The 2013 Curriculum Reform and its effect on school practices remain a challenge for Indonesia since the roles of school leadership remain unaddressed. This study aimed to examine the effect of school leadership on instructional practices and student learning. This cross-sectional survey collected data from 1,082 students and 180 teachers from randomly selected 40 junior secondary school principals. Employing education production function models, this study found that the quality of school leadership had impacts on teachers’ ability to create student-centered instruction and consequently on student learning. Results suggest that school reforms would be even more successful, among other things, through establishing school principals as professional agents of change that help teachers transform their instructional behavior and improve learning.

The objective of this study was to describe the implementation of integrated education in Nur Hidayah Islamic Integrated Senior Secondary School of Sukoharjo, Central Java, Indonesia. It used the analytic descriptive-qualitative method with the case study approach. There are seven main principles of integration in the learning process, namely: integration of human potentials, integration of institutions, integration of curriculum, integration of learning domains, integration of three centers of education, integration of theory and practice, and integration of learning activities. The impact of the integrated education can form intact personality which encompasses religiosity, morality, intellectuality, high motivation, leadership, healthy lifestyle, self-reliance, work ethics and discipline, and socio-political awareness. Thus, models of integrated education can be implemented in senior secondary schools.

The presented study examined Indonesia’s licensure program commenced in 2006 and its effect on teacher competence and student learning. This cross-sectional survey selected schools randomly from a West Java sampling frame, in which all six-grade students were chosen from a randomly selected schools. Based on the data from student, teacher and had teacher questionnaires this production function analysis used an average student academic test score as a criterion, while the selected student, teacher and school variables as predictors defined in models. This found that teaching licensure insignificantly affected student achievement; the teaching license has become a symbol of credentials rather than the real competences of teachers. Students’ academic achievement, too, was determined by their socio-economic background more strongly than that by competences of certified teachers. This urges the Ministry to review the nationwide certification program and redevelop it so that it creates sustained improvement in teacher quality and student learning.

Participatory budgeting is widely promoted as a new reform in finance management. However, regardless of its acknowledged effectiveness, the model also produces managers’ moral hazard known as budgetary slack that is a propensity to underestimate the revenue but overestimate the cost. The objective of this article is to examine the relationships of human factors in budgeting process in terms of personality, budget participation, and the propensity of managers to create budgetary slack. Using the HEXACO model (Honesty-Humility, Emotionality, eXtraversion, Agreeableness, Conscientiousness, and Openness to Experience), Structural Equation Model is employed to prove the existence of the traits which is commonly associated with dark traits leading to unethical behavior in the workplace. A survey data from 150 respondents were used to conduct a structural equation modelling analysis. The results indicate that budget participation incrementally affects the propensity to create budgetary slack making the reform strategy to encourage manager participation to eliminate budgetary slack might not be relevant.
Budżetowanie partycypacyjne jest szeroko promowane jako nowa reforma zarządzania finansami. Jednak niezależnie od potwierdzonej skuteczności, model wytwarza także pokusę nadużycia menedżerów zwaną zastojem budżetowym, czyli skłonność do niedoszacowania przychodów i przeszacowaniem kosztów. Celem tego artykułu jest zbadanie relacji czynników ludzkich w procesie budżetowania pod względem osobowości, udziału w budżecie i skłonności menedżerów do tworzenia luki budżetowej. Używając modelu HEXACO (Uczciwość, pokora, emocjonalność, ekstrawersja, ugodowość, sumienność i otwartość na doświadczenie), model równania strukturalnego jest wykorzystywany do udowodnienia istnienia cech, które są powszechnie związane z ciemnymi cechami prowadzącymi do nieetycznego zachowania w miejscu pracy. Dane ankietowe od 150 respondentów wykorzystano do przeprowadzenia analizy modelowania równania strukturalnego. Wyniki wskazują, że udział budżetu stopniowo wpływa na skłonność do tworzenia luki budżetowej, co sprawia, że strategia reform zachęcająca menedżerów do wyeliminowania zastoju budżetowego może nie mieć znaczenia.

