    Since the beginning of the Trump Administration, analysts of American foreign policy have observed several changes in the style substance and style of Washington’s international behavior with regard to both foes and friends. President Trump in his rhetoric (including social media communication) and style represent a disturbing discontinuity, especially for allies that undermines the stability of American international commitments. American allies are forced to develop new strategies for managing this new risk in relations with Washington. This paper examines the tactics employed by the government in Warsaw in that regard.

    Opis:
    1936 brought a lot more than the re-election of president Franklin Delano Roosevelt. It was also a year which brought a broad and radical challenge to the New Deal reform policies. American democracy demonstrated its complexity and unfinishedness. The conflict between FDR and the Supreme Court has many dimensions: institutional – conflict between the government (the president, Congress and the Administration) and the US Supreme Court over the range of powers of each actor; political – regarding the accountability of political elites; socio-economic – regarding the direction of development of American democracy; philosophical – over the meaning of liberty; legal – regarding the separation of powers between the levels of government; personal – between persons and personalities representing divergent visions of power; and historical – reviving the constitutional debates from the early republic. For some, the clash between FDR and the USSC touched the very essence of the representative democracy. After a year, the level of tensions subsided and all parties were scarred, yet the political system as such demonstrated its resilience. Its outcome to these days serves as a pretext for deliberations about the relations between leaders and followers. Events in America may be useful for all countries where the autonomy of the judicial branch of government becomes a political issue.
    Rok 1936 przyniósł w USA znacznie więcej niż reelekcję prezydenta Franklina Delano Roosevelta. W przestrzeni publicznej zaistniał w skali dotąd niespotykanej ostry konflikt o program reform zwany Nowym Ładem. Amerykańska demokracja zaprezentowała swoją złożoność i niedookreśloność. Konflikt ten miał wiele aspektów: instytucjonalny - spór między rządem (prezydentem, Kongresem i Administracją) a Sądem Najwyższym odnośnie zakresu kompetencji instytucji władzy; polityczny – dotyczący odpowiedzialności elit politycznych przed społeczeństwem; społeczno -ekonomiczny – odnośnie kierunku rozwoju amerykańskiej demokracji; filozoficzny – spór dotyczący rozumienia pojęcia wolności; prawny – dotyczący formalnych relacji między poziomami władzy; personalny między osobowościami i osobistościami reprezentującymi odmienne widzenie władzy; historyczny – przypominający początki republiki i spory o konstytucję. Dla niektórych, spór prezydenta Franklina Delano Roosevelta z Sądem Najwyższym dotyka samej istoty demokracji przedstawicielskiej. Po roku, konflikt został w zasadzie zażegnany, wszystkie jego strony wyszły z niego „poturbowane”, system polityczny pokazał swoją zdolność do regeneracji. Wnioski z niego płynące, są po dziś dzień przyczynkiem do ważnych dla amerykańskiej demokracji i ciekawych dla jej badaczy dociekań na temat przywództwa politycznego i jego relacji ze społeczeństwem. Analiza doświadczeń amerykańskich może swoim znaczeniem jest przydatna wszędzie tam gdzie przedmiotem politycznego sporu staje się niezależność władzy sądowniczej.

    We współczesnej amerykańskiej polityce przywództwo coraz częściej ma cha-rakter performatywny, co z jednej strony spowodowane jest mediatyzacją poli-tyki, a z drugiej decentralizacją procesu politycznego. Przestrzeń przywództwa wyznaczana jest dwiema koniecznościami: reprezentacji różnorodności intere-sów i sprawnego rządzenia. Społeczeństwo oczekuje działań zmierzających do rozwiązania podstawowych problemów. Tutaj pojawia się przywództwo typu symbolicznego jako forma zaspokojenia oczekiwań społecznych względem elit.
    Modern American democracy accentuates the performative character of pres-idential leadership. Such a development is predicated by two phenomena: the transfer of political conflict to the world of media and by the fragmentation of the political process. Political leaders have to perform in the space determined by the need to represent diversity of interests and by the need to govern ef-fectively. Citizens expect actions geared towards solving major social prob-lems. Here is where the symbolic leadership comes to the fore as a way of satisfying social needs for both representation and governance.

    W książce tej prezentowana jest procedura badawcza pozwalająca na rekonstruowanie sposobów myślenia aktorów politycznych na temat procesów transformacyjnych. Ma ona charakter jakościowy, a jej celem jest uporządkowanie sposobu myślenia aktora politycznego w sposób ograniczający interpretację badacza. Dzięki zaproponowanej procedurze badacze mogą zidentyfikować kluczowe procesy transformacyjne z perspektywy konkretnego aktora politycznego. Książka obejmuje pięć rozdziałów, z których dwa dotyczą przykładów użycia procedury do analizy percepcji polskiej transformacji z końca XX wieku. Zawarto w niej również zestaw narzędzi wspierających praktykę modelowania, w tym ponad 50 schematów i 30 tabel.
    Understanding rationale of political actors in a complex world remains a constant necessity. But the views on political reality seem to be increasingly fluctuating. The book presents an answer to this issue by presenting a research procedure allowing for identification of key processes driving political transformation from the point of view of political actors. Researchers are provided with a framework for analysis of perspectives towards continuity and change used by political actors in a complex environment. It is a qualitatitive data analysis framework that could be used for the analysis of a wide range natural language texts. This makes it a valuable, stand-alone, or a supplementary analytical tool to be used along with other methods, including process tracing, and qualitative comparative analysis (QCA). The framework is based on a five-step procedure involving basics of graph theory, cognitive mapping tools, and system identification models. The book consists of five chapters – theoretical, methodological and empirical. The first chapter presents theoretical background of the procedure, by discussing roots of the differentiation between political continuity and change. The second part seeks for intersections between systems approach and modelling processes used in science. It also describes system identification models as conceptual tools applicable to an analysis of views of political actors. In the third chapter, details of the modeling procedure are explained by showing each of the steps, with their relationships with remaining ones. All applicable tools are shown in the context of a simple example. The following chapters help in understanding the practice of modeling procedure by presenting two case studies of the method implementation. Chapter four and five show the way in which the procedure is applied, by following the same sequence, explaining types of necessary choices and their consequences for the final result of an analysis. Two examples are drawn from the history of Polish political transformation of the end of 20th century. More than 50 figures and 30 tables show practical ways in which the modeling procedure is conducted. The procedure could be used by a wide variety of researchers, including but not restricted to, students of communication, political theory, political philosophy, ideology, transformation studies, as well as researchers focusing on decision and policy-making.
