    The article characterizes the main changes in the school system after 1998. The author focuses on the theses of the reform which instituted the junior secondary school. It also concerns in the new programme document which was released in 2008 (the modernisation of the school system reform). Author also focuses on the school system reform which has been implementing by the Law and Justice government since 2017. The last issues are focused on some problems in Polish school which are solved thanks to some Finnish school ideas.

    Opis:
    The paper deals with the issues related to the right to education under the Constitution of the Republic of Poland of 1997 and to the actual operation of the education system. The main focus is on the constitutional guarantee of equal access to education. This guarantee should be treated as Kant’s Regulatory Idea which should be pursued by public authority though its full attainment is not possible in social reality. This study attempts to indicate to what extent the state’s obligation to ensure equal access to education is implemented by the institution of the school in Poland.
    Artykuł obejmuje rozważania dotyczące problematyki związanej z prawem do nauki na gruncie Konstytucji Rzeczypospolitej Polskiej z 1997 roku oraz w praktyce funkcjonowania systemu oświaty. Szczególną uwagę poświęcono konstytucyjnej gwarancji równego dostępu do wykształcenia. Gwarancję tę należy traktować jako Kantowską ideę regulatywną, do której władza publiczna powinna dążyć, ale której pełne osiągnięcie nie jest możliwe w rzeczywistości społecznej. Celem niniejszego opracowania jest próba wskazania, w jak dużym stopniu instytucja szkoły w Polsce realizuje ciążące na państwie zobowiązanie zapewnienia równego dostępu do wykształcenia.

    Abstrakt: Główne zmiany w oświacie w pierwszym roku rządów Prawa i Sprawiedliwości W artykule scharakteryzowano najważniejsze zmiany w oświacie podjęte przez Prawo i Sprawiedliwość w pierwszym roku rządów (od 16 listopada 2015 r. do 15 listopada 2016 r.). Analizie poddano podwyższenie wieku obowiązkowej edukacji, rezygnację z tzw. godzin karcianych, zniesienie sprawdzianu szóstoklasisty, możliwość odwołania się od wyników egzaminu dojrzałości oraz egzaminu potwierdzającego kwalifikacje w zawodzie, możliwość sfotografowania pracy egzaminacyjnej, a także zmiany w programie „Wyprawka szkolna”. Ostatnią kwestią scharakteryzowaną w opracowaniu jest planowana przez PiS zmiana ustroju szkolnego, a więc likwidacja szkół gimnazjalnych, wydłużenie nauki w szkole podstawowej (do 8 lat), liceum ogólnokształcącym (do 4 lat) i technikum (do 5 lat), a także utworzenie szkół branżowych I stopnia (w miejsce szkół zawodowych) oraz II stopnia. The author focuses on the increase of the age of compulsory education, cancellation of the teacher’s additional work hours, the year 6 primary school exam abolition, the possibility to appeal an exam’s results (regarding mature exam or professional qualifying exam), the possibility to take a picture of the examination papers and the changes of ‘The School Equipment’ programme. The last issue which author focuses on is the school system reform projected by Law and Justice. It means the shutdown of the junior secondary school, the extension of the time of education in: primary school (up to 8 years), secondary school (up to 4 years), technical school (up to 5 years) and the establishment of the first and second level of the Professional school (instead the vocational school). The author focuses on the agenda of the reform which instituted junior secondary schools. Key words: the school system reform, junior secondary schools, political context of educational changes   Abstrakt: Główne zmiany w ustroju szkolnym w latach 1998-2016 i ich polityczny kontekst W artykule scharakteryzowano najważniejsze zmiany w ustroju szkolnym dokonane w latach 1998-2016 oraz ich polityczny kontekst. Analizie poddano założenia reformy systemu oświaty, w wyniku której m.in. utworzono szkoły gimnazjalne. W dalszej części omówiono przyjęcie w 2008 roku nowej podstawy kształcenia ogólnego, co stanowiło korektę reformy z 1998 roku. Ostatnią kwestią przedstawioną w opracowaniu jest przeprowadzana przez Prawo i Sprawiedliwość zmiana ustroju szkolnego, a więc likwidacja szkół gimnazjalnych, wydłużenie nauki w szkole podstawowej (do 8 lat), liceum ogólnokształcącym (do 4 lat) i technikum (do 5 lat), a także utworzenie szkół branżowych I stopnia (w miejsce szkół zawodowych) oraz II stopnia.Słowa kluczowe: reforma systemu oświaty, gimnazja, polityczny kontekst zmian oświatowych

