This article concerns internal auditing, which is an active tool supporting the head of the unit of the public finance sector in fulfilling their duties. In connection with the implementation of assurance tasks, there are legal obligations of the auditee to cooperate with the internal auditor, necessary for the proper course of such activities. Transfer of information about the planned implementation of the assurance task begins the process of preparation by the audited unit of all documentation and transmission of various information, closely related to the task in question.

The essence of proper management of union projects with potential risk of failureThe process of managing EU projects, already in the new EU financial perspective for 2014–2020, is an activity very important for a properly functioning public sector entities. Each managing EU funds must be aware that the correct identification of all possible risks in the implementation of EU projects can contribute to more efficient control over all processes connected with it and give a greater level of acceptance of the diagnosis of hazards that may occur at any time. Effective management of the project co-funded by the EU has several aspects. It is both the ability to manage staff, skilful co-operation between the partners implementing the project and financial management, allocated for the project. Depending on the nature of the project and its complexity, the phone may risk associated with future performance, and especially the financing of the project. Thus, properly prepared procedures absorption of such measures with EU procedures, project management, supply ensuring the correctness of their spending.

The implementation of the electronic administration entails a number of consequences as well as the benefits of the digitalization of public services. The digital revolution and the changes that have taken place in society have made e-government and its services increasingly play a role both for the state and for the citizens themselves. Now the Internet is one of the main tools for working and accessing information, so it should be fully utilized when dealing with administrative and administrative matters. However, in such changing conditions, the role of citizens and workers themselves in building a modern image of public administration becomes extremely important. Achieving the goal will help to address the issues related to the use of electronic administration. This aim will be further strengthened by the literature analysis of humanistic management, which is increasingly emphasized in legal and organizational activities.
Wdrożenie elektronicznej administracji pociąga za sobą szereg konsekwencji, jak też korzyści wynikających z cyfryzacji usług publicznych. Rewolucja cyfrowa i zmiany zachodzące w społeczeństwie spowodowały, że administracja elektroniczna i jej usługi zaczynają odgrywać coraz większą rolę zarówno dla państwa, jak i dla samych obywateli. Obecnie Internet stanowi jedno z głównych narzędzi pracy i dostępu do informacji, dlatego powinien w pełni być wykorzystywany przy załatwianiu spraw urzędowo-administracyjnych. Jednak w takich zmieniających się warunkach niezwykle ważna staje się rola obywateli i samych pracowników w budowaniu nowoczesnego wizerunku administracji publicznej. W osiągnięciu założonego celu pomoże systematyka zagadnień związanych z wykorzystaniem elektronicznej administracji. Cel ten dodatkowo wzmocni również analiza literatury z zakresu zarządzania humanistycznego, coraz mocnej akcentowana w działaniach prawnych i organizacyjnych.

The article characterises the elements of a model for shaping the conditions for the proper functioning of local government units, which is based on ensuring an acceptable level of cybersecurity. In the practice space, there is a correlation between local government units and cyberspace, thus also cybersecurity. The functioning of local government in different environmental conditions involves visible benefits for its actors as well as many potential threats – all the more so, as even larger self-governments, equipped with greater financial and human resources, cannot avoid them. The dangers involved, which are increasing every year, result in a growing number of various incidents, which is a test for local governments in building appropriate security platforms and models.

This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Provisions of the local government l and by-laws were analysed from the legal perspective. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

The current law, which regulates the functioning of local government designate their powers and tasks that aim to achieve the objectives. Such activities tend to be heavily supported institution of management control. In addition, the modern tool for the management of the local government in the effective management of all processes in the body - is the internal audit unit. Definition, based on article 272 (act on public finance) internal audit is an independent and objective activity, the aim of which is to support the Minister in charge of the department or manager in the implementation of goals and objectives through a systematic evaluation of management control and advisory activities. The article brought closer the possibility of creating the regional government's development policy, which is and can be to support the internal audit activity.

Human resources are the foundation of every organization’s development. In today’s ever-evolving globalization process, employees in public administration must have the skills and competencies they need to be able to carry out the tasks entrusted to them. Any organization resource, including human resources, must be subject to appreciation, resulting in an increase in the personal value of each employee. On the other hand, in order to properly and effectively raise the value of human resources in public administration, managers must be mindful of the correct process of directing people. This is especially important in the ever-changing environment of the organization. This process, however, is achievable through the implementation of humanistic management, a manifestation of the specific empowerment of every human being. This article is devoted to humanistic management issues, which, through the available legal, decision and organizational tools, support the process of proper management and directing the work of people in the public sector.
Zasoby ludzkie stanowią fundament rozwoju każdej organizacji. W obecnych warunkach nieustannie postępującego procesu globalizacji, pracownicy zatrudnieni w podmiotach administracji publicznej muszą posiadać odpowiednie umiejętności i kompetencje, dzięki którym są wstanie zrealizować powierzone im zadania. Każdy zasób organizacji, w tym zasoby ludzkie, podlegają procesowi aprecjacji, który przyczynia się do wzrostu wartości osobowej każdego pracownika. Natomiast w celu właściwego i skutecznego podnoszenia wartości zasobu ludzkiego w administracji publicznej, zarządzający muszą pamiętać o prawidłowym procesie kierowania ludźmi. Jest to szczególnie ważne w warunkach nieustannie zmieniającego się otoczenia organizacyjnego. Proces ten jednak jest możliwy do osiągnięcia dzięki wdrażaniu zarządzania humanistycznego, będącego przejawem szczególnego sposobu związanego z upodmiotowieniem każdego człowieka. Artykuł poświęcony jest zagadnieniom zarządzania humanistycznego, które za pomocą dostępnych instrumentów prawnych, decyzyjnych oraz organizacyjnych wspiera proces właściwego zarządzania i kierowania pracą ludzi w sektorze publicznym.

