W artykule przeanalizowano koncepcje teoretyczne oraz badania dotyczące zagadnienia kontaktów nieletnich z funkcjonariuszami policji zwracając uwagę na ich konfliktowy charakter. Poruszaną problematykę przeanalizowano z trzech perspektyw: środowiskowej, jednostkowej oraz sytuacyjnej. Analizując rolę czynników środowiskowych, szczególną rolę przypisano rodzinie oraz grupom rówieśniczym. Charakteryzując perspektywę jednostkową zwrócono uwagę na rolę wieku, płci oraz pochodzenia jako czynników rzutujących na relacje z policją. W kontekście sytuacyjnym zwrócono uwagę na opór, poczucie krzywdy jako czynniki prowadzące do intensyfikacji przebiegu interwencji. Podkreślono, że konfliktowy charakter relacji może prowadzić do eskalacji napięć skutkujących stosowaniem sankcji, wzrostem dystansu i oporu oraz naznaczeniem.
The article presents theoretical concepts and research in the extent of minors - police encounters, paying attention to their confrontational nature. This issue was analysed from three perspectives: environmental, individual and situational. Family and peer groups were described as the basic environmental factors. Age, gender and social background were analysed as typical individual factors. Describing situational context, attention was paid to resistance and injustice as factors leading to intensification of the police intervention. It was emphasized that the confrontational nature of the encounters may lead to the escalation of conflicts, applied sanctions, increase social distance, resistance and labelling process.

Opis:
A positive perspective in social sciences is one of the key directions in contemporary youth studies and an important point of reflection on education. In recent decades, the Positive Youth Development concept (PYD) has been a particularly clear and significant perspective for studying adolescence on a global scale. This perspective is crucial for many theoretical assumptions and educational projects. The aim of this article is to analyse the concepts and theories (directly and indirectly) related to this concept in youth studies. In this paper, significant changes in the reflection on adolescence have been analysed, which turned the vision of a developmental stage full of tensions and conflicts into a period of great opportunities for the personal development and also gave new meaning to youth’s good life. The PYD key concepts and theories plus practical education have been presented. Additionally, critical remarks on positive concepts in youth studies have been analysed.

W tekście dokonano analizy założeń teoretycznych oraz wyników badań amerykańskich socjologów i kryminologów, w których starano się wskazać środowiskowe prawidłowości warunkujące niedostosowanie społeczne. W interpretacji terminu „środowisko” skupiono się na jego przestrzennym charakterze. Przeanalizowano sposoby definiowania terminu środowisko oraz terminów pokrewnych („środowisko lokalne”, „środowisko wychowawcze”). Analizując czynniki kryminogenne środowiska odniesiono się do wymiaru infrastrukturalnego od szkoły Chicago po współczesność. Poza koncepcjami teoretycznymi wskazano również możliwe sposoby działania z zakresu profilaktyki i resocjalizacji realizowane w środowisku otwartym.
The text examines the theoretical assumptions of the analysis and research of American sociologists and criminologists which describe the environmental determinants of juvenile delinquency. The interpretation of the term “environment” is focused on its spatial character. The various ways in which the term environment, and related terms (“local environment” and “educational environment”), can be defined are analyzed. In describing the criminal influences of an environment, references are made ranging from the Chicago School to the present day. Besides theoretical concepts other possible modes of action for prevention and rehabilitation that are to be carried out in the open environment are also presented.

This article analyzes hiphop as a multicultural manifestation of the youth culture. The youth culture is understood as the content offered for the young generation by the popular culture. It is perceived as the result of complex processes that start with local youth groups, cultural innovations and various rituals. The author describes the beginning of hiphop culture in the urban ethnic dimension and goes on to analyze its core manifestations such as rap, graffiti, and break dance. The author traces ways in which rap, graffiti and break dance were created, interpreted, and assimilated according to the needs of multicultural exemplification of youth’s local identities. This article also indicates the possibility of using elements of hiphop youth culture in the prevention projects realized in multicultural environments.

Opis:
Migration policy of the European Union countries underwent significant changes over the past decades. They are particularly interesting in the case of „old“ EU countries, where the migrants movement is an effect of the colonial past and the demand for labour force. There’re analysed three essential key stages of migration policy (guest workers, multi-cultural and citizenship approach). Netherlands was the reference point, because of its colonial past, the specificity of migrant diasporas structure and problems. There’re described sociocultural conditions and examples of action projects realised in the context of social exclusion and marginalisation and also critical opinions. Special attention was paid to changes in patterning, effects of migration that took place in recent years as well as prevention projects based on local communities.

Since 1989, the transitions have been made in Central and Eastern Europe, in political science those changes are described and explained in terms of „sys-temic transformation”. One of the three main goals of transformation in the countries of Central and Eastern Europe was not only introducing a system of freedom, democracy, the country of law and market economy but also the crea-tion of civil society. The changes from 1990 to 1992 in the political and eco-nomic life of Lithuania and the building of a democratic system were based on the implementation of the principle of national sovereignty, separation of pow-ers, rule of law, political pluralism and providing democratic, stable govern-ment. Since 1990, the political system and legal elements shaping it in Lithuania have been constantly transformed. It is difficult to conclude when the political system and the building of civil society will have reached the level of a consoli-dated democracy.

Contemporary international relations are characterized by a complex structure and create a complicated image of constantly changing events and processes. After the declaration of independence during Algirdas Brazauskas and Valdas Adamus’ presidency, the foreign policy of Lithuania was concentrated on forthcoming membership in NATO and EU, which constituted a strategic priority in Lithuania further development. Nowadays, the main objective of Lithuania foreign policy is not focused on relations with The United States and Poland but with Scandinavia, Nordic-Baltic countries – Iceland, Denmark, Norway, Sweden, Finland, Estonia, Latvia.

The population of the Kaliningrad Oblast RF mainly consists of immigrants. The region was settled after the Second World War during the existence of the USRR. At the beginning of the nineties of the XX century began contacts with the closest neighbours : Poland, Lithuania which after the declaration of independence turned out to be a foreign country for the citizens of the Kaliningrad Oblast and trips to Germany and Scan-dinavian countries. The positive and permanent change of the decline of the USRR is that the Kaliningrad Oblast is now widely open. As a result the return to the situation from be-fore the year 1991 seems to be impossible and unacceptable for the citizens of Kaliningrad Oblast.

Artykuł ma celu przybliżenie tematyki związanej z występującymi w polskim prawie karnym materialnym prawnymi aspektami typów kwalifikowanych przestępstwa zabójstwa. Niewątpliwie jest ono najpoważniejszym z przestępstw godzącym w największą wartość, jaką jest życie ludzkie. Systematyczne ujęcie problemu umożliwiło w sposób przejrzysty ukazanie ustawowych znamion przestępstwa określonego w art. 148 § 2 i 3 kodeksu karnego oraz okoliczności wpływających na prawidłową kwalifikację prawną. W opracowaniu jednocześnie wykazano okoliczności wpływające na orzekanie najsurowszych kar w przypadku morderstwa.

The paper presents thematic analyses relating to migration processes, situated between the Legacy of the Past and Challenges of the Future. The authors focus on a complex migration process referring to key factors that characterise it as well as dominant concepts in host societies: segregation and integration. The theoretical considerations undertaken in the text are primarily oriented towards presenting the diverse situation of Migrant Children and Youth “On the Move” as a category of the young generation affected by migration processes. The text is an attempt to reflect on the functioning of migrant backgrounds in the context of children’s and adolescents’ integration with the new place of residence. Particular attention was drawn to fragile areas generating distance, social exclusion and consequently hindering the process of integration.
