- The Library of the Governmental Commission of Revenues and Treasury is an example of 19th c. specialist library. It was associated organizationally, with the Governmental Commission. The library served the officials in their daily work, so when preparing orders, instructions, and reports of respective departments of the Commission, resulting from the scope of the tasks entrusted to them. The holdings of Governmental Commission library encompasses collections of the following libraries of the institutions or bodies that were liquidated: Ministry of Treasury of the Duchy of Warsaw, the Administrative Chamber of the Crown Estates of the Duchy of Warsaw, The Special School of Forestry. In addition to that libraries, the Governmental Commission Library acquired books, magazines and prints as donations and purchases, including those from the Government Printing Works. Each of the departments of the Commission was obliged to create its own collection of books, thematically related to the scope of its competence. These were the Departments: Unstable Income, Control and Permanent Tax, Government Goods and Forests, Section of Debt of the Duchy of Warsaw, Department of Measurements, Office of the Director-General and General Secretariat. The first inventory drawn up for the whole library is dated Oct 9th, 1822. That inventory divided library into ten subject departments. The library grew quickly; in 1822 it had only 69 positions, already in 1858 it included the 4410 volumes of a total value of 12,541 silver rubles (including 63 periodicals, 37 newspapers and 36 yearbooks, 59 geographical cards and plans, 5 atlases, 62 collections of engravings and drawings). Governmental Commission of Revenues and Treasury was abolished in 1867 and at the same time its library was closed. Books were divided; Library of the Department of Estates and Forests was transported to St. Petersburg, and the collections of other Commission departments were left in Warsaw. Józef Kapica, archivist of the Department of Unstable Taxation took over the remaining library after that department. Books from the Section of Debt of the Duchy of Warsaw took Ignacy Czerwiński, official Governmental Commission, the library of the General Department was stored in one of the rooms of the previous Department of Mining and library of the Control and Permanent Taxation Department was left in the care of Jan Żabiński, official Governmental Commission. In 1871 Senator Markus, managing financial affairs in the Polish Kingdom, issued rescript of 7/19 April 1871, that ordered transfer of the remaining books to the Warsaw’s Tax Chamber Warsaw’s Main School and the Ministry of Finance in Russia.