Opis:
The need for reformation in public sector management appears from the community's pressure demanding the public sector to produce quality products by applying the concept of business management to public services. However, this new discourse that attracts the attention of human resource management specialist globally faces obstacles from dissatisfied employees who are comfortable with old practices. This paper proposes the model of Exit, Voice, Loyalty, and Neglect (EVLN) as a manifestation of employees communicative responses in reacting to dissatisfaction within the Indonesian public sector setting. Path analysis is used to fit the data provided by 150 public university lecturers. The results reveal two dominant clusters: first, those who will stay in the organization but demonstrate withdrawal behaviorssuch as pretending to be sick, showing up late, putting little effort intotheir work, and frequently not to attend official meetings (neglect) and the second, those who will remain confident, assume that in the end, everything will be all right andpatiently wait and expect for betterment (loyalty). This brings the implication that in most cases, the most significant constraint to a new model is a non-technical, in the management category, such as internal employee resistance. To overcome the obstacle, public sectors require effective, knowledgeable leaders who can help spur bureaucratic action, and implement strategies that promote sustainable change.
Konieczność reformy zarządzania sektorem publicznym wynika z presji społeczności, która wymaga od sektora publicznego produkcji wysokiej jakości produktów poprzez zastosowanie koncepcji zarządzania przedsiębiorstwem do usług publicznych. Jednak ten nowy dyskurs, który przyciąga uwagę specjalisty ds. Zarządzania zasobami ludzkimi na całym świecie, napotyka przeszkody ze strony niezadowolonych pracowników, którzy nie są zadowoleni ze starych praktyk. W tym artykule zaproponowano model wyjścia, głosu, lojalności i zaniedbania (EVLN) jako przejaw komunikatywnych reakcji pracowników w reakcji na niezadowolenie w indonezyjskim sektorze publicznym. Analiza ścieżki służy do dopasowania danych dostarczonych przez 150 wykładowców uniwersytetów publicznych. Wyniki ujawniają dwa dominujące klastry: po pierwsze, tych, którzy pozostaną w organizacji, ale wykażą zachowania związane z odstawieniem, takie jak udawanie, że są chorzy, spóźnianie się, wkładanie niewielkiej pracy w pracę i często nie uczestniczenie w oficjalnych spotkaniach (zaniedbywanie), a po drugie, ci, którzy pozostaną pewni siebie, zakładają, że ostatecznie wszystko będzie dobrze i cierpliwie czekają i oczekują poprawy (lojalności). Daje to implikację, że w większości przypadków najbardziej znaczącym ograniczeniem dla nowego modelu jest nietechniczne, w kategorii zarządzania, takie jak wewnętrzny opór pracowników. Aby pokonać przeszkodę, sektory publiczne wymagają skutecznych, kompetentnych liderów, którzy mogą pomóc w stymulowaniu biurokratycznych działań i wdrażaniu strategii promujących trwałe zmiany.

To restore the quality of education, the 2013 curriculum reform in Indonesia urged teachers to employ pupil-centered, thematic problem-based learning (PBL). This study examined whether the PBL collaborative learning enabled students to learn better and in an equal manner through an array of cross-cutting aspects like race, social class, and gender. The presented study involved two teacher colleges and randomly assigned undergraduate classes that were taught with the use of PBL practices while other comparable classes were taught through traditional lecturing. It was found that the students in the experimental group performed better and more equalized than those in the other group. This is to assist the teacher colleges to teach their student-teachers to design and practice more engaging classes where boys and girls are given equal chances to foster their potentials to the fullest.

This study was to discuss and overview the infrastructure of digital citizenship in fostering the reinforcement of national identity in Indonesia. This study was prompted by a problem in the development of digital citizenship infrastructure, which could be an instrument in fostering national identity in Indonesia. The process of forming a national identity could be emphasized through various platforms in the digital citizenship infrastructure, so that the internalization of national values among Indonesian citizens could strengthen their identity as such. This study took the form of qualitative research with a phenomenological approach, constructing theories and phenomena concerning the infrastructure of digital citizenship in Indonesia. The results showed that the infrastructure of digital citizenship reinforced national identity in Indonesia in three ways, namely: 1) internalizing awareness of digital literacy through Citizenship Education learning, 2) implementing Habituation of national identity values in the digital citizenship infrastructure, and 3) running digital forums that could reinforce the digital citizenship infrastructure and strengthen national identity.

The availability of increasingly scarce fossil fuels causes high fuel prices, so alternative fuels are needed to reduce the use of fossil energy. Briquettes are an alternative energy that can be made from biomass, one of which is rice husk. The quality of the briquettes was determined by the material, the type of adhesive, and the strength of the briquette pressure. The briquette pressure will affect the mechanical properties of the briquettes such as density, stability and durability of the briquettes. This study aimed to determine the features of rice husk charcoal briquettes with variations in compacting pressure as an alternative fuel. The compaction pressure used in this study was 3 tons, 5 tons, and 7 tons. In general, the briquettes produced from this study can be used as an alternative energy source in terms of the resulting combustion temperature which ranges from more than 300–500 °C.The combustion rate obtained shows that the briquettes with a compaction pressure of 3 tons have a high combustion rate value of 0.553 g/minute, while the briquettes with a compaction pressure of 5 tons and 7 tons have a low combustion rate value of 4.20 g/min and 0.418 g/minute respectively. Therefore, the best quality briquettes from this study were the briquettes with a compaction pressure of 5 tons and 7 tons, so that they could be considered as alternative energy for wood and fossil fuels for energy needs in the domestic industry.

