Opis:
This article is a review of the literature concerning the use of lower limb strength training in adults with cerebral palsy. Medical databases were searched using the following keyword sequences: “cerebral palsy,” “adults,” “young adults,” “strength training,” “progressive strength training” and “resistance training.” Nine publications were identified, and seven met our inclusion criteria. The level of evidence of the accepted studies was rated using the criteria propose by Oxford Centre for Evidence-Based Medicine. The results were presented in a table according to the International Classification of Functioning, Disability and Health at three levels: structure, activity and participation. Based on the results of non-randomised studies, it can be stated that strength training in adults with cerebral palsy leads to increased muscle strength in the lower limbs and improves patient’s activity and participation without adverse effects such as increased spasticity or a passive range of motion decline. However, these results have not been clearly confirmed in randomised clinical trials. To achieve the maximum benefits of strength training in adults with cerebral palsy, a number of issues must still be addressed, e.g. the detailed characteristics of patients with cerebral palsy, a training protocol and potential contextual factors that may influence the effectiveness of this kind of therapy.
W artykule zaprezentowano przegląd piśmiennictwa dotyczącego zastosowania treningu siłowego kończyn dolnych w rehabilitacji dorosłych pacjentów z mózgowym porażeniem dziecięcym. W tym celu przeszukano medyczne bazy danych przy użyciu słowa kluczowego „mózgowe porażenie dziecięce” w połączeniu ze słowami „dorośli”/„osoby dorosłe”, „młodzi dorośli”, „trening siłowy”, „progresywny trening siłowy” i „trening oporowy”. Zidentyfikowano dziewięć publikacji, do analizy wybrano zaś siedem badań spełniających kryteria włączenia. Poziom dowodu naukowego zaakceptowanych badań oceniono z wykorzystaniem kryteriów zaproponowanych przez Oxford Centre for Evidence-Based Medicine. Wyniki przedstawiono zgodnie z Międzynarodową Klasyfikacją Funkcjonowania, Niepełnosprawności i Zdrowia na trzech poziomach – struktury, aktywności i partycypacji – w formie tabelarycznej. Biorąc pod uwagę wyniki badań innych niż randomizowane, można stwierdzić, że trening siłowy u dorosłych z mózgowym porażeniem dziecięcym prowadzi do wzrostu siły mięśniowej oraz wpływa na poprawę aktywności, mobilności i uczestnictwa w życiu społecznym. Powyższe rezultaty nie zostały jednak do tej pory wystarczająco potwierdzone w pracach randomizowanych. Należy podkreślić, że zastosowane protokoły treningu siłowego nie wywołały negatywnych efektów na poziomie spastyczności i biernego zakresu ruchu. Maksymalizacja korzyści płynących z treningu siłowego w grupie osób dorosłych z mózgowym porażeniem dziecięcym wymaga rozstrzygnięcia szeregu kwestii, dotyczących m.in. szczegółowej charakterystyki pacjentów, protokołu treningowego i potencjalnych czynników kontekstowych mogących wpływać na efektywność terapii tego rodzaju.

This paper presents the Late Glacial stage of the development of the Białe Ługi peatland in the southern Holy Cross Mountains, based on a comprehensive palaeoenvironmental data. A complex analysis of palynology, Cladocera, sedimentology, geochemistry and 14C dating were used. Organic deposition was initiated during the Oldest Dryas. The sedimentary record of the aquatic and terrestrial ecosystems reflects considerable difference between cooler (Oldest, Older and Younger Dryas) and warmer phases (Bølling and Allerød). Periods of intensified interaction between aeolian processes and peatland are related to stages of disappearing vegetation and changes in aquatic invertebrate communities. We therefore suggest that peatlands were created as a result of local lithological-structural, tectonic, hydrogeological and morphological conditions, and the peatland development rate was largely influenced by changing climatic conditions, which determined local vegetation development, intensity of denudation processes and water level changes. The results validate significance of selection and use of several methods, as well as value of biogenic deposits from the Białe Ługi peatland as archives of past climate change in the Małopolska Upland. Relatively stable water conditions and uninterrupted biogenic sedimentation in the Late Glacial that were provided by the geological structure and relief suggest the studied peatland is a leading one in the region.

