    Purpose: The aim of the article is to present the theoretical assumptions of the model of managerial competences in health care units. It was assumed that competences are a multidimensional concept and require an integrated approach that allows for the construction of a competency model that reflects their real complexity. A list of managerial competencies will be presented, which will be subject to empirical verification in the course of future research by the authors in order to identify key competencies. Design/methodology/approach: The proposed lists of managerial competencies (six domains) were created and are based on the analysis of healthcare competencies models - the study of the literature - and one of the Authors’ observations of the analyzed entities (as a consultant). Findings: Presented model of managerial competencies in health care units contains six domains with 32 competencies. These domains capture the dynamics and complexity of health care unit’s manager’s role and reflect the dynamic realities in health leadership today. Originality/value: An identification the managerial competencies of health care units managers significantly shaping competences of such organizations especially relevant in pandemic time.

It was assumed that competences are a multidimensional concept and require an integrated approach that allows for the construction of a competency model that reflects their real complexity. A list of professional competencies will be presented, which will be subject to empirical verification in the course of future research by the authors in order to identify key competencies. Design/methodology/approach: The proposed lists of professional competencies (six domains) was created and are based on the analysis of healthcare competencies models the study of the literature - and the Authors’ observations of the analyzed entities. Findings: Presented model of professional competencies in health care units contains six domains with sub-competencies. The importance of assessing competences is undeniable. Competence recognition offers a way to develop workforce planning and career opportunities of practicing medical staff. Having an instrument that identifies existing competences and those that need to be acquired becomes significant for distinguishing the singularity of actions for a professional practice which is safe, humane and with no risk to the client, the medical staff or the health care organization. Originality/value: An identification the professional competencies of health care units managers significantly shaping competences of such organizations especially relevant in pandemic time.

    In Polish conditions and relatively poor condition of public finances, funding protection of monuments is also made with a significant share of funds from the European Union A good example of such is the funding under the Regional Operational Programmes of individual provinces. This article attempts to present the role of Regional Operational Program in the system of financing the protection of monuments in Poland, activities related to the protection of cultural heritage and to present the project of monument protection funded by Regional Operational Program of the Opole Voivodeship. The cultural heritage of a nation in the form of material and intangible heritage of previous generations is a key to building national identity, because without it teaching respect for tradition and culture would be impossible. However, in a market economy cultural heritage in the form of monuments should be treated also as a factor supporting regional development. Presented policy on the use of funds for activities related to the protection of cultural heritage, protection of monuments and the funds allocated for this purpose that EU funds, especially the Regional Operational Program, will not replace the system of financing these activities from public funds, which is administered by the Minister of Culture and National Heritage, but they can be a good complement to this system.

    Process of globalization, rapidly progressing nowadays, can cause conflicts between cultural norms and values valid in a globalized society and local values. Similar mechanism may occur on a smaller scale, where culture characteristic of urban centers and rural areas may clash. The purpose of this article is to establish what is the economic mentality of students at the Faculty of Economics of the University of Opole from rural areas and cities by comparative analysis of one of its components – work. The article presents a fragment of own research conducted in April 2016 year. Research is an introduction to the wider research into the economic culture of rural areas. In the course of testing the hypothesis formulated in the context of the economic mentality have been confirmed.

    Nowadays the perception of culture only through the prism of autotelic values and noticing ”more useful values” in it is not the only one. As a result of this process culture is seen as a “lever” of social development in a variety dimensions − from building of competence through the creation of local ties and support of personal identity formation, to the creation of social cohesion. At the same time cultural institutions often struggle with limited financial resources necessary to fulfill the role for which they have been established. The purpose of this article is to present the possibilities of cultural institutions financing in the context of the limitations on sources of funding statutory activities by broadening their product range. Literature research and statistical data confirm the progressive process of decentralization of cultural institutions funding. Governments and local governments still remain the largest support of culture in comparison with other sectors. Still, all three spheres − the government, the market and the non-profit sphere − operate simultaneously and their penetration is rather the rule than the exception. To encourage the market and the third sphere to finance cultural projects, cultural institutions should extend the range of products by less standard (classical) product adapted to the wider audience. The presented project is an example of using the sources of financing tasks performed by cultural institutions not connected with the activities they have been established for. Cultural institutions are facing funding limitations and yet have the resources which enable the unusual activity using attractive means of expression for the customer. Owing to these measures, these institutions can deliver social (including educational and integrational) content in a very interesting way.
