    The article presents legal, organizational, economic and political framework of solving fiscal crisis in the eurozone countries. Then a critical assessment of the rigorous attitude of the EU leaders towards countries affected by the fiscal crisis which brings profits mainly to strong EU economies has been presented.

    Opis:
    Problems connected with limiting public assistance and the necessity of seeking sources of external financing of development at the local level have become particularly important since the time the administrative system and principles of financing its activity changed. Involvement of non-governmental organisations in implementing public tasks grows despite a marked trend of reducing financial means for their activity. There is also observed a more active involvement of the non-governmental sector, which is expressed, for example, in strengthening its structure or looking for new integration forms. Shortage of finance for public tasks implemented in the years 1999-2002 by non-governmental organisations in the Lower Silesia Region persists and it even intensifies. It is a result of a general trend of reducing financial means coming from the central budget for financing public tasks by the local self-government units. It is confirmed by a deficit of funds at the regional level for co-financing projects in the field of social assistance in 2002 and a steady reduction of real subsidies for implementing these projects in previous years. Such situation is particularly disturbing at the time demand for social services increases significantly due to changes during the transformation period. The demand has intensified due to a simultaneous introduction of four major reforms. A growing number of applications for co-financing their activity and a growing number of non-governmental organisations, which seek such financing in this region, is not accompanied by a growth of funds provided by the state budget. A divergence intensifies between amounts applied for and those granted by different commissions, which decide about allocation of funds among different social policy fields. It can be observed that organisations operating in the third sector get more and more involved in accomplishing social policy goals (growing number of such organisations, growing number of projects, growing value of proposed activities). Meanwhile, financial support on the public administration part tends to decline.

    The scope of activities used in the active labour market policy in recent years has been substantially altered as a result of the clash of opposing tendencies. On the one hand, the financial crisis limits the availability of financial resources, on the other - the deterioration in the labour market increases the scale of investment required for the implementation of the employment policy. There has been a substantial increase of the demand for financing of passive labour market measures, which is contrary to the achievement of the ambitious goals of employment accepted by the Europe 2020 Strategy. This reduces the evaluation of the effectiveness of labour market policies and the degree of achievement of its objectives for the period 2007-2013.

    Artykuł omawia crowdfunding jako innowacyjne zjawisko społecznego finansowania przedsięwzięć biznesowych, zwłaszcza tych innowacyjnych oraz o podwyższonym ryzyku. Celem artykułu jest charakterystyka crowdfundingu na tle istniejących uwarunkowań prawnych dla rozwoju finansowania społecznościowego, zarówno w kraju, jak i za granicą (USA, UE). Przyjmuje się, że: 1) crowdfunding jest to forma odpowiednia do finansowania projektów innowacyjnych, zwłaszcza start-upów o podwyższonym poziomie ryzyka; 2) crowdfunding w zestawieniu z tradycyjnymi modelami biznesowymi jest innowacyjną formą pozyskiwania kapitału na rozwój. W artykule omawia się rozwój idei crowdfundingu oraz podejmowane w różnych krajach, w tym w Polsce, próby jego prawnego uregulowania. Polska należy do grupy państw europejskich, w których brak jest kompleksowej regulacji prawnej odnoszącej się wprost do istoty crowdfundingu. Zwraca się uwagę na rolę Komisji Europejskiej w badaniu finansowania społecznościowego i ocenie jego skuteczności w odniesieniu do przedsięwzięć biznesowych o podwyższonym ryzyku. Efektem przeglądu najbardziej powszechnych modeli crowdfundingowych jest wskazanie ich istotnych cech, podobieństw i różnic, także pod kątem zabezpieczenia interesów dawcy i odbiorcy finansowania

    The article is devoted to the analysis of the direct impact of chosen airports on the regional labor markets in Poland. The authors try to answer the following research questions: how the development of the Polish air transport market influenced labor markets in regions? Whether the growing air traffic at Polish airports, particularly regional airports, entails the increase of employment at airports and in companies located at the airports and offering services for air transport? Whether the increase of employment is proportional to the increase in the number of passengers and cargo in the air transport? In the introduction the categories of impact of an airport on regional economy have been described, then the development of the air transport market in Poland after the accession to the EU and direct impact of chosen airports on labor market – employment generated by 5 regional airports, which shared the primary data, i.e. Kraków Airport, Katowice Airport, Wrocław Airport, Bydgoszcz Airport, and Szczecin Airport have been presented. The analysis of the size of employment has been tied with the analysis of changes in the size of air traffic in the examined airports. In the last part of the article these airports have been presented in the background of the biggest employers in the regions from the industry, trade and services sectors.