This research aims to determine the optimal stocking density for the water quality of tilapia in a round container with current and venturi aeration system. Research was conducted at the Aquaculture Laboratory Building 4th, Faculty of Fisheries and Marine Sciences, Universitas Padjadjaran. The research method was carried out experimentally using the Completely Randomized Design (CRD) method consisting of three treatments with five replications, namely stocking density treatment with 15 fish, 22 fish, 30 fish using 15 L water in a container. The fish used are 3-5 cm of tilapia fry. Fish were treated for 40 days. The feed given is 5% biomass which is updated every 10 days. The parameters observed were water quality consist of temperature, dissolved oxygen (DO), pH, ammonia levels which were measured every 10 days. Based on the research results, it was concluded that the best treatment was stocking density of 15 fish/15 L in a round container with current and venturi aeration system with an average temperature of 26 °C, dissolved oxygen of 5.62 mg/l, pH of 7.09, ammonia levels 0.007 mg/l.

This research conducted to determine the optimum water current models for growth performance and survival rate of tilapia fingerlings (O. niloticus) in circular tanks. The method used in this research is Completely Randomized Design (CRD), which consists of three treatments and four replications. The treatments are circular tanks without water current (control), circular tanks with 0.1 m s-1 water current and circular tanks that combine 0.1 m s-1 water current with venturi aeration. Tilapia fingerlings were kept in circular tanks with 30 cm diameter and 37 cm of height, with water level of 30 cm. 50 fingerlings with size of 2-3 cm were reared in every circular tank. The feed is given 3 times daily with a feeding rate of 5% from biomass. Absolute growth rate, specific growth rate, survival rate, feed conversion ratio and feed efficiency were observed every ten days, while water quality was assessed weekly. After 42 days of rearing, the results showed that the 0,1 m s-1 water current combined with venturi aeration had the highest dissolved oxygen level (6.5-7.3 mg L-1), the lowest ammonia levels (0.15-0.20 mg L-1), 92% survival rate, 1.17 g absolute growth rate, 3.65% specific growth rate, 1.3 feed convertion ratio and 77.8% feed efficiency.

The purpose of this research is to determine the effect of liquid commercial probiotics usage on improving the survival rate and growth of Siamese catfish fingerlings. This research was conducted on March to May 2018, at Building 4 Laboratory, Faculty of Fisheries and Marine Sciences, Universitas Padjadjaran. This study used an experimental method with Completely Randomized Design (CRD), which consisted of four treatments and three replications. The treatments are feed without the addition of probiotics, and feed with additional probiotics at doses of 2, 4, and 6 ml / kg of feed. The parameters observed were survival rate, absolute weight, absolute length, feed conversion ratio, proximate test analysis and water quality. Data on absolute weight, absolute length, feed conversion ratio and survival rate were analyzed using analysis of variance, while nutrition changes of fish feed and water quality were analyzed descriptively. The results showed that the best addition of probiotics for feed, is with probiotic doses of 2 ml / kg of feed, which resulted in a 100% survival rate, an absolute weight value of 1.03% and a feed conversion ratio of 1.13.

This research aims to determine the effective dosage of potassium diformate (KDF) in feed to enhance sangkuriang catfish immune performances. The research was conducted on November - January 2019, at Aquaculture Laboratory Building No. 4 Faculty of Fisheries and Marine Sciences Universitas Padjadjaran. This study used an experimental method of Completely Randomized Design (CRD), with four treatments and three replications. The treatments are the addition of potassium diformate into feed with doses A (0%), B (0.5%), C (0.7%) and D (0.9%). Observed parameters are clinical symptoms, total leukocyte count, total erythrocyte count, specific growth rate, survival rate and water quality. The results showed that 0.5% KDF feed produced the highest survival rate of 85% and the highest specific growth rate of 3.59% after 40 days. Furthermore, due to treatment, total erythrocyte count increased from 2.09×106 cells/mm3, to 2.10×106 cells/mm3 (8.1%) and total leukocyte count increased from 7.1×104 cells/mm3, to 10.7×104 cells/mm3 (42.81%). The addition of 0.5% KDF in feed is effective in improving the immune performances of sangkuriang catfish challenged by A. hydrophila, with the highest survival rate of 97%. Moreover, recovery of total leukocyte count and total erythrocyte count was faster than other treatments as of day 7th, with a value 1.97×106 sel/mm3and 12.60×104 sel/mm3. It also resulted in the lowest gross clinical signs and the fastest recovering.

