemic’s impact on changing travel demand is posed. The research was performed among the residents of small towns using an online survey questionnaire. Results indicate that respondents’ mobility was accomplished through a narrow range of transport means, most often walking. Effects of the pandemic appeared to be felt most strongly for travel related to cultural life and the pursuit of hobbies, including physical activities. Studies show that the development of urban transport requires numerous investments. The city managers, within the framework of interventions undertaken, in accordance with the principle of a system approach, should take into account three interrelated areas of activity, i.e. improvement of accessibility of the transport offer, modernisation of passenger services and investment in rolling stock and nodal elements of road infrastructure.
    Badania, których wyniki prezentujemy w niniejszym artykule zostały poświęcone wybranym problemom związanym z mobilnością mieszkańców małych miast w warunkach pandemicznych. Ich celem było rozpoznanie i ocena zachowań użytkowników komunikacji miejskiej ze szczególnym uwzględnieniem determinant rozwoju miejskiego transportu zbiorowego oraz wpływu pandemii COVID-19 na zmianę zapotrzebowania na podróże. Badania wykonano wśród mieszkańców ww. miast z zastosowaniem kwestionariusza ankiety internetowej. Wyniki wskazują, że mobilność respondentów realizowana była za pomocą wąskiego spektrum środków transportów, najczęściej w formie pieszych przemieszczeń. Skutki pandemii okazały się najsilniej odczuwalne w przypadku podróży związanych z życiem kulturowym oraz realizacją hobby/uprawianiem aktywności fizycznej. Badania dowodzą, że rozwój transportu miejskiego wymaga podjęcia licznych inwestycji. Zarządcy miast, w ramach podejmowanych interwencji, zgodnie z zasadą podejścia systemowego, powinni uwzględniać trzy wzajemnie powiązane ze sobą obszary działań, tj. poprawę dostępności oferty przewozowej, unowocześnienie obsługi pasażerskiej oraz inwestycje w tabor i punktowe elementy infrastruktury drogowej.

    A new method of creating constitutive model of masonry is reported in this work. The model is not an explicit orthotropic elastic-plastic one, but with an artificial neural network (ANN) giving an implicit constitutive function. It relates the new state of generalised stresses Σn+1 with the old state Σn and with an increment of generalised strains ΔE (plane-stress conditions are assumed). The first step is to run a strain- controlled homogenisation, repeatedly, on a three-dimensional finite element model of a periodic cell, with elastic-plastic models (Drucker-Prager) of the components; thus a set of paths is created in (Σ, ΔE) space. From these paths, a set of patterns is formed to train the ANN. A description of how to prepare these data and a discussion on ANN training issues are presented. Finally, the procedure based on trained ANN is put into a finite-element code as a constitutive function. This enables the analysis of arbitrarily large masonry systems. The approach is verified by comparing the results of the developed model basing on ANN with a direct (single-scale) one, which showed acceptable accuracy.
    W pracy przedstawiono sposób tworzenia makro-modelu konstytutywnego muru ceglanego. Przyjmuje się założenia płaskiego stanu naprężenia. Tworzony model nie jest modelem ortotropowym sprężysto-plastycznym, ale jest zbudowany jako sztuczna sieć neuronowa (SSN) dająca niejawną funkcję konstytutywną. Wiąże ona nowy stan naprężeń uogólnionych (sił membranowych) Σn+1 ze poprzednim stanem Σn oraz przyrostem odkształceń uogólnionych ΔE. Forma tak utworzonego makro-modelu konstytutywnego jest zgodna z analiza przyrostową problemu statyki w przypadku nieliniowości materiałowych. Składniki muru (cegła i zaprawa) są opisane modelami sprężysto-plastycznymi Druckera-Pragera. Parametry materiałowe składników muru oraz geometria komórki powtarzalnej stanowią dane wejściowe, służące budowie makro-modelu muru.

    Objectives. Post exercise proteinuria (PEP) is found in about 20–40% of sportsmen after intensive exercise. Urinary NGAL is a new marker of tubulointerstitial kidney damage. The relationship between PEP and uNGAL has not been defined yet. In presented study a resting uNGAL as a predictor of PEP was analyzed. The changes of albuminuria after exercise were monitored to estimate a frequency and range of PEP. Methods. 40 amateur healthy runners (mean age 36.65 ±10.61 years) participating in 10-km run took part in the study. Before and after the competition urine was collected. NGAL, albumin and creatinine were subsequently measured in urine. uNGAL to creatinine ratio (NCR) and albumin to creatinine ratio (ACR) were calculated. Results. 28 participants (mean age 37.9 ±11.46, 19 M, 9 F) with uNGAL below 15 ng/ml before competition were analyzed. The increase of ACR was observed in every case. Mean post-exercise ACR was 104.55 ±123.1 mg/g and was significantly higher than pre-exercise ACR 6.33 ±5.86 mg/g (p < 0.0005). The positive correlation was found between resting NCR and post-exercise ACR (r = 0.60, p < 0.05). Conclusions. Resting uNGAL positively correlated with PEP. The possible explanation of these findings is that persons with PEP had some early, occult tubulointersitial kidney damage. It is speculated that those runners have higher risk of chronic kidney disease.

    Artykuł przedstawia Metodę Dyskursu Eksperckiego wraz z opisem jej praktycznego zastosowania w środowisku naukowym Polskiej Szkoły Argumentacji. Metoda opracowana została z myślą o zorganizowaniu skutecznej współpracy między specjalistami tej samej dziedziny. Na kolejne etapy składają się: sondaż wśród ekspertów, mający wyłonić stanowiska, wybranie na jego podstawie najważniejszych oraz najbardziej kontrowersyjnych kwestii, przedyskutowanie ich w grupach i poddanie analizie za pomocą narzędzia OVA+. Artykuł zawiera sprawozdanie z pracy nad zagadnieniem siły argumentu, mającym szczególne znaczenie dla programu badań w Polskiej Szkole Argumentacji.
    The article presents the Method of Expert Discourse, and a description of its practical application within the scientifi c community of the Polish School of Argumentation. The method was developed in order to effectively organize collaboration among specialists working in the same fi eld of investigation. The application of the method consists of the following stages: carrying out a survey addressed to experts, which is to reveal main positions; and, on this basis, selecting of some most important and controversial issues, and fi nally discussing them in groups and analyzing with help of OVA+, a tool for argument processing. The article contains a report on the research into the issue of argument force, which has a particular signifi cance for the research program of the Polish School of Argumentation.