The booklet entitled Christianity. Fundamental Teachings, published by the Joint Commission of Churches in Turkey in 2018, expresses the shared beliefs of the Christian Churches in Turkey. It can be seen as a landmark in inter-church efforts to draw closer together. Trying to explain Christianity to non- Christians, the booklet presents the key elements of the Christian faith in a clear and easily comprehensible way. This article provides a synthetic presentation of the content of this booklet and shows issues that are important in the Turkish context. Since the call for “an ecumenical catechism” resonates from time to time in the international and inter-church areas, this joint publication of the Churches in Turkey can be a good example of such a catechism for other Churches worldwide. Moreover, this booklet can serve as a good teaching tool for Christians or non-Christians. Thus it is worth studying, translating, commenting on and implementing after being appropriately adjusted to other social, cultural and religious contexts.

Opracowanie skupia się na statusie prawnym dróg wewnętrznych ogólnodostępnych, niezaliczonych do żadnej z kategorii dróg publicznych, których wyodrębnienie prawne jest kwestionowane. W konsekwencji zdarza się, że podmiot prawa prywatnego nie tylko zostaje zobowiązany do wybudowania dróg ogólnie dostępnych, ale także do ich późniejszego utrzymywania, co stanowi przykład wywłaszczenia de facto. Taka dysproporcja jest niedopuszczalna w państwie prawa, co zostało potwierdzone w orzecznictwie ETPCz, którego tezy są ciągle ignorowane w prawie polskim. Źródłem problemu jest formalne, a nie materialne definiowanie dróg publicznych. Tymczasem to właśnie ta ostatnia perspektywa umożliwia zrozumienie istoty dróg wewnętrznych pełniących tę samą funkcję co drogi publiczne. W artykule prezentowa jest teza, że o tym, czy dana droga ma charakter drogi publicznej, czy też wewnętrznej, nie przesądza wyłącznie formalne zakwalifikowanie do danej kategorii dróg publicznych, ale faktyczny sposób użytkowania.
The study focuses on the legal status of publicly accessible internal roads not included in any of the categories of public roads, the legal separation of which is questioned. As a consequence, it happens that a private law entity is not only obliged to build publicly accessible roads but also to maintain them later, which is an example of de facto expropriation. And such a disproportion is unacceptable in the rule of law, which has been confirmed in the jurisprudence of the ECHR, whose theses are still ignored in Polish law. The source of the problem is the formal rather than material definition of public roads. Meanwhile, it is the latter perspective that makes it possible to understand the essence of internal roads that perform the same function as public roads. The article presents the thesis that whether a road is a public road or an internal road is determined not only by the formal classification to a given category of public roads, but also by its actual use.

The subject of the discussion is the legal nature of restrictions on the use of real estate in relation to the protection of environmental resources. Art. 129 of Environmental Law can have the effect that the use of a property or its part is impossible or substantially reduced. In doctrine, the dominant view is that such public-law interference in the right of property assumes the form of restriction referred to in Art. 64, par. 3 of the Constitution of the Republic of Poland. Another interpretation is also possible. Since the depth of the interference with property rights can lead to the effect that this property will become, as the Ombudsman has pointed out recently, “useless” to the owner, it would be reasonable to consider whether or not such property is de facto being expropriated. In such a case, the standard of constitutional control would be Art. 21, sec. 2.