This research aims to determine the best currents speed and utilization of venturi to increasing survival, growth of Cyprinus carpio L. and reducing the infection rate of A. hydrophila bacteria. fingerlings. This research used an experimental method completely randomized design (CRD) with four treatments and four replications. The treatments used were the use of currents and venturi on the maintenance media with currents velocities of 0 m/s (A), 0.06 m/s (B), 0.1 m/s (C), and 0.14 m/s (D). Maintenance of the test fish for 40 days then followed by a challenge test for 14 days. Koi fish fingerlings tested to use A. hydrophila with a density of 108 CF /ml. The parameters observed included white blood cells, red blood cells, clinical symptoms, survival, daily growth rate, feed conversion ratio and water quality. The results showed that the use of currents and venturi with a flow rate of 0.14 m/s was effective in improving the performance of the koi fish's immune system and reducing the infection rate of A. hydrophila bacteria. During the flow administration during the 40 days maintenance period, the white blood cell count increased by 20.51% from a value of 9.19 × 104 cells/mm3 to 11.56 × 104 cells/mm3. Red blood cells increased by 40.65% from 1.60 × 106 cells/mm3 to 2.69 × 106 cells/mm3. Currents treatment with a speed of 0.14 m/s produced the highest survival rate after challenged with a value of 86.7%. Also this treatment was effective in preventing infection of A. hydrophila bacteria, it can be seen from the macroscopic clinical symptoms that appear less than the treatment current. The best results of daily growth rate and feed conversion ratio provided in currents treatment with a speed 0.1 m/s.

The research was conducted at the Aquaculture Laboratory of the Faculty of Fisheries and Marine Science, Universitas Padjadjaran, Jatinangor. The purpose of this research is to determine the optimum temperature for the maintenance of Common carp strain Majalaya fingerlings based on resistance to temperature stress that is known through their blood profile and survival rate. Common carp strain Majalaya fingerlings originating from Ciparay, West Java. Total body length is 8-12 cm with a minimum weight of 10 g. The method used is experimental with a completely randomized design (CRD) consisting of three treatments and five replications. The fish are kept at 24 ºC (control without heater), 29 ºC and 34 ºC. Each experimental unit contains 10 fishes. The results obtained by the survival rate (SR) of Common carp strain Majalaya which were maintained at a treatment temperature of 24 ºC by 100%, the 29 ºC by 70%, the 34 ºC by only 42% remained on the 21st day. The number of erythrocytes of common carp strain Majalaya fingerlings before the treatment temperature was 2.77 × 106 cells/mm3. The average number of erythrocytes of the 24ºC treatment from 7th, 14th and 21st day were 2.82, 2.82 and 2.81 × 106 cells/mm3; the 29 ºC were 2.93, 2.68 and 2.42 × 106 cells/mm3; the 34 ºC were 3.08, 2.52 and 1.99 × 106 cells/mm3. While the number of leukocytes of common carp strain Majalaya fingerlings before the treatment temperature was 13.61 × 104 cells/mm3. The average number of leukocytes of the 24 ºC treatment from 7th, 14th and 21st day were 13.73, 13.71 and 13.88 × 104 cells/mm3; the 29 ºC were 18.40, 16.46 and 15.76 × 104 cells/mm3; the 34 ºC were 20.78, 18.46 and 16.81 × 104 cells/mm3.

This research was conducted from October 2018 until April 2019 in the Faculty of Fisheries and Marine Sciences, Universitas Padjadjaran. This study aims to determine the optimum potassium diformate dosage which was added to feed to increase the immune status of Pangasianodon hypophthalmus (Sauvage, 1878). The research method used is the experimental Complete Random Design (CRD) with 4 treatments and 3 replications. The treatments are A (control), B (0.3% KDF), C (0.5% KDF), and D (0.7% KDF). Observed parameters are survival rate, gross clinical signs, intestine pH levels, total leukocyte count (white blood cells), total erythrocyte count (red blood cells), and water quality. The results showed that the 0.5% KDF addition in feed is the most effective to improve immune status. This treatment also is the most effective to improve Pangasius immune status after being challenged with A. hydrophila with survival rate of 93.33%, leukocyte count 2.98×106 cells/mm3 and erythrocyte count 1.02×106 cells/mm3. Increased leukocyte count was 65.26% and erythrocyte count - 58.23%.
