Celem artykułu jest przedstawienie możliwej etymologii polskiego wyrazu pies jako kontynuacji praindoeuropejskiej formy na określenie ‛psa’. Większość dotychczas postulowanych hipotez dotyczących pochodzenia tego leksemu określa go jako innowację słowiańską zastępującą odziedziczony z praindoeuropejskiego wyraz. Zdaniem autora najnowsze modele indoeuropejskiego słowotwórstwa rzeczownikowego mogą jednak wskazywać na indoeuropejską proweniencję tego słowa, związaną z nazwą ‛psa’ oraz ‛bydła’.
The purpose of this article is to present a possible etymology of the Polish word for ‛dog’ as a continuation of the Proto-Indo-European form. The majority of the hypotheses postulated so far concerning the origin of this lexeme considers it to be a Slavic innovation which superseded the inherited Proto-Indo-European word. The author argues that current models of Indo-European nominal derivation permit a connection of the Slavic word with the Proto-Indo-European forms for ‛dog’ and ‛cattle’.

The article draws on the argument presented by Carolyn Marvin and David Ingle (1996), and specifically on the thesis that nationalism can be also approached as a religious phenomenon- with its distinctive mythology, dogmas, “saints,” and ritual behavior; they term such ideological-ritual complex “national civil religion.” Using this heuristic tool, I analyze the quasi-religious content of German national ideology dominant in the Kaiserreich (1871-1918) by discussing three layers of imagery that can be distinguished in this ideological system: appropriated history as vell as Christian-Biblical and mythological-folkloric components.
Biorąc jako punkt wyjścia tezę przedłożoną przez Carolyn Marvin i Davida Ingle (1996), a mianowicie, że nacjonalizm może być również analizowany jako system religijny – zawierający określoną mitologię, „dogmaty”, postacie wyidealizowanych bohaterów narodowych („świętych”) oraz zachowania o charakterze rytualnym – autor niniejszego tekstu poddaje analizie interpretywnej quasi-religijne aspekty nacjonalizmu niemieckiego okresu Cesarstwa (1871-1918). Analiza ta prowadzi do wyróżnienia trzech warstw obrazowania o charakterze religijnym: zmitologizowana historia, symbolizm biblijno-chrześcijański oraz komponenty mitologiczno-folklorystyczne.

This article investigates the problem of the etymological connection between the Greek word óμείχω ‘to urinate’ and the agent noun μοιχός ‘adulterer’, the semantics of which has often been termed improbable. It is pointed out that the connection might be made more probable when analyzing the Latin data: the verb meiō, -ere ‘to urinate’ and its meaning in the Latin texts, which is not always restricted to ‘urinating’ but is also used as an obscene word meaning ‘to ejaculate’. We can then postulate that μοιχός was an agent noun of óμείχω in the meaning of ‘to ejaculate’ and this way as ‘adulterer’.

This article investigates a certain irregularity in the Greek sound changes, namely that associated with the Greek form gnp ‘beast’, assumed to come from the sequence */ghu/ but treated exactly like the aspirated labiovelar. It is shown that the examples upon which this hypothesis was built are in themselves quite doubtful and even though more examples of this change can be found, they still remain insecure. The sound change is then neither confirmed nor falsified but certain phonetic details of its process are investigated.

Pod koniec lat 80. XX wieku teologia wyzwolenia została poddana gruntownej krytyce dogmatycznej przez oficjalne instancje Kościoła katolickiego, które jednocześnie faworyzowały wyłaniającą się właśnie „teologię indygenistyczną” (teologia india). Mimo to w ciągu lat 70. i 80. teologia wyzwolenia miała istotny wpływ na ideologię i na praktykę pracy misyjnej wśród paragwajskich Indian. Znaczącą rolę w tym względzie odegrali ojcowie Bartomeu Meliá SJ i José Seelwische OMI, którzy, dokonując radykalnej interpretacji dekretów Soboru Watykańskiego II oraz tez tzw. Dokumentu z Barbados (1971), zredefiniowali paradygmat pracy misyjnej wsród Indian podczas Konsulty w Asunción w roku 1972, a następnie koordynowali wprowadzenie tych postanowień w życie poprzez instytucję Narodowego Zespołu ds. Misji (ENM) – organu doradczego Konferencji Biskupów Paragwaju.
In the late 1980s the liberation theology underwent a comprehensive dogmatic evaluation by the relevant, official bodies of the Catholic Church, which clearly favoured the then just emerging indigenous theology (teologia india). Despite this, the liberation theology has exercised a considerable influence on the theory and practice of the missionary work among the Indians in Paraguay. One of the key figures in this regard were Frs Bartomeu Meliá SJ and José Seelwische OMI, who have performed a radical reinterpretation of the decrees of the Second Vatican Council and the Declaration of Barbados of 1971, redefined the paradigm of the missionary work among the Indians at the Consulta in Asunción in 1972, and oversaw their implementation through the National Missions Team (ENM), an advisory board of the Paraguayan Episcopal Conference.