The Gniezno Conventions, which are an important meeting place for Christians from Central and Eastern Europe, have an ecumenical dimension. The spiritual ecumenism of the 10th and 11th Convention of Gniezno showed to followers of Christ the pedagogy of their common path, which – right from the novelty of baptism – through gratitude and penance leads to responsible application of the bestowed freedom. Churches may boast many witnesses of faith and freedom that equals love. The divine-word services, which enabled equal participation of representatives of various Churches, granting its central place to the word of God, especiallyin the translation of the Ecumenical Bible, became a clear sign of the already existing, though imperfect, unity of Christians. They were also expressions of the main contents of the Conventions, which were to show the liberating and inspiring power of Christianity. 
Zjazdy Gnieźnieńskie, które są ważnym miejscem spotkań chrześcijan z Europy Środkowo-Wschodniej, posiadają wymiar ekumeniczny. Ekumenizm duchowy 10. i 11. Zjazdu Gnieźnieńskiego ukazał wyznawcom Chrystusa pedagogię ich wspólnej drogi, która rozpoczęta nowością chrztu przez wdzięczność i pokutę prowadzi do odpowiedzialnego zagospodarowania darowanej wolności. Kościoły mogły poszczycić się licznymi świadkami wiary i wolności, która jest miłością. Nabożeństwa słowa Bożego, które umożliwiały równorzędną partycypację przedstawicieli różnych Kościołów, centralne miejsce słowa Bożego, zwłaszcza w przekładzie Biblii Ekumenicznej, stały się czytelnym znakiem już istniejącej, choć niedoskonałej, jedności chrześcijan. Były także nośnikiem głównych treści Zjazdów, które miały ukazać wyzwalającą i inspirującą moc chrześcijaństwa.

This article deals with the issues that accompany areas that may become subject to a decision determining the conditions of their development and the provisions of the local spatial development plan. It was inspired by the land development plans drafted for the city of Poznan. The author wondered whether the area in question could, alternately, be regulated by a normative or administrative act. In other words, the question which was asked was whether there existed any legal determinants that could direct an application of a particular form of development. The research undertaken in this respect allowed to draw a conclusion that the currently binding Act on Planning and Spatial Development regulates only indirectly the matters raised. And yet, for reasons of functionality, extensive areas on which many constructions are planned to be erected, ought to be located on the basis of local plans. Only such plans account for (apart from determining the technical parameters of the planned structures) values such as public transport and its effi ciency, technical infrastructure, local shopping centres and the like. Owing to them, a sustained development of these areas as well as spatial order can be ensured. Further, in an ideal model, decisions regarding the development conditions ought to be issued for individual building separately, and for relatively small areas. In the event of a large area it may be possible to secure its development in a manner signifi cantly diff erent from the existing structures. What it also means is that the new structures may be added to areas already developed, without the possibility of the local community to intervene. The possibility of an instrumental treatment of the development and land planning decisions is strengthened by the fact that formally it is not tied or related to anyof the provisions of the investment plans of feasibility studies performed locally.

