The paper analyzes the potential benefits of unifying corporate income tax (CIT) in the new member states of the European Union in Central and Eastern Europe (EU10). An analysis based on a review of research reports and the author’s own research shows that equalizing CIT rates across the EU27 could harm EU10 countries, according to Piątkowski. On the other hand, unifying nominal and effective CIT rates in the EU10 at a lower level than in Western Europe-for example in the form of a minimum CIT rate-could produce considerable benefits, especially in the current stage of overcoming the global crisis by countries such as Poland, which aspire to quickly meet the Maastricht fiscal convergence criteria and enter the euro zone. In addition to the direct benefits of tax unification, for example in the form of higher tax revenues, indirect benefits could be generated by shifting international competition from tax policy to the quality of institutions, infrastructure and human capital, Piątkowski says. Reforms in these areas could considerably spur economic growth in the region.

There are many proofs of favourable impact of telecommunication and information technology (TIT) on economic growth and labour productivity in advanced economies in the 1990s. However, there are no studies estimating the TIT contribution to growth in the transition economies. So far, the lack or poor quality of available data have been the main obstacle. This article is the first attempt, based on an extended economic growth model, to estimate the impact of investment in TIT on economic growth and labour productivity in Poland. In the years 1995-2000, the average annual contribution of TIT capital to economic growth was 0.47 percentage point, which accounted for 8.9% of the average GDP growth in that period. At the same time, TIT capital also contributed to a 0.65 percentage point increase rise in labour productivity (accounting for 12.7% of its growth). The relatively high contribution of TIT capital is due to a very fast growth rate of investment in TIT in 1992-2001. This was, on the one hand, the consequence of a steep decline in prices for TIT goods and services and, on the other hand, the consequence of a sharp rise in demand for TIT, which was fuelled by fast economic growth in the 1990s and by a high level of unsatisfied demand for TIT, in connection with a substantial underinvestment of the information technology and telecommunication infrastructure.

Chiny osiągnęły znaczący postęp w promowaniu absorpcji technologii i innowacji w ostatnim dziesięcioleciu. Dzisiaj Chiny wydają 2,1 proc. PKB na badania i rozwój, czyli więcej niż średnia OECD. Do 2020 roku Chiny wraz ze Stanami Zjednoczonymi będą odpowiedzialne za ponad połowę światowych wydatków na badania i rozwój. Te dwa kraje mogą zatem w dużej mierze decydować o szybkości i kierunku rozwoju technologicznego ludzkości. Pomimo postępów, Chiny wciąż stają przed wieloma wyzwaniami, aby stać się globalnym gigantem technologicznym. Aby sprostać tym wyzwaniom, Chinom zaleca się podniesienie jakości wyników w zakresie innowacji, zwiększenie skuteczności publicznego wsparcia in-nowacji, dalsze wzmocnienie praw własności intelektualnej oraz pomoc w ulepszeniu praktyk menedżerskich chińskich firm.
The article argues that China has achieved a remarkable progress in promoting technology absorption and innovation over the past decade. China today spends 2.1 percent of GDP on R&D, more than the OECD average. By 2020, China together with the US will be responsible for more than half of the world’s R&D spending. These two countries may thus largely de-cide about the speed and direction of mankind’s technological progress. Despite the pro-gress, however, China still faces several challenges to becoming a global technological giant. To face these challenges, China would be well advised to increase the quality of innovation outputs, strengthen efficiency of public support for innovation, further strengthen intel-lectual property rights, and help enhance managerial practices of Chinese firms.

Banks in Poland have survived global financial crisis which began in 2008, much better than banks in many other countries in Western and Central Europe. The author lists and analyzes factors which contributed to maintain liquidity and financial stability of the banking sector. The most important include inter alia: strong macroeconomic bases of economy before the crisis, relatively less reliance on foreign capital and lower dependence on external trade, a lower level of households debt, a relatively high capitalization of banks and appropriate policy intervention. As the author suggests, maintaining stability of this sector will require new regulatory decisions.

The impact on the development of the economy and enterprises themselves is made possible by investments as they are one of the main components of GDP. An increase in enterprise investments demonstrates the good financial condition of economic entities, is a positive signal about the state of the economy and gives information about its development. The subject of this article is the impact of enterprises on the economy and its importance in Poland by analysing both investment itself and the investment rate. The analysis was carried out at a regional level as well as in relation to other EU member states. The aim is to analyse the investment activities of Polish enterprises, with particular emphasis on the change as well as their size and type. The research is based on a critical analysis of the literature and an analysis of secondary statistical data, covering the period from the first full EU program from 2007, and extended in accordance with the n+2 funding rule until 2015. The analyses show that despite growing investment among Polish enterprises, compared to the rest of the EU, the value of expenditure on fixed assets is still low as the average value made in the private sector among EU countries is 70% higher. At the same time, the growing level of investment value among private businesses over the nine years should be emphasized. There is also a very large regional variation in the level of investment growth per working-age capita over the period considered.

