Energy and climate issues are an essential part of the sustainable development process of the EU countries. They are also one of the primary objectives of international policy, as evidenced by their inclusion in Agenda 2030, adopted by the UN in 2015 among the Sustainable Development Goals. The implementation of these goals is also taking place in the EU countries. Although climate protection and energy transition activities have been undertaken in the EU for years, individual countries significantly vary in this regard. The aim of the research, the results of which are presented in this paper, was to analyze similarities between the EU countries in terms of sustainable energy and climate development. The analysis was conducted for all EU countries, based on 14 indicators characterizing energy and climate sustainability, in energy, climate, social and economic dimensions. Kohonen’s artificial neural networks were used for analysis. The research was conducted for data from the period between 2009-2018. The results showed that in the studied period (10 years), significant differences were found between the EU countries. A high level of energy and climate development was reported for Sweden, Denmark, Austria and France, among other states, and a low level for e.g., the Czech Republic, Poland and Bulgaria.

Energy security is one of the basic tasks carried out by individual countries. It is of great socio-economic and political importance and constitutes the basis for independent development of both economies and groups of countries. Access to adequate resources of affordable and environmentally neutral energy in the production process is the basis for sustainable energy development. Therefore, an important element of sustainable energy is its environmental neutrality. Currently, this condition is fulfilled to the greatest extent by energy produced from renewable energy sources (RES). Renewable energy development is taking place all over the world, but the European Union (EU) is a definite leader. In its energy policy, the importance and role of RES in the energy production structure has been growing systematically for many years. Introduced regulations and energy strategies caused member states to take extensive actions to achieve the set targets for RES. However, the large diversity of the EU countries makes this process occur with different intensity. Thus, it was justified to conduct research to assess the level of renewable energy use in the EU countries in a 15-year perspective (2004-2019). The research was based on a set of 4 indicators characterizing the use of renewable energy in the EU countries by means of the WASPAS method (from the group of MCDM methods). The results showed that a high level of RES use in the whole studied period was found in Sweden, Austria, Latvia and Finland, and a low level, for 2004, was found in Cyprus, Luxembourg and Malta, and for 2019 – in Luxembourg and Malta.

Hard coal mines and mining enterprises involved in hard coal exploitation in the area of the Upper Silesian Coal Basin (Górnośląskie Zagłębie Węglowe) are characterised by the presence of natural hazards typical of this type of exploitation. These hazards include the risks related to methane, coal dust explosion, endogenous fires, as well as rock burst and caving of roof rocks. The article presents the results of a taxonomic analysis aimed at determining the similarity of hard coal mines and mining enterprises in Poland in terms of the dangerous incidents caused by the risks related to methane, coal dust explosion, endogenous fires, as well as rock burst and caving of roof rocks. The analysis was carried out for the 2008-2018 data and encompassed a total of 26 hard coal mines and mining enterprises located in the Upper Silesian Coal Basin. The analysis was performed using the k-means method of non-hierarchical clustering. The main objective of the article was to determine homogenous groups (clusters) of mines exhibiting the greatest similarity in terms of dangerous incidents caused by the activation of natural hazards in the years 2008-2018. These data can be successfully used for the development of preventive measures and risk analyses for these enterprises.

In the case of longwall ventilation, in the underground hard coal mines, a phenomenon related to the migration of a certain amount of the air stream supplied to the longwall deep into goaf zones occurs. One of the wall ventilation systems, in which this phenomenon is quite intense, is the so called “Y” ventilation system. This migration is immensely unfavorable because it can lead to the self-heating process of coal left in a goaf and, consequently, to an endogenous fire. Such a fire is a great threat to both the safety and continuity of operation processes. For this reason, various activities are undertaken to prevent such a fire from occurring in goaf zones. One solution is a method presented in this article. It aims at determining an area in goaf zones, where an endogenous fire may occur. The study focused on the longwall ventilated with the Y system. This area was determined based on two criteria, namely air velocity and oxygen content. The study was carried out for various volumes of air supplied to the longwall. Therefore, the purpose of the study was to develop research methodology and determine the location of an area at the risk of an endogenous fire. The location of this area was determined for three different volume expenditures of air supplied to the longwall ventilated with the Y system.

Hard coal mines are vulnerable to a series of hazards that affect the safety and effectiveness of mining production. One of such hazards is the risk of underground fires. As the exogenous underground fires appear suddenly and have a highly dynamic course, it is very often necessary to quickly evacuate the crew from the danger area. The time needed to evacuate the crew from the danger area is most commonly determined by means of analytical methods, which provide a very general calculation. Therefore, it becomes necessary to also make use of other methods and tools for determining this time. Undoubtedly, such characteristics are offered by modern calculation methods based on the artificial intelligence (AI) algorithm and characterised by high accuracy. The paper presents a sample application of such a method for evacuating a 20-member crew from the heading under threat. In order to determine the evacuation time for those individuals, a calculation model was built for the total length of the escape routes equal to 900 m. The results revealed that the total evacuation time for workers moving with the speed corresponding to the movement speed in a heading filled with smoke (with considerably reduced visibility) will amount to approx. 21 minutes. The results obtained may constitute an essential source of information for service teams responsible for ensuring the operational safety in mine headings. At the same time, the model developed allows for broader application to the estimation of crew evacuation times from danger areas.

