    Opis:
    In the Kingdom of Poland governmental commissions constituted the executive. These were: Government Commission for Religion and Public Education, Government Commission of Justice, Government Commission of Internal Affairs and the Police, the Government Commission of War and Government Commission of Income and Treasury. Officials employed in these commissions had to meet certain rules of eligibility and recruitment. These included: having all civil rights, proper age, sex, certificate of graduation the one of specified schools and finished apprenticeship, opinion from the place of residence. These rules were govern by the law, ie. the Constitution of 1815, tsarist decree, order of the governor and the ordinances and regulations of the competent authorities of the Polish Kingdom. The article presents the legal status of civil servants, their rights and obligations. Moreover, it tackles briefly the other issues, such as, social background of the officials, their age, place of residence, education, perception of others, including superiors. The study was based on the preserved lists of public servants of government commission.

    Opis:
    Warsaw hospitals were mostly established in 14th and 15th century. Initially, they played the role of shelters for the elderly, disabled and orphans. Their function changed only in 19th century. They have become therapeutic facilities, accepting the sick, although some of them have retained the shelter function. In the fi rst years of the Kingdom of Poland (after 1815), they were subordinated to the Mazowieckie Voivodship Commission, after that to General Supervisory Council and since the 1830s — to General Care Council. The main source of revenue for the hospitals were foundations or donations, as well as alms, city subventions, last wills of individuals, fundraisers and funds from rental of apartments located in houses owned by hospitals. The doctors initially worked free of charge. Some of them were professors of the Medical Faculty of Warsaw University. Level of medical care was not satisfactory. Patients with contagious diseases were not separated from the others, the patients were sharing beds, there were no bathrooms or ventilation. Daily fee for hospital stay was 15 kopeks. The sick were accepted not only from Warsaw, but also from neighbouring areas, and even further away locations (Cracow, Gniezno, Lviv). Hospital stay was usually long — two weeks at the very shortest, three quarters more often than not. Patients with bone fractures were kept hospitalized for a very long time. Mortality in hospitals was on the level of 25% of patients accepted in a year. Every year, gradual but signifi cant changes were introduced in the system of care for the sick, organization of hospitals, principles of hygiene, as well as appearance of hospital buildings. Hospital adjacent clinics were established. Those served the poor, who received free of charge care and drugs. Condition of hospital buildings and their furnishings were improving as well. If some were no longer fi t for use, new buildings were built or other premises were adapted. After promulgation of a new Act on hospitals organization and management in 1842, hospitals were to serve exclusively the sick. For each, necessary medical personnel was appointed — head physician, physicians and feldshers. In 1815–1867 there were 14 hospitals in Warsaw: St. Martin, Holy Spirit, St. Lazarus, Holy Virgin Mary, Holy Cross, Hospitallers of St John, Evangelical, Baudouin House of Orphans (subsequently Child Jesus), Jewish, Central Military Hospital, St. Casimir, St. Roch, Obstetrics Institute, Ophthalmological Institute. Most of them survived until 1944; some were destroyed, others were incorporated into new hospitals created after 1945. The only hospital from that period surviving to this day is the Hospital of Child Jesus.
    Szpitale warszawskie w większości zostały założone w XIV i XV w. Początkowo pełniły rolę przytułków dla starców, kalek i sierot. Dopiero w XIX w. nastąpiła zmiana ich funkcji. Stały się zakładami leczniczymi, przyjmującymi chorych, choć kilka z nich nadal pełniło rolę przytułku. W pierwszych latach Królestwa Polskiego (po 1815 r.) były podporządkowane Komisji Województwa Mazowieckiego, następnie Radzie Ogólnej Dozorczej, a od lat 30. XIX w. – Radzie Głównej Opiekuńczej. Podstawę egzystencji szpitali stanowiły dochody z nadań fundatorów lub darowizn, a także jałmużna, subwencje miejskie, zapisy testamentowe osób prywatnych, kwesty oraz środki finansowe pozyskiwane z wynajmowania mieszkań w kamienicach należących do szpitali. Początkowo lekarze pracowali bezpłatnie. Niektórzy z nich byli profesorami Wydziału Lekarskiego Uniwersytetu Warszawskiego. Poziom opieki lekarskiej nie był zadawalający. Nie oddzielano chorych na choroby zakaźne od pozostałych, chorzy leżeli po dwóch w jednym łóżku, brakowało łazienek, wentylacji. Opłata dzienna za pobyt w szpitalu wynosiła 15 kopiejek. Przyjmowano chorych nie tylko z Warszawy, ale też z okolic, a nawet odległych miast (Kraków, Gniezno, Lwów). Czas pobytu w szpitalu był długi. Najkrócej trwał dwa tygodnie, częściej trzy kwartały. Bardzo długo trzymano chorych ze złamaniami. Umieralność w szpitalach wynosiła około 25% przyjmowanych chorych w ciągu roku. Z każdym rokiem następowały powolne, ale znaczące zmiany w systemie pielęgnacji chorych, organizacji szpitali, zasad higieny, a także wyglądu zewnętrznego budynków szpitalnych. Przy szpitalach zaczęto otwierać ambulatoria. Służyły one ubogim, którzy otrzymywali w nich bezpłatną poradę i lekarstwa. Stan budynków szpitalnych i ich wyposażenie ulegało też poprawie. Gdy niektóre z nich nie nadawały się do użytkowania, wówczas budowano nowe lub adaptowano inne pomieszczenia. Po ogłoszeniu nowej ustawy o organizacji i zarządzaniu szpitalami w 1842 r. miały one służyć wyłącznie chorym. W każdym z nich wyznaczono niezbędny personel lekarski – lekarza naczelnego, lekarzy i felczerów. W latach 1815–1867 w Warszawie funkcjonowało 14 szpitali: św. Marcina, św. Ducha, św. Łazarza, Najświętszej Marii Panny, św. Krzyża, Bonifratrów, gminy Ewangelickiej, Dom Podrzutków Baudouina (później Dzieciątka Jezus), Starozakonnych (żydowski), Główny Wojskowy, św. Kazimierza, św. Rocha, Instytut Położniczy, Instytut Oftalmiczny. Większość z nich przetrwała do 1944 r., część została zniszczona, inne zaś zostały wchłonięte przez nowe placówki szpitalne utworzone po 1945 r. Do chwili obecnej przetrwał jedynie Szpital Dzieciątka Jezus.