This article investigates the story of the origin and the expanse of the term caesar in the Indo-European languages. A hypothesis on the non-existence of the diphthongs /ai/ and /au/ in Gothic is used to show that the borrowing into Gothic occurred from Greek and renders the Greek spelling practice. Due to additional facts concerning the monophthongization of the diphthong /ai/ in Greek and Latin it is hypothesized that they might already represent not a diphthong but a single vowel. Counter-evidence is also stated, as the precise way of the borrowing still remains unknown.

This article investigates the problem of the lexeme for ‘apple’ in the reconstructed Indo-European for which there are two roots possible, namely *meh2-lo and *h2ebol-, both meaning ‘apple’ or a fruit similar to it. The former has been usually taken as a borrowing while the latter as a true PIE root for ‘apple’. However, there are problems with this assumption – the presence of the vowel */a/ and the consonant */b/, both of marginal status, and the attestation of this lexeme mostly in the North-West Indo-European languages. It is shown that the lexeme in question might actually be an ancient Wanderwort.

The problem of the origin of the Sabellic perfects (in the older literature called Oscan-Umbrian) has been discussed at length very often in Indo-European linguistics ever since the 19th century and the monumental work of Robert von Planta (1892–1897). Still, to this very day it remains a mystery. Various hypotheses have been proposed but none of them explained everything clearly and without problems. Especially intriguing is the fact that the multiple formations of the perfect found in Sabellic languages (reduplicated, simple, -f-, -tt- and -nky-perfects) perform essentially the same function of the preterite tense, being the syncretism of both the Proto-Indo-European aorist and perfect, similarly as in Latin. In the present article the author seeks to present the compelling hypotheses of the origin of the formations of the perfect in the Sabellic languages, evaluate them according to their supposed probability and present the most probable solution to the problem. The Sabellic perfects are classified into groups and each group is discussed as to its origin and development with the Indo-European background in mind. This is followed by some reconstructions underlying the attested forms. The Sabellic formations treated in this article are the reduplicated perfect, long-vowel perfect, s-perfect, simple perfect, -f-perfect, -tt-perfect, -k-perfect, -nky-perfect and the Sabellic future perfect with the characteristic -us- suffix. The discussion is closed by conclusions and the appendix with the complete list of the attested forms of the perfect.

W artykule przeanalizowano prowadzoną od blisko 25 lat politykę rozwoju województwa w zakresie rewitalizacji, wyrażoną w dokumentach strategicznych i planistycznych poziomu regionalnego, w kontekście zmieniających się uwarunkowań krajowych i unijnej polityki spójności. Ponadto zbadano rolę Samorządu Województwa Mazowieckiego we wdrażaniu środków unijnych na działania rewitalizacyjne w ramach Zintegrowanego Programu Operacyjnego Rozwoju Regionalnego 2004–2006 oraz dwóch edycji Regionalnego programu operacyjnego województwa mazowieckiego: 2007–2013 i 2014–2020. Przedstawiono również zestawienie środków Europejskiego Funduszu Rozwoju Regionalnego wydatkowanych na projekty rewitalizacyjne w ramach powyższych programów. Dodatkowo przeanalizowano działania komplementarne i uzupełniające do rewitalizacji na obszarach wiejskich w zakresie odnowy wsi, wdrażane przez samorząd województwa w ramach programów krajowych: Sektorowego Programu Operacyjnego – Restrukturyzacja i modernizacja sektora żywnościowego i rozwój obszarów wiejskich 2004–2006 oraz dwóch edycji Programu Rozwoju Obszarów Wiejskich: 2007–2013 i 2014–2020.
The article analyses the voivodeship’s development policy on revitalisation, as defined in strategic and planning documents at the regional level for almost 25 years, in the context of changing national and EU cohesion policy environment. In addition, the role of the Mazowieckie Voivodeship Self-Government in the implementation of EU funds for revitalisation measures under the Integrated Operational Programme For Regional Development 2004–2006 and the two editions of the Regional Operational Programme for the Mazowieckie Voivodeship: 2007–2013 and 2014–2020 was examined. A summary of the European Regional Development Fund resources spent on revitalisation projects under the above programmes is also presented. In addition, complementary and supplementary measures to revitalisation in rural areas in the field of village renewal, implemented by the voivodeship government under national programmes, were analysed: The Sectoral Operational Programme Restructuring and Modernization of the Food Sector and Rural Development 2004–2006 and two editions of the Rural Development Programme: 2007–2013 and 2014–2020.