4 grudnia 2020 Papieska Rada dla Popierania Jedności Chrześcijan opublikowała liczący ok. 50 stron dokument pt. Biskup i jedność chrześcijan: vademecum ekumeniczne. Ma on być przewodnikiem „w ekumenicznej drodze” biskupa wraz z jego diecezją. Vademecum bazuje na istniejących już dokumentach Kościoła katolickiego na temat ekumenizmu, ale wybiera z nich treści najbardziej praktyczne, uwzględniając najnowsze osiągnięcia ruchu ekumenicznego. Opisuje jaka powinna być ekumeniczna postawa wiernych Kościoła katolickiego, których w tym zakresie powinna cechować prawda, miłość, pokora, cierpliwość i wytrwałość. Vademecum ukazuje, że biskup powinien być człowiekiem jedności, dialogu i kultury spotkania. Jego posługa jedności jest głęboko związana z synodalnością, gdyż zarówno synodalność i jak ekumenizm są procesami wspólnej drogi. Dokument opisuje służące ekumenizmowi struktury Kościoła i sposoby działania: ekumenizm duchowy, dialog miłości, dialog prawdy i dialog życia, który zawiera w sobie ekumenizm duszpasterski, ekumenizm praktyczny i ekumenizm kulturowy. Vademecum przypomina dotychczasowe zasady communicatio in sacris, nic w nich nie zmieniając, choć przyjmuje perspektywę biskupa i dlatego współuczestnictwo w życiu sakramentalnym pojmuje raczej jako część ekumenizmu duszpasterskiego niż aspekt ekumenizmu duchowego. Niezwykle cenną rzeczą Vademecum są jego zalecenia praktyczne, które w sposób prosty i konkretny przekładają wyłożoną wcześniej treść na język czynów. Do dokumentu dołączono niezwykle użyteczny aneks, który zawiera syntetyczny opis partnerów Kościoła katolickiego w ekumenicznym dialogu międzynarodowym. Vademecum jest tekstem na tyle praktycznym, że skorzystają z niego nie tylko biskupi; może stanowić pomoc dla wszystkich osób zaangażowanych w ekumenizm.
The 4 December 2020, the Pontifical Council for Promoting Christian Unity published a document of about 50 pages, entitled The Bishop and Christian unity: an ecumenical vademecum. It is to be a guide “on the ecumenical path” of the bishop and his diocese. The Vademecum is based on the existing documents of the Catholic Church on ecumenism, but selects the most practical content from them, taking into account the latest achievements of the ecumenical movement. It describes what should be the ecumenical attitude of the faithful of the Catholic Church, who should be characterized by truth, love, humility, patience, and persistence. The Vademecum shows that a bishop should be a man of unity, dialogue, and a culture of encounter. His ministry of unity is deeply linked to synodality since both synodality and ecumenism are processes of the common path. The document describes the structures of the Church and the modes of operation that serve ecumenism: spiritual ecumenism, the dialogue of love, the dialogue of truth, and dialogue of life. The last includes pastoral ecumenism, practical ecumenism, and cultural ecumenism. The Vademecum resembles previous rules of communicatio in sacris, without changing them, although it adopts the bishop's perspective and therefore understands participation in sacramental life as a part of the pastoral ecumenism rather than an aspect of spiritual ecumenism. The practical recommendations that translate the previously laid out content into the language of actions in a simple and concrete way are very valuable. The document is accompanied by a very useful appendix that contains a synthetic description of the partners of the Catholic Church in ecumenical international dialogue. The Vademecum is a text so practical that not only bishops will use it; it can help all those involved in ecumenism.

The subject of this gloss is a landmark ruling of the Constitutional Tribunal (CK) regarding one of the institutions of antiquity – preclusion. These issues in Polish administrative law are still controversial, and the views often differ significantly. The voted judgment deserves attention because it has not been explicitly stated in Polish jurisprudence for a long time that the rules in force in civil (general) law cannot be directly applied in public (special) law. CK argues that the justification of the institution of antiquity cannot be identical in public law as in private law, because the legal relations are vertical in the first and horizontal in the second. The indicated inequality of participants in the legal relationship and the pos- session of a professional clerical apparatus caring for the interests of the State, including property, means that the classic justification of the institution of an- tiquity, in particular the stabilizing and evidentiary function, are not a sufficient justification for using the preclusion. This is all the more justified when public law interference in property rights occurs without due warranty rights

The ideas of sequela Christi and imitatio Christi as a rule of Christian life are all rooted in the words and attitude of Jesus and the Apostles, and then expressed in the teaching of the Church, from the Fathers onwards. They have a great ecumenical importance as a regula vitae for all Christians. In the new millennium, we must show the world the «whole» Christ in His fullness of truth: in the power of the baptismal grace, with the joyful boldness of the Spirit, in ways renewed in methods and zeal. The ecumenical dimension of this following/imitation Christ rises from his Trinitarian, Christological, pneumatological and baptismal foundation in the perspective of the evangelization.
Idee sequela Christi oraz imitatio Christi jako reguł chrześcijańskiego życia są zakorzenione w słowach i postawie Jezusa i Apostołów, a potem wyrażone w nauczaniu Kościoła, począwszy od jego Ojców. Mają wielkie znaczenie ekumeniczne jako regula vitae dla wszystkich chrześcijan. W nowym tysiącleciu musimy ukazywać światu „całego” Chrystusa w Jego pełnej prawdzie: w mocy łaski chrztu, z radosną śmiałością Ducha, w sposób odnowiony w metodach i w zapale. Ekumeniczny wymiar tego naśladowania Chrystusa (podążania za Nim i upodobnienia do Niego) wyrasta z jego trynitarnego, chrystologicznego, pneumatologicznego i chrzcielnego fundamentu w perspektywie ewangelizacji.
