Opis:: Obywatelstwo narodowe jest obecnie analizowane w naukach społecznych w różnych wymiarach i przestało być traktowane wyłącznie w kategoriach praw jednostek i ich obowiązków względem państwa. Poza tym rozwijane są postnarodowe koncepcje obywatelstwa. Te tendencje znajdują swoje odzwier-ciedlenie w obywatelstwie miejskim. Celem niniejszego artykułu jest zaryso-wanie tej koncepcji oraz wskazanie na istniejące i możliwe przyszłe innowacje w miastach europejskich. Jak wskazuje autor, obywatelstwo miejskie jest zwią-zane z kluczową kategorią „prawa do miasta” i różni się w wielu aspektach od obywatelstwa krajowego. Na przeszkodzie wcielania w życie jego pluralistycz-nego modelu stoją niejednokrotnie realia polityczne i współczesne wyzwania dotyczące kwestii migracji, wielokulturowości czy integracji mniejszości. W związku z tym niezbędne jest wdrażanie innowacji, mających na celu w pierwszej kolejności większe otwarcie przestrzeni publicznej na obywateli.
National citizenship is being currently analyzed in social sciences in different dimensions and it is not treated as solely the issue of rights of individuals and their obligations to the state. Moreover, the post-national concepts of citizen-ship have been developed. This tendency is reflected in the urban citizenship. The goal of this article is to outline this concept and point out the existing and possible future innovations in the European cities. The author indicates that the urban citizenship is connected with the key concept of “right to the city” and differs in many aspects from the national citizenship. The obstacles to the implementation of the pluralistic model are often the political reality and the contemporary challenges concerning the migration issue, multiculturalism or integration of minorities. Due to this, it is indispensable to implement innova-tions, aimed first of all at opening the public space for citizens.

Opis:: Turkey is an important actor of the war in Syria. After the first months of the conflict the Syrian neighbour began supporting the opposition forces in the war and took a very critical approach to Bashar al-Assad’s regime, based on the assumption that the Syrian president must definitely resign from the office. It was a substantial change of the Turkish policy towards Syria in comparison to the first decade of the 21st century. The main goal of this article is an in-depth analysis of Turkey’s policy towards the war in Syria in order to identify the reasons for a specific, inflexible Turkish position. The author verifies positively a hypothesis that the Turkish policy towards Syria and the war there is a result of the interplay of many domestic and foreign policy factors in Turkey as well as the regional and international situation. The inflexible Turkish position is in this context a consequence of the more sectarian policy of the AKP government (reflecting the departure from the “strategic depth doctrine”) connected with the ideological factor as well as the negative consequences of the Assad regime’s actions for Turkish security and the increasingly complex Kurdish issue.

Opis:: Die positive Einstellung Polens (der Regierung und der Bevölkerung) gegenüber der weiteren EU-Erweiterung unterlag in den Jahren 2007–2008 keinen bedeutenden Schwankungen im Vergleich zur vorhergehenden Periode. Weiterhin kann auch von einer entwickelten Strategie der polnischen Regierung in diesem Prozess nicht die Rede sein. Doch die neue, vorsichtigere Stellung der Union zur Erweiterung verursacht, dass neben der taktischen (nicht gänzlich durchdachten) Idee der Unterstützung aller potentiellen Kandidaten, um die Umsetzung der proeuropäischen Anstrebungen der Ukraine zu unterstützen, auch mehr komplexe Ideen für die Position Polens in der Frage der EU-Erweiterung und die Einsetzung einer breiteren Palette von Instrumenten zum Erscheinen kommen. Die neue Stellung der Union zu dem hier besprochenen Prozess trägt auch zur Stärkung des Pragmatismus und Realismus der polnischen Politik bei. Regierungswechsel im Herbst 2007 hatte dabei keinen Einfluss darauf. Es gibt hier zwar Unterschiede, sie resultieren aber aus Verschiedenheiten in den Ansichten der Regierenden in Fragen, die nicht direkt mir der EU-Erweiterung verbunden sind (zum Beispiel in der Begreifung des Staatsinteresses). Die Eckpunkte der polnischen Erweiterungspolitik und die wichtigsten von Polen präsentierten (geostrategischen und historisch-kulturellen) Argumente haben sich nicht geändert. Richtung der Erweiterung bleibt weiterhin Osteuropa. Der Unterschied liegt in der öfteren Erwähnung neben der Ukraine auch anderer Länder dieser Region und engere Verbindung der Integration mit der EU und NATO. Auch die polnische Stellung gegenüber den Beitrittskandidaten in Westbalkan und der Türkei hat sich nicht geändert. Polen betreibt hier nach wie vor eine eher reaktive Politik. Doch in den Jahren 2007–2008 wurden hier neue Argumente in Betracht genommen bzw. wurden bisherige Fragestellungen stärker betont. Außerdem im Fall der Türkei beginnen die polnischen Entscheidungsträger in einer Zwietracht zu sprechen. Wenn die polnische Regierung weiterhin zur türkischen Kandidatur überzeugt ist, so ist auf der Seite des Präsidenten eine gewisse Zurückhaltung zu spüren. Die Überlegungen um die Kandidatur der Türkei werden von der ungünstigen Entwicklung der politischen Lage in diesem Land beeinflusst. Auch in der Zukunft werden die internen Ereignisse im jeweiligen Land zu einem wichtigen Faktor der polnischen Stellung zur Erweiterung der Union sein. Ein anderer Faktor kann die Lage innerhalb der Union und in den Mitgliedstaaten werden. Schwierigkeiten in der Erfüllung der Mitgliedschaftsbedingungen von den Beitrittskandidaten und die Probleme der Union selbst können weitere Änderungen der polnischen Stellung gegenüber den einzelnen Kandidaten hervorrufen. Eine positive Einstellung gegenüber dem Erweiterungsprozess der EU an sich soll jedoch unverändert bleiben. Dass die Regierungswechsel hierauf Einfluss haben sollten, ist nicht zu erwarten.