Despite the ongoing changes in the energy and economic structure of the European Union countries, mineral and energy resources such as hard coal, brown coal, natural gas, copper ores, zinc ores and many other minerals continue to be extracted. Each year, the mining and extraction sector emits thousands of tons of harmful substances into the atmosphere, in the form of greenhouse and other air-polluting gases, as well as harmful dusts. These substances include, amongst others, carbon dioxide, methane, carbon monoxide, as well as PM2.5 and PM10. The European Union climate policy clearly recommends that the exploitation of mineral resources be carried out in full respect of the principles of their rational, economical and environmentally neutral acquisition, which is confirmed by the promoted strategy of sustainable development economy. Therefore, this means the necessity to undertake actions aimed at limiting the emission of greenhouse gases and air pollutants into the atmosphere. To assess the actions taken by the European Union countries to date with respect to limiting those emissions, a comparative analysis was carried out for the particular countries. This analysis encompassed the emission of harmful substances from the mining and quarrying sector by the European Union countries in the years 2008 and 2017. The purpose of the analysis was to show the diversity of those countries in terms of the emission of harmful gases and dusts, as well as to divide them into similar groups. Such a division paves the way for developing a common climate policy and exchanging experiences between the countries from the particular groups. The European Union countries were divided into similar groups using the k-means grouping method. Comparison was also made for the emissions of the substances under analysis for the particular countries over the research years. The results obtained unequivocally demonstrate that this emission has been limited in the European Union, but there are countries where the emission of certain substances has increased.

One of the basic ventilation hazards and, at the same time most dangerous, in hard coal mines is the methane hazard. During the exploitation process using the longwall system with the breaking down of roof rocks, methane is released into mining excavations from both mined coal and the one left in goaves. Significant amounts of methane also flow from the underworked and overworked seams, through cracks and fissures formed in the rock mass. When accumulated at an explosive concentration level in goves and at an appropriate oxygen concentration level and the occurrence of a trigger (e.g. a spark or endogenous fire), methane may either explode or ignite. These are immensely dangerous phenomena. Therefore, the possibility of their occurrence should be limited. The article presents the results of the research aimed at determining the impact of the permeability of goaf zones on the distribution of methane and oxygen concentration levels in these goaves. The study was carried out for the longwall ventilated with the Y system. The model analysis was conducted, the results of which allowed the authors to determine these distributions. On their basis, both the location and size of the areas in which hazardous methane concentrations could occur were designated. The results are of great practical importance as they indicate areas in goaves where preventive measures should be implemented.

Dustiness of the mine atmosphere during carrying out exploitation is one of the most hazardous factors threaten to health and life of employees. Also it is large hazard for all type of mechanical and electrical devices operating in mining headings. Coal dust is also very dangerous due to its possibility of explosion. Currently applied technologies of rock mass mining process, entire transport process of output and applied ventilation system cause that rock and coal dust is presented practically in each of the mining heading. Practically, is impossible to eliminate dust from mining headings. However, one can determine its parameters and potential ways its displacement. In the paper there is presented modeling research methodology of dustiness state in a driven dog heading. Developed model is the basis for this methodology, including the diphase flow of mixture of air and dust in the mining heading. Analysis was performed for real driven dog heading. Based on performed analyses, distributions of particular fraction and movement trajectories of selected dust grains were determined. Developed methodology gives a lot of opportunities for analysis of dustiness state in mining headings and in other compartments. It enables to determine parameters of particular grains and their impact on ventilation parameters of the air stream in the tested headings. Obtained results can also be used to reduce dust hazard.

The methane hazard is one of the most dangerous phenomena in hard coal mining. In a certain range of concentrations, methane is flammable and explosive. Therefore, in order to maintain the continuity of the production process and the safety of work for the crew, various measures are taken to prevent these concentration levels from being exceeded. A significant role in this process is played by the forecasting of methane concentrations in mine headings. This very problem has been the focus of the present article. Based on discrete measurements of methane concentration in mine headings and ventilation parameters, the distribution of methane concentration levels in these headings was forecasted. This process was performed on the basis of model-based tests using the Computational Fluid Dynamics (CFD). The methodology adopted was used to develop a structural model of the region under analysis, for which boundary conditions were adopted on the basis of the measurements results in real-world conditions. The analyses conducted helped to specify the distributions of methane concentrations in the region at hand and determine the anticipated future values of these concentrations. The results obtained from model-based tests were compared with the results of the measurements in real-world conditions. The methodology using the CFD and the results of the tests offer extensive possibilities of their application for effective diagnosis and forecasting of the methane hazard in mine headings.

