The transformation of the economy of Ukraine predetermines the need for comprehensive analysis of its impact on the areas of economic activity because the depth of transformation processes has significant differences. In this regard especially important is innovation environment, on the development of which the competitiveness of the national economy largely depends, as well as the pace and quality of economic development. The analysis of the features of the transformational changes in the environment, especially in the innovation sector, is particularly relevant under conditions of global competition. The aim of the article is to study the development of global innovation environment, development and scientific substantiation of directions ensuring national innovation competitive advantages, to identify opportunities to use integration processes to enhance international innovation investment cooperation. To achieve this aim we applied the following methods: abstract–logical, structurally–logical, comparative and statistical. Peculiarities of innovation development in Ukraine under conditions of growing global competition were examined. We studied transformational changes in the development of investment and innovation environment in Ukraine, which made it possible to determine the real state of its innovation appeal. The innovative development was considered as self–reproductive basis for the formation of new patterns of economic dynamics, modernization of the national economy, technological convergence of Ukraine into global economic space, maintaining intellectual potential. The study of the transformation of innovative development and market transformation efficiency of social production showed that the innovation attractiveness of Ukraine is significantly affected not only by the general state of the national economy but by the conditions of business activities. The practical value of the research is in the fact that the implementation of the formulated strategic objectives in the innovation field will allow the national economy to solve the problem of substantial growth of the gross domestic product, to improve investment attractiveness, to create conditions for the development of existing and for attracting new companies, to create new sectors of the economy in the field of small and medium sized innovative businesses, to form the clusters of innovative enterprises, to ensure integration of science, government and business.  The issues of the transformation of innovative development will require further detailed study in the context of overcoming the crisis of competitiveness of the national economy, market transformations for the efficiency of social production.
Трансформація економіки України зумовлює необхідність всебічного аналізу її впливу на сфери економічної діяльності, оскільки глибина трансформаційних процесів має суттєві відмінності. У зв’язку з цим особливо важливе інноваційне середовище, від розвитку якого значною мірою залежить конкурентоспроможність національної економіки, темпи та якість економічного розвитку. Аналіз особливостей трансформаційних змін середовища, насамперед у інноваційній сфері України, особливо актуальний в умовах глобальної конкуренції. Мета статті полягає у дослідженні розвитку глобального інноваційного середовища, розробці та науковому обґрунтуванні напрямів забезпечення національних інноваційних конкурентних переваг, визначенні можливостей використання інтеграційних процесів для активізації міжнародного інноваційно-інвестиційного співробітництва. Для досягнення поставленої мети застосовано такі методи: абстрактно-логічний, структурно-логічний, порівняльний та статистичний. Досліджено особливості інноваційного розвитку в Україні в умовах посилення глобальної конкуренції. Вивчено трансформаційні зміни у розвитку інвестиційно-інноваційного середовища в Україні, що дало можливість визначити реальний стан її інноваційної привабливості. Інноваційний розвиток розглянуто як самовідтворювальну основу для формування нових моделей економічної динаміки, модернізації національного господарства, технологічної конвергенції України у світовий економічний простір, збереження інтелектуального потенціалу. Дослідження трансформації інноваційного розвитку та відповідності ринкових перетворень ефективності суспільного виробництва показало, що на інноваційну привабливість України значно впливає не лише загальний стан національної економіки, а й умови ведення бізнесу. Практичне значення дослідження полягає у тому, що виконання сформульованих стратегічних завдань у інноваційній сфері дозволить національній економіці вирішити питання забезпечення істотного росту валового продукту, підвищити інвестиційну привабливість, створити умови для розвитку сучасних і залучення нових великих компаній, створювати нові сектори економіки в сфері малого та середнього інноваційного бізнесу, сформувати кластери інноваційних підприємств, забезпечити інтеграцію науки, влади та бізнесу. Подальшого детального вивчення потребують питання трансформації інноваційного розвитку в контексті подолання кризи конкурентоспроможності національної економіки, відповідності ринкових перетворень ефективності суспільного виробництва. This paper proposes a biometric system for authentication that uses the retina blood vessel pattern. The retina biometric analyzes the layer of blood vessels located at the back of the eye. The blood vessels at the back of the eye have a unique pattern, from eye to eye and person to person. The retina, a layer of blood vessels located at the back of the eye, forms an identity card for the individual under investigation. In particular retinal recognition creates an ”eye signature” from its vascular configuration and its artificial duplication is thought to be virtually impossible.

Opis:
Thin films of bismuth oxide have been prepared utilizing vacuum evaporation. XRD anyalysis reveal that all the films were tetragonal polycrystalline structure with a preferred orientation along (002) plane. SEM images indicate that the grain size fall in the category of nanosize. AFM results assure that the nanonstructure behavior of thin films. Optical studies show that these films have a direct transition with optical energy gap equal to 2.5 eV.