The aim of the paper is to present the most important results of the research carried out for the case study on the
effects of Rail Baltica investments in the Warsaw Metropolitan Area (WMA) urban node. The research was carried out
as part of the EU project NSB CoRe (North Sea Baltic Connector of Regions). In the article the main conclusions from the
study are presented, describing changes that have supervened in the analyzed area (communes within the boundaries
of the WMA, at a distance of up to 3 km from the E75 railway line and ones crossed by national road 8/S8) in the period
of the E75 line’s modernization. The analysis focuses on changes in settlement structure as well as the functioning of
railway transport, with an assessment of the improvements by its users. Conclusions from the analysis of changes in the
spatio-functional and socio-economical dimensions are described and concern the number of building licenses granted,
changes in population size, changes in the number of registered natural person business entities, changes in the number
of transactions on the real estate market. Moreover, in the area of transport, the paper presents an assessment of the
quality of railway services on the E75 line through passengers’ opinions and the integration of the Baltic railway with
alternative transport modes.
Celem artykułu jest przedstawienie najważniejszych wyników badań przeprowadzonych na potrzeby Studium
wpływu modernizacji linii kolejowej E75 na rozwój Obszaru Metropolitalnego Warszawy, Przedmiotowe opracowanie
powstało w ramach projektu NSB CoRe (North Sea Baltic Connector of Regions). W artykule zaprezentowano
najważniejsze wnioski z przedmiotowego Studium, opisujące zmiany, które zaszły na obszarze badań (zawartego
w granicach OMW, obejmującego gminy położone w zasięgu 3 km od linii kolejowej E75 oraz gminy, przez które
przebiega droga krajowa nr 8/S8), w okresie trwającej modernizacji linii E75. W tym celu skoncentrowano się na analizie
zmian w przestrzeni osadniczej oraz w zakresie funkcjonowania transportu kolejowego i oceny przez podróżnych
przyjętych usprawnień. Opisano wnioski z analizy zmian w wymiarze funkcjonalno-przestrzennym i społecznogospodarczym
obszaru badań w zakresie: wydanych pozwoleń na budowę, zmiany liczby ludności, zarejestrowanych
podmiotów gospodarczych osób fizycznych, transakcji zawartych na rynku nieruchomości. W artykule przedstawiono
również zmiany, które zaszły w okresie modernizacji w zakresie transportu obejmujące ocenę jakości usług
przewoźników kolejowych realizowanych na linii E75, opinie pasażerów na temat funkcjonowania transportu
kolejowego oraz powiązania kolei bałtyckiej z alternatywnymi środkami transportu.

W artykule przeanalizowano wybrane elementy atrakcyjności gospodarczej miast powiatowych subregionu siedleckiego, rozumianego jako podregion statystyczny NUTS 3 siedlecki, położonego we wschodniej części województwa mazowieckiego. W ramach analizy scharakteryzowano najważniejsze uwarunkowania rozwoju gospodarczego tych miast, z uwzględnieniem powiązań komunikacyjnych i wyznaczonych terenów inwestycyjnych, a także najważniejsze aspekty działalności gospodarczej w przedmiotowych miastach, w tym największe przedsiębiorstwa oraz główne specjalizacje gospodarcze. Przeanalizowane zostały wybrane procesy rozwojowe w zakresie przedsiębiorczości w latach 2010–2019, a także wysokość funduszy unijnych pozyskanych przez beneficjentów z tych miast na projekty na rzecz poprawy konkurencyjności przedsiębiorstw.
The article analyzes selected elements of the economic attractiveness of county towns in the Siedlce subregion (NUTS 3 Siedlce statistical subregion), located in the eastern part of the Mazovian Voivodeship. As part of the analysis, the most important conditions of the economic development of these county towns were characterized, taking into account transport connections and designated investment areas, as well as the most important aspects of economic activity in these towns, including the largest enterprises and major economic specializations. Selected development processes in the field of entrepreneurship were analyzed, as well as the amount of EU funds obtained by the beneficiaries from these towns aimed at improving the competitiveness of enterprises. The analysis covers the period from 2010 to 2019.

