Verbal modificational formatives in PolishThe paper presents the classification of verbal derivatives according to Aktionsart in Polish (Verbs containing modificational formatives). In the first part of this paper the main aim is to describe a research project about the semantic-derivational category of Aktionsarten in Slavonic languages. The second part of this paper focuses on the characterization of Polish types of verbal action. The term «types of verbal action» subsumes semantic-derivational classes of verbs distinguished on the basis of modifications in the meanings of verb bases, from the point of view of quantitative characteristics. These derivatives represent the following Aktionsarten: temporal, Aktionsarten with the varied degree of intensity and iterative Aktionsarten. Within the scope of particular Aktiosarten the division of derivatives into semantic groups according to the subtypes of Aktionsarten are formal ways of expressing them has been carried out. The article points at the problem of explaining the various meaning of Aktionsarten.

Artykuł dotyczy jednego z aspektów lingwistyki kryminalistycznej, tj. ustalania autorstwa kwestionowanych wypowiedzi. Odbywa się to przy współpracy lingwisty – tworzącego profil lingwistyczny autora tekstów – i psychologa – który tworzy profil psychologiczny. Współpraca specjalistów może być wykorzystana na płaszczyźnie opiniowania wykorzystywanego dla celów śledczych oraz sądowych. Ekspertyzy z zakresu lingwistyki kryminalistycznej (forensic linguistics, niem. forensische Linguistik) obejmują: ustalanie autorstwa/wykonawstwa wypowiedzi na podstawie treści mówionej lub pisanej (np. listów pożegnalnych, listów z pogróżkami, żądań okupu), możliwość ustalania autorstwa anonimowych tekstów w Internecie, ustalenie cech językowych stalkerów i cyberstalkerów, które mogą zidentyfikować nadawcę komunikatu ze względu na kraj pochodzenia, konstruowanie profilu językowego autora anonimów, profilu lingwistycznego autora znanego tekstu. Dodać należy, iż analiza zawartości treściowo-językowej dokumentów zawiera składnik emocjonalny, co wiąże się z posiadaną wiedzą na temat językowych uwarunkowań wyrażania emocji, zarówno negatywnych, jak i pozytywnych. Istotnym elementem tekstu jest kwestia portretu psychologicznego nadawcy (autora i/lub wykonawcy) tekstu na podstawie zidentyfikowanych cech językowych.
The article concerns one aspect of forensic linguistics, which concerns determination by the challenged statements. This is done in collaboration with linguist – creating a profile linguistic songwriter – and a psychologist – that creates a psychological profile. The cooperation of specialists can be used at the level of assessment, which is used for the purposes of investigation and legal proceedings. Expertise in the field of forensic linguistics (forensic linguistics, German. Forensische Linguistik) include setting by/performance of speech based on the content of spoken or written (eg. The farewell letters, threatening letters, ransom demands); the possibility of setting texts by anonymous on the Internet, to determine the characteristics of linguistic stalkers and cyberstalkerów that can identify the sender of the message sender identification of the origin country, constructing linguistic profile anonymous author, the linguistic profile of the author of the well-known text. It should be added that the analysis of the content in content-language document contains emotional component, which is related to our knowledge about the determinants of language to express emotions, both negative and positive. An important element of the text is a matter of psychological portrait of the sender (author and / or performer) of the text based on the identified linguistic features.

In the issues of terrorist threats, which constitute one of the most serious threats to national security, numerous state organs and institutions are involved, and the effectiveness in combating terrorism depends to a large extent on the coordination of their activities. Increasingthe competence of state bodies in this area can notlead to disproportionate restrictions in exercising freedoms and rights by citizens. The Anti- Terrorism Act enacted by the Parliament in June 2016 does not provide forsuch guarantees. The article analyses the adopted solutions and indicates regulations that raise the greatest doubts.
W kwestii zagrożeń terrorystycznych, stanowiących jedno z najpoważniejszych zagrożeń dla bezpieczeństwa narodowego, włączone są liczne organy i instytucje państwowe, a skuteczność w zwalczaniu terroryzmu w dużej mierze zależy od koordynacji ich działalności. Zwiększenie kompetencji organów państwowych w tym obszarze nie może prowadzić do nieproporcjonalnych ograniczeń w korzystaniu z wolności i praw przez obywateli. Ustawa antyterrorystyczna uchwalona przez parlament w czerwcu 2016 r. nie przewiduje takich gwarancji. Artykuł analizuje przyjęte rozwiązania i wskazuje regulacje wywołujące największe wątpliwości.

At present, Polish Police has noticed the importance of society in preventing and fighting crime. The example is a National Safety Threats Map interactive tool where inhabitants can anonymously report information about threats appearing in their neighbourhood forcing appropriate service to react as also radical change of a constable’s work by bringing it closer to citizens. The article describes the legal regulations and functioning of the National Safety Threats Map – an essential element of the public security management process by the Polish Police.

Artykuł poświęcony jest pedagogicznej i edukacyjnej roli Krajowej Mapy Zagrożeń dla Bezpieczeństwa Słowa kluczowe: Bezpieczeństwo, Krajowa Mapa Zagrożeń Bezpieczeństwa, przestępczość, zagrożenia, rola pedagogiczna, rola edukacyjna, komunikacja, funkcja wychowawcza i społeczność lokalna.
Basic need of a human being is the sense of security. Co-operation with external entities have an enormous influence on implementation of the statutory tasks of the Police Forces in the field of ensuring security and public order of the State At present, Polish Police has noticed the importance of society in preventing and fighting crime. The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

W artykule opisano funkcjonowanie Krajowej Mapy Zagrożeń Bezpieczeństwa – ważnego elementu procesu zarządzania bezpieczeństwem publicznym przez polską Policję, wskazano funkcjonowanie tego narzędzia oraz omówiono wyniki własnych badań dotyczących oceny Mapy Zagrożeń Bezpieczeństwa przez mieszkańców Katowic. Wyniki te porównano z wynikami badań krajowych. Mapa jest jednym z kanałów komunikacji na linii Policja–społeczeństwo nazywanym przez autorki „fenomenem komunikacji”, z uwagi na liczbę osób korzystających z Mapy i jej funkcjonalność.
The article describes the functioning of the National Safety Risk Map – an important element of the process of public safety management by the Polish Police, indicates the functioning of this tool and discusses the results of own research on the evaluation of the Safety Risk Map by the residents of Katowice. The results were compared with national studies. The Map is one of the channels of communication between the Police and the society, called by the author “the phenomenon of communication” because of the number of people using the Map and its functionality.

The purpose of this article is to indicate changes in the perception of terrorist threats and the approach to them on the basis of normative documents defining strategic objectives in the area of security. The focus is on strategic papers in the field of security from 2000 to 2014, on the one hand, and on the other, on the law of 10 June 2016 about anti-terrorist activities. The content of the following normative documents has been analysed with regard to the recognition, combating, and prevention of terrorist threats. The authors focus their attention on: the Security Strategy of the Republic of Poland from 2000, the National Security Strategy of the Republic of Poland from 2003, the National Security Strategy of National Security Bureau, from 2007, and the National Security Strategy of the National Security Bureau from 2014. The implementation of the Polish security policy strategy is contained in four types of activity, i.e. national activities, integration with Western security structures, involvement in international actions to resolve hazardous situations, and cooperation with other international actors in strengthening international stability and security. The discussed strategies were created on the basis of the provisions of the amended Act on the universal obligation to defend the Republic of Poland.
