Opis:: The article presents a description of Elk after World War 2, seen from a perspective of individuals. The pictures of the town are based on the memories of 15 people, who live in Elk nowadays. The selection of respondents was targeted. The group is differentiated in the categories: age and place of origin. Among the interviewees there are people, who were living in Elk and the nearby areas before World War 2, also those who moved there after the war from Vilnius Region, Republic of Lithuania, nearby areas of Grodno (Hrodna) and Nowogrod, Suwalki Region, Region of Kurpie, surrounding areas of Grajewo and Szczuczyn, and finally those who were born after World War 2 in Elk and in other places. The respondents see Elk differently, because they have been living there during various historical periods, however their individual perceptions and memories were taken into consideration. The following questions have been asked: what types of accommodation were Elk citizens living after World War 2, how they perceived their city in different historical periods, what were they doing for living, how looked their cultural life, what were their social relations? Data analysis, based on the interviews, answers above questions and presents subjective picture of everyday live. The article presents many aspects of life common for people from various social backgrounds.

Opis:: For centuries people have enjoyed playing. Play is an essential element of everyone’s life, not only children. This article explores own research containing: ethnographic interviews with citizens of Elk region, participant observation of children’s plays and shows by folk artists, survey with preschool and school teachers conducted during traditional play workshops for children. In addition it analyses memories from diaries and from an autobiography. The analysis is supported by examples from literature. Description of some plays gives an opportunity to find out more about everyday life in a particular region in a certain period of time. The literature shows how old are some plays, which are popular and still taught in kindergartens. It is noticed that in the past children, young people and adults had similar plays. Nowadays adults choose mainly dance events, which differ from those described in the article. Children however know and sometimes play the traditional games alongside with new ones. Considering play as a cultural phenomenon it is observed that the rules of children’s plays has not changed, only their form or contents may differ. Children have still enjoyed playing and miming the reality around them.

Opis:: The article analyses own research and literature findings about correlation between work and play. The research was conducted by using the following methods: ethnographic interviews with Elk region citizens, analysis of diaries and autobiographies. From a contemporary perspective, the author reaches for memories of people in various age. They describe their childhood, when work was usually related with play and toys were handmade by children and adults. These memories are presented as a continuation of theoretical presentation of the topic in the first chapter of the article. In traditional cultures adults had designated time for work, and for rest and celebration. The memories show that children despite having work duties were able to play also during noncelebration time and sometimes they perceived work as something fun to do. Such attitude is natural for children. It is easier for them to go outside their everyday life and find some temporary activities. Characteristic for folk culture recurrence is the reason that some annual customs has survived and both children and adults participate in them. However everyday life of the authors of the memories and also of other people has changed significantly, mainly due to modern technologies.

Opis:: This article is a comparative analysis of biographies of the two women. One of them lives in Elk, Poland and the other in Swiecionys, Lithuania. Both of them live in the areas where came from their ancestors, from generation to generation. Both of them were born in the 20’s of the 20th century in the villages situated nearby the towns they are currently living, however their homes used to be in different countries than nowadays. Before the World War 2, both Vilnius Region and Eastern Prussia were multicultural, multilingual and multi-denominational with one major religion, to which followers belonged both characters of the analysed biographies. Local customs of different provenance were characteristic for the whole village, irrespectively of its inhabitants’ identities. The end of World War 2 and the change of the borders became a traumatic experience for young at that time girls. They were forced to make difficult decisions, to choose their state and their nationality, to decide about their personal life and about separation from their close family. The both women were not involved in the war, neither military nor politically. However, they both were afflicted by political decisions made by the victors of the war, which were the consequences of the actions of those who started that war. The sense of identity of ordinary people living in multicultural areas, which are changing their statehood in different historical periods, is very complex and difficult. The aim of this article is to show the factors which can influence on national and cultural identity of ordinary people living in areas, where the statehood has changed.

Opis:: The opinion indicates that from the point of view of the Polish constitution, there are no “irremovable doubts about the content of tax law” as proposed in the bill, because in such a situation the occurrence of tax obligation and, in particular, tax liability, is out of the question. This results from the fact that Article 217 of the Constitution establishes a very high requirements for a qualified specificity of tax bills. The author proposes a different method to formulate the wording of Article 2a of the Tax Ordinance Act, which assumes that there is no tax obligation nor tax liability beyond that which follows directly from the tax law.

Opis:: The paper describes the institution of tax calculation and its relations with the birth of tax liability. Tax calculation is an activity or group of calculational activities without which tax liability not be transformed into an individual tax liability. Calculations can be made by the taxpayer himself, tax organ or payer. The calculation leads to a definition of the only proper sum of tax. This finds its expression in both the activity of the tax organ who while issuing a decision concerning the amount of due tax makes some corrections of the calculations made by the taxpayer and in the right of the taxpayer to self-correction of the declaration or IRS. The author proposes to construct a legal definition of tax liability, since there is no such definition in the Polish tax law, by combining the notion of taxpayer, tax liability and actual tax state.
