Vatican Law is made up by a plurality of sources, belonging also to out- side legal systems: in the Vatican City State (VCS) Canon Law (Law of the Catholic Church) is the Law of the State as well, because the State is closely related to the Holy See. The text of Law June 7th, 1929, nr. II, which dealt with the sources of Law in the VCS, made an explicit reference only to the Codex Iuris Canonici (of the Latin Church) and to the Apostolic Constitutions. In 1983 Pope John Paul II issued a new Codex Iuris Canonici (CIC) for the Latin Church. In 1990 the same Pope issued the Codex Canonum Eccle- siarum Orientalium (CCEO). e new Vatican Law of October 1st, 2008, nr. LXXI, replaced the previous Law nr. II/1929: according to Art. 1 of this new Law, the whole Canon Law is a primary source of Vatican Law (art. 1, Law nr. LXXI/2008). erefore, in the VCS the Oriental Canon Law is also in force, i.e. not only the CCEO, but the whole Corpus Iuris Canonici of the Oriental Churches as well. 
Il diritto dello Stato della Città del Vaticano (SCV) è costituito da una pluralità di fonti, provenienti anche da ordinamenti giuridici esterni. In particolare, nello SCV il diritto canonico (diritto della Chiesa cattolica) è anche diritto dello Stato, per il  legame necessario che esiste tra lo SCV e la Santa Sede. La legge 7 giugno 1929, n. II, disciplinava le fonti del diritto dello SCV e prendeva in considerazione in modo esplicito solo il Codice di diritto canonico (della Chiesa latina) e le Costituzioni Apostoliche. Nel 1983 è stato promulgato il nuovo Codice di diritto canonico per la Chiesa latina (CIC). Nel 1990 è seguito il Codice dei canoni delle Chiese orientali (CCEO). La nuova legge vaticana 1° ottobre 2008, n. LXXI, ha sostituito la precedente legge del 1929:  secondo l’ampia formulazione dell’art. 1, oggi tutto il diritto canonico è la prima fonte del diritto dello SCV. Nella Città del Vaticano è dunque applicabile come diritto dello Stato anche il diritto canonico orientale, non solo quello del Codice orientale, ma in termini ben più ampi tutto il corpus giuridico canonico delle Chiese d’Oriente.

On February 22 2011 Pope Benedict XVI promulgated a new Law concerning citizenship, residency and access to the Vatican City, n. CXXXI. This Law replaces the previous Law June 7 1929, n. II. Art. 9 of the Lateran Treaty deals also with this matter.According to the old Law of 1929 citizenship and residence were directly connected. A first derogation thereto ensued from a decision of Pope Pius XII in 1940: the Holy See diplomats, who actually did not have their residence in the Vatican City State, were nonetheless Vatican citizens.The new Law of 2011 distinguishes between Vatican citizens who are also resident in the Vatican City State, citizens who are not resident (for example members of the diplomatic corps) and finally residents who are not Vatican citizens (because they do not apply for or do not obtain the citizenship).The new Law provides for the requisites to obtain the residency in the Vatican City State even without citizenship: the enrolment in a special register and the issue of a personal card, which allows free access to the territory of the Vatican State.The new Law regulates as well the general conditions of access to the territory of the Vatican State for those who are not citizens of and have no residence in it. According to Art. 3 of the Lateran Treaty Saint Peter’s Square is ordinarily accessible to everyone, without any formality.Sanctions are to be applied in case of unauthorized access to the Vatican City State.Even in this matter of the residence and access the Vatican legal system safeguards the peculiarity of the Vatican State in view of protecting the freedom of the Pope and of the Holy See