W artykule przedstawiono wyniki badań ankietowych, przeprowadzonych przez Bank Światowy w latach 2014-2015, z kierownictwem 500 firm sektora MŚP w czterech regionach Polski. Celem badania było zidentyfikowanie głównych czynników i ograniczeń innowacji w MŚP, odkrycie firm o największym potencjale wzrostu opartym na innowacjach oraz ocena jakości publicznego wsparcia. Badanie wykazało, że jest duża grupa przedsiębiorstw o znaczącym potencjale tego typu wzrostu, których potencjał nie jest w pełni wykorzystywany. Zdaniem autorów, to wskazuje na konieczność unowocześnienia form publicznego wsparcia dla innowacji.
The article presents the main results of the World Bank study undertook between 2014 and 2015, during which the Bank conducted more than 500 face-to-face interviews with top management of SMEs in four regions of Poland. The objective of the study was to identify key drivers and constraints of SME innovation, discover firms with the most innova-tion-based growth potential, and assess the quality of public support for innova-tion-oriented SMEs. The study found that among the interviewed SMEs there was a large group of companies with a significant potential for innovation-based growth. To help in-novative SMEs fully leverage their capa- city, public support for innovation will need to be modernized.

This paper presents the results of preliminary assessment of radiative heat flux received by selected windows from tar paper coated flat roof of the adjacent building. This study was conducted on an actual object: building “P” at the University of Technology in Rzeszow. Windows located on south-western elevation of “P” building are subjected to thermal and diffused solar radiation, coming from a flat roof of a nearby gym. It was suspected, that this extra heat flux may have significant influence on compartment overheating, that is observed by occupants of “P” building. For the purpose of this study, various atmospheric data, such as temperatures, solar irradiance and wind speed were collected on site. In order to gain more detailed insight into investigated problem, Finite Elements model of occurring phenomenon was developed. FE modelling along with calculations of necessary view factors were performed in Matlab 2019a. Our study demonstrated, that analysed windows receive twice the heat gains from the flat roof, that they would have received from grass covered ground surface in absence of the gym. It has been concluded, that the proximity of the flat roof with bituminous cover considerably influences radiative heat gains of the windows, especially these located at lower floors and the phenomenon seriously contributes to overheating of the compartments in studied building.

Niska zgłaszalność kobiet na bezpłatne badania cytologiczne oferowane w ramach „Populacyjnego Programu Profilaktyki i Wczesnego Wykrywania Raka Szyjki Macicy” (PPPWWRSM) stanowi zagadnienie wymagające pogłębionej analizy. Przedstawiony projekt jest jednym z pierwszych reprezentatywnych badań socjologicznych, dotyczących tej problematyki. Głównym celem projektu były opis oraz interpretacja postaw kobiet wobec profilaktycznych badań cytologicznych, a także diagnoza przyczyn unikania/odkładania w czasie takich badań. Z uwagi na złożoność przedmiotu badań, zastosowano dwa rodzaje analizy: jakościową i ilościową. Przeprowadzono 80 wywiadów swobodnych, z których wnioski wykorzystano na etapie przygotowania narzędzia do badań o charakterze ilościowym. Wywiady bezpośrednie (CAPI) zostały zrealizowane jesienią 2014 r. na ogólnopolskiej reprezentatywnej próbie 500 kobiet w wieku 25–59 lat (populacja objęta PPPWWRSM). Efektem badań jest wiedza dotycząca zachowań zdrowotnych Polek oraz ich społecznych uwarunkowań. Na szczególną uwagę zasługują odmienne wzorce postępowania, wynikające ze zróżnicowania społeczno-kulturowego (m.in. wiek, miejsce zamieszkania, wykształcenie), przejawiające się w korzystaniu z opieki ginekologicznej, wiedzy na temat profilaktyki i jej źródeł oraz motywacji do podejmowania aktywności prozdrowotnej.
Low attendance of women to free cytology tests under the “Population Program of Prevention and Early Detection of Cervical Cancer” (PPPWWRSM) is an issue that requires an in-depth analysis. The presented project is one of the first representative sociological inquiries concerning this subject. The main goal of the project was to describe and interpret the attitude of women towards preventive smear tests and the diagnosis of the reasons for avoidance/postponement in time of such tests. Because of the complexity of the object of research two kinds of analysis were employed: qualitative and quantitative. 80 free interviews were conducted, the conclusions having been used at the stage of preparing the instrument for quantitative research. Personal interviews (CAPI) were conducted in the autumn of 2014 on the nationwide representative sample of 500 women aged 25–59 years (the population covered by the PPPWWRSM). The result of research is the knowledge about the health behaviors of Polish women and their social determinants. Especially worth noting are different behavior patterns resulting from social-cultural diversity (inter alia age, place of residence, education), which manifest themselves in the use of gynecological care, knowledge about prevention and its sources, and in motivation for undertaking pro-health activities.

This paper presents a general concept of the Full Scale Fatigue Test of the Mi-24 helicopter including the test layout and load distribution, as well as describes the milestones to be achieved. Additionally, some initial work conducted in order to determine both the mass and load distribution in the structure is described. The main goal of the test is to verify the low cycle fatigue life of the helicopter structure (fuselage, tail boom, wings and landing gear). The test will be divided into two main stages at which flight and landing loads will be applied. The authors demonstrate the general test concept, the helicopter’s structure fixture and the arrangement of the hydraulic actuators at both stages in order to achieve representative loads during the test. The proposed concept is based on AFIT’s previous experience in full scale structural testing, available literature and the experience of the test staff.