Opis:: In the literature on democratization and autocratization, one of the areas which clearly shows a gap in the theoretical framework is a very important territorial dimension of theseprocesses. This article is aimed at proposing the theoretical approaches based on two main pillars, which can be used in studies on democratization and autocratization at the subnational levels. The first one refers to democracy and changes of political regimes (approaches to democratization / autocratization and more static issues of the quality of democracy and local democracy). The second one refers to the territorial politics, accounting for the multilevel and network governance as well as theories of decentralization. Eventually, the author also presents possible preliminary directions of research, within which the territorial politics can be either an independent, alternatively intervening variable (studies on causes of changes regarding the political regime) or a dependent variable (analysis of effects of these changes).

Opis:: The goal of this paper is to investigate two presidential terms in Türkiye in order to compare the place of security in the political discourse of President Recep Tayyip Erdoğan in particular, and in Turkish politics at this time in general. The mixed methodological approach has been taken in the article. The MAXQDA software program has been used to collect and analyse data from more than 850 of President Erdoğan's speeches. The key research questions are as follows: how important are the security issues in the political rhetoric of the President? Are there any differences in this regard between Erdoğan's first and second presidency? Did the state of emergency and introduction of the presidential system make any difference in this regard? What are the reasons for the place of security, as identified in the analysis, in Turkish political discourse and politics?

Opis:: This article concerns the current pre-accession process of Turkey and the question of its prospects. In order to answer this question the author conducts an in-depth analysis of factors that can influence the process on three main levels: EU (i.e. general political and economic situation, EU enlargement policy, EU institutions), member states and Turkey. He wants to verify the hypothesis that although the situation in this candidate country is crucial for the future of Turkey-EU relations, the decisive factors are in the EU and member states. The pre-accession process of Turkey will be continued but its pace and course will depend to a large extent on the position of the main Union’s powers, the clear vision of the EU as well as the economic/political situation and public feelings in Europe.

Opis:: Turkey has had quite a long tradition of regular, competitive polls and multi-party democracy dating back to 1946. However, over the last decade, with the consolidation of Justice and Development Party’s (AKP) grip on power, there has been a growing concern about the integrity of elections in this state. In subsequent elections, the ruling party has resorted to a plethora of means inhibiting their competitiveness. The aim of the paper is to analyze to which extent the fairness of elections in Turkey refers to the candidates representing minorities in this country, with a focus on the pro-Kurdish People’s Democratic Party (HDP). The following questions will be posed: Do election laws and their implementation give candidates of pro-Kurdish parties a chance to compete equally with biggest parties, first of all AKP, in parliamentary, presidential and local elections? Did the political reforms improve the situation in this context? How do the observed authoritarian tendencies in Turkey in this decade influence the possibilities of equal participation of candidates of the pro-Kurdish parties in elections? What is the impact of the relationship between the government and pro-Kurdish political forces on these possibilities? The answer to these questions helps to verify two main hypotheses – H1: The limited chances of candidates of pro-Kurdish parties to compete with the AKP candidates are a result of presence of increasing number of electoral malpractices that could be identified in this state; H2: The development of these electoral malpractices goes hand in hand with the rise of authoritarian tendencies in the AKP era – unfavorable for the position of minorities and with the increasingly negative attitude of the Turkish government towards the pro-Kurdish political forces.
Turcja ma długą tradycję regularnych i konkurencyjnych wyborów oraz systemu wielopartyjnego, począwszy od 1946 roku. Jednak w ostatniej dekadzie, wraz z konsolidacją władzy przez Partię Sprawiedliwości i Rozwoju (AKP) rosną obawy o demokratyczny charakter wyborów w tym państwie. W kolejnych elekcjach partia rządząca wykorzystuje szereg środków podważających konkurencyjność wyborów. Celem niniejszego artykułu jest analiza zagadnienia, w jakim stopniu tureckie wybory są uczciwe z punktu widzenia udziału w nich kandydatów reprezentujących mniejszości w tym kraju. Nacisk jest położony na prokurdyjską Ludową Partię Demokratyczną (HDP). W artykule zadane są następujące pytania: Czy prawo wyborcze i jego implementacja umożliwiają kandydatom HDP prowadzenie kampanii na równych zasadach z innymi ugrupowaniami, przede wszystkim partią rządzącą – w wyborach parlamentarnych, prezydenckich i lokalnych? Czy reformy polityczne poprawiają sytuację w tym kontekście? Jak obserwowane tendencje autorytarne w Turcji w tej dekadzie wpływają na możliwość równego udziału w wyborach kandydatów HDP? Jaki jest wpływ relacji między partią pro-kurdyjską a AKP na tę możliwość? Odpowiedź na te pytania pomoże zweryfikować następujące hipotezy – H1: Ograniczone możliwości kandydatów partii prokurdyjskiej równego konkurowania z kandydatami AKP są rezultatem rosnącej liczby nieprawidłowości wyborczych w tym państwie; H2: Rozwój tych nieprawidłowości następuje równolegle z pogłębianiem się tendencji autorytarnych w okresie rządów AKP – niekorzystnych dla pozycji mniejszości oraz z coraz bardziej negatywnym podejściem tureckiego rządu do prokurdyjskich sił politycznych.
