Demographic study of the region Polimlje - Ibar reveals intensification of the process of depopulation and aging population, as well as differences in their manifestation in some municipalities that are correlated with differences in their basic geographic and socio - economic characteristics. The age structure of the population, due to migration and reducing birth rate is changed and takes on unfavorable characteristics - reduces the proportion of younger, while increasing the share of the elderly population. In both cases deranged age structure has feedback influence on the movement of population (size reproductive contingent), but also to all other population structure (size of the working population, the active population, schools compulsory contingent relationship serving a), which are essential for the development of population and economic activity in the region. Despite significant changes in all demographic structures considered geo-space has kept the characteristics of an ethnically very heterogeneous environment. Given that demographic processes are interconnected, it is necessary to take appropriate measures in population and social policies to achieve the objective of constituting a new socio - cultural models of biological reproduction, which will include greater birth, halting the aging process of the population, improving the demographic situation and quality of life in Montenegro.

Since the 1980s, various organizations have promoted learning about the environment. This follows efforts by both governments and ecological associations to set stricter environmental standards. Beginning in the 1990s, ecological associations have tried a new approach - applying economic incentives to address environmental pollution, as well as global environmental problems. However, while environmental awareness has improved in recent years, a gap between people’s attitude and action as regards environmental issues has been pointed out. What people actually do, does not truly reflect high environmental consciousness [1]. Such contradiction between attitude and action has been mentioned in several studies [see 2-6]. The aim of this paper is to review environmental awareness, for example, that in the City Municipality of Zvezdara (Belgrade) for sustainable forestry in Zvezdarske forest.

Natural resources are limited, whether as a non-renewable or renewable. Planet Earth has a natural capacity and it is given for the human community. The current pace of development of the world economy and the accelerated population growth are threatened and may soon lead to exhaustion of non-renewable energy resources and exceed the speed of regeneration of renewable resources (water, energy, food), thus leading into questioning the survival of human communities and future generations. Only through the application of the principles of sustainable development (sustainable use of resources) and implementation of logic survival one can assure safe and steady growth to be followed by present and future needs of human being.

Opis:
The population of Gnjilog Potok, as well as most other Montenegrin rural settlements, passed through the period from 1948 to 2017 all the characteristic stages of demographic transition. The maximum number of inhabitants was recorded in 1948 (325), and from the 1961 (281) and 1971 (262) censuses, in the processes of industrialization, the depopulation began - 1981 (199), - 1991 (178). In the post - transition phase in the last two censuses in 2003 and 2011, the number of inhabitants in the settlement was reduced from 111 to 87. The average age of the population is 41.4 years (38.2 in males and 46.1 in females). According to the survey data from 2017, a total of 63 inhabitants live in the settlement. Compared to 1948, the number of inhabitants in 2017 was reduced by 194 %. These demographic processes ring in the alert and seek new, more effective economic (polycentric) and population policies. The situation in which is Montenegrin rural area is located and the exploration of the possibilities for its overcoming is a sufficient motive for the development of this work.

Depopulation, deruralization and deagrarization have greatly contributed to the reduction of economic resources of the agricultural areas Montenegro, which has resulted in significant impact on rural areas. It is particularly important in less developed rural area of that changes have an important role in agricultural and rural development, since the possibilities for development are not used in the right way. Family agricultural holdings and business entities in „ 2010 have 221.297.6 ha of total utilized land. There is a rather low number of holdings whose size varies between 100 ha or more, only 425 of them or 0.87 % in comparison to the total available land. At family agricultural holdings, 23.198 working persons are 65 or older, which comprises 23.5 % of the total labor force, while the share of people under 24 years is declining, comprising 6.83 % rural areas in Montenegro “have significant development potentials owing to its geographical, climatic, and natural features. This is a necessary but not a sufficient condition. Integral development of rural areas Montenegro should be based on the following elements: multifunctional agriculture, diversification of economic activities in rural environment, rural and eco tourism, organic food production, small and medium - sized enterprises, and cooperation between small and medium producers. Conclusion the text confirms the hypothesis and suggests a need of many changes in the structure and organization of the agricultural and rural sector in Montenegro, as well as the necessity of establishing the legal, institutional and budgetary framework.

Since the 1970s, economic restructuring and the farm crisis have reduced rural communities’ economic opportunities. These changes have limited rural communities’ economic development options, making older development strategies less viable and forcing many to look for nontraditional ways to sustain themselves. One of the most popular nontraditional rural development strategies has been tourism and its associated entrepreneurship opportunities because of tourism’s ability to bring in dollars and to generate jobs and support retail growth. Rural tourism can be an important instrument of economic development of Serbia. Mountain areas are very attractive to tourists, especially because of the advantages offered by combining the rural environment, history, ethnic, and geographic characteristics. Rural landscape, natural environment, traditional and cultural values are important preconditions for the creation of a competitive tourist attractions.