    Opis:
    Legacies of private individuals important for the Polish history, culture and science (including employees of the Central Archives of Historical Records) are preserved in AGAD among other fonds containing records of clans, families, individuals and their estates. Some of them have already been elaborated and are available to researchers, while others are still awaiting elaboration (due to the rules of closure period for public inspection). The most important fonds that have been already processed are legacies of Feliks Bentkowski, Aleksander Czołowski (preserved in his Collection of Materials), Marian Morelowski, Michal Marczak, Stefan Rygl, Józef Jodkowski. In addition, there are not elaborated twentiethcentury legacies of eminent historians and archivists from AGAD Adam Stebelski, Antoni Rybarski, Aleksander Walawender, Adam Wolff, Maria Józefowiczówna, Józef Płochy, Jadwiga Jankowska, Henryk Rappaport, Franciszek Ramotowski and Teresa Zielińska. The legacies of scientists, archivists and researchers, performing various public or social functions deserve attention not only because of their value but also as an interesting contribution to the history of the art of collecting in Poland. Those records provide an important source for research of history, history of law, art, heraldry, history of cities, archiving, editorial work and philosophy. The legacies also enable a more complete reconstruction of the history of institutions with which the legators were bound.

    The Library of the Governmental Commission of Revenues and Treasury is an example of 19th c. specialist library. It was associated organizationally, with the Governmental Commission. The library served the officials in their daily work, so when preparing orders, instructions, and reports of respective departments of the Commission, resulting from the scope of the tasks entrusted to them. The holdings of Governmental Commission library encompasses collections of the following libraries of the institutions or bodies that were liquidated: Ministry of Treasury of the Duchy of Warsaw, the Administrative Chamber of the Crown Estates of the Duchy of Warsaw, The Special School of Forestry. In addition to that libraries, the Governmental Commission Library acquired books, magazines and prints as donations and purchases, including those from the Government Printing Works. Each of the departments of the Commission was obliged to create its own collection of books, thematically related to the scope of its competence. These were the Departments: Unstable Income, Control and Permanent Tax, Government Goods and Forests, Section of Debt of the Duchy of Warsaw, Department of Measurements, Office of the Director-General and General Secretariat. The first inventory drawn up for the whole library is dated Oct 9th, 1822. That inventory divided library into ten subject departments. The library grew quickly; in 1822 it had only 69 positions, already in 1858 it included the 4410 volumes of a total value of 12,541 silver rubles (including 63 periodicals, 37 newspapers and 36 yearbooks, 59 geographical cards and plans, 5 atlases, 62 collections of engravings and drawings). Governmental Commission of Revenues and Treasury was abolished in 1867 and at the same time its library was closed. Books were divided; Library of the Department of Estates and Forests was transported to St. Petersburg, and the collections of other Commission departments were left in Warsaw. Józef Kapica, archivist of the Department of Unstable Taxation took over the remaining library after that department. Books from the Section of Debt of the Duchy of Warsaw took Ignacy Czerwiński, official Governmental Commission, the library of the General Department was stored in one of the rooms of the previous Department of Mining and library of the Control and Permanent Taxation Department was left in the care of Jan Żabiński, official Governmental Commission. In 1871 Senator Markus, managing financial affairs in the Polish Kingdom, issued rescript of 7/19 April 1871, that ordered transfer of the remaining books to the Warsaw’s Tax Chamber Warsaw’s Main School and the Ministry of Finance in Russia.
