Opis:: Planning prepares decisions and future actions. Therefore, future conditions should be considered in planning, in particular strategic planning, due to its long-term nature. To accomplish this, certain prognostic methods should be applied. A scenario method is seen as one of the most useful prognostic method, especially in cases when social and institutional behaviour plays a crucial role. The aim of the paper is an analysis and evaluation of the application of scenarios in the development strategies of larger cities in Poland (more than 100 thousand inhabitants). Scenarios were prepared in 13 out of the 39 cities. All these scenarios were analyzed. The scenarios were formulated with the intuitive logics method. Most scenarios do not fully meet the scenario definition because of the insufficiency of the sequences of events presented on the timeline. The author discusses some methodological problems concerning the creation of scenarios and the problems in using scenarios, and gives some recommendations.
Planowanie ma na celu przygotowanie decyzji i przyszłych działań. Dlatego należy uwzględnić w nim uwarunkowania, zwłaszcza w planowaniu strategicznym, ze względu na jego długoterminowy charakter. Aby to osiągnąć, należy zastosować metody prognostyczne. Jako jedna z najbardziej użytecznych metod tego typu postrzegana jest metoda scenariuszy, zwłaszcza w przypadkach, gdy kluczowe znaczenie mają zachowania społeczne i instytucjonalne. Celem artykułu jest analiza i ocena zastosowania scenariuszy w strategiach rozwoju większych miast w Polsce (ponad 100 tysięcy mieszkańców). Na 39 takich miast scenariusze przygotowano w 13 z nich. Wszystkie zostały przeanalizowane. Były one sformułowane przy użyciu metody intuicyjno-logicznej. Większość scenariuszy nie całkiem spełnia definicję scenariusza z powodu niedostatku sekwencji zdarzeń przedstawionych na osi czasu. Autor omawia niektóre problemy metodyczne dotyczące tworzenia scenariuszy i problemy ich stosowania oraz podaje pewne rekomendacje.

Opis:: Peripheries means the land outside metropolitan areas. One of the main problems in these areas is a lack of growth factors. Some towns can contribute to the development of these regions, because there are few such factors, and it is easier to create the new ones, especially in urban policy. The subject of this paper is a typology of towns within the Polish peripheral coastal regions, limited to towns with more than 5 thousand inhabitants. Its purpose is to recognize diverse role of towns in the regional development, and to create the basis for the formulation of urban and regional policy. Typology takes into account the state of economic development, the external functions of towns, their impact, as well as present and future transport accessibility. Two kinds of systematization were applied: 1) quantitative typology applying Principal Components Analysis (PCA) and the cluster analysis using the k-means algorithm, 2) qualitative classifications. Then synthetic typology was done. As a result of the typology, there were identified important towns for the future development of peripheral areas and formulated the conclusions for regional planning and urban policy.

Opis:: Miasta, także małe, oddziałują na otoczenie wiejskie w dużej mierze poprzez dojazdy do miast do pracy i usług. Tak powstają tzw. miejskie systemy dzienne. Powiązania systemowe powodują, że ich kształtowaniu towarzyszą problemy, których zasięg przekracza granice gmin lub skala właściwa do ich rozwiązywania przekracza kompetencje jednej gminy. Autor analizuje te problemy oraz możliwe miejsca ich rozwiązywania, porównując planowanie strategiczne rozwoju powiatów i miejskich obszarów funkcjonalnych. Wykazuje też, że najlepszym miejscem rozwiązywania niektórych z tych problemów byłoby planowanie przestrzenne powiatów, nieistniejące w obecnym systemie planowania przestrzennego w Polsce.
Towns, also small, affect the rural environment considerably by commuting to towns to work and services. So are the so-called daily urban systems. The system links cause that in their development there are problems which range exceeds the boundaries of the communes or the scale appropriate for problem solving exceeds the competences of one municipality. The author analyses these problems and the places of problems solving, by comparing the strategic planning for the development of counties and functional urban areas. The author shows, that the best place to solve some of these problems would be spatial planning of counties, not existing in the present spatial planning in Poland.

Opis:: It is important to recognise future conditions in planning because it primes future actions. Scenarios are useful prognostic tools, especially when the social and institutional behaviour plays a crucial role. The aims of the paper are: (1) to indicate the roles and the place of scenarios in the strategic plan building process; (2) to analyse and evaluate the application of scenarios in regional planning in Poland; (3) to transpose the research results on scenarios in local planning for their application in regional planning. There are a few documents in which scenarios are applied: three strategies for regional development and two spatial development plans for regions. The author analysed the scenarios in all of those documents and offered some recommendations transposing the effects of previous research from local to regional planning.

Opis:: The topic of the research focused on small towns in peripheral areas (that is, outside metropolitan areas) in 3 voivodships in northern Poland (Pomeranian, Varmian- -Masurian and West Pomeranian). The author argues that the industry development in small towns can be an important development factor of peripheral areas. The author identifies the development level of the town industrial function and analyses their correlations with some of the features of the towns and their surroundings. He characterizes also most important industry in towns where the level of industry development is the highest. He is also searching for an answer to the question about factors of industry development in researched towns. In many cases in which spatial factors are difficult to explain by their configuration, coincidence can be said to play an important role.

Opis:: Są duże dysproporcje w poziomie rozwoju między obszarami metropolitalnymi a pozostałymi, zwanymi tu peryferyjnymi. Dysproporcje dotyczą też badań – wiele z nich dotyczy obszarów metropolitalnych. Dlatego autor podjął w 2009 r. badania dotyczące problemów aktywizacji obszarów peryferyjnych. Głównym problemem jest w nich niedostatek endogenicznych czynników stanowiący barierę samodzielnego zainicjowania wzrostu. Potrzeba rozwoju wynika natomiast ze względów społecznych, ekologicznych i ekonomicznych. Autor przedstawia uwarunkowania rozwoju obszarów peryferyjnych wynikające z teorii. Przedstawia też wyniki swoich badań: typologię peryferyjnych niskorozwiniętych podregionów Unii Europejskiej, typologię powiatów i miast Polski północnej, wnioski z badania czynników rozwojowych wybranych miast oraz problemy, hipotezy, pytania, dylematy i zadania badawcze.
A common phenomenon are large disparities in levels of development, especially between metropolitan areas and other areas beyond, called peripherals. The disparities relate to research – many of them concern the metropolitan areas. In 2009 the author began the research on problems of regional development of peripheral areas. Deficiency of endogenous growth factors is the main problem in these areas. It becomes a barrier to self-initiate the growth. However, the need of development results from social, ecological and economic reasons. The author presents the conditions of development of peripheral areas resulting from the theory. He presents also results of their research: the typology of peripheral sub-regions in the European Union, the typology of counties and towns in the northern Poland, the conclusions of the developmental factors examination in selected towns and the problems, hypotheses, questions, dilemmas and research tasks.

The subject of the presented research was projects co financed with European Union funds realised in years 2007–2013 in small towns of Pomeranian Voivodeship. Projects which were included belong to three programmes: Innovative Economy Programme, Infrastructure and Environment Programme and Regional Operational Programme. The aim of the researches was study of the structure of projects according to its kind and town division. The other aim was to test if quantity of funds depend from the number of inhabitants, location and status of town. There are not many actual relations between this features. Projects concerning transformation of public spaces were systematised and analysed in more detail.
