Opis:
First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.

Opis:
Poor lookouts, i.e. one of errors in situation awareness, are pointed out as the major cause of collisions of ships, through investigations of collision accidents. In order to evaluate safety measures for preventing collisions caused by poor lookouts, it is necessary to understand background factors, so called “contexts”, of errors in situation awareness regardless of occurrence of collisions. The purpose of this study is to point out the possible significant contexts, using a navigator’s situation awareness model. As a result, we point out that one of the possible significant contexts is a problem on judgment of priority levels of other ships with regard to attention.

Many ship collisions have been caused by a navigator’s error in the situation awareness (SA) of the navigator. In congested sea areas, navigators classify ships on the basis of different priority levels. For safety measures against ship collision, it is imperative for navigators to recognize the ships with high priority levels. In previous study, navigators’ SA was measured in a ship maneuvering simulator using the Situation Awareness Global Assessment Technique (SAGAT). From the results of the previous study, we proposed a new risk category, named as “attention area,” that covers ships with high priority level in the SA of navigators. However, the extent of data for navigators’ SA was limited. Therefore, the purpose of this study is to confirm the validity of the category using additional data of navigators SA. In this study, the validity of the proposed category was confirmed, and a limit line surrounding ships with high priority levels was identified. In addition, it was evident that the category was able to detect ships with high priority level around the time when the collision avoidance was performed.

This paper aims to examine numerous sustaining factors in the restabilisation of Afghanistan, from legal, logistical and technical perspectives. The significance of logistics and infrastructure for state reconstruction and stability has been recognised by military and engineering practices. However, previous research on Afghanistan has focused on specific areas such as geopolitics, regional studies, bilateral cooperation and international aid. In contrast, this paper examines specialised issues within logistics and infrastructure, i.e., transit rights, access to ports, investors’ codes of conduct and the modus operandi of military and engineering engaged in the construction, operation and protection of infrastructure, which have not yet been fully discussed in the previous research. Furthermore, the importance of logistics of multiple shipping routes will be examined through comparative analysis. Considering a prolonged restabilisation process in land-locked Afghanistan, rights of transit and port access are imperative to achieve safe logistics in energy, water, food and medical supplies. In conclusion, an integrated, comprehensive model agreement for multilateral cooperation would enable international aid to be funnelled via a single scheme. Thus, this paper concludes that the long-term stability and development of Afghanistan will be guaranteed through a comprehensive framework agreement for logistics, which materialises rights of transit and port access.
