Opis:
The aim of the article is to show the current state of public opinion of Poles on biotechnology and genetic engineering in the context of European Union countries. The authors refer to the results of their own study based on a survey conducted in 2019 in Poland. To introduce the matter of public opinion on biotechnology and genetic engineering in the European Union a short review of research related to the topic is presented, showing discrepancies in perception of biotechnology and genetic engineering. The results of the survey showed that more than half of Poles noticed that products obtained by genetic engineering techniques are available on the market. Despite the fear of the research in the field of biotechnology and genetic engineering, 39 to 69% (depending on the subject of research) of Poles supported them. Moreover, 62% of Poles were opponents of genetically modified feeds as they believed that they can be harmful to human life and health. The findings regarding the current consumer perception, knowledge, and attitude towards genetically modified foods and feeds will help in building strategic approaches to educating society about genetically modified organisms and genetically modified products.

We discus legal status of plants obtained using NBT: whether they are to be treated as GMOs or not. The conclusion may have a negative impact on the development of research on them and their practical use. The problem of the application of provisions on GMOs in relation to the products of some of the NBT has been the subject of the decision of the Court of Justice of the European Union (CJEU) in Case C-528/16 – this topic is analyzed in details.

The production of domestic protein for feed in Poland is insufficient. The import of feed raw materials, especially soybean, which is genetically modified (GM) is necessity. In 2016, Poland imported about 2 million tonnes of GM soybean. In Poland was introduced a ban for using and production of GM feed (Law – animal feed from 2006). This ban has already been suspended few times, mainly due to the fact, that the complete replacement of imported GM soybean meal with other components was impossible. The Minister of Agriculture and Rural Development appointed “Team for alternative sources of protein”, responsible for finding solutions that will impact on reducing imports and will increase the share of domestic sources of protein in animal feed. To achieve this aim research are needed to indicate plants and their possibilities for using. The aim of the article is to analyse selected feed components such as: soybean and rapeseed meal, sunflower meal and oilcakes. This analysis concerns the area of cultivation of soybean, rapeseed and sunflower, purchase costs of meals and oilcakes, properties of these components and foreign trade in Poland.

”Bio” technologies are significant for the future prospects and for knowledge based bioeconomy in general. In the article we examine two areas of problems – one connected to the issue of use of genetic resources and traditional knowledge and another – connected to new plant breeding techniques. We examine whether the law is up to date with the developments in the area of biotechnology and if there is a need for legislative changes in these areas. As it turns out, the necessary legislation may be significantly behind the progress of bio-science. Also, we present potential paths for solving such problems.

Bioeconomy and circular economy are lately buzzing words in political as well as in academic groups. Both of those ideas are based on biotechnology knowledge and they are assuming implementation of new, environmental-friendly technologies, which should contribute to reduction of fossil fuels usage and creation of job opportunities in country as well as urban areas. Furthermore in both – European frame program “Horizon 2020” and Polish “National Development Strategy 2020” issues related to bioeconomy and biotechnology are emphasized. In Cracow from 3 to 6 July 2016 was held 17th European Congress on Biotechnology (ECB2016), organized by European Federation of Biotechnology and Biotechnology Committee of Polish Academy of Sciences. This meeting gave the opportunity for scientist, companies and policy makers for collaboration upon different aspects of agricultural, industrial and medical biotechnology and its contribution to development of bioeconomy ideas.

As a result of thousands of years of agriculture, humans had created many crop varieties that became the basis of our daily diet, animal feed and also carry industrial application. Soybean is one of the most important crops worldwide and because of its high economic value the demand for soybean products is constantly growing. In Europe, due to unfavorable climate conditions, soybean cultivation is restricted and we are forced to rely on imported plant material. The development of agriculture requires continuous improvements in quality and yield of crop varieties under changing or adverse conditions, namely stresses. To achieve this goal we need to recognize and understand the molecular dependencies underlying plant stress responses. With the advent of new technologies in studies of plant transcriptomes and proteomes, now we have the tools necessary for fast and precise elucidation of desirable crop traits. Here, we present an overview of high-throughput techniques used to analyze soybean responses to different abiotic (drought, flooding, cold stress, salinity, phosphate deficiency) and biotic (infections by F. oxysporum, cyst nematode, SMV) stress conditions at the level of the transcriptome (mRNAs and miRNAs) and the proteome.

Conversion of scientific achievements to market a product is a key issue and the best description of significance of science for society. In the case of experts in the natural sciences in Poland, we observe a high intellectual potential of researchers and several scientific discoveries. However, Polish inventions are very rarely available on the market and the number of national and international patent applications done by Polish scientists is very limited. For the development of bioeconomy, the progress in biotechnology is critical.

Biogospodarka i agrobiotechnologia są wzajemnie powiązane i nierozerwalne. Liczne produkty dostępne dla konsumenta jednoznacznie potwierdzają znaczenie rynkowe agrobiotechnologii. Aktualny stan legislacji w Polsce (nowelizacja ustawy „O GMO” podpisana przez Prezydenta Bronisława Komorowskiego 6. 02. 2015 r.) w zasadniczym stopniu spowalnia rozwój możliwych komercjalizacji osiągnięć naukowych. Jednocześnie porozumienia na szczeblu międzynarodowym, jak „ Protokół z Nagoi”, powodują dalsze utrudnienia i potencjalne komplikacje w kooperacji międzynarodowej.
Bioeconomy and agrobiotechnology are strictly connected. Many products available on the consumer’s market support this observation. Recent status of legislation in Poland (President Bronisław Komorowski signed on 6th Feb. 2015 the amendment of Polish Statute “About GMO”) in significant degree slows down the development of commercial application of the scientific achievements. Simultaneously the international agreements, like “Nagoya Protocol”, make the international cooperation more difficult.