Internal audit is an activity independent, objective assurance and advisory, which aims to add value and improve the organization’s operations. Internal audit is primarily a tool to help managers of the unit, giving the possibility of efficient and effective management of all processes. Podjęty w 1999 roku niezwykle istotny proces decentralizacji administracji publicznej, polegający na przekazaniu społecznościom lokalnym i regionalnym wielu kompetencji, stał się przyczynkiem do kształtowania się wielu zobowiązań. The internal audit every organ of public administration and in the private sector – can help an organization in achieving its goals. It is reasonable to give leadership to ensure the achievement of these goals. It does not guarantee, however, to achieve these objectives. Working in the public administration body or a private company, the internal audit system may not always be ensured reliability of financial statements and compliance with the law, although it certainly minimizes the risk in this regard. Internal audit, together with the control system helps any organization in achieving its objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of risk management, control and corporate governance.
Audyt wewnętrzny widoczny w administracji publicznej, a także w sektorze prywatnym − może pomóc organizacji w osiągnięciu jej celów. Niezwykle ważne w tym zakresie jest odpowiedzialne podejście zarządzających zmierzające do osiągnięcia zaplanowanych celów. Nie gwarantuje to jednak osiągnięcia tych celów. Pracując w organach administracji publicznej lub w prywatnych firmach, system audytu wewnętrznego nie zawsze zapewnia całkowitą wiarygodność sprawozdań finansowych i zgodność z prawem, chociaż z pewnością minimalizuje ryzyko w tym zakresie. Audyt wewnętrzny wraz z funkcjonującym systemem kontroli zarządczej pomaga każdej organizacji w osiąganiu swoich celów poprzez systematyczne i zdyscyplinowane podejście do oceny i poprawy skuteczności zarządzania ryzykiem, kontroli i ładu korporacyjnego.

Administracja publiczna powinna nieustannie się rozwijać i wprowadzać odpowiednie instrumenty, aby zwiększać swoje możliwości w zakresie coraz skuteczniejszego sposobu realizacji zadań publicznych. Ta skuteczność musi być oparta na przestrzeganiu zasady legalności, gdzie wszelkie działania, decyzje i kroki byłyby podejmowane zgodnie z obowiązującymi przepisami prawa. W tym zakresie kluczowe będzie odniesienie się do nurtu zarządzania humanistycznego, który w swojej nauce zwraca niezwykle silną uwagę na samego człowieka, w tym przypadku pracownika administracji publicznej. Prawo powinno być tak skonstruowane, aby było ono przyjazne i, co najważniejsze, zrozumiałe dla wszystkich jej odbiorców. Artykuł poświęcony jest roli zarządzania humanistycznego, które w sposób coraz bardziej widoczny oddziałuje na sposób tworzenia prawa, przy okazji mocno akcentując poszanowanie praw pracowniczych w administracji publicznej, wpływając pośrednio również na jakość oferowanych przez pracowników usług. W opracowaniu wykorzystano przegląd literatury dotyczącej zarządzania humanistycznego, uwzględniając przy tym pozycję pracownika i tworzonego prawa w zmieniających się uwarunkowaniach prawnych i organizacyjnych.
Public administration develops and develops instruments to increase its capacity for more effective exercise of member states. This effectiveness must be based on observance of the legal principles where actions, decisions and steps are taken in accordance with the law. In this respect, the key will be to put down the flow of humanistic management, which in its science returns extremely strong attention to any man, in this case administrative work of the public administration. The law is designed to be friendly and, most importantly, understandable for all its recipients. This article is devoted to the role of humanist management, which in a very visible way influences the way services are offered, influencing the quality of their services. The review uses a literature review in accordance with humanistic principles, with the purpose of selecting a studio and organization.

Visible changes in the functioning of public administration, according to the New Public Management approach, are possible thanks to the use of new concepts implemented by the management system. Today, one of them deserves special attention – it’s called Lean Management, which is an extremely innovative management method, visible primarily in companies. Using Lean Management, focus is on detecting and eliminating unnecessary activities. This assumption is based on the fact that this concept is a process that shapes organizations. It uses a variety of tools and techniques to consciously eliminate waste through the use of intelligence and creativity. These steps contribute to building public confidence in the public sector, while at the same time shaping appropriate employee satisfaction in public administration.
Widoczne zmiany w funkcjonowaniu administracji publicznej wg podejścia New Public Management (MPM) są możliwe dzięki wykorzystaniu nowych koncepcji wdrażanych przez system zarządzania. Obecnie jedna z nich zasługuje na szczególną uwagę – jest to tzw. koncepcja Lean Management (LM), która jest niezwykle innowacyjną metodą zarządzania, widoczną przede wszystkim w przedsiębiorstwach prywatnych. Wykorzystując koncepcję Lean Management, należy się skupiać na wykrywaniu i eliminowaniu niepotrzebnych działań. Z takiego założenia wynika fakt, iż koncepcja ta jest procesem, który kształtuje organizacje.
