Opis:: Artykuł przedstawia przegląd możliwych metod i narzędzi służących do modelowania działań i symulacji procesów. Są nimi: tablice decyzyjne, drzewo rozkładu i drzewo decyzyjne, diagramy decyzyjne i mapy procesów; notacja BPMN. Na podstawie przeprowadzonych badań literaturowych i własnych doświadczeń ze stosowaniem opisywanych w artykule narzędzi i metody symulacji stwierdzono, iż mapy procesu stanowią przydatne narzędzie modelowania z punktu widzenia prezentacji sekwencji zdarzeń, jakie występują w ich przebiegu. W tym świetle notacja BPMN staje się celowa do zastosowania z uwagi na swą przejrzystość, wskazanie poszczególnym działaniom, procesom i decyzjom zróżnicowanych źródeł i zasobów informacji, a także zapewnia uporządkowanie zapisu; oraz założenia oddzielenia sekwencji działań oraz komunikacji – przepływów informacyjnych.
This article provides an overview of possible methods and tools for modeling activities and simulating processes. These are: decision tables, decomposition tree and decision tree, decision diagrams and process maps; BPMN notation. Based on the literature and their own experience using the tools and simulation methods described in the article, it was found that process maps are useful tools for modeling from the point of view of the sequence of events that occur in their course. Therefore, the BPMN notation is intended to be used for reasons of transparency, indication of the individual actions, processes and decisions of the various sources and information resources, and to ensure that the records are organized; and the assumptions of separation of sequences of activities and communication - information flows.

Opis:: The article presents a concept of the methodology of managing information and technical resources related to carrying on the activities and actions described in the first part of the study, and the majority of legally determined actions resulting from the emergence of a crisis situation. As a research area, a special public utility object was chosen, namely a civil airport. The crisis situation that occurred at the airport requires the involvement of many services that aim to implement actions aimed at solving it. The process of the above-mentioned activities, covers formal, organizational and technical aspects. These aspects are briefly shown in the second part of the article. In the third part, special attention was paid to collecting information flows on the crisis situation. On the basis of the research, it was pointed out that the diversity of notification systems, both in the aspect of the available information resources and technical infra-structure, makes the information exchange process disturbed, which may have a significant impact on the time and manner of resolving the crisis situation. The authors in the article point out a possible way to solve this problem by unifying the system of informing all the services involved in activities in a crisis situation. The final part of the article attempts to present a methodology, based on the idea of creating templates of actions, activities and processes, the use of which for crisis management will allow involved bodies to improve the effectiveness of services in crisis conditions, especially in the area of making decisions based on available information.

The possibilities of using automated testing systems for researchof the railway axes have been described. Elements of repetitive shape can be be tested using automatic systems. It gives benefits in the form of time and speed of conducted research. Additional advantages are the possibility of archiving and recording parameters from the conducted tests in the form of diagrams from computer programs.

Opis:: The existing regulations impose the obligation to perform random cabin baggage security screening for the presence of traces of explosives (explosive trace detection, ETD) at airports. As a result, a problem arises in relation to the proper organization of security screening checkpoints and the provision of telematic devices used to facilitate the process. The study considered three options a) a dedicated ETD checkpoint, b) ETD screening in all security checkpoints, c) equipping all checkpoints with an explosive detection system (EDS). The purpose of the paper is to propose a mathematical model and conduct a practical evaluation of options concerning security checkpoint modernization in terms of the following criteria: capacity, cost, and efficiency of detecting prohibited substances. An independent evaluation was conducted on the basis of the criteria, considering the analysis of the actual inflow of baggage in individual security checkpoints and the annual costs of equipment and staff, while the efficiency of screening was subjectively evaluated by experts. The proposed mathematical model and the established calculation tool were used to evaluate the options of security checkpoint organization at Katowice Airport. As a result of the conducted analysis, option c) was recommended. This solution showed the best results in terms of capacity and efficiency and generated medium costs.