    The article characterizes the most important changes in the school system undertaken in 2015–2019 and the political context of these changes. The author analyzes the increase in compulsory education age and the assumptions of the education system reform as a result of which junior high schools were closed. The next part presents the opinion of the public opinion about the Polish school and its implemented change. The final issue taken up in the study is the results of the PISA 2018.
    W artykule scharakteryzowano najważniejsze zmiany w ustroju szkolnym podjęte w latach 2015–2019 i polityczny kontekst tych zmian. Analizie poddano podwyższenie wieku obowiązkowej edukacji oraz założenia reformy systemu oświaty, w wyniku której m.in. zlikwidowano szkoły gimnazjalne. W dalszej części przedstawiono zdanie opinii publicznej na temat polskiej szkoły oraz wprowadzanej w niej zmiany. Ostatnią kwestią podjętą w opracowaniu są wyniki badania PISA 2018.

    The considerations in the article focus on the role of territorial local government in two important spheres of welfare state – in providing access to education, and health care. The authors characterize the situation in Poland after the parliamentary elections won in 2015 by the Law and Justice (PiS). The first part of the study analyses the reforms undertaken in the education system and their consequences for territorial local government, in particular increasing the compulsory education age as well as changing the school system. The second part contains a description of planned and implemented changes in health care.
    Rozważania prowadzone w artykule koncentrują się wokół roli samorządu terytorialnego w dwóch istotnych sferach działania państwa typu welfare state – w zapewnieniu dostępu do edukacji oraz w ochronie zdrowia. Autorzy charakteryzują sytuację w Polsce po wygranych w 2015 roku przez Prawo i Sprawiedliwość wyborach parlamentarnych. W pierwszej części opracowania analizie poddano reformy podjęte w systemie oświaty i ich konsekwencje dla samorządu terytorialnego, w tym przede wszystkim podwyższenie wieku obowiązkowej edukacji, a także zmianę ustroju szkolnego. Druga część zawiera natomiast opis planowanych oraz wdrożonych zmian w ochronie zdrowia.

    The article considers changes taking place at universities. As a consequence of these changes, universities are not only dedicated to student education or science a, but also proactively respond to stimuli from the external environment. As a result, the University of the Best programme for talented students of the region was created at the University of Silesia in Katowice. The assumption is that the programme will be the response of the University of Silesia in Katowice to the depopulation and brain drain related to this process. The purpose of this study is to present the way the University of the Best operates and the results of surveys carried out during Univeristy’s activities. This programme may be a model solution that will be implemented in other academic centres in the future.
    Artykuł obejmuje rozważania dotyczące problematyki związanej ze zmianami zachodzącymi w uczelniach wyższych. W ich wyniku nie zajmują się one jedynie kształceniem studentów czy uprawianiem nauki, ale również proaktywnie reagują na bodźce płynące z otoczenia zewnętrznego. W efekcie tych zmian w Uniwersytecie Śląskim w Katowicach powstał program Uniwersytet Najlepszych skierowany do zdolnych uczniów regionu. W założeniu ma on stanowić odpowiedź Uniwersytetu Śląskiego w Katowicach na proces depopulacji i związany z nim drenaż mózgów. Celem autorów niniejszego opracowania jest przedstawieniegłównych aspektów funkcjonowania Uniwersytetu Najlepszych oraz wyników badań ankietowych przeprowadzonych w jego trakcie. Program ten może się okazać modelowym rozwiązaniem, które w przyszłości zostanie wdrożone w innych ośrodkach akademickich.