This paper describes a forgotten historical grammar book of Polish, which was published in the form of a multiplied typescript as a compilation of notes from the lectures delivered by Jan Otrębski at the Stefan Batory University of Vilnius in the 1930s. The notes were compiled by Otrębski’s student, Józef Trypućko. The study was published in 1933 and 1934 in two parts: one and three. Part two probably remained in the form of a manuscript. In the opinion of the authors, the study, although incomplete, provides an insight in the content of Otrębski’s lectures and the teaching of the historical grammar of Polish in Vilnius in the 1930s. It presents also the scholar’s innovative hypotheses, which cannot be found in the historical grammar books of that time.

W artykule zaprezentowano wyniki analizy głównych potrzeb, problemów i wyzwań związanych z działalnością ochotniczych straży pożarnych z terenu województwa mazowieckiego. W celu ich identyfikacji przeprowadzono badanie ankietowe, skierowane do mazowieckich jednostek OSP. Przedmiotowa analiza pozwoliła m.in. na rozpoznanie potrzeb ochotniczych straży pożarnych w zakresie poprawy wyposażenia, podnoszenia sprawności członków jednostek do prowadzenia akcji ratowniczych oraz zebranie informacji na temat przygotowania jednostek do prowadzenia działań ratowniczych. Nadesłane odpowiedzi umożliwiły także ustalenie najbardziej pożądanych przez jednostki OSP form wsparcia ich działalności. Niniejszą analizę uzupełniono również o podstawowe informacje nt. Krajowego Systemu Ratowniczo-Gaśniczego i analizę przepisów będących podstawą działalności i finansowania ochotniczych straży pożarnych, w tym w szczególności ustawy z dnia 24 sierpnia 1991 r. o ochronie przeciwpożarowej i ustawy z dnia 7 kwietnia 1989 r. Prawo o stowarzyszeniach.
The article presents the results of an analysis of the main needs, problems and challenges related to the activities of volunteer fire brigades in the Mazovia Region. The analysis is based on a survey conducted among Mazovian volunteer fire brigades. The analysis allowed for the needs of volunteer fire brigades to be identified in terms of improving equipment and the efficiency of unit members in conducting rescue operations. The survey also provided information on the preparation of units for conducting rescue operations. Finally, the answers allowed for the identification of the forms of support most needed for volunteer fire brigades activities. This study has been supplemented with basic information on the National Emergency and Fire System and an analysis of the Polish legal provisions underlying the activities and financing of volunteer fire brigades, including in particular the Act of 24 August 1991 on Fire Protection and the Act of 7 April 1989 on the Law about associations.

The article presents results of an analysis of the main needs, problems and challenges in the functioning of volunteer fire brigades in the Mazovian Voivodeship. A survey addressed to the Mazovian OSP units was conducted in order to identify them. The analysis determined the needs of voluntary fire brigades in terms of improving their equipment, increasing the efficiency of their members to carry out rescue actions and collecting information about the readiness of the units to carry out rescue operations. The submitted answers made it possible to identify the forms of support preferred by the OSP units. This analysis is also supplemented with basic information on the National Firefighting and Rescue System and an analysis of the regulations constituting the legal grounds for functioning and financing of the voluntary fire brigades, including in particular the Act on Fire Protection of August 24, 1991, and the Associations Act of April 7, 1989.
W artykule zaprezentowano wyniki analizy głównych potrzeb, problemów i wyzwań związanych z działalnością ochotniczych straży pożarnych z terenu województwa mazowieckiego. W celu ich identyfikacji przeprowadzono badanie ankietowe, skierowane do mazowieckich jednostek OSP. Przedmiotowa analiza pozwoliła m.in. na rozpoznanie potrzeb ochotniczych straży pożarnych w zakresie poprawy wyposażenia, podnoszenia sprawności członków jednostek do prowadzenia akcji ratowniczych oraz zebranie informacji na temat przygotowania jednostek do prowadzenia działań ratowniczych.