Opis:: Port lotniczy stanowi złożony system antropotechniczny (składa się z wielu elementów powiązanych licznymi relacjami wewnętrznymi), w którym silnie jest zaznaczona rola czynnika ludzkiego. Jednym ze szczegółowych zadań realizowanych przez zarządzającego portem lotniczym (ZPL) jest skonfigurowanie systemu zabezpieczeń portu lotniczego (SZPL), tak aby uzyskać oczekiwany poziom zaufania co do jego bezpieczeństwa. Polega ono na doborze infrastruktury, wyposażenia technicznego, alokacji personelu i środków finansowych niezbędnych do realizacji wszystkich funkcji SZPL. W artykule omówiono elementy składające się na SZPL, które są jednocześnie zmiennymi decyzyjnymi dla zarządzającego portem lotniczym podczas realizacji przez niego zadania konfiguracji SZPL. Zaproponowano rozmytą analizę SZPL opartą na modelu zależności i wpływu poszczególnych elementów systemu na poziom ochrony lotniska. Jego ocena będzie wyrażona wartością zmiennej lingwistycznej, a sposób jej uzyskania będzie uwzględniał ocenę skuteczności systemu kontroli bagażu, systemu kontroli osób, poziomu ochrony zewnętrznej i kultury bezpieczeństwa. W celu zilustrowania istoty metody przedstawiono modele lokalne do oceny poziomu ochrony przed nieuprawnionymi działaniami na terenie lotniska oraz do oceny skuteczności systemu kontroli bagażu rejestrowanego. W pracy przedstawiono sposób uzyskiwania oraz przykładowe parametry przyjętych trapezowych funkcji przynależności dla zmiennych lingwistycznych Napłotowy oraz Wykrywalność materiałów. Proponowana metoda oceny systemu zabezpieczeń lotniska polega na budowie hierarchicznego systemu wnioskowania rozmytego, w którym wyjścia z modeli lokalnych niższego rzędu są wejściami modeli lokalnych wyższego rzędu. System taki jest obecnie tworzony. Wstępne analizy pokazują, że proponowane podejście może być skuteczne jako element systemu wspomagania zarządzającego portem lotniczym w zakresie konfiguracji SZPL.
An airport is a complex human-factors engineering system; it is composed of many elements interconnected with numerous internal relations with a strongly pronounced role of the human factor. One of specific tasks carried out by the airport managing entity (AME) is to configure the airport protection system (APS) so that to attain the expected level of confidence in the airport safety. The task consists in selection of infrastructure, technical equipment, allocation of personnel and financial means that are necessary to perform all functions of the APS. The paper discusses the elements that make up the APS that are both decision variables for the airport operator during the execution of the APS configuration tasks. Fuzzy APS analysis is proposed based on the model of dependency and impact of the individual components of the system at the level of airport security. This assessment will be expressed by the value of linguistic variable. The method to obtain this value would include an assessment of the effectiveness of the baggage inspection system, the passenger inspection system, the level of external protection and security culture. To illustrate the concept of the method, local models to assess the level of protection against unauthorized activities at the airport and to assess the effectiveness of the baggage inspection system are presented. The paper describes a method for obtaining parameters of trapezoidal membership functions which have been adopted for the linguistic variables “Napłotowy” and “Wykrywalność materiałów”. The proposed method of assessing the airport security system involves the construction of a hierarchical fuzzy inference system in which the outputs of the lower-level local models are inputs of higher-order local models. Such a system is being established. Preliminary analyzes show that the proposed approach can be effective as part of a system for supporting the airport operator in configuring APS.