Today's world mainly focuses on reducing human effort and maximizing efficiency. Machines are replacing humans in many hazardous working environments. Automation is playing an important role in saving human efforts in most of their day-to-day works. A robotic vehicle has been developed in this project which can be particularly used in a small scale industry. The robotic vehicle is controlled by a mobile phone that is connected to the robot through a GSM network which acts as a remote controller. DTMF technology is used, which enables the robot to be controlled over the GSM network. The keypad of the mobile phone acts as a remote to control the vehicle's movement. The robotic vehicle developed is not an Automated Guided Vehicle (AGV) as an operator has to manually operate the vehicle. A sensor is attached to the front of the vehicle which senses obstruction in its path and enables the vehicle to avoid collisions with moving or fixed objects. The vehicle features battery powered motors and computer technology that has been programmed to drive to and from specific points. This research work involves the fabrication of a working model vehicle controlled over a GSM network using DTMF technology. The guided vehicle can work in environments such as transporting materials from a warehouse to production lines to reduce human effort and increase efficiency.

WILGA annual symposium on advanced photonic and electronic systems has been organized by young scientist for young scientists since two decades. It traditionally gathers more than 350 young researchers and their tutors. Ph.D students and graduates present their recent achievements during well attended oral sessions. Wilga is a very good digest of Ph.D. works carried out at technical universities in electronics and photonics, as well as information sciences throughout Poland and some neighboring countries. Publishing patronage over Wilga keep Elektronika technical journal by SEP, IJET by PAN and Proceedings of SPIE. The latter world editorial series publishes annually more than 200 papers from Wilga. Wilga 2017 was the XL edition of this meeting. The following topical tracks were distinguished: photonics, electronics, information technologies and system research. The article is a digest of some chosen works presented during Wilga 2017 symposium. WILGA 2017 works were published in Proc. SPIE vol.10445.

Symposium Wilga 2014, in its 34th edition, was organized during the last week of May. Symposium is organized under the auspices of SPIE, IEEE, Photonics Society of Poland, WEiTI PW, and PKOpto SEP. The event gathered around 350 persons, mainly young researchers from the whole country. There were presented around 250 speeches and communications. The main book of Symposium Proceedings is Proc. SPIE vol.9290 which contains around 130 papers. A few tens of papers were also published in technical journals. The leading topics of Wilga 2014 were gathered in key sessions: nano-materials for photonics and electronics, astronomy and space technology, biomedicine, computational intelligence, visualization and multimedia, and large research experiments. The paper presents a digest of some topical tracks, and chosen work results presented during WILGA 2014 Symposium.

This paper is a research survey of the WILGA Symposium work. It presents a digest of technical effort results shown by young researchers from different universities during the Jubilee XXXth SPIE-IEEE-Photonics Society of Poland Wilga 2012 symposium on Photonics and Internet Engineering. Topical tracks of the symposium embraced: nanomaterials and nanotechnologies for photonics, sensory and nonlinear optical fibers, object oriented design of hardware, photonic metrology, optoelectronics and photonics applications, photonics-electronics co-design, optoelectronic and electronic systems for astronomy and high energy physics experiments, JET tokamak and pi-of the sky experiments development. The symposium is an annual summary in the development of numerable Ph. D. theses carried out in this country in the area of advanced electronic and photonic systems. It is also a great occasion for SPIE, IEEE, OSA and PSP students to meet together in a large group spanning the whole country with guests from this part of Europe. A digest of Wilga references is presented [1]-[60]. This paper is the first part of the digest focused on astronomy, space, astroparticle physics, accelerators, and high energy physics experiments.

Accelerator science and technology is one of a key enablers of the developments in the particle physics, photon physics, electronics and photonics, also applications in medicine and industry. Opis:
Fusion, in all its varieties, is a very current subject of science and technology. The results of strongly exothermic reaction of thermonuclear fusion between nuclei of deuterium and tritium are: helium nuclei and neutrons, plus considerable kinetic energy of neutrons of over 14 MeV. DT nuclides synthesis reaction is probably not the most favorable one for energy production, but is the most advanced technologically. More efficient would be possibly an aneutronic fusion. The EU by its EURATOM agenda prepared a Road Map for research and implementation of Fusion as a commercial method of thermonuclear energy generation in the time horizon of 2050. The milestones on this road are tokomak experiments JET, ITER and DEMO, and neutron experiment IFMIF. There is a hope, that by engagement of the national government, and all research and technical fusion and plasma communities, part of this Road Map may be realized in Poland. The infrastructure build for fusion experiments may be also used for material engineering research, chemistry, biomedical, associated with environment protection, power engineering, security, etc. Construction of such research and industrial accelerator and tokomak infrastructure may have potentially a profound meaning for the development of science and technology in Poland.