Research background: Sustainable development of the modern world represents an opportunity to preserve economic growth and technological progress, as well as social development, without limiting the possibilities of this development for past generations. The directions of this development are included in the 17 goals and 169 tasks of the 2030 Agenda for Sustainable Development. The achievement of these goals and the implementation of the adopted tasks is a huge challenge for individual countries and regions. This also applies to the European Union (EU), where economic development is closely linked to environmental protection and social inclusion. Of key importance in this context is Objective 9 of Agenda 2030, and thus its level of implementation in the EU-27 countries is the aim of the research presented in this paper. Purpose of the article: The research involved assessing the level of EU countries in terms of building stable infrastructure, promoting sustainable industrialization and fostering innovation, i.e., the main areas of Goal 9 of Agenda 2030. Methods: The assessment was based on the EU-27 countries' sustainable development index (SDG9) determined with the use of 14 indicators characterizing these areas between 2015-2020. The basis of the developed methodology was a multi criteria decision making approach (MCDM methods). TOPSIS, WASPAS and EDAS methods were used to determine the sustainability index, and the Entropy, CRITIC and standard deviation (SD) methods were used to determine weights for the adopted indicators. In addition, the use of the Spearman's and Kendall's Tau non-parametric tests enabled the analysis of the relationship between the SDG9 index and the basic economic, environmental and energy parameters, as well as the digitalization of the countries under study. Findings & value added: The results show that the EU-27 countries vary widely in terms of implementing Sustainable Development Goal 9 of Agenda 2030 over the analyzed period. Now, the most advanced in this respect are Denmark, Germany, Luxembourg, the Netherlands, Finland, and Sweden. By contrast, substantial problems are found in Bulgaria, Greece, Portugal, and Lithuania. The results also provide an opportunity to trace changes in the value of the designated index in individual countries, and in groups of countries of the "old" and "new" EU. These results significantly enrich the knowledge of the effectiveness of implementing Goal 9 of Agenda 2030 in the EU-27 countries and the relationship between the development of individual countries and sustainable development economy. These findings can also be used to create new EU-27 strategies for sustainable and solidarity-based development of the whole EU. In addition, the results can be helpful to decision-makers as they highlight important indicators related to innovation, industrialization and infrastructure that should be considered when formulating a country's sustainable development strategy. The added value of the study is the research procedure presented, which can be used in analyses on the study of various issues related to sustainable development for other groups of regions.

Methane is one of the most dangerous gases occurring in mining production. Being inseparably connected with the rock mass, it presents a serious risk to occupational safety and reduces the effectiveness of mining production. A particularly high methane hazard occurs directly during exploitation in longwall headings and the drivage of roadways. Exceeding the maximum allowable level of its concentration in these headings makes it necessary to disconnect all machines until this concentration level is reduced. This leads to unscheduled downtimes of such machines, thus increasing the costs of their operation and decreasing their effectiveness. The paper demonstrates the results from the analysis of machine downtimes in the drivage of roadways, caused by excessive methane concentration levels. The analyses were based on the indications from the system for automatic monitoring of the ventilation parameters in this heading. The results obtained clearly demonstrated that exceeded values of methane concentration caused a series of unexpected downtimes in the drivage process. As a result, the process was disturbed and its effectiveness reduced. The presented analyses are one of the first to address the issue of how methane emissions affect machine downtimes. However, this phenomenon represents a major problem that needs to be addressed comprehensively in order to minimise the losses arising out of the necessary disruptions to the exploitation process.

Opis:
Underground mining production is an extremely important process for the economy and carried out in very difficult and complex environmental conditions. The disturbance of the balance of this environment makes it also a very dangerous process. Due to the importance of coal, mainly as an energy raw material, the process of its exploitation is carried out all over the world. The specificity of its production is mainly determined by mining and geological conditions, which determine the method of operation and the selection of machines and devices for this process. One of the most dangerous natural hazards associated with this process are ventilation hazards, including methane hazard. The reason for this threat is methane, an odorless and colorless gas, which becomes a flammable and explosive gas under certain criteria. These features make this gas a huge threat to mining operations. Its huge amounts, contained in coal seams, are released into the mine atmosphere during the exploitation process, causing a very high threat to work safety. Events related to the occurrence of methane are most often the cause of mining disasters, in which people die and the technical and mining infrastructure is destroyed. The reason for the growing methane hazard is the increasingly difficult mining conditions, and mainly the increasing depth of mining, and thus also the increase in methane-bearing capacity of the seams. Taking into account the huge impact of methane hazard on the mining process, the article discusses its impact on the safety and efficiency of this process. The results of the literature review with regard to this risk are presented and the accident statistics are presented. On the basis of actual data, an analysis of interruptions in the exploitation process related to exceeding the permissible me-thane concentrations was carried out in one of the mines. The problem of limiting the production process due to these exceedances is an important factor reducing the efficiency of this process. The obtained results clearly indicate that the losses resulting from these breaks deteriorate the profitability of the entire process and affect the economic efficiency of the industry. In order to effectively counteract the dangerous phenomena related to the methane hazard and to improve the efficiency of the mining production process, solutions were proposed to improve this state and the directions for further research were proposed.