Opis:: Checked baggage, placed in the hold of an aircraft, screening is one of the most important elements of the airport security system, affecting the safety of entire air transport. In various airports, technical equipment but also the organization of checked baggage screening process vary widely. The paper presents an analysis aimed at creating a model of the organization of the screening process. Using this model can help airport managers in selection of the variant of screening organization depending on the current situation in the terminal. The essence of the method is to determine the relationship between factors such as: technical equipment, staff training and the number of staff errors, and also a variant of the organization of screening process and the effectiveness of the screening. This relationship cannot be defined in a precise and accurate manner, so it is necessary to use methods appropriate for the case when we have the information imprecise, uncertain and subjective. The obtained results allow to assess how effective is the checked baggage screening process at each of the possible variants of the organization. This allows the selection of a variant according to the technical equipment we have and also what passengers stream must be serviced.
Kontrola bagażu rejestrowanego umieszczanego w luku bagażowym jest jednym z najważniejszych elementów systemu zabezpieczeń portu lotniczego, mającym wpływ na bezpieczeństwo transportu lotniczego. W różnych portach lotniczych wyposażenie techniczne, ale także organizacja procesu kontroli bagażu rejestrowanego różnią się znacznie. W pracy przedstawiono analizę zmierzającą do stworzenia modelu organizacji kontroli bezpieczeństwa bagażu rejestrowanego. Przy wykorzystaniu tego modelu można wspomagać wybór wariantu organizacji w zależności od aktualnej sytuacji w terminalu. Istotą metody wspomagania jest określenie zależności między czynnikami, takimi jak wyposażenie techniczne, wyszkolenie personelu i liczba popełnianych błędów oraz właśnie wariant organizacji kontroli, a skutecznością tej kontroli. Zależność ta nie może być określona w sposób ścisły i precyzyjny, konieczne jest zatem stosowanie metod właściwych dla przypadku, kiedy dysponujemy informacją nieprecyzyjną, niepewną i subiektywną. Uzyskane wyniki pozwalają na ocenę, jaka jest skuteczność kontroli bagażu rejestrowanego przy każdym z możliwych wariantów organizacji. Pozwala to na dobór wariantu w zależności od tego, jakim wyposażeniem technicznym dysponujemy, a także jaki strumień pasażerów należy obsłużyć.

Opis:: The object of this article is to present the issues related to the carrying out of pickpocketing on public object, which is the airport. We presented methods and ways of criminal activities of persons engaged in theft of another's property as well as the actions and behavior of using the facility, which should be taken to avoid becoming a victim of this practice. The proceedings are also persons submitting the notification of the offense and the proceedings in the case to find their lost things carelessly reported to law enforcement authorities.
Przedmiotem niniejszego artykułu jest przybliżenie tematyki związanej z dokonywaniem kradzieży kieszonkowych w obiekcie użyteczności publicznej, jakim jest lotnisko. Zaprezentowane zostały metody i sposoby przestępnego działania osób trudniących się kradzieżą cudzego mienia, a także działania i zachowania korzystających z obiektu, jakie powinny być podejmowane, aby uniknąć stania się ofiarą tego procederu. Przedstawione też zostało postępowanie osób składających zawiadomienie o przestępstwie, a także postępowanie w sytuacji odnalezienia przez nich utraconych rzeczy.

Opis:: Przedmiotem niniejszego artykułu jest wskazanie problematyki funkcjonowania służb ratowniczych w sytuacjach kryzysowych. Problem oraz proponowane środki i sposoby jego rozwiązania przedstawiono w artykule na przykładzie szczególnego obiektu badań, jakim jest port lotniczy Katowice – Pyrzowice. Z uwagi na międzynarodowy charakter działalności portu lotniczego, jego potencjalna podatność na występowanie i skutki wszelkiego rodzaju sytuacji kryzysowych jest znaczna. Rygorystyczne przepisy prawne, regulujące działalność lotniskową zarówno w aspekcie bezpieczeństwa w rozumieniu operacyjnym, jak i ochrony lotnictwa cywilnego, są zorientowane na minimalizowanie zarówno ryzyka powstania sytuacji kryzysowej, jak i jej potencjalne skutki. Wspólne działania służb ratowniczych wymagają skutecznej koordynacji wszystkich służb na wszystkich szczeblach szczeblu funkcjonowania administracji zespolonej. W referacie zaproponowano rozwiązanie, zorientowane głównie na doskonalenie łączności pomiędzy uczestniczącymi w działaniach kryzysowych podmiotami, które powinno zapewniać koordynację służb ratowniczych na poziomie przekazywania jednolitej, precyzyjnej informacji do wszystkich zaangażowanych formacji.
The subject of this article is to point out the problems of the functioning of the emergency services in crisis situations. The problem and the proposed measures and possible solutions are presented in the article on the example of a particular object of research, which is the airport Katowice - Pyrzowice. Due to the international nature of the activity of the airport, its potential susceptibility to the occurrence and effects of all kinds of emergency situations is considerable. Stringent legal provisions governing the activities of airport both in terms of safety for the purposes of operating, as well as civil aviation security are oriented to minimize both the risk of a crisis and its potential effects. Joint activities require effective coordination of all services at all levels of the level of functioning of the administration complex. The paper proposes a solution-oriented mainly on the improvement of communication between participating in the activities of emergency entities. This solution should provide coordination of emergency services at the level of the transmission of single, accurate information to all involved formation.
